1. BBC Creative Archive
• Video clips, audio clips and still images of BBC
programs were available to watch, download and edit
on their website for 18 months- pilot period.
• Five main rules ➀ Non-commercial, ➁ Share-Alike,
➂ Crediting, ➃ No Endorsement ➄ within the UK.
2. Institut National de l’ Audiovisuel
• From 27 April 2007, the access to the broadcasting
program archive become possible on their website.
• 10000 hours of programs are now archived and
provided through a VOD system for free.

programs have been archived and users can access
freely through VOD service.

• Almost every programs since 2000 has been archived
and serviced by ‘VOD’ system
• Users can access some archived programs freely,
but most programs are serviced by paid system
• Access to archived programs: Paid system model
B2C – Pay per view or flat sum system per month
for individual users

condition of joining marketing events.

• Policies of access to archiving programs varies from
broadcasting stations
KBS ‘Free access and use of archived programs’
is a basic principle, but not clear the way of
realizing this principle
SBS Besides paid system, ‘Free access through
advertisement and the use for creating UCC’ is in
service.
MBC Paid system and ‘Free access through joining
marketing event’ are in service and they argue
that broadcasting programs can not be regarded
as public property.

User-oriented broadcasting archiving
• Period for archiving
Ideally, all aired programs since Korean
broadcasting has started should be archived.
Priority should be given to the ‘Public programs’.
• Platform
In long term, broadcasting archive platforms should
be standardized or be compatible with each
broadcasting systems.
