RES 310-11/12 “RESOLVED, that the Harding Township Board of Education appoint Board
Member Davor Gjivoje to fulfill the unexpired term of Norb Gambuzza, effective
June 25, 2012 for a term prescribed by law to continue until the Board’s
reorganization meeting following the school election.”

B. District Curriculum Council Report – Dr. Anemone reported in Dr. Petersen’s
absence.

REPORTS
A. Superintendent- Dr. Anemone reported that Harding Township School will be
receiving $2050 to offset the Ambassadors of Kindness Program, that Artistic Inc. has
been awarded the bid for tennis courts, graduation was held June 19th and the 20122013 HTS School Directory will carry a disclaimer stating that information is not to
be used for commercial or political activity.
B. Business Administrator – Mr. Blake reported that he is preparing for the 2011-2012
audit, setting up 2012-2013 budget in CDK Financial Software and that the staff is
adjusting to new responsibilities. He also reported that $164,000+ from SDA for 3
ROD Grants is expected in June.
C. Madison Board of Education – Mr. Novotny reported.

RES 312-11/12 "RESOLVED, that according to Policy 3451, the Harding Township Board of Education
authorizes the Board Secretary to draw a warrant for $500.00 as of July 1, 2012 and
deposit the same in the Petty Cash Account, maintained at TD Bank, New Vernon, New
Jersey for this purpose.
BE IT FURTHER RESOLVED, that the Harding Township Board of Education only
authorizes the drafting of checks from this account in amounts up to $150. The
designated person responsible for proper disposition of this fund under N.J.A.C. 6:202A.8 is the School Business Administrator."
RES 313-11/12 "RESOLVED, that according to Policy 3451, the Harding Township Board of Education
authorizes the Board Secretary to continue a petty cash fund of $200.00 for use in the
administrative offices during 2012-2013.
BE IT FURTHER RESOLVED, that the Harding Township Board of Education only
authorizes cash expenditures up to $100. The designated person responsible for proper
disposition of this fund under N.J.A.C. 6:20-2A.8 is the Superintendent of Schools."
RES 314-11/12 "RESOLVED, that the Harding Township Board of Education authorizes the Secretary to
continue a petty cash fund of $100.00 for use in the principal's office during 2012-2013.
BE IT FURTHER RESOLVED, that the Harding Township Board of Education only
authorizes cash expenditures up to $50. The designated person responsible for proper
disposition of this fund under N.J.A.C 6:20-2A.8 is the Harding Township School
Principal.

all notices of any regular, special or rescheduled meeting to any individual requesting to
be placed on a mailing list as provided by N.J.S. 10:4-19 and upon the prepayment of a
fee of $30.00 per year. Such requests for notices under this policy shall terminate at
midnight on June 30th of each school year, and

and conferences of this Board shall be open to attendance by the public except for those

RES 319-11/12 "RESOLVED, that the Harding Township Board of Education authorizes certified school
personnel to collect and maintain the following mandated pupil records as per N.J.A.C.
6:3-6.3(a)2:
a. Personal data which identifies each pupil enrolled in the school district. This data shall
include the pupil's name, address, date of birth, name of parents, citizenship and sex of
pupil. May not include religious or political affiliation of pupil and/or parent unless
requested to do so in writing by the parent or adult pupil. May not label pupil illegitimate;
b. Records of daily attendance;
c. Description of pupil progress according to the system of pupil evaluation used in the
district; also record grade levels or other program assignments;
d. History and status of physical health compiled in accordance with state regulations;

Special Services Agreement with Brookwood Consulting for supervisory special
education and other student services for up to five days per week, per diem rate of

RES 331-11/12 “RESOLVED, that the Harding Township Board of Education acknowledges,
with much gratitude, the donation of 179 iPads, 30 Apple TVs, 1 MacBook Air, 1
Bretford Power Synch Cart, and all the associated cords and adapters, generously
donated by the PTO.”
RES 332-11/12 “RESOLVED, that the Harding Township Board of Education approves the
tuition contract with Newmark School, for Student #10040, in the amount of
$51,931.04 for 199 days ($260.96 per diem), including Extended Year tuition, as
indicated in the student’s IEP.”
RES 333-11/12 “RESOLVED that the Harding Township Board of Education approves the
tuition contract with P.G. Chambers School, for Student #SE7, in the amount of
$71,360.10, for 210 days ($339.81 per diem), including Extended Year tuition, as
indicated in the student’s IEP.

WHEREAS, P.L. 2010, chapter 39 allows for the Position of Treasurer of School
moneys to be optional; and
WHEREAS, the opinion set forth by the Board is to abolish said position effective July

1, 2012 for reasons of economy; and
WHEREAS, according to P.L. 2010, chapter 39, and amendments to various N.J.S. 18A,
that the board secretary posses the required certifications and qualifications to assume all
duties as identified in place of the Treasurer of School Moneys, and
WHEREAS, according to P.L. 2010, chapter 39 amends N.J.S.A.18A:17-9 as follows:
The chief school administrator or board designee other than the secretary shall prepare
the monthly reconciliation of bank account statements and in conjunction with the
secretary take any steps necessary to bring the cash record balance and reconciled bank
balance into agreement prior to the completion of the secretary’s monthly report; and
WHEREAS, according to P.L. 2010, chapter 39, amends N.J.S. 18A:19-10 as follows:
Payment shall be made to the teachers and others entitled thereto by individual checks
drawn to their respective orders upon such account and signed by the secretary and the
Superintendent; and
NOW THEREFORE BE IT RESOLVED that the Harding Township Board of
Education hereby abolishes the position of Treasurer of School Moneys effective July 1,
2012; and
BE IT FURTHER RESOLVED that the Harding Township Board of Education by
way of abolishing the Treasurer of School Moneys position, assigns all duties as
identified in P.L. 2010 which were previously assigned to the Treasurer of School
Moneys to the Board Secretary; and
BE IT FURTHER RESOLVED that the Harding Township Board of Education by way
of abolishing the Treasurer of School Moneys position hereby increases the bond for the
Business Administrator/Board Secretary to a minimum of what was required under 18A
or as promulgated by the State board; and
BE IT FURTHER RESOLVED that the Harding Township Board of Education
designates David B. Blake as signor on the payroll/agency account(s) and warrant
account; and
BE IT FURTHER RESOLVED that the Harding Township Board of Education
designates the Superintendent’s designee Gail Swenor, Assistant to the Business
Administrator to prepare monthly reconciliations according to amended N.J.S. 18A:17-9.
NOW THEREFORE BE IT RESOLVED that the Harding Township Board of
Education abolishes the position of Treasurer of School monies as of July 1, 2012.

1. The Harding Township Board of Education, Tax ID 22-6001858, hereby elects to
participate in the Health Program provided by the New Jersey State Health Benefits
Act of the State of New Jersey (N.J.S.A. 52:14-17.25 et seq.) and to authorize
coverage for all the employees and their dependents thereunder in accordance with
the statute and regulations adopted by the State Health Benefits Commission.
2. We elect to participate in the SHBP Employee Prescription Drug Plan defined by
N.J.S.A. 52:14-17.25 et seq. and authorize coverage for all employees and their
dependents in accordance with the statute and regulations adopted by the State Health
Benefits Commission.
We will not have a stand-alone prescription drug plan and understand that
prescription drug coverage will be provided by the Health Plan.
3. We will be maintaining Delta Dental of New Jersey as our dental plan.
4. We elect 35 hours per week (average) as the minimum requirement for full time
status in accordance with N.J.A.C. 17:9-4.6.
5. As a participating employer we will remit to the State Treasury all charges due on
account of employee and dependent coverage and periodic charges in accordance
with the requirements of the statute and the rules and regulations duly promulgated
thereunder.
6. We hereby appoint David B. Blake, Interim Business Administrator/Board Secretary
to act as Certifying Officer in the administration of this program.
7. This resolution shall take effect immediately and coverage shall be effective as of
October 1, 2012.

EXECUTIVE SESSION
The following motion was made by Mr. Gjivoje and seconded by Mr. Novotny:
RES 358-11/12 “RESOLVED, that pursuant to N.J.S.A. 10:4-13 and 10:4-12 that the Harding
Township Board of Education holds a closed session on June 25, 2012 at 11:20
p.m. It is expected that the discussion will be made public as soon as official
action is taken.”
The motion was carried by a unanimous voice vote.
ADJOURNMENT
There being no further business, the meeting was adjourned at 11:30 p.m. by a motion by Mr.
Modi and seconded by Mr. Flynn. The motion was carried by a unanimous voice vote.
