Role Profile Title Reports to: Directorate: Grade: Service Manager Executive Principal, Beaumont College Services / Education Role Purpose: To support Scope’s aim of equality for disabled people by providing the management and leadership of the Service to provide learning and support staff to Ealing, Hammersmith & West London (EHWL) Colleges. To manage a staff team providing learning and support services to students enrolled at EHWL colleges. To ensure there are trained staff to support Tutors with the delivery of educational programmes to a high standard across the curriculum. To role model and lead the staff team to deliver an ambitious vision, have expectations for what all learners can achieve, and have high standards of quality and performance. To oversee the quality of support in providing a high level of intimate and personal care and support to the students at the college. To supervise the staff team in order that they can support students in all aspects of their college day to maximise their independence, choice and control. Key Dimensions: To act as the Registered Manager in law for the service. To meet contractual obligations of providing Learning & Support Staff and services. To ensure Tutors are supported with the delivery of educational programmes to a high standard across the curriculum. As Service Manager to ensure that the service meets all requirements as set by The Office for Standards in Education, Children's Services and Skills (Ofsted) and the Care Standards Act 2000 and the Care Quality Commission (CQC), and all other relevant regulatory bodies. To ensure on-going review of the requirements of the standards and liaison with EHWL College Managers and tutors, taking such action as is necessary to meet standards and ensure continuous improvement applicable to the Service. To effectively supervise and support those directly reporting to manage teams of Learning & Support Workers and offer a quality service, in all its facets, including external relationships with tutors and managers of the college, families, purchasers, inspecting authorities and other agencies concerned. To be responsible for marketing and promoting the Service and to develop strong links with individual Colleges to secure on-going new business. To actively develop the Service, ensuring that growth is managed effectively whilst maintaining a high quality service delivery to customers. 1 Budget Responsibility: Assume budgetary responsibility for the Service and within that effectively utilise staff and resources to achieve high quality services. Resource Responsibility: To manage the staff groups who will be supporting the tutors of EHWL to work with a wide range of learners with disabilities, including those with complex and profound needs and learners on the autistic spectrum. To liaise with EHWL Managers and teaching staff to ensure the team coordinator and staff support the delivery of the curriculum provision. Management Responsibility: To provide sufficient staff to work with EHWL tutors in order to support them to deliver educational and personal care services to students at the college. To ensure the service complies with all relevant legislation and to maintain systems to ensure compliance with standards, policies and procedures. To ensure that all staff understand what is expected of them when working with the students. To ensure that staff within the service are recruited, trained and supervised in accordance with Scope policies and procedures. To assess good practice through a sound knowledge and understanding the observation of teaching and learning process. Provide leadership and support to staff team. Key Accountabilities: Generic To be directly responsible to the Executive Principal and to supervise staff to work alongside tutors as part of the EHWL Team in order to ensure the effective delivery of support for learning to all learners. To lead the team to ensure that, in conjunction with external stakeholders, to make sure learners benefit from high expectations, engagement, care, support and motivation from staff. Be knowledgeable about individual learners’ Learning, Communication and Behaviour Guidelines in order to guide and mentor the staff team to offer student–centred support. To be responsible for ensuring that staff enable learners to access designated equipment in line with moving and handling protocols and individual risk assessments. To be responsible for making sure the service provides personal intimate care, including washing & bathing, assistance with toileting and support with medication in line with Scope policies. To be responsible for ensuring protocols are in place that are being followed by the team and are audited and updated e.g. individual eating and drinking protocols. To ensure that all Health and Safety procedures are followed when learners are accessing the community. To be able to use strong communication skills both verbally and in writing. To have a good working knowledge of communication support strategies e.g. the use of sign and symbols etc. To have excellent interpersonal style in order to make and sustain positive relationships. To have the ability to use Microsoft Office Word, Outlook, MIS, E-portfolio’s, Excel and PowerPoint to include the production of professional documents and audio/visual evidence of learner achievement. To be able to utilise own excellent skills in organisation and prioritisation of tasks and time. To apply an excellent understanding of the need for confidentiality and discretion at all times. To have the ability to work flexibly to meet the operational demands of the service. To have an excellent approach to disability and be able to role model positive and inclusive behaviour. To work with the Designated Child and Adult Safeguarding Advisor, supervising care practice. To participate in Child and Adult Safeguarding Training and have a working knowledge of Child and Adult Safeguarding Awareness and procedures. Role Specific Accountabilities: To be responsible for departmental budget control and having and maintaining effective administrative systems in place to monitor expenditure against budget. Making staffing proposals when necessary to support changes in service. To build effective relationships with EHWL management and staff in order to deliver learning support services to students enrolled at the college. To ensure that there are regular staff meetings, using these and other methods to enable effective communication across the staff team, students and external agencies. To participate in regular Supervision sessions and PDP meetings. To undertake recorded observations of the staff supporting in sessions. To ensure the production of planning, recording and other documents as required by the organisation. To liaise with Beaumont College Workforce Development to ensure all training needs are met.
