Little Rock, Arkansas Participants • • • • • • • • • • • • ADEM Oklahoma Missouri FEMA American Red Cross US DOT Corps of Engineers (Little Rock) NORTHCOM ARMY North Arkansas Highway and Transportation Department Arkansas Department of Health Domestic All Hazard Response Mission (Texas) Topics of Discussion • Baseline Resource Gaps – USAR, Rotary Wing, IMT, EOC Mgmt Team, EMAC A-Teams, Building Inspection Teams, HazMat, DMAT, Ambulance Strike Teams, Swift Water Rescue, Etc. • Coordination in Planning • The way ahead with IERSP • Plan De-confliction • Possible issues with MASS • Federal Medical Station (FMS) and Strategic National Stockpile (SNS) coordinating and developing plans Issues Resolved • Louisiana National Guard will support Arkansas • Arkansas will go with typed resources and capabilities that fall within the baseline list. • Bridge inspection trucks (SNOOPER) • FEMA LOG has deals in place to stage fuel at LRAFB, this will help with problems regarding fuel shortages Issues Pending Resolution • We still have resource gaps • Planning regarding supply chains (for example to support FMS, aero medical evacuation, etc). • De-conflicting resources • Mass evacuation vs. pushing resources in to the affected area • When can evacuee’s return to the affected area (planning) • FEMA Ambulance Contract and pulling from impacted States • Identification of needed generators (size, type, etc) Additional Clarification/Information • Clarify and finalize deadline for associate States to share data with the Federal, DoD, impacted States and private sector partners. • How will we incorporate States not using MASS? • Is it feasible for ESF’s to have login’s to MASS? • What is the correction process for MASS, which will allow mission ready packages (MRP) to be directly imported? • When will additional training be available for MASS specifically with regards to supporting States. Status of Resource Needs • Obtaining status is still a work in progress • Arkansas National Guard resource needs will be filled by 12 different States/Territories Additional Comments • There is a critical need for State EMA and National Guard to communicate on resource needs • National Guard meets annually to discuss resource allocations Questions?
