Daman & Diu.
 During last General Election serious law & order situation had
occurred as workers of both the political parties had clashed
resulting into damage of life & property which subsequently
led to registration of criminal cases. Also all the 4 cases of
impersonation in voting had occurred in Dabhel area.
 In Dabhel, Re-polling was held in 7 polling stations.

FORCE FREE AND FAIR ELECTIONS
To achieve it HAZARD IDENTIFICATION AND
RESERCH ASSESSMENT was done .
 Since Re-Polling was held at Dabhel during General
Elections – 2009 security of this area was major cause
of concern.
 In Dabhel the polling booths are located in densely
populated areas, having narrow lanes
 Similarly Bhimpore area is infested with bootleggers
and many anti social elements.
 In Kachigam followers of a particular political party
reside in majority which can lead to a serious law &
order problem if not tackled properly.

In the preparations of Election for 1Daman & Diu Parliamentary Constituency .
 Various meetings were held with all the departments
regularly to update the election procedures,
preparation of various teams who would be working
during elections were declared.
 Meetings were held with Political Party Candidates
 Meetings were held with Press and Media personnel's
 Meetings were held with Police department

heads.
Basic Minimum Facilities (BMF)
•Drinking Water Facility was available at all Polling Stations.
•Fire Extinguishers and First aid Kits were available at all Polling Stations.
•Ramp Facility was available at all Polling Stations.
•Adequate shade was made available at majority of the Polling Stations
however in all other cases it was available through temporary arrangements
such as Shamiyana/Pandals.
•Toilet Facility was already available at most of the Polling Stations however
where Toilet facility was not available, mobile toilet units was placed by PWD.
•Furniture and Adequate Lightings were available at all stations
•Block Level Officers Counter were provided at each polling station.
•Help Desks and Signage was placed on the day of the poll

Arrangements for General Elections2014.
 The Control Room was setup for 24 x 7 for the forthcoming
Lok Sabha Election 2014 . Daman: 0260-2230530, Diu : 02875254430 and Toll free no. 18002330530
 CCTVs were installed at all the polling stations of both the
Districts.
 Voter Facilitation Centre's were established.
 Webcasting : 100% webcasting of all polling stations in both
districts.
 Voting Compartment : Voting Compartment were procured.
 Video Viewing Team was setup .
 Media Certification and Monitoring Committee was setup to
keep check on Paid News.

Awareness activities like signature campaign for
voters, awareness through FM radio, Paper
Advertisements etc were done to boost
confidence in Voters.
LAW & ORDER / SENSITIVITY ANALYSIS
Law & Order Status & Security Ensuring security measures for Daman & Diu Parliamentary
Assessment
Constituency was a sensitive matter as the UT of Daman & Diu
shares boundary with Gujarat which is prohibition state and liquor
smuggling which was a major challenge, needed to be curbed also
the fact that the Dabhel area had repoll and incidents of violence
during the last General Elections which made the area critical from
security point of view.
There was no security threat to the candidates from any antinational outfit.
There was no resentment in local public about any regional issue.
District Security Plan
In Daman & Diu the critical PSL are 31 and Poling Booths are 44.
In Daman 15 critical PSL are located in Dabhel (8), Bhimpore (4),
Kachigam (3).
All precautionary measures were used like suspension of arms
Licenses in advance and special direction to all liquors retailers &
wholesalers. First time a local transit pass system was introduced to
check any illicit liquor transportation.
Regular meeting were held with the representative of Political
Parties and candidates to make them understand their role to create
confidence among voter for peace and to have fair and force free
elections.

Border Issue
 13 border check posts are in operation 24/7 basis for checking each
and every vehicle entering / exiting from Daman for preventing
smuggling of liquor, illegal arms and ammunitions, cash, etc.
 The Valsad police has also started 9 pickets bordering Daman.
 3 meetings were held with border districts of Gujarat and
Maharashtra wherein information about criminals had been
exchanged.
Special Measures
Raids conducted during the pre-poll campaign resulted in seizure of large
quantity of liquor stored for the distribution among the Voter to lure them
to cast their vote in favour of candidates.

Actions The whole area was divided into 17 sectors which was bounded by Sector
Magistrate the Civil Administration and sector police officer and their duty
was to continuously patrol their area and keep a continues vigil for
activities of persons potential for creating nuisance.
During the pre-poll exercises the candidates and their representative
were apprised of various do’s and don’ts regarding peaceful conduct of
election.
Round the clock security arrangement and CCTV cameras were installed
in and around the Strong Room at Counting Centres. Control Room was
also established.

Area Domination Activities
Sector Magistrates and Sector Police officers were regularly visiting
areas where vulnerable voters were residing.
Flag march was conducted in sensitive areas to assure the voters
that they did not the fear anyone and to give vote freely. Sensitive
areas was patrolled constantly as a result not even a single incident of
law & order was reported during the election.

Achievement
 The voters were able to cast their vote without fear which
is evident for the increase polling percentage which is
5.99 % more than the previous general election held in
2009
 Not even a single incident of violation of law and order
reported in both the Districts.
 We were able to achieve our vision.
