Purpose of Special Education
JACK O’CONNELL
State Superintendent
of Public Instruction
Students with disabilities receive:
“specially designed instruction…to
ensure access of the child to the
general curriculum, so that the child
can meet the educational
standards…that apply to all children.”
(34 CFR §300.39(b)(3)(i)(ii))
13
JACK O’CONNELL
State Superintendent
of Public Instruction
“Children with disabilities have the
right to a program designed to help
them meet the same high standards
expected for all children. The written
individualized education program
(IEP) should spell out how the child’s
special needs will be addressed so
that they do not pose a barrier to
reaching those standards.”
School reform and enforceable
rights to quality education – Paul
Weckstein, chapter in Heubert, ed.,
1999, Law and School Reform.
14
Access – A Civil Rights Issue
JACK O’CONNELL
State Superintendent
of Public Instruction
“Excluding students with disabilities
from an opportunity to derive
educational benefit from education
reform becomes a civil rights
issue.”
(Hitchcock, Meyer, Rose, Jackson, 2002)
