GHG PROGRAMME MEXICO MR. EDGAR DEL VILLAR UNDERSECRETARY FOR ENVIRONMENTAL REGULATION AND PROMOTION WASHINGTON, D.C., MARCH 23RD., 2010 Background Following consultations with Mexico’s private sector, SEMARNAT, CESPEDES (BCSD Mexico), WRI and WBCSD established a partnership with the objective of preparing Mexican enterprises for an increasingly carbon-constrained world. On August 2004, the Programme began as a Voluntary Pilot Programme for GHG Accounting and Reporting (Mexico GHG Programme). Following a succesful two-year pilot phase, on October 2006, the Programme was renewed and extended as a permanent programme for Corporate GHG Accounting and Reporting. Programme Objectives Provide training for capacity building for companies / organizations interested in developing GHG inventories. Promote competitiveness through GHG reduction projects and implementation of low carbon activities. Identify potential projects together with related specific benefits. Incorporate a three level recognition scheme to enhance participant’s commitment in the GHG emissions reduction programme. Contribute to achieve Mexico’s GHG reduction goals. Programme Structure GHG 1. Institutions / organizations that have developed and made public their GHG inventories. GHG 2. Institutions / organizations that have their GHG inventories verified and have developed reduction strategies. GHG 3. Institutions / organizations that have implemented GHG reduction projects and show low carbon behavior, having their reductions verified and certified. The Mexico GHG Programme was integrated as one of the main lines of action in the Special Programme of Climate Change as a mean to achieve GHG reduction objectives. Promote mitigation actions through the development of GHG inventories and reduction projects. Main objective: Enhance Accounting and Reporting of Green House Gas Emissions and Reduction Projects, within the overall strategies for Enterprises Improvement of Environmental Performance for Competitiveness. Programme Strategies Main strategies of the Mexico GHG Programme: o Promote participation of the main sectors of the economy and a larger number of companies, organizations, institutions, and governments. o Integrate a new validation/certification scheme for GHG inventories, establishing base lines and environmental quality standards “benchmarking”. o Promote development of GHG reduction projects and its participation in carbon markets. 2010 – 2012 Goals … Integration of at least 30 new enterprises / institutions to the Programme. Integration of at least three new economic sectors (paper, tourism and transport). Report 80% of national GHG emissions from energy generation and use (integration of the whole of the energy sector). Identification / implementation of 50 projects for their participation in carbon markets (voluntary or CDM). 2010 – 2012 Goals Implementation of a remote system for reporting emissions and emissions reduction, reducing burden on enterprises / organizations. Implementation of a system for validation / certification of reductions Elaboration of 5 sector based guidelines to implement better practices for selected sectors.
