Terms of Reference
Human Resource Information Forum
Purpose
To provide a structured engagement between providers and users of
staff-related information, to inform priorities for development of HR
Information Reporting developments.
Context
People represent a significant part of the University’s operating costs
and are critical to the achievement of the University’s strategies and
the day to day operations of the University.
Decision-useful information about our people is critical to making
timely, informed, quality decisions on people-related business issues.
A range of stakeholders have need of different types and levels of
information:

SLT / SLT & Mgt Teams
Strategic, Scorecard, Ratio Analysis
University Services/Analysts
(e.g. POD / OSM / FAM, M&P)
Strategic analysis, to inform businesscases; policy; strategy; and performance

Administrators/Leave Mgrs
Operational (but also strategic analysis at
college / service / school level)
Operational - administrative transactions
Staff
Contact with colleagues; Verify Status;
Undertake administrative transactions
To reflect the range of stakeholders, membership of the Forum
comprises:
 AVC People and Organisational Development (Sponsor)
 Manager Remuneration and HR Reporting (Chair)
 HR Analyst
 HR Services Manager
 College Business Managers (5)
 Maori & Pasifika
 Finance & Assets Management
 Office of Strategy Management
 Research Management Services
The Forum will also draw on internal and external expertise to enable
informed discussions – e.g. Employment Relations Manager (Staff
Privacy Officer); and receive input from specific users – e.g. University
Risk Manager; University H&S Manager; and specific information
providers – e.g. ITS, Facilities.

Relationship with MERP
The University will be progressing a Massey Enterprise Reporting
Project (MERP), the scope of which covers the majority of information
types and sources (including HR Information) and which is intended to
provide an over-arching information architecture and tool sets . The HR
Information Forum, operates as a vehicle to provide structured input
into the MERP regarding staff-related information needs, and is to
support the MERP directions and developments, including participation
of appropriate members of the Forum in MERP stakeholder
engagements. Potentially, in the future, the role and composition of the
Forum may change to integrate with future infrastructure and
processes under the MERP developments.
HR Information
HR (or staff-related) information is primarily information stored in the
Massey HRIS (HR Information and Payroll System), but also includes a
potential range of non-HRIS information stored in other databases
managed by the People and Organisational Development Group and
also other staff-related information identified by the initial user-group
as relevant and useful, that are either currently stored in other
databases or could potentially be developed into a database (e.g.
assets, delegations etc).
Resolution of impasse
As the Forum represents information providers and users; a diverse
range of information users with different requirements and priorities,
where the Forum is unable to reach agreement of priorities, these will
be reflected as “split recommendations” in any papers which go to SLT,
and SLT shall be the arbiter of the final decision on recommendations.
Outcomes of Forum Meetings
The role of the Forum is to operate as an advisory group to SLT
on the priority of Information Reporting Developments. Outputs of the
Forum will include:
 Recommendations to SLT regarding priorities for developments to
support enhanced staff-related reporting.
 Review the relevance and quality of existing information sets.
 Identify new information needs and solutions.
