Abstract
This Report contains the details of the activities and achievements of Higher Education
Commission Regional Centre Quetta accomplished during the session 2010-11. The Report
discusses the details in terms of the Responsibilities and duties assigned to the Regional Centre.
This Report comprises of five sections which are following
1. Administrative Duties
2. Academic Duties
3. Duties as Public Relations Officer
4. Duties in Relations to Students and Teacher Welfare
5. Duties as Liaison Office
Each task is placed under these categories depending on the nature of the task
accomplished. Administrative duties contain activities like Office Establishment, Material
Distribution, Data Collection, Test/Interviews of Candidates, and Court cases. Academic
duties contain Project FATA-Baluchistan and organizing of Events and Occasions. Meetings
are the part of Duties as Public Relations Officers. Intra and Extra Curriculum activities
arranged by the Regional Centre are place under the duties in Relations to Students and
Teacher Welfare. Duties as Liaison Office comprises of activities like Attestation and
Accreditation, Press Releases and development of Webpage for Regional Centre Quetta.
HEC Regional Centre Quetta after its establishment faced many problems in performing
these duties in the region. Though it was a tough situation for a newly established office

somehow overall outcome from the Centre was quite optimistic. The Centre is still under the
construction phase and it is expected to have a better future ahead of it.
Introduction
The Higher Education Commission Regional Centre Quetta was established by the Higher
Education Commission in 3rd May 2009 to facilitate the activities of HEC in the Region. As per
Notification of the HEC Islamabad, in the beginning RC working with in the premises of law
college and now separate independent building hired on zarghoon road Quetta. The Centre was
required to undertake following work/Duties:
1. Administrative Duties
a. To maintain the Regional Office in Quetta
b. To distribute reading materials, journals, newsletters, library materials etc. to
Universities in the Region.
c. Generally to assist in promoting the activities of the HEC in such manner as may
be determined.
2. Academic Duties
a. To make arrangements for holding workshops, Colloquia, Seminars, Lectures,
Conferences etc.
b. To organize Extension Lectures at Universities
c. To supervise and help in the implementation of HEC Projects and activities in the
Universities of the Region.
d. To coordinate HEC program in Degree awarding institutions and Universities in
the Region.
e. Organize teacher training courses for teachers in Universities and Degree
awarding institutions.
3. Duties as Public Relations Officer
a. To act as reception office for visiting teachers, Scholars, Students and Foreign
Delegates.
b. To organize meetings in the Regional Office or in a University.
c. To assist in projecting achievement of Universities
4. Duties in Relations to Students and Teacher Welfare
a. To guide and assist students and teachers in the Universities at Quetta in solving
their difficulties and smooth relationship amongst them and with the Universities.
b. To organize Intra and Extra-Curricular activities in the Universities/ Degree
Awarding Institutes in the Region or on behalf of HEC in other Regions.
c. To organize Sports activities in the Region.

5. Duties as Advisor Foreign Students
a. Organize, Supervise and promote foreign Students Advisory Services in all
Universities.
b. Perform the functions of Foreign Students advisor at Regional Office, Quetta.
c. To advise the HEC on the affairs of Foreign Students and coordinate activities in
all Regional Offices.
6. Duties as Liaison Office
a. To provide information on the program and projects of HEC to maintain Liaison
with Institutions the Regional Offices and to the Head Office.
b. To provide information on Higher Education in the Region.
c. To assist the HEC in its publications and informational program.
d. To facilitate the people in attestation of degrees and issuance of equivalence
certificate
7. To perform such other duties/functions or may be assigned by the competent authority
from time to time.

Activities of Regional Centre
In the previous year HEC Regional Centre Quetta carried out following activities:
1.
Administrative Duties
a. Office Establishment
HEC Regional Centre Quetta was established on 3rd May 2009 at Baluchistan University
of Information Technology, Engineering and Management Sciences Takatu Campus Quetta.
BUITEMS provided a office with the basic facilities for the commencement of its operations
in the region. BUITEMS was located at distant from city and it was difficult to the public to
get access. In this regard meetings were held with the Vice Chancellors of the regional
Universities and Higher Education Commission Islamabad after quality research and
consultation the premises of University Law College were proposed for establishment of
HEC Regional Centre Quetta. But still it was not appropriate for RC due to the fact that HEC
has only one hall which is further divided into cabins and offices coming from Islamabad
were a lot of problems while conducting workshops and other office matters. Thus New
regional office established at zarghoon road Quetta and properly functioning from the month
of August, 2011.

b. Material Distribution
On regular basis regional Centre distributes the reading materials, journals, newsletters,
library materials etc. to different Universities, Institutions, and Govt: Departments and
individuals of the Region for publicity or as by request.
c. Collection of Data
This task was required by the statistics division of higher education commission
Islamabad from regional universities of the Province time to time. The required data
remained pending for a long time.HEC Regional Centre Quetta took keen interest in the
matter and its persistent efforts made it possible to timely deliver the data to the concerned
divisions.
The Details of the Data collected is as under:
i.
Collection of National Internship Program Data.(2010-11)
The Regional Centre Quetta started collection of Data from Universities of the
region in this regard and 6000 thousand candidates date had gathered and sent to HEC
head office
d. Test/Interviews of Candidates for Different Posts in HEC
i.
Conducted Interview for the Driver post for Regional Centre
Higher Education Commission Regional Centre Quetta arranged the Interviews of
candidates for the Posts of Driver in 26th February, 2011
ii.
Conducted test plus Interview for the Post of Computer operator
The HEC Regional Centre Quetta arranged test Centre and coordinated video
conferencing for short listed candidates at university of Baluchistan for the post of
computer operator for the month of March, 2011
e. Court Cases Attended
i.
On 1st of October, 2010 a court case was attended by the Assistant Director of the
Regional Centre Quetta at High Court Quetta as Performa Respondent in reference
to the Constitution Petition No. 337-2010.
ii.
On 31 of October, 2010 session court case was attended at High Court Quetta as
Performa Respondent in reference to Constitutional Petition No. 594/10
iii.
On 8th June, 2011 of High court case was attended at High Court Quetta as
Performa Respondent CP No. 381-2010 and CP NO. 457/2010

Academic Duties
a. Project Baluchistan-FATA
i.
NTS test conducted for Baluchistan-FATA Scholarships
The Higher Education Commission in collaboration with NTS Office Quetta
conducted test for HEC scholarships under the project “Provision of Higher Education
Opportunities for Students of Baluchistan and FATA” at Quetta on 5th September,
2010 and in year 2010 it was on 7th August 2011. Successful students were selected for
preparatory Foundation course, which helped them to better attempt their NTS test for
scholarships.
ii.
Closing Ceremony of Foundation Course 2011
Closing ceremony of foundation course 2011 was held at University Law College Quetta, the
course was organized by Baluchistan Study Centre, university of Baluchistan in collaboration of
HEC regional Centre Quetta. The chief guest for the occasion was Provincial Minister for the
inter provincial coordination
Dr. Ruqayya Hashmi but due to sudden law and order situation in
the city she could not attended the ceremony.
The ceremony was the started with the recitation of holly Quran by hafiz kalimullah. Haroon
Kasi Project Manager HRD HEC Regional Centre Quetta, welcomed all the guests. Prof. Dr.
Sabir Baloch Director Baluchistan Study Centre in his opening speech appreciated the efforts of
HEC in higher Education sector particularly in Baluchistan and suggested that such courses
should be held more to uplift the education standards in the region. Habibulah Nasir Dy Director
HEC regional Centre Quetta highlighted all the projects which have been initiated by HEC
especially for Baluchistan which includes the establishments of two new universities in region
and 600 local and foreign PhD Scholarships.
Waqas Ahmed Choudry Project Director HEC in
his speech assured that HEC is committed and taking serious measures to uplift the standard of

higher education in Baluchistan as there is no deficit of talent in the students of Balochistan but
due to the lack of opportunities they could not come forward, but with help of such courses they
will be made at par with students of others provinces of Pakistan.
In the end certificates and shield were distributed among the students, resource person and
participants.
Pre and Posttest were conducted for the purpose of evaluating the performance of
students before and after the course. The details of the result are as under:
HEC Regional Centre Quetta provided supportive guidance to the newly selected
candidates regarding the Documentation and coordination with HEC Islamabad.
b. Events and Occasions
i. Report on proposal guidance workshop
Regional Centre Quetta conduct proposal guidance workshop with collaboration from
British council. Due to some security issue British council focal person seema khan
decided to cancel the workshop but regional Centre Quetta willing to conduct this
workshop. So in the end it decided that, way through video conferencing from regional
Centre Karachi to university of Baluchistan Dated 10, July conduct a workshop.
Participant’s response is quite good, 17 members from V.C to lectures participates.
ii.
INSPECTION REPORT OF CENTRE FOR GAT SUBJECT TEST
CONDUCTED BY NTS AT QUETTA ON 29.8.2010

The test was conducted on 29-8-2010 at the Boys scout hali road Quetta cantta near FC
head quarter.

When I reached the Centre at 08:00 hours Mr. Saleem kurd, Chief Supervisor and Mr.
Sajjad Supervisor were present with other supervisory staff.

A Help Desk was set up in the reception where one member was deputed for guidance of
the candidates.

One big hall allotted for seating the candidates.

Supervisory staff pasted the roll number slips on the seats by 09:30 hours.

The candidates were allowed to be seated from 09:30 to 10:00 hours.

Supervisory staff obtained attendance of the candidates in time.

One sealed box containing Question papers/ Answer Sheets was opened by the Chief
Supervisor in the presence of staff members, the undersigned and three representatives of
the candidates taken from the Centre:
The test was started at 10:00 hours and ended at 12:00 hours.
10 out of total 9 candidates appeared in the examination and 1 candidates was absent:
iii. Mega ICT FIESTA/Job Fair
Higher Education Commission, Regional Centre Quetta was invited in Mega ICT FIESTA/Job
Fair conducted by Baluchistan University of Information Technology, Engineering and
Management Sciences from 23-24 June 2010 at BUITEMS Takatu campus Quetta. Mrs.
Governor of Baluchistan Nasreen Magsi was invited as the chief guest in inaugural ceremony.
Different regional organizations placed their stalls for information of student. Higher Education
commission placed an information desk for the students in which around 2000 students and
faculty from different institutes were given presentation regarding HEC’s Aim and scholarships
program specially. Mrs. Governor of Baluchistan was briefed about the HEC’s aim and its
programs in Baluchistan which was highly appreciated by her and VC BUITEMS.Video
Conferencing of Lecture Series
iv. Degree Supplement Form workshop
Quality Assurance Division of HEC in collaboration with HEC Regional Centre
Quetta have conducted one day workshop on “Understanding of Degree Supplement Form (DSF)
contents and its Effective Implementation in HEIs” at Sardar Bahadur Khan Women university
on 10th August, 2010 at 10.00am. All the Registrar and Controller of Examination of
Public/Private Universities/HEIs of Baluchistan Region have participated in the workshop.
The workshop was started with the holy recitation of Quran and Mr. Dr S.M Raza
Advisor Q&A Division inaugurated the workshop and the event was coordinated by Ms. Zia
Batool, Director General (QA) from HEC, and Islamabad via video conferencing. Ms. Sultana
Baloch was the chief guest of the occasion and she in her speech appreciated the interest and role
of HEC for providing them opportunities for capacity building of the participants from different
Universities.
Engr. Muhammad Ismail Director QA (NUST) in his presentation highlighted the
elements and importance of the Degree Supplementary. Mr. Abid hussain Director Attestation
and Accreditation Division, gave brief introduction about the function of attestation department
and how hec probe fake degree holders, meanwhile given suggestion to universities how to
prevent from fake degree issue. Nasir shah Dy Director and muneer Ahmed Dy Director HEC
have briefed the participants about plagiarism policy.
V. One day workshop on network performance monitoring
A one day workshop on Network performance monitoring workshop for PERN Network was
organized by SEECS-NUST Islamabad and HEC on 24th November at HEC Regional Centre
Quetta.

administrators
from 5
universities
of
Baluchistan province participated in the workshop. During a full day activity, the participants
were trained to work on comprehensive tool for Network Performance Monitoring developed by
School of Electrical Engineering and Computer Sciences, NUST University in collaboration with
SLAC,
Stanford
University.

Mr. Ahsan
hashmi welcomed all the participants, emphasized on the importance of combined efforts
by universities to improve research culture in Pakistan and explained HEC’s motives to facilitate
universities for this purpose. Project Manager Mr.Zeeshan from SEECS-NUST explained the
research, social and economic impact of this project and motivated participants to deploy this
tool in all universities of Baluchistan.
vi. TV Talk Show Conducted
In Collaboration with Higher Education Commission, Dawn TV and Centre for Civic
Education Pakistan, a HEC recognized R &D organization have recorded TV Talk Shows tilted
“Reporter at Campus: Mera Tusware Pakistan” at different university campuses of major cities
of Pakistan and discusses main themes: good governance, rule of law, active citizenship,
university community linkages and role of university students in this regard. So HEC, RC
organized TV talk show at buitems city campus.
vii. Six day workshop conducted on Computer Assisting Language Program at SBK
women University
The English Language Teaching Reforms (ELTR) Phase II, organized a six day workshop on
Computer Assisted
Language Learning (CALL) in collaboration with Sardar Bahadur Khan Women University,
Quetta from March 07- 12,2011. The one week workshop aims at the orientation of the
participants. The CALL course has a multifaceted dimension, in which the beginners and
advance level courses are being introduced. The multi variant group from different public sector
colleges, universities and Bureau of Curriculum & Extension Centre Quetta participated in the
course. The eminent resource persons from the federal capital conducted this workshop. The
overall purpose of the workshop was to equip the participants with the basic techniques of
computer assisted language. The workshop focused on Word Processing document design and
track review data and folder management lesson design, the three-dimensional Interface, Digital
profiles: interface and networking Oracy skills development; content and assessment design
Linguistic Frame Technological Frame Multimedia programming, Sound recording and audiotext formation Lesson planning and assessment, HTML: lesson designing Comparison of CALL
with traditional teaching, Listening skills: Using Audacity/HTML Devising lessons in
CALL, Learning beyond boundaries: Theory and application of CALL Projects and Project
devising. The Vice Chancellor of Sardar Bahadur Khan Women University, Mrs. Sultana Baloch
graced the closing ceremony with her presence as the Chief Guest. She congratulated the
participants on the successful completion of the course. She emphasized implementation of the
skills learned during the program so as to update our language learning and teaching process and
bring it to level. One of the course participants expressed their views and applauded the efforts of
Higher Education Commission. She suggested initiating more courses for the development of
teaching faculty. The participants thanked HEC & SBKWU for launching a fruitful IT based
training for the ELT faculty. Ms. Noor Amna Malik congratulated the participants and
announced the advance level course based on CALL for them.

Duties in Relations to Students and Teacher Welfare
i.
Organized Decorative Art Exhibition
. Inter University Art Competition was held on December 20, 2010 at HEC regional Centre
university law college Quetta cantt under the Topic “Peace “ arranged by Higher Education
Commission Regional Centre Quetta in collaboration with regional universities i.e. university
of Baluchistan, BUITEMS, SBK women university, AL-hamad Islamic,

NUMAL. Mr. Adnan Kasi was chief guest on the occasion, Encourage student for their effort
and in the closing ceremony awarded cash prizes and Certificates to the winning students in
each category (poster, sketching, fine arts) and the last Assistant Director Mr. Ahsan hashmi
thanks to All participants who make this event accomplish and hope to conduct productive
activities in future as well
ii.
Report on 13 Allama Iqbal inter- university debate competition regional
level for news and views
13 Allama Iqbal Inter university Debate competition was held on December 28, 2010 at higher
education commission regional Centre university law college Quetta under the Topic “Internet

university). Ceremony started with the name of Allah Who is most merciful And
Beneficent, Mr.Nasrullah on behalf of HEC Welcome all the participants, guest ,judges with
following lines, Ladies and gentlemen, our students are as brilliant as competent and as keen as
any student belonging from any part of the world to enhance their enter personnel skills and
promoting co-circular activities. HEC has been arranging different contests on national and
provisional levels . in order to provide plat form to youth where they can not only demonstrate
their talent but also get a good opportunity to build up their confidence and prove themselves as
a leader in future. main purpose of today’s contest is to make our students more confident and
provide them opportunity to enhance their capabilities and character building. Dr Abdul Nabi
vice chancellor university of Baluchistan was chief guest on the occasion, in his speech
he criticized government for cutting HEC budget and also stressing to conduct more and more
activities for this regional to enhance the leadership characteristics of the students
.Dr Abdul Nabi awarded shield to winning students both in English and Urdu. The winning
teams will participate in national round could he held at HEC Islamabad. At the end of
the Ceremony Mr. Ahsan hashmi Thanks honorable vice chancellor university of Baluchistan,
judges, and participants and distinguish guest to make this event accomplish.
iii.
Meeting with sports in charge BUITEMS
A meeting was conducted with Baluchistan University of Information Technology
and Management Science over the sports activities, which are to be arranged in
collaboration with HEC Regional Centre Quetta.

Duties as Liaison Office
a. Attestation and Accreditation
HEC Regional Centre Quetta provided support to facilitate the candidates regarding
Degree attestation and equivalence.
i.
Press release regarding Foundation Course scholars
A press release was issued for publication on local newspapers regarding the newly
selected candidates for the scholarships under Project Titled “Provision of Higher
Education Opportunities in Baluchistan and FATA”. The press information department
and Directorate Public Relation were contacted in this regard.
ii.
Press release regarding HEC Scholarships for Baluchistan
A press release was issued for publication on local newspapers regarding the
increase in post graduate scholarships which are to be doubled this year decided by
Project Steering Committee, under Project Titled “Provision of Higher Education
Opportunities in Baluchistan and FATA“. The press information department and
Directorate Public Relation were contacted in this regard.

Recommendations
HEC Regional Centre Quetta after its establishment faced many problems in
performing its duties in the region. Though it was a tough situation for a newly established
office somehow overall outcome from the Centre was quite optimistic. The Centre is still
under the construction phase and it is expected to have a better future ahead of it.
Regional Centre Quetta after all these accomplishments in the previous session
still needs considerable support from HEC Head Office in following cases:
1. IT infrastructure (i.e. Internal Networking with the provision of Internet Facility)
required for the Regional Centre Quetta.
2. SAP Software Modules Implementation for the better operation of its routine
office activities.
3. Provision of Timely and Proper information from Head Office about new
Scholarships and upcoming Events.

4. Development of Video Conferencing Facility in the Regional Centre Quetta so as
to have independence in carrying out its activities smoothly.
5. Allocation of Events and Activities for the Regional Centre which would be
helpful for it to boost its image in the Universities and Higher Learning
institutions of the region.
6. Arrangement of a proper training and development program for the staff of
Regional Centre so that to have a team of technically sound and professional
staff.
It is therefore expected that HEC Islamabad would provide its full support
regarding these problems and make the Regional Centre grow with confidence. It will also
act as a motivational factor for the Centre to perform better in the future.
