- How do we define “Hunters” and “Howlers” and are there ever crossovers? How do we
identify Howlers who may be on a path to become Hunters? How do we use counter-intuitive
thinking to use the Calhoun-Weston model for dealing with Hunters or Howlers? How do we
use the model to assess bomb threats, cyber threats, or other anonymous threats? How do
we work in teams to problem-solve employee or outsider threat cases, using existing
technologies, social media, good interviewing skills, threat assessment pen and paper tools,
and outside-the-box thinking?




8:30am – 12:00pm How to Operationalize Threat Assessment and Threat
Management – Special Agent Matthew Bowlin
- Special Agent Bowlin will guide participants through a discussion and presentation of
threat assessment principles, with an emphasis on operationalizing the concepts learned
during the first day of the conference. This presentation will offer insight to FBI and USCP's
strategy to deal with persons of concern and threatening situations. Topics covered in the
half day presentation include basics of conducting the actual threat assessment process,
establishing threat assessment teams, acquiring and applying knowledge of pre-attack
indicators and risk factors to potential mass attackers and other targeted violence offenders,
and finally comparing this body of knowledge to anonymized case examples that illustrate
the varying threat management strategies.


Keynote Speaker – Dr. Steve Albrecht, PHR, CPP, BCC. In 1994, Dr. Steve Albrecht,
PHR, CPP, BCC, co-wrote Ticking Bombs, one of the first books on workplace
violence. He is internationally known for his related books, articles, speeches, and
training. He is board certified in HR, security, and coaching, and holds a Doctorate in
Business Administration, an M.A. in Security Management, a B.S. in Psychology, and
a B.A. in English. He worked for the San Diego Police Department for 15 years and
has written 17 books on business and criminal justice topics.
Featured Speaker – Special Agent Matthew Bowlin. Special Agent Bowlin is a U.S.
Capitol Police Special Agent assigned to the FBI’s Behavioral Threat Assessment
Center (BTAC), Behavioral Analysis Unit II (BAU-2) at the National Center for the
Analysis of Violent Crime (NCAVC), Quantico, Virginia since February 2011. At the
NCAVC, he is responsible for providing behaviorally based operational support and
training to federal, state, local, tribal and international law enforcement agencies.
Special Agent Bowlin’s support primarily encompasses threat assessments, threat
management strategies, interview and interrogation strategies, media strategies,
and unknown offender profiles. Previous to his career with the U.S. Capitol Police
and FBI, Special Agent Bowlin worked as a patrol officer for the Sanford, Florida
Police Department.
While working with the U.S. Capitol Police as a uniformed police officer, Special
Agent Bowlin has worked in the Capitol Division, directly ensuring the protection of
the Legislative process, Members of Congress, staff, and visitors, as well as the
Senate Chambers Section and the First Responders Unit, leading to additional
training and collateral assignments to an Investigations Division Task Force
conducting counterterrorism, counterintelligence, and counter-surveillance
operations in Washington D.C. In 2006, Special Agent Bowlin transferred to the
Investigation Division of the USCP, Threat Assessment Section, where he remained
assigned until his assignment to the BAU. Special Agent Bowlin holds a Bachelor of
Science degree in Administration of Criminal Justice from Mountain State University.
He is the Agency President for the Federal Law Enforcement Officer’s Association
(FLEOA), and is a member of the Association of Threat Assessment Professionals, DC
Chapter.
Featured Speaker – Special Agent Joseph Hess. Special Agent Hess is an 18-year
veteran with the FBI in Idaho. He is currently assigned to the FBI Salt Lake City
Division's Field Intelligence Group and is a past member of the Southern Idaho Joint
Terrorism Task Force (JTTF). Special Agent Hess is also the FBI's Weapons of Mass
Destruction (WMD) Co-coordinator for Idaho.
Featured Speaker – Special Agent Kyle Wright. Special Agent Wright has been with
the FBI for16 years. He is assigned to the Southern Idaho JTTF and also serves as
the Airport Liaison Agent and a College Campus Liaison Agent for southwest Idaho.
