Let’s start with the costs…as indicated in your ‘Save the Date’ letter, listed below are the rates for the Attendees,
both NAEP members and non-members interested in attending. What does your registration include?
Well, besides exciting sessions with topics such as changes in purchasing and how we do business, tools to help
your end-users and vendors adapt, reducing risk and exposure for your entity, bonds and ensuring
performance, vendor registration and compliance with Florida law, eProcurement, medical insurance reform
and how it will affect your group medical insurance, purchasing process transformation solutions and new
business tools and more; you are also cordially invited to the Wednesday evening Conference Kick-off, the
Thursday afternoon Vendor Trade Show & Luncheon (including raffles & give-aways!) and finally, the
Thursday Evening Event.

Registration via www.naepnet.org will take you step-by-step through the process and couldn’t be easier so please
register now and get the Early Bird Rate because after March 16th it goes up…log on to the site, click on ‘Events’
and go to 4/25/2012 Event Code REG_FL_12.
From this point on just follow the steps but if you run into a problem, don’t worry! There is a solution! Shaunté
Shelton-Slappy (email sshelton@naepnet.org or phone 443-543-5540x35541) is there to assist you in the registration
process and is available to answer any questions about the process that you may have.
There will be on-site registration for the Conference but we encourage everyone to register now because although
the hotel may have still rooms available, the official cut-off for reservations is March 28, 2012, so you may not be
guaranteed the NAEP Group room rate of $109. Also, after that same date no cancellations with refund will be
accepted.

OK, you’ve registered for the Conference but now you need to book the hotel. Well we’ve worked out a great deal
for you…$109 per night, includes breakfast with your NAEP colleagues, free parking day and night, free internet
access plus a 10% discount card to local outlets.
Nestled among the soft, white sands of St. Pete Beach, Sirata Beach Resort & Conference Center welcomes you to a
tropical retreat where you can sit back and relax or enjoy a vast array of activities on one of Florida's most
beautiful beaches. Located at 5300 Gulf Blvd, St. Petersburg, Florida 33706, it is only 10 minutes from downtown
St. Petersburg!
Subject to availability, you also have the option to upgrade your room to Studio for $119 per night or to a Standard or
Bayview Suite for $129 per night and the Hotel will even extend the room rates two days prior to the event, if you want to
enjoy the St. Petersburg area before attending the Conference!
All you need to do is phone 800-344-5999, identify yourself as part of the NAEP Group Block and you can reserve
over the phone or they can send you a form via email or fax to fill in and return. To confirm reservations, a valid
credit card must be given or 1st night’s deposit must be received 30 days prior to arrival; refunds possible up to 48
hours prior to arrival.
To be guaranteed to receive the group rate you must make the reservation as part of the NAEP Group Block
& you need to make the reservation before March 28, 2012.

Dr. Giunipero is a Professor of Marketing and Supply Chain Management at Florida State
University where he teaches undergraduate and graduate level purchasing, materials
management and other classes. Dr. Giunipero’s research interests and current projects include
e-Purchasing, Supply Chain Strategies, Global Sourcing and Use of Social Media in
Procurement. Dr. Giunipero was involved with establishing the field of Purchasing within
college programs nationwide via his work at FSU in establishing a purchasing program and
related curricula at FSU as one of the first purchasing programs in the nation. Dr. Giunipero
will discuss risk in the supply chain and what you can do as the purchasing agent within the
supply chain to reduce risk for your entity.

for competence and ethics. She has handled defaults on public and private projects ranging in
size from $100 thousand to $75 million. Ms. Adams has spoken an a variety of topics such as

Ms. Shoffstall is the Bureau of Commercial Information Services Chief for the Florida Department of State,
Division of Corporations. The Division of Corporations serves as the state´s central location for a number of
commercial activities that include a variety of business entity filings, trade and service mark registrations,
federal lien recordings, judgment lien filings, uniform commercial code financing statements, fictitious name
registrations, notary commissions, and cable and video service franchises. In doing so, the Division renders
two broad functional services: (1) formalizes the legal standing of a business or activity by accepting and
indexing the filing or registration, and (2) supplies information and certification regarding the filings and
activities of record. Florida´s Division of Corporations is the most active corporate filing entity in the country.
The Division of Corporations is by statute a ministerial entity. This non-regulatory nature has over the years
created a positive climate for business organizations and is largely the reason why Florida leads the country in
new business formations. Individuals and groups from all facets of life rely on the Division´s services. With a
staff of 108, the Division maintains in excess of eight million records and annually performs approximately
five million activities, including filing more than two million commercial documents and providing over a half
million certification, authentication and copy services. The Division recognizes the importance of and enforces
expedient and accurate processing of filings and certifications (48 hours turn-around-time) and maintains a
95% client satisfaction and approval rating.
The website, Sunbiz.org, is the official business entity index. The Division of Corporations created and
maintains sunbiz.org as an online public search mechanism to aid in fostering business activities. Since 1996 all
documents and records have been imaged and placed on this website for ready access by all. Sunbiz.org is
available worldwide, 24 hours a day, 7 days a week and processes over 240,000,000 events annually. First in
the country to offer electronic filing and certification services, these user-friendly processes now account for
75% of the filing activities and 55% of the certification activities.
Public information about corporations and other business entities filing activity protects consumers and
businesses and ensures that commerce is conducted by properly registered business entities. Sunbiz.org serves
as a deterrent to unscrupulous business practices and is used by law enforcement, business entities, and
citizens as a resource to locate businesses operating in Florida.

Mr. Maier is the Executive Director of Contracts for the E&I Purchasing Cooperative with
direct responsibility for the contracting team. Mr. Maier also has the responsibility for
contract adoption in the Southeast working collaboratively with Michael Einhorn, the
Regional Member Relations Executive. Mr. Maier joined E&I in June, 2010 and has over 27
years of Higher Ed procurement experience. Prior to joining E&I, Mr. Maier was the Chief
Procurement Officer at the University of Pennsylvania with responsibility for purchasing,
travel, publications and mail services. In addition, Mr. Maier led the organizations strategic
sourcing, eprocurement, supplier diversity, and business process redesign initiatives. While at
UPenn, Mr. Maier served on the E&I Board of Directors and Chaired the E&I Strategic
Sourcing Committee.
Mr. Maier has presented at numerous regional and national Higher Ed Procurement conferences. Prior to
joining UPenn, Mr. Maier worked at Johnson & Johnson Incorporated in procurement, manufacturing and
logistics.

Mr. Einhorn is the Member Relations Executive for E&I Cooperative Purchasing and has been with E&I for
over 12 years. He is responsible for the AL, FL, GA, and MS region. Part of his responsibility is also to educate
members on new contracts available. Over the last year, he has been working collaboratively with Ralph
Maier, the Executive Director of Contracts to work with members on contract adoption. He has been an
integral part of E&I’s substantial contract usage growth from over $240 million in contract usage revenue in
1999 to over $1.4 billion in revenue in 2010. He has brought his knowledge and experience in consulting with
members to help them bring substantial savings to their institutions through utilizing E&I contracts and
services. He graduated from Hofstra University with a Bachelor of Arts in 1988. Prior to joining E&I, he was
an Account Manager with the Tab Products Company.

management. Mr. Vallie has worked extensively with the public and private sectors,
including educational, school districts, federal and local governments. He worked for many
years for the federal government holding numerous positions as Contracting Officer,
Policy/Claims Advisor, Construction, Service and A/E Contracting Chief, and Executive
Director of Procurement & Contracts where he negotiated contracts, developed
implementation strategies, wrote policy, resolved claims issues, developed curricula, and
handled operational issues that ranged from day-to-day supervision to legal matters.
His education background includes: BA Finance\Accounting, BA Government Contracting, MS Contract

Mr. Waters received his B.S. in Accounting from the University of Tampa in 1968. He has been in the
insurance/risk management industry since 1966. He worked as a Commercial Insurance Underwriter and
Supervisor for major insurers from 1966 to 1976. He worked as a Risk Management Consultant for E.W. Siver
and Associates, Inc. independent risk management/employee benefits consulting firm from 1976 to 1978. He
worked at Waters Risk Management from 1978 to 2008. He currently works as a senior risk management

Ms. Conley is a senior consultant for employee benefit services and risk management retainer activities as well
as health claims auditing. She graduated from the University of South Florida in December 2010 with a Master
in Public Administration. She graduated from the University of Florida in May 2004 with a Bachelor of Arts in
Business Administration. She holds a Florida 215 Health, Life and Variable Annuities License. She received the
Registered Health Underwriter (RHU) designation from the American College in 2007. She received the Group
Benefits Associate (GBA) designation from the International Foundation of Employee Benefits and the
Wharton School of the University of Pennsylvania in September 2009 as three parts of the Certified Employee
Benefits Specialist (CEBS) designation. She is continuing to pursue and currently enrolled in additional courses
to complete the CEBS designation.
Ms. Conley has been a consultant with Siver Insurance Consultants since 2007. She has three years prior
experience with human resources, workers compensation and health programs including: group medical
insurance, group dental insurance, life and Accidental Death & Dismemberment Insurance (AD&D) and shortterm disability programs. Her human resources experience includes management of the benefit programs and
enrollment process for over four hundred employees. Her health insurance experience includes claims

Jim Marshall is the President of, and a senior consultant with, Siver Insurance Consultants, an independent
insurance consulting firm with a substantial public entity practice. Mr. Marshall is a graduate of the
University of Florida (B.A. with honors, 1964) and a graduate of Stetson College of Law (J.D., magna cum
laude and valedictorian, January 1977). Mr. Marshall holds the Chartered Property & Casualty Underwriter
designation (CPCU) from the American Institute for Property and Liability Underwriters, Inc. and the
Associate in Risk Management designation (ARM) from the Insurance Institute of America. His professional
memberships include membership in the Society of Chartered Property & Casualty Underwriters, the Society
of Risk Management Consultants, the Florida Bar, and the American Bar Association. A substantial amount of

Ms. Adams has over sixteen years of commercial litigation experience, handling matters in state and federal
court, and in arbitration. Her primary areas of practice are in surety, construction defect, bankruptcy,
employment liability, and general commercial litigation. She possesses Martindale-Hubbell's AV rating, its
highest rating for professional competence and ethics.
Ms. Adams graduated from Florida State University in 1990 with a bachelor's degree in Political Science. She
then attended Tulane Law School, where she graduated magna cum laude and Order of the Coif in 1993.
While at Tulane, Ali served on the Moot Court Board.
Ms. Adams has handled all aspects of construction defect and surety claims. Her experience includes the
negotiation of tender and takeover agreements; negotiations with completion contractors; default, contract
balance and recovery issues in the context of contractor bankruptcies; litigation with owners; indemnity and
third party recovery actions; including actions against design professionals; and defense of payment bond
claims. She has handled defaults on public and private projects ranging in size from $100,000.00 to $75 million.
She further has significant experience in dealing with public bodies such as the United States Army Corps of
Engineers, departments of transportation and development, housing authorities, dock boards and port
authorities, school boards, and state universities. She is admitted to the United States Court of Federal Claims.
Ms. Adams's practice also includes significant bankruptcy experience representing creditors in pursuing
secured claims, securing DIP financing, representing competing plan proponents, litigating plan issues,
defending preference actions, lifting the automatic stay and protecting cash collateral, and litigating adversary
proceedings, including objections to discharge ability.
Ms. Adams's employment practices experience includes the defense of age and gender discrimination and
wrongful termination claims, and enforcement of employee non-competition agreements.
Ms. Adams has also handled a wide-range of commercial disputes including lease disputes, partnership
dissolution, and agent misrepresentation claims.
In addition to her commercial litigation practice, Ms. Adams has provided pro bono legal service to children in
abuse and neglect cases for over ten years.
In 2006, Ms. Adams joined Mills Paskert Divers P.A. Her practice includes construction, fidelity and surety,
employment practices and general commercial litigation, and bankruptcy.
In 2008, Ms. Adams was selected to be one of only 25 attorneys admitted to the ABA Tort & Insurance
Practice’s Leadership Academy.
