Preparing your minds for action: Changing the way we change Dr. James T. Reese, F.A.A.E.T.S, D.P.C.P. B.C.E.T.S., B.C..S.M, B.C.S.C.R.,B.C.F.T. For The Regulatory Craft in Cultural change specific to public servants My keynote is not to pretend to know the solutions to your issues. You have the expertise of Professor Sparrow and other experts to walk you down that path. My task over the past 35 years has been to provide information that will motivate you to fully function as a public servant; to innovate; and to ‘create and adapt’ to change. Nurture your thoughts, for you will never go higher than your thoughts. Benjamin Disraeli A person who knows how may always have a job, but the person who knows why will always be his/her boss. John C. Maxwell, Thinking for a Change, (2003). You can’t do math. You’ll never make it! The Past The Present The Future REGULATIONS are a discipline by itself The purposes for regulations, and compliance, can include: Protect the public’s interest Environmental and workforce safety Prevent market failure Reduce potential for fraudulent activity Promote markets which are fair and orderly Provide service standards Bring to justice those who fail to comply and try to outsmart the government And more…. Fundamental assumptions are responsible for the most troublesome and frustrating issues people have to deal with in bringing about change in their organizations. Great ideas often receive violent opposition from mediocre minds Albert Einstein ‘Successful’ Change should never be measured by an increase or decrease in regulations! (See examples of deregulating airlines, long distance telephone carriers, and more regulations on healthcare, etc.) Individuals may form communities, but it is institutions alone that can create a nation. Benjamin Disraeli You must begin to see your role as an ‘institution of change’. You must start being excited again about being public servants and having the privilege of shaping the future of Canada as policy makers. KEEP IT SIMPLE! Robert and Richard purchased a Rottweiler Bob and Dick bought a dog! How does one measure success? Success is measured by Individual participation Relevant internal changes Taking ownership of your position and responsibilities The excitement the change creates The fact that the change/innovation is based upon sound facts and/or research. Destructive thinking: If it wasn’t created at the “top”, it isn’t of any value! I invite you to recall Professor Sparrow’s concept of serendipitous ideas for change ‘bubbling up’ from the ranks; and that we would be better served to require innovations constructed carefully around strategic goals.” YOU CAN’T CHANGE ANYTHING THAT YOU TOLERATE Illegal immigrant solution Sometimes simplicity works! TODAY’S PROBLEMS STEM FROM : Divisions in the workplace Destruction of the work ethic Obsession with harmony Fear of change WANT IT MORE THAN YOU FEAR IT Be drawn from status quo to innovation! (Eagles and Ducks) Virtually every organization today is being forced to rethink basic assumptions governing their strategies, the way they organize themselves, their work processes and composition You’ve got to think about big things while you’re doing small things, so the that all the small things go in the right direction.
