solutions to your issues. You have the
expertise of Professor Sparrow and other
experts to walk you down that path.
My task over the past 35 years has been to
provide information that will motivate you to
fully function as a public servant; to
innovate; and to ‘create and adapt’ to
change.

REGULATIONS are a
discipline by itself
 The purposes for regulations, and
compliance, can include:
Protect the public’s interest
Environmental and workforce safety
Prevent market failure
Reduce potential for fraudulent activity
Promote markets which are fair and orderly
Provide service standards
Bring to justice those who fail to comply and try to
outsmart the government
And more….
Fundamental assumptions are
responsible for the most
troublesome and frustrating
issues people have to deal
with in bringing about change
in their organizations.

should never be measured
by an increase or decrease
in regulations! (See examples of
deregulating airlines, long distance
telephone carriers, and more
regulations on healthcare, etc.)

being public servants and
having the privilege of shaping
the future of Canada as policy
makers.

How does one measure
success?
Success is measured by
Individual participation
 Relevant internal changes
 Taking ownership of your position and
responsibilities
 The excitement the change creates
 The fact that the change/innovation is
based upon sound facts and/or
research.

Destructive thinking:
If it wasn’t created at the “top”, it isn’t of any value!


ideas for change ‘bubbling up’ from the
ranks; and that we would be better
served to require innovations
constructed carefully around strategic
goals.”
