CA Wave of OAS Operational Plan Ok, we need some help fleshing out a concept. Together, we can solve the logistical nightmare of getting this done. Going to set some goals. 1.) CA field 650k for phase 1. These people attend, stay for the first couple of days and head home. 2.) CA field 200k for Phase 2. These people will be attending with the intent to stay for a week or more. Preferably for the duration 3.) This group provide 10% of stated goals. Now, how to do it. 1.) Split into 2 groups. The Phase 1 people and Phase 2 people. The reason for the distinction is the logistics of each group is different and the tactics will vary as well. 2.) Once we are into that group, we break into teams of 50. Each group is a standalone unit, responsible for its self. Each unit will need leader/leaders that communicate with the state leadership to insure unity and a basic uniformity. For Future and conformity, we will call each of these teams “Companies”. Each Company will have a Commander (CO) and at least one Assistant. 3.) State leadership will design a basic standard for each of the Companies, based on if they are a phase 1 or 2 group. That standard will include a basic list of the supplies, tools and resources that will be needed for the group based on their mission. This will include food, shelter, water, sanitation, ect. Once the standard is developed, we will provide ideas on how to procure the needed materials and supplies from your local community via donations and low cost solutions to divide the cost across the unit’s members. 4.) State leaders will focus on helping the individual companies having the tools to unit leadership to be able to build and field their prospective units. They will disseminate information down to the Company Commanders to spread to their Company. And yes, we are attempting to set this up very much like a military unit. We want to be professional, clean and organized. State Leadership will be broken down as below: a.) b.) c.) d.) e.) f.) g.) h.) CA Level CO – Pastor Sylvester Bland CA XO Jack Closson Supply Intel Transport Communications Recruiting Security Let’s define these positions. State CO This role is to communicate with national leadership and insure that their state is working towards fielding the numbers set by national leadership based on population, travel concerns and logistical considerations. The CO will communicate with the other state leaders what the goals are and help those other leaders work towards achieving those goals. Accountability, assigning leaders, replacing leaders, ect. State XO XO is the CO’s right hand. He/She is responsible for insuring that the CO’s orders are being worked. He helps organize the state and handles much of the clerical responsibilities of the CO. XO is responsible for Unit conformity and moral as well. In Reality, the XO will be the main point of contact for most of the state people. (XO really does all the work and the CO gets all the credit!! :) ) State Supply Supply’s role is to find resources, determine what resources are needed and to communicate with team leaders on what they will need and help them find places to acquire said resources. Examples. We will need Tents, water, food, camping locations. Supply at a state level is not solely responsible for acquiring these things but in assisting Company level people find those resources at a local level. State Intel Intel position is to find legal issues and help team leaders overcome those issues. Regulatory requirements. Look for state events that are good places for team leaders to go and recruit. Work on flyers to hand out to churches, VFW, American Legion ect and develop the contacts to disperse out to state leaders. State Transport Organizing mass transport for the state. Car Pools, Bus rentals, fuel donations. State Communication Setting up call trees. Building contact info lists for state leadership and being in charge of dispersing info from State CO and National Communication Director down to Company level. Setting up Alternative Communication abilities at a state level. Radio Channels, Rally Points ect State Recruitment Recruiting Members falls on the individual companies, but State level recruits the recruiters. Finds Company CO, Vets them, talks and interviews them, then passes recommendations on to State Leadership. Once Company level CO’s are in place, then helping them recruit members and assigning new people to the appropriate teams. Highly recommended that this leader in particular, have a “War Room” with a state map up on the Wall with Pins labeled with Company CO pinned. Will help when assigning new members to the correct teams for their area. State Security This position is multi-faceted. Making sure our teams maintain security will have to be left to each group based on each company’s skill level. State level, well, would be will be impossible to maintain. BUT making sure each team is educated on security is a good thing. I think setting up a state level security team that roams throughout the rally maintaining order might be called for. A team going from company to company should not be ruled out, but will be difficult and costly, both fuel, man power and time wise. I think considering security badges for all Phase 2 people should be considered, if resources allow. All these positions are open and need to be filled. Please be aware, ANY position should be readily handed over to more qualified people as they join the group. Many, if not all, of us are not qualified for this level of leadership. For now, we use the resources we have available and hope and pray that more come along that are more familiar with the realistic logistics. “Never doubt that a small group of thoughtful committed citizens can change the world. Setup and Lead a team. Make a commitment. You can do this and be great. Company Level Logistical Plan This whole movement is to restore individual rights, but people seem to forget that INCLUDES individual responsibility. We here in California mean to provide for ourselves as a group. Not wait for someone else to do it for us. We will lead. Now, for that to happen we need some individuals to step up and lead teams of 50 people. We will work to get you the members, and a logistical plan to provide for your team. Please contact us if you are willing to lead a team. Now, when you slow down and consider the huge task this will be, it can be overwhelming. But, when we can organize and build a sustainable plan, the individual units can make this a much more realistic and very achievable goal. Company Leadership CO and as many assistants as he can get. The more help you get working on this plan, the better it will be. CO main job individually is communication with the State staff and relaying that info down to his team, hopefully with the help of several unit members. Ideally, Company staff will be laid out to mimic State positions. Phase 1 Teams Essentially the Rally, Protest, go home. A team leader for phase 1 would organize and help setup car pools, Rally points, routes, parking and possibly meals for the short term. Largest responsibility would be recruiting and organizing transport. Obviously, communication with state leaders and keeping up with all the info on the PFA site will be crucial to mission success. Major suggestion for these teams is to really push for this at your local churches. Recruit prayer warriors, get pastoral staff involved in that is a large benefit. One unit has had great success in accomplishing this. That Company has had churches donate their church vans and buses to the movement for transportation. Phase 2 Teams Phase 2 teams will obviously have all of the things in phase 1 as well, but with allot of additional requirements. Phase 2 leaders would have a larger role as their team would be in place for a longer period of time. Need Shelter, sanitation, water, food, essentials, secure location, transport back and forth from camp to DC, ect. A much larger role and more difficult to say the least. These leaders should rely heavily on help from unit members. 1.) Shelter a. Camping at location close to DMV b. Calling Commercial real estate agents and get listings. Contact owners and ask for the help. You will obviously have a lot of refusals but be diligent c. Commercial Parking Lots d. Strip malls e. Warehouse space We have had some success. So far we have secured a small strip mall that is vacant that the owner said we can use if we will pay the water bill and the electric bill for the month of May. We have a patriot that owns a commercial parking lot with fresh water in Arlington VA donate his lot. We have also been able to secure an industrial warehouse that is vacant. Owner there says water is not avail, but still. Good location. Will take LOTS of phone calls and you will be rejected many times before you succeed. Don’t get burned out, but keep up the pressure. Make sure before making these calls, you COMPLETELY understand Col Riley’s plan. The owners will question you and want to understand. 75% will dismiss you off hand. As you push forward, when you get a bite, they will want details on the movement. UNDERSTAND the plan and be able to articulate it to the land owner. Make your case and recruit him. Obviously, refer any questions that you cannot answer to the PFA team. 2.) Sanitation a. PortaPotties b. RV’s c. Trash collection and disposal d. Shower tents (use baby wipes!!) e. Dump stations f. Dish washing g. Toilet paper and a resupply plan RV for each Company would be great we believe. The Bathroom is limited obviously, but pulling back to a dump station once a day is a realistic plan. Just make sure you plan multiple routes to the dump station and better have several mapped out in case one is closed, full or the line is too long. Shower facilities will be nice as well but watch water consumption if your team didn’t secure a location with water. Showers are a luxury. Very good for moral obviously, but limit them. 3.) Food a. Begin stocking up NOW. b. Consider precooked, shelf stable foods first as they can be eaten cold or use less fuel and effort to provide meals c. Group should focus on providing 1 warm meal per day. d. Members should supply their own meals as much as possible e. Go to churches that support the movement. They have pantries. f. Ask people to double up every meal they prepare. Can the leftovers. Get people that are not attending to do this now. g. Develop a resupply plan. Have a supply shopping list and have a team pot for cosco runs 4.) Water a. Get a location with water if possible b. Work with team leaders who were able to secure water and work with them to figure out a delivery system. 5.) Transport a. Car Pool b. Church Vans c. Church Buses d. I heard a good idea was to bring bikes for when traffic gets impossible. Not sure about this e. Ask for fuel donations from local business. (we have had one station offer 20 fill ups) f. Routes, you need lots and lots. Have paper maps in addition to your GPS and phone 6.) Communications a. Call trees with all unit and state leaders b. Email Lists c. 2 way radios (ham 2 meter, CB, handhelds) d. Rally points – Several throughout the city e. Every unit should have a good video camera at least. We cannot rely on media, so we will have to be able to document and report ourselves. We are the Media. Obviously this plan is a rough draft. We need advice on all of these phases and will adapt the plan accordingly. Please understand, I have NEVER done anything even remotely close to this. I would argue that outside of the pentagon, none of us have. We will have to work and develop this as we go. Please understand this and help us overcome those obstacles that we encounter, not just bash what will not work. CONSTRUCTIVE CRIT is a must of course, just please work on SOLUTIONS, not problems. The Staff at PFA is supposed to be top notch, we are not looking to modify anything there, just make sure that California has a great showing in DC. It needs to be designed so that you can carry it, get what you need out of it, without dumping the whole thing out, but still has all of the things you need to SURVIVE for 3 days. This is NOT the place for luxury. Want you to do an experiment. Take all the things you THINK you need to survive for a 3 day period, put it out on the living room floor. Lay it all out. Now look at it, can you fit that into a backpack that you have the strength to carry. Will it fit? Probably not. Even if you are one heck of a packer, get it all in there, I bet it weighs too much for you to carry. Need to thin it out. Ok, First, take the coffee pot out. You know you thought about it. Take out the 5 changes of clothes Ladies. Here is what is in mine 1.) Emergency Blanket 2.) Small first aid kit 3.) Water purification 4.) Flash Light with extra batteries 5.) Fire Starter 6.) Multi Tool 7.) 100ft paracord 8.) Poncho 9.) Alcohol stove\sterno 10.) 3 pair of WOOL SOCKS. Yes they itch, But a MUST HAVE 11.) 1 change of clothes in a water proof bag 12.) 4 or 5 black trash bags 13.) Small metal pot for cooking\eating 14.) Paper map and compass ALONG WITH THE ABILITY TO READ IT!!! 15.) Water bottle 16.) 2 way radio, cell phone, extra batteries 17.) Trail rations 18.) Personal medications 19.) Toothbrush\paste Car Kit/ Foot Locker This is a small, plastic footlocker. In this will carry the more luxury items that will really make your stay camping rather comfortable. 1.) 2.) 3.) 4.) Small 2 man tent Camp Cot\pad\air mattress Camp Stove and fuel. (optional for teams if a kitchen is supplied by team) Cans of food. Soups, chili, stews, meals in a can. Try and have 1 week. Peanut butter, Trail Mix, snack foods you can carry. Cans of Ensure? Slim Fast bars/ 5.) Sleeping bag 6.) Ear Plugs 7.) More batteries for flashlight and Radios/phones 8.) More Clothes 4 days most 9.) Soap 10.) Towel\washcloth 11.) Mesh Laundry bag 12.) Book\entertainment 13.) Water bottles. Think of empty bleach bottle. Sturdier, better lid, plus the residual bleach will purify at least on the first fill up That case can hold all I need for 1 week. I can lock it, Water proof. 24 bucks at Walmart. SSG V put this together and I thought it was great. 72 hour kit Things to have on you at all times A Battle Buddy. Go nowhere without your battle buddy and they go nowhere without you. GO NOWHERE WITHOUT YOUR BATTLE BUDDY!!! Do not tell your battle that you "will be right back". Take them with you. Battle, make sure you go with them. I mean this. Safety in numbers and redundant safety is critical. Make sure your battle knows anything about you that you would want a Dr. to know if you were in an accident and were unconscious. Like, where your medical health card is. Get to know each other. Keep in mind that things could go terribly wrong here. Plan for it. Drivers license & Military ID or other. I strongly recommend you have at least 2 forms of identification and have that info also copied on paper in color at least 2 copies. Dog tags are great. 1800nametapes.com. Medical health card. Meds, allergies, blood type, medical emergency contact person info etc. Keep the medical info in ziplock baggie with your copies of ID etc. This will protect it during rain or other and also keep it organized. Keep this in an easy to access area on your person. Preferably a shirt or coat pocket. Think EMT or other emergency first responder personel. If you are unconscious for some reason this information is critical. Put an ICE contact name and number in this info. (ICE, (In Case of Emergency) Remember you will be in a foreign land. DC. We will not be welcome. Expect hostilities and plan accordingly. Toilet paper and daily med kit. Ziplock bag Contact phone list with address or GPS coodinates where you are staying, on paper, in case you lose your phone or it gets destroyed, stolen or confiscated. Again, keep it in a ziplock bag. Cell phone and charger. There are a number of emergency weather radios that have solar and hand crank chargers that can be hooked up to your cell phone for charging. They are small and light. Cheaper than dirt, Omahas etc. Plan as tho you will be in the wilderness. No access to electricity. Extra ziplock bag to put your phone in if it rains. Are you seeing a pattern here? Writing pad and pen. Ziplock. WATER!!! I strongly recommend a camelbak hydration pak with small backpack. This allows you to have 2 liters of water on you at all times as well as storage for all the other items that you need to carry with you each day. Available at Army surplus, Omahas, Cheaper than Dirt or some sporting goods stores. If you don't have a Camelbak make sure you have at least 2 canteens and a way to carry them. Again, available at army surplus. Foot powder, extra socks, good shoes. If your feet go down, you go down. Take care of your feet!!! Hand sanitizer. Insect repellent. Flashlight and extra batteries. Multi tool or pocket knife if law allows. Nitrile gloves, several sets in ziplock. Recommend you bring some dust masks (N-95 rated) in case of outbreak of some kind. Individual first aid kit. (IFAK) Army surplus, Omahas, Cheaper than dirt, etc. IN YOUR IFAK MAKE SURE YOU HAVE IMMODIUM AND PEPTO! Rain gear, poncho, jacket for cool weather etc. Hat, sunglasses, sunblock. Space blanket, (about the size of a deck of cards) Army surplus, Omahas... Food, snacks etc. Think, "I might not get home tonight". Water, shelter, food. MRE's (with heater) are a really good source of calories and are compact and easy to prepare in the field. (Stay away from the mexican dishes). Money in 2 locations. Small or moderate amount in "common" spot, larger amount in more "hidden" location. Ziplock. If you get mugged you don't lose it all. Your welcome. Compact chair, folding etc. Extra Ziplock baggies. Bandana, Sheyma or balaclava to protect face etc. Recommended. Gas mask/Pro mask. Think about this. We are no longer in America. You've seen it on the news in other countries. They were doing what we are planning. If we are lucky, gas will be their first defense. If we leave they win. If we have Pro masks we stay. I expect they WILL use gas. Omahas, army surplus, Cheaper than dirt (CTD), etc. 2 way/CB radio. Daily items to be left at base camp (if you have one). 72 hour ruck sack or super ruck to hold all your packable gear. Make sure you can carry it. Army Surplus, Omahas, CTD etc. Extra water. THINK. How long am I "planning" to be here? Extra food. Again How long am I "planning" to be here, and then realize "plans change". Prescriptions or other daily meds. Enough to carry you thru, Especially prescriptions. Toothpaste and toothbrush. Personal toiletries, razor, soap, wash rag, deodorant, towel etc. Extra toilet paper, good storage method is to vacuum seal with food saver. 1 roll will shrink down to about a 3rd of normal size and it is waterproof. Rubbing alcohol for your feet. Use it at least once every 2 days if you don't get to bathe. ^ TRUST ME ON THIS ONE ^ Clean, dry feet are critical. Body powder, think corn starch. DO NOT USE FOOT POWDER AS BODY POWDER!!! Sleeping bag, pillow and sleeping pad, cot or air mattress. Extra batteries. Extra clothes, undergarments etc. Ice chest/Cooler. Laundry detergent, and quarters (if you plan to stay that long) Extra Ziplock baggies. My mindset is always, "what is vitally essential if I have to walk home from here and especially, what do I not need? Don't take it if you DON'T NEED IT, don't leave it home if you DO NEED IT or, would I want to hump this home on my pack if I don't really need it? REALIZE and understand that this is a major operation. This is not a weekend, recreational camping trip. It is a serious operation and things can and probably will go different than what you think. Don't be a liability to your battle buddy or your team. Be prepared. Plan for the worst, hope for the best. Good luck! SSG V
