Executive Council Meeting of the East Midlands Regional Association
on Saturday 09 March 2013 at 11.15.
Present.

The Chairman welcomed all to the meeting and confirmed that he acceded to the request for JH to
record the Meeting. DC confirmed that he also recorded the Meeting to assist in minute production.

Approval of the minutes of the Meeting held on 11 November 2013.
WE proposed and AN seconded the minutes as being a true record. Approved unanimously.
3. Matters arising from the 11 November minutes.
It was noted that MR is an ex Officio member, so DC asked if the members would allow
the co-option of RR onto the Executive for Bulwell Hall ABC. This was agreed unanimously.
It was agreed that Beverly Forman be co-opted onto the Executive Council for Terry Allen Unique..
4. Personalia.
WE reported the sad loss of George Ward, for many years a LRN Official.
The Committee stood for 1 minute's silence in his memory.
5. Correspondence.
INCOMING
(a) Letter from BBB of C confirming that Liam Daly had 3 professional bouts, but no
longer holds a Licence. Liam is now registered as an intermediate boxer with Kings Heath ABC.
(b) Letter from BBB of C informing us that Nathan De Castro cannot be accepted as a
professional boxer. Nathan has now been cleared to box and has registered with Bracebridge ABC.
(c) Letter from BBB or C informing us that Michael Joyce (Kings Heath) has applied
for a professional boxer's licence.
(d) Letter from James Hayes, Case Review Panel Member.

(a) Letter sent to Ali Zaki thanking him for accepting the position of our Legal Adviser.
DC said that to date, he had received no reply.
(b) Letter sent to Robert Smith of the BBB of C informing him of our new Regional Association.
DC said that letters regarding our boxers were still being sent to Midland Counties.
6.
Derbyshire Sec.'s behaviour and attitude towards the East Midlands Region.
M. Forman.
MF stated that in his 11 years as the Notts / Lincs Divisional Secretary, he has worked extremely well
with WE and PM. When David Randle took over from PM in Derbyshire things changed. Stuart Black,
a Derbyshire Official, whose son boxed for a Notts / Lincs Club contacted MF, asking him for support
in
that David Randle would not appoint him as an Official in his own Division. MF said that he duly
obliged by appointing Stuart to events in Notts / Lincs, much to the annoyance of David Randle. Stuart,
on the advice of DC had written a grievance letter to the ABAE Office about David Randle. For some
reason, after no apparent action by the ABAE, things have about turned, in that Stuart Black seems to
be David Randle's biggest supporter.
MF said that he himself had written to the CEO and Chairman of the ABAE about David Randle and
confirmed that on 17 December 2012, had received an email from the Operations Manager, stating that
our Region has in the first instance, the authority to discipline David Randle if we felt it necessary.
DC said that he could not understand why David Randle behaves in such a destructive way. DC said
that he has constantly received derogatory emails from David Randle.
He has attacked Steve Osbalderston and his Club. DC said that he had spent an afternoon at the ABAE
Office recently, having to substantiate that the Regional Constitution was adhered to in forming this
new Region, although David Randle is on record as being in favour of the Midland Counties being split
up.
The essential context of the letters in items 5 (d) and (e) were for Council to decide whether we need to
appoint a Case Review Panel (CRP) to investigate David Randle in his conduct relating to our Sport.
If that is decided, then David Randle should be removed from the CRP immediately, to maintain
integrity.
A lengthy discussion took place. MF related about the disruption caused by David Randle during the
Novice and Schoolboy Championships. MF also said that Sport England will withhold any funding to
the
East Midlands Region whilst all this is going on with David Randle.
Council finally confirmed by a unanimous decision that a CRP be formed and David Randle shall
become the subject of an investigation.
Also David Randle is to be informed by DC that he is no longer a member of the East Midlands CRP.
The Council also agreed that RR shall become the new Member of the CRP to replace David Randle.
7.
Registrar's Report
D. Cockell.
DC stated that he always tries to issue medical books quickly, but Clubs must not advertise their boxers
nor match them until the ME3 is received back.
Officials & Coaches must be aware of their DBS expiry date and apply for renewal at least a month
before expiry.
8. Treasurer's Report.
P. Morgan.
PM reported on the Meeting at the ABAE Office attended by himself, DC, Louise Gibbs and Frank
O'Sullivan. The resolution from the EGM was applied and East Midlands duly received 49% of
£29,127.96, being £14,272.70.
There was also a fixed asset of a brand new boxing computer valued at £2,600 initially. After 3 years
deprecation at 15%, its value was reduced to £1,430.00. We received 50% of this, £715.00.
The amount of £14,987.70 is now in our East Midlands bank account.
Income from a recent Level 1 Course was £98.00.
PM pointed out that a Derbyshire Club had recently bounced 2 affiliation cheques and he was still
chasing the Club for payment. DC pointed out that once he had registered a new Club on the ABAE
Database, the Region is committed for payment to the ABAE.
A discussion then took place on the payment of Honoraria to the Hon. Sec; Hon Treasurer & Hon
Registrar. It was finally agreed that the annual payments would be:-2-
Hon. Association Sec. - £800, Ho. Association Registrar- £600, Hon. Treasurer - £600 and Association
Appointments Sec. - £400.
Further agreement was reached to reimburse the Regional Coach for travel expenses incurred in
carrying out his coaching duties and the payment of the Hon. Sec.'s 'phone bill was formalised.
9. Regional Coach's Report.
B. Hinkley.
(a) BH said that 14 people attended the recent Level 1 Course in February. Results see under item 17.
(b) The May Level 2 Course is now full, but those Clubs that have no Level 2 Coach must act to get one
within the guidelines set out by the Region.
(c) BH said that the 3 Female Squads were all well attended.
The Senior squad held in Grimsby was poorly attended - 8 boxers only.
MF said that it didn't help that there was an inter Club sparring day arranged by Mansfield on the
same day.
(d) BH said that our Region adhered to the resolution passed at the EGM regarding the split of Midland
Counties, by correctly naming ourselves the East Midlands, The ABAE NGB has failed in its
governance by allowing the agreed West Midlands to continue calling themselves Midland Counties.
He said that we seem to be a part of Midland Counties because of this and most Clubs were not
happy.
DC said that the other new Region, continuing to call itself Midland Counties had also not complied
with the directive from the CEO and not yet had an inaugural AGM as we did.
DC said that he would seek Board approval, asking for insistence that proper governance, procedures
and protocols were adhered to.
10. East Midlands Web Site progress.
M. Ritchie.
MR said he had received little information from. What information he had received has been placed on
the Midlands Website. MR said that all Divisions need to supply him with information if the East
Midlands Website is to be successful. The NGB Operations Manager has intimated that if the East
Midlands want a web site done by Sportfocus, then East Midlands would be asked to pay for it. Most of
Council believe this to be most unfair. DC said that he had seen a bespoke web site created by Home
Counties and asked MR if he would look into getting something similar done and report back.
11. Review of Standing Orders for Meetings.
It was agreed to accept them without amendment.
12. Regional Championships and Tournament Reports.
(a) ABAE Schools Open 1st Round, Engineers Club, Derby, on 20 January 2013.
22 bouts. No problems. Well run by the Derbyshire Division.

(b) ABAE Senior Open 1st Round, Royal & Derngate, Northampton on 02 February 2013. W. Evans.
11 bouts, which included a Schoolboys Championship box off.
Excellent venue for Championship boxing. All Officials announced to ringside by the MC.

22 bouts against the Midlands Region. Good event no problems at all.

14. Divisions
No minutes received from Derbyshire & LRN.
15. Clubs
Clubs must not change it's name without approval of it's Divisional Executive.
Clubs must inform its Divisional Secretary if moving premises. An inspection will then
be arranged.
Regional Registrar must be informed of any changes, including boxers changing Clubs.
All Clubs to have at least 1 trained Child Welfare Officer.
Ivan Cobb (Kingsthorpe ABC is to be our trained Child Protection Tutor.
He will arrange courses in consultation with the our Communications Officer,
The Council agreed to the objective of this Region is that Clubs shall have at least 1 Child Welfare
Officer.
16. Officials.
(a) ALL tournament forms, judging slips to be sent in to Regional Secretary within 3 days of
event. (ABAE RULE).
17. Coaches.
Congratulations to our 14 new Assistant Coaches :David Baldwin (Daventry Phoenix), Keith Cokayne, (Splash Fit),
Sean Costello (Kettering School of Boxing), Robert Cowie (Grimsby Boxing Academy),
Samantha Flint (Kirkby in Ashfield), Nicola Grogan (Chadd),
Christopher Jowett (Kirkby in Ashfield), Clinton McPhilbin (St. George),
Shaun Morledge (Aldercar & Langley Mill), Philip Murray (Ripley School of Boxing),
Jonathan Shepherd (Heart of England), Gary Springett (Epic Golden Gloves),
Kate Tyler (Derby City Boxing Academy) and Darryl Vaus (Bourne).
18. Boxers.
BH informed us that Talia Anthony (Chadd) recently boxed twice for England against Sweden, winning
one and losing one. She has also been selected to box for England in Finland.

The Council discussed payments of £50 to each National Champions as was the case in Midland
Counties. DC said that at the present that would equate to £650. MF said that Divisions have paid their
Champions £50.
It was agreed that payments would be held over until problems relating to the ongoing investigation was
completed.
19. White Collar Boxing.
M. Forman.
MF reported on a 'white collar' event that had take place in Newark recently. This was reputedly
connected to the Epic Golden Gloves ABC. MF said that he contacted the Club and spoke to Gary
Springett, who is waiting to attend an Assistant Coaching Course for the Club. Gary assured MF that he
was not involved at all with the aforementioned event. If any Epic GG registered boxers were found to be
involved, Gary promised to return their ME3's to the registrar. DC confirmed that this had happened.
MF pointed out that registered Amateur Boxers are NOT permitted to take part in any contact sports only Amateur Boxing, This ruling also applies to registered Official and Coaches, in that they CANNOT
participate in any events not sanctioned by the ABAE. This obviously does not apply to registered
Am - Pro Coaches, who are allowed to be involved in BBB of C events.
MF made it quite clear that this Region will not tolerate anyone not complying with our Rules regarding
this matter.
20. Mansfield ABC sparring day.
M. Forman.
MF reported on a sparring day that had been arranged at the Body & Soul Gym in Mansfield. This
had been arranged by a qualified Russell Walker, who is no longer a member of the ABAE and that his
CRB had expired in November 2011. MF reported that the following day on Facebook, it stated that
there
was to be a video of the event shown in the Stag & Pheasant public house later in the week. MF said that
contacted the Club and prevented this from happing since this would breach the ABAE Child Welfare
Policy. MF reported that Mansfield ABC had been contacted by a Charity, Portland College, asking for
support in raising money for the Charity. From his conversations with the Portland Management, MF
said that he soon worked out that there would be little money raised for Charity. The show was
eventually cancelled, because the College was threatened with an up to £20,000 fine if the event went
ahead without the correct licence in place.
The tournament was transferred to the John Fretwell Centre, which went ahead with no problems..
However, recently, Mansfield ABC have cancelled a show booked for the John Fretwell Centre on 24
March and the event has been turned into a 'white collar' event. DC said that because of this, all except
2 of the ME3's held by Mansfield ABC have been handed back to him. DC said that a Huthwaite boxer
has also had his book withdrawn because his name has appeared on this event list.
WE said that we have got to try and put a stop to this. He said that any of us should report to the
Regional Secretary any registered Boxer, Coach or Official who is seen to be involved in any event not
authorised by the ABAE. He said that in his opinion, it wouldn't be long before a boxer gets seriously
hurt in one of these unlicensed events.
MF finalised his report by informing us that he in possession of a poster, clearly showing Samuel
Godfrey
(Splash Fit ABC) in a boxing ring , no vest or head guard, having his arm raised by the referee.
He said that Samuel is a registered Coach and also an ABAE Official. DC said that he had spoken to
Sam,
who said that what he was doing was his business and therefore was doing no wrong.
DC said that he told him that our Rules do not permit him to compete in these events that he is involved
in.
DC said that more evidence is needed, other than a poster, and then we may have to decide whether to
pass this on to a Case Review Panel.
