SUBJECT: Rosa Fort High AFJROTC 3rd Annual Drill Meet
Rosa Fort High School, Tunica, Mississippi will be hosting our 3rd Annual Drill Competition
on Saturday, 27 February 2016, at the Gerome Kirkland Gymnasium, Rosa Fort High,
Tunica, Mississippi, with the opening ceremony beginning at 0855. We are anticipating a
great drill meet and look forward to your unit’s participation.
Please complete the attached registration form and return it to the above address with check or
money order for $100.00 by 29 January 2016
We’ll begin the drill meet at 0900 and should conclude by 1400. Concessions will be
available throughout the day. We hope to see you at the meet.

1. PURPOSE
The purpose of this Standard Operating Procedure (SOP) is to familiarize the guest schools
with the policies and procedures that are to be followed at the Rosa Fort High School AFJROTC
Drill Meet. All drill performances will be conducted in accordance with AFMAN 36-2003 or
Army TC 3-21-5 as applicable.
2. COMMANDER’S CALL/JUDGES MEETING
A judges meeting will begin at 0800 (only judges are required to be present). All teams
should check in at the registration table NLT 0830. The Commander’s Call will begin at 0830.
Instructors and team commanders (regulation drill, color guard, uniform and exhibition team)
need to be present. At this time, one Color Guard member from each school will be requested
for opening ceremonies, i.e., flags (other than Mississippi) and two rifles. Any last minute
changes will be announced and last minute questions will be answered.
Judges will be either, active duty, Reserve/Guard members, or ROTC cadets from the
University of Memphis ROTC program.
3. UNIFORM
a. The uniform for the inspection is the Service Dress Uniform/Class A Uniform (service
coat) with all accoutrements. The grading during inspection will be based upon standard
uniform wear requirements as outlined in AFI 36-2903, AFROTCI 36-2001, and (other
uniformed service’s directives). If your team is from a service other than Air Force, it would
be helpful to have a copy of the directive which outlines your dress and appearance standards for
the judge’s review prior to the competition.
b. Reminder: All uniforms must reflect and uphold the proper military image.
4. TEAM COMPOSITION/SIZE OF COMPETITION AREA
a. The number of team members per event is as follows:
(1) The unarmed, armed and saber regulation drill team size is 9 to 12 plus a
commander.
(2) The exhibition drill team size 6 to 12 plus commander.
(3) The color guard team size will be 4, which includes the commander.
b. Each school may have one team per event (exception Two-man Tandem).
c. Color Guard regulation competition area is exactly 47 FEET by 50 FEET. It is half
of a regulation basketball court. Orange cones will be used to mark the out-of-bounds areas.
d. The Unarmed and Armed regulation drill competition area will be the entire
basketball court. Orange cones will be used to mark the out of bounds areas.

5. INSPECTION
a. Teams may pick 9 cadets plus a commander (total of 10) for inspection. In the event of
inspection ties, the tiebreaker will be the cadet # 6 on the score sheet. The required uniform is
the Service Dress Uniform/Class A with all accoutrements and regulation headgear (no
berets).
b. Each cadet that will be inspected will be asked ONE question by the judge. The
question will be about the Chain of Command and the governor of his/her respective state.
The judge may also ask general information about the specific cadet being inspected. In
this case, there is no right or wrong answer. The judge will be judging the cadet’s military
bearing and discipline when the cadet answers the question.
c. Teams will fall in 3 by 3, with the commander centered on the Flight/Platoon . The
Commander will size the Flight/Platoon , then perform open ranks procedures for inspection,
align the elements, return to center of Flight/Platoon , SALUTE and report in to the Inspector
with the following statement: “Sir/Ma’am, (School Name) is prepared for uniform
inspection.” After inspection is complete, the commander will SALUTE out, close the ranks,
and march off inspection area.
Example of questions: (Cadets only need to know their respective service’s chain of command
and the Governor of their respective state.)

6. REGULATION DRILL/COLOR GUARD/EXHIBITION DRILL
a. In every event the team commander will advance the team at the direction of the head
judge and will center his/her team approximately three paces away from the head judge. The
commander of that drill team will complete drill sequence at the point he/she reported in.
Official time will start when the team commander reports in, and ends when the team
commander reports out.

drill area?.........Thank you Sir/Ma’am!
Reporting out Statement…Sir/Ma’am, (School Name & Team) has completed drill evaluation,

(1) Exhibition – 4 to 6 minutes, minimum/maximum
b. Each school is allowed one team per regulation/exhibition event.
c. For regulation drill performances, the team must be “squared off.”
d. The State/Unit Flag must not be higher than the United States flag. If it is, the result
will be a disqualification of the color guard team.
e. No dancing, tumbling, or gymnastics are allowed during exhibition routines.
f. Team commanders are not allowed to use whistles or sequence cards during the
performance. The team commander is required to memorize the entire routine. The team
commander, or any team member, is not permitted to call cadence during competition

7. INDIVIDUAL DRILL REGULATION (IDR) – KNOCK-OUT
a. Knock-out will be conducted at the meet. Cadets will be eliminated after making a
mistake. The command, “at ease,” will be given after long periods of drill to give the
participants a chance to rest. Cadets will not use the term, “As You Were,” during IDR knockout.

8. TIES
a. If there is a tie in inspection, Cadet #6 on the score sheet will be used to break the tie.
The 3rd tiebreaker will be the score of cadet #3.
b. If there is a tie in the unarmed regulation, armed regulation, saber regulation or color
guard competition, we will go to the team’s inspection score for the 1st tiebreaker. Cadet #6 on
the inspection score sheet will be used as the 3rd tiebreaker.
c. If there is a tie for any exhibition performance, the 1st tiebreaker will be the team with
the least penalty points. The 3rd tiebreaker is the team with the least penalty points for time.

10. AWARDS
a. 1st, 2nd, and 3rd trophies will be awarded in all categories to include IDR and
(one Commanders trophy) which recognizes the best drill team commander.
b. A Drill Meet Champion will be designated by accumulated placed points for
Inspection, Unarmed Regulation, Armed Regulation, Saber Regulation and Color Guard. A
team will not be considered for the Drill Meet Champion unless they compete in the
following events: Inspection, Unarmed Regulation, Armed Regulation, and Color Guard.
Exhibition and IDR events will not count toward the overall champion.
11. REGISTRATION
a. Upon arrival, Instructors should report to the registration table, immediately.
Following the registration process, instructors should have their cadets prepare for the drill i.e.,
change clothes in locker room/restrooms, get equipment from buses, etc. Instructors should not
allow cadets to crowd around the registration table.
a. Parents/Cadets will check schools in and provide each school with a Drill Meet
folder. The folder will contain, as a minimum: drill meet score sheets, a schedule of
events, and various items pertaining to inspection, competition, IDR etc.
b. Score sheets (1 per event) will be included in your package. However, judges will
already have score sheets.
12. OPENING CEREMONIES
At 0900, cadets will form (by school) on the floor of the Gerome Kirkland Gym Floor.
The Colors will be presented by a representative from each school. After welcome/opening
remarks, competition will begin.
13. LUNCH: Lunch will be provided “pay-as-you-go” at the concession booth located in the
lobby near the main entrance to the gymnasium. It will be open all day.
