Notes from E911 & ISICSB Meeting – Oct 14, 2015 City of Nevada (?) and Clarke County Reps: Mediacom not updating their Intrado, Nevada (?) and Clarke County. Upset that they aren’t showing up on the daily report. Iowa County Sheriff’s Office Rep and E911 Director Sally Hall said she has talked to her local independents (Coon Creek & Victor) and they aren’t moving towards an IP solution which means if she can’t get Mediacom on her database and the locals aren’t capable of reporting their updates more quickly, she “might as well shut my system down.” Bob Sievert: IUB needs to have regulatory authority to correct issues like what’s happening with Mediacom. Motorola Rep: Motorola still exploring funding options that are similar to financing a home purchase. Treasurer is looking at options that then must be approved by an Interim Legislative Committee. Rob Denhert: Looking for help on locating point-to-point rules/guidelines. Sean Wagner: Data submission, MDST mobile data survey tool, CASM 148 entries how people recognize in different disciplines, land management is DNR but DNR reported as law enforcement, around 90k pub safety individuals and 30k devices. Personal devices not counted. Outreach meetings, only 2 left. Tom Lampe: RFP meeting at end of December. Phone call to take place soon between Lampe and Federal FirstNet to verify data. Architecture, users, costs, wireless data capacity, etc were all items collected. Power Company will need access to FN in power outage as a first responder. Sherriff Ted Kamatchus: Program called Beyond that turns phone into a radio. Smartphone issued, software purchased, probably wouldn’t report as a radio. Craig Allen: Encryption discussion needs to move forward so that when there is guidance for law enforcement to be comfortable when they purchase equipment. Ric Lumbard: Private-public summit produced more questions than answers, FN Committee made the offer to co-author a letter that says to FN that sub-contracts be vetted through the partnership. FN Com is refining their draft before giving to Dave Duncan. SPOC meeting in Denver had all Fed FN people there. Talked with TJ Kennedy with regards to private/public partners. This is the time for them to come together and establish relationships at national level. What would it look like if IA telecom industry came together? Premier Communications among others is a company that has come forward to say can public and private work hand in glove to provide the infrastructure for FN. Data submission due 12/3? FN has come out with 2016 Outreach Plan, not same as last year’s large meeting. Selective process with smaller meeting and key stakeholders. Separate meetings to be held with principals and government. Some states’ FN conversation has not made it to their Capitols. FN is going to get granular moving forward. IA will likely be in the first wave of outreach in Jan/Feb timeframe. Band 14 devices have been deployed in some states. IA continues to help pave way and set standard for other states with things like the RIC process and SLICP. Lampe: TAC team example shown in video and advantages of having FN versus commercial system. Andrew Buffington: Theoretical to the practical. Jersey, New Mexico, Adams County, CO, live on FN today. IA can be a leader nationally. IA will be the model for how nation follows our lead. Worried about Governor’s election cycle in other states. No states talking about opting out. Lumbard: Funding model includes back sale of access spectrum to private companies. Model also includes high density areas to cross subsidize the low density areas. Cook County, IL could be providing the needed revenue to operate FN in Ames. FN’s pace replicates more of what you would see in private sector and not the typical government approach/bureaucracy. Board: Next month meeting moved to Nov. 18th. Board adopted Public Safety Grade policy defining what the means. Board also re-elected Lampe and Chair and Leonard as Vice-Chair of the ISICSB for another 2 year term. Motorola Rep: Reiterated their commitment to the project. Wanted to dispel rumors that the company was wavering on the project. Working with Treasurer and Legislature to provide full funding when the process is figured out.
