Business and Program Officer UNIVERSITY OF CALIFORNIA AGRICULTURE AND NATURAL RESOURCES Statewide Integrated Pest Management Program UC DAVIS PAYROLL TITLE: ANALYST IV SALARY RANGE: $48,288.00 - $86,918.00/YEAR 100% FIXED CAREER SALARY COMMENSURATE WITH EXPERIENCE AND QUALIFICATIONS JOB INFORMATION Reporting to the Statewide IPM Program Director, provide day-to-day administrative coordination, oversight, decision-making, and management of the Statewide IPM Program (IPM) in the following areas: business and finance, contract and grant proposal administration, and personnel. Manage complex budgets from a variety of sources, totaling up to $5.5 million. Advise Directors and Academics involving business operations, program development, fiscal management, and human resources. Analyze policy and procedure for all administrative, financial, and personnel functions of the department. Train statewide staff on UC and IPM procedures. Serve on the Statewide IPM Program Leadership Team. The Statewide IPM Program is a statewide unit reporting to the Associate Director of CE and the Ag Experiment Station, Agriculture and Natural Resources (ANR). The unit administers programs in agricultural, urban and community, and natural resources integrated pest management research and extension. Position provides analytical, program management, and decision-making support to the IPM Program, its Director and all of its statewide programmatic activities. Position provides senior administrative strategic management support to the IPM director and support to IPM's complex, multi-faceted and diverse organization that develops and delivers programs throughout the State of California in integrated pest management extension, including Cooperative Extension Advisors and specialists, a communications unit that develops informational products for print and the web, and a pesticide safety education program. The financial management and planning for which this position is responsible, consists of multiple funding sources (state and federal funds, contracts and grants, revenues, programmatic fees, and gifts) for approximately 60 accounts of combined budgets totaling $5.5 million. The funding is divided across 10 to 15 broad projects at any given time. The IPM Program consists of the IPM Director, 3 academics, 18 staff and 13 statewide IPM advisors/affiliated farm advisors who are located throughout the state delivering IPM programs. Position is in charge of department buildings (4), space assignments, security and maintenance. This person is the safety officer for the unit. The position is the official liaison with ANR Administrative offices including Business Operations Center (BOC), Contracts and Grants (C&G), Academic Personnel (APU) and Staff Personnel (SPU) to establish department management practices for business activities. The position takes the lead in coordinating between the IPM Program and these units, in particular identifying issues, solving problems, working through solutions, and supporting the IPM Program to achieve its goals. Administrative and programmatic areas include: IPM advisor support Agricultural IPM Natural resources IPM Urban and community IPM Pesticide safety education Content development Web production Database development Technical support POSITION FUNCTIONS 40% PROGRAM AND ADMINSTRATIVE ADVISOR -Represent decisions and authority for IPM & statewide programs on ANR and system-wide advisory/ANR ad hoc committees & maintain relationships with ANR, UCD administrative units and ANR CE academics/staff. -Consult with and advise IPM Program strategic planning, make recommendations at monthly IPM Program Leadership Team meetings and semi-annual IPM Program Advisory Committee (PAC) meetings to foster an understanding of IPM's programmatic goals and their relationship to business constraints. - Advise IPM Director in developing and implementing new programmatic initiatives and projects. Determine special project/new initiative planning and provide support to the IPM Director & IPM Leadership. -Advise IPM Program leaders on policy & planning issues. -Establish & evaluate departmental policies and procedures. - Recommend and implement strategies for ensuring maximum utilization of UC staff, space, and financial resources. 30% BUDGET AND FINANCIAL MANAGEMENT -Plan & develop annual & long-range budgets with multiple fund sources and allocate IPM resources to administrative and programmatic areas. -Project & review expenditures. Serve as account manager with delegated signature authority. -Analyze budgets; recommend strategies to optimize spending; improve fiscal, personnel, and equipment and space situations. -Develop & oversee financial management systems; monitor, forecast, report, & administer funds. -Analyze & build reports. Inform business decisions in support of programmatic goals and objectives. -Provide direction & oversight to academics and staff in the management of statewide budgetary and program resources. -Provide instruction on University policies and monitor compliance. -Interpret fiscal policies & procedures & oversee fiscal year-end closing. -Analyze & recommend areas for business process improvements and research; develop & implement changes. -Coordinate with ANR Associate Budget Director & ANR Director of Financial Services for budget allocation of UC and federal funds. -Manage & direct the full range of day-to-day operations, serve as liaison & coordinate all tasks related to administrative support services. -For the USDA-National Institute of Food and Agriculture (NIFA), Extension Integrated Pest Management (EIPM) funding provide instructions based on Smith-Lever allowable/unallowable. - Manage facilities assigned to IPM ensuring facilities remain functional; develop & implement procedures to maintain safety & security of departmental space, equipment and access control. 20% PROPOSAL COORDINATION AND GRANT ADMINISTRATION -Oversee the development of proposal budgets & advise PIs on short- and long-range expense planning. Consult with PIs on expendable balances available. -Provide guidance to Principal Investigators for award administration & extramural funds. -Submit & monitor proposals. -Responsible for budget management & financial, cost share & effort reporting activities on contracts and grants. 10% HUMAN RESOURCES COORDINATION -Advise the IPM Director and managers on HR issues pertaining to staff & academics, including employee relations, labor relations, corrective action, organization & professional development, workers compensation. -Coordinate personnel activities including position description development, recruitment, performance evaluation, layoffs, resignations, transfers and retirements. -Prepare/coordinate analysis for recommendations for hiring salary, reclassification, equity, & stipend requests for HR review. -Coordinate safety compliance plans & safety training opportunities to increase safety awareness among employees. - Serve as department Health & Safety Coordinator, including maintenance of the department's Injury and Illness Prevention Plan. PHYSICAL DEMANDS - Use computer for extended periods of time. WORK ENVIRONMENT - This position is a critical position and subject to a background check. MINIMUM QUALIFICATIONS -Experience managing and overseeing a complex, multi-faceted department using fundamental business management and accounting principles and standards of practice. -Financial planning experience to allocate resources, prepare budgets and analyze financial data. - Experience performing high-level analytical work, critical thinking, analyzing complex information, performing independent research, presenting complex data in a way that facilitates decision-making. -Skills to understand, interpret and apply federal, state, and university rules, regulations and policies governing business and accounting activities, financial planning, audit, accountability and controls. -Experience working in a University setting and with University systems and programs. -Knowledge of structure and programs within UC ANR. -Written and oral communication skills to prepare business plans, proposals, reports, agreements, and training documents. -Computer skills in various software programs such as Microsoft Office, web browsers, and calendaring and email clients.
