Kent Police – Financial Protections
1. Salary protection is provided to members of staff who are redeployed from one
role to another of a lower grade as a result of organisational change and in order to
avoid having to make that person redundant.
1.1. It is payable for 2 years – the first year covering 100% of the difference
in salary and the second at 50%.
2. If an individual is redeployed to a job on the basis of a reduction in working
hours, only the difference between the salary payable for the new job and the
equivalent pro rata payment for the old job will be met. E.g. an individual is
redeployed from a full time Grade B job to a 32 hours a week to a Grade A3 job,
salary protection would be paid on the difference between the person’s salary for 32
hours in their Grade B job and the 32 hours they work on their new Grade A3 job.
2.1. Salary protection only applies to basic salary. This means that if an
individual works overtime, on a rest day having had short notice, a public
holiday or at any other time for which they would receive an enhanced
payment the pay will be based on the salary for their new job and not their
old one.
2.2. In exceptional circumstances it may be possible to apply salary protection
to an individual who has been redeployed as a result of organisational change
from a job that attracts a shift payment to one that does not. In such a case,
the difference would be paid for 2 years as set out above.
3. Provided that an employee has not been transferred from one scheme of
conditions of service to another or has received promotion, additional terms of
personal protection regarding leave entitlement or other non-financial conditions of
service (but not car allowances) can in exceptional circumstances be considered and
agreed by the Head of Relations.
4. In the above circumstances the employee will also receive the benefit of
subsequent pay awards.
5. Additional Travel Costs - If, by accepting alternative employment within Kent
Police, the employee incurs additional travelling expenses these will be paid for a
period of one year from the date of transfer, in accordance with the Disturbance
Allowance Scheme, unless the individual agrees to receive a lump sum payment
equivalent to 6 months’ excess travel expenses. Where the individual opts to receive
the lump sum buy out, this will be in full and final settlement of the employees claim
for travelling expenses and outstanding elements may be reclaimed if the individual
leaves within a year.
6. Where, as a result of redeployment, individuals have a substantially increased
journey to their new place of employment, or they cannot rely upon public transport
for their daily journey, Kent Police will review cases on individual basis to determine
eligibility to receive payments in accordance with the Disturbance Allowance
Scheme.
7. Disturbance allowance – where a member of police staff is required to transfer to
another work place and this incurs additional travelling expenses, they may be
eligible to an allowance equal to the difference between the cost of travelling (i)
from home to new place of work and (ii) from home to old place of work. If the daily
excess mileage is 10 miles or less no allowance will be paid for staff in posts graded
D or above. Where the daily excess mileage is more than 10 miles an allowance will
be paid for all excess mileage (except where mobility clauses apply). The Head of
Relations has the authority to waive the 10 mile qualification in cases of extreme
hardship.
8. Staff with mobility clauses in their contracts will be required to accept changes of
employment base as indicated in their contracts as designated from time to time
without recompense.
8.1. Such staff will, however, be entitled to an allowance for all mileage in
excess of that stated in the mobility clause. The Head of Relations has the
authority to consider extending the criteria for payment under this policy in
cases of extreme hardship.
9. The allowance will be payable on the following basis for a period of 1 year:


Standard class train and/or bus fare or;
26.6p per mile.
