ABOUT EVENTS IN THE PERTH CULTURAL CENTRE
Positioned between Perth’s central city and vibrant inner-city districts, the Perth Cultural Centre
(PCC) is a vibrant and attractive destination for a range of major events throughout the year.
Managed by the Metropolitan Redevelopment Authority (MRA), the vision for the PCC is to
become one of the most visited destinations in Western Australia.
Major State cultural and learning institutions are housed in the PCC, while the public open
space forms a pedestrian link between the Perth Train Station and the inner city area of
Northbridge. The PCC has a daily average footfall of over 35,000 people per weekday.
With features including landscaped zones, seating, cafes, a playground, a permaculture garden
and a large LED screen, the Perth Cultural Centre is a popular location to stage events. This
application pack contains the necessary information and application forms for individuals,
groups and organisations interested in obtaining a license to stage an event in the Perth
Cultural Centre.

EVENT THRESHOLDS
To apply for a Perth Cultural Centre Event License via this application pack, events must
comply with the following thresholds. Events falling outside these thresholds may be required to
submit a Development Application through the MRA’s Planning Division. Please note that the
DA process requires a minimum of 6 months’ lead time.
Event license thresholds:
 Operate between 7am and midnight, any day of the week.
 Bump in to occur after 5.30am on the first day of set up.
 Bump out to occur by 1.00am on the last day of the event.
 Planned attendance to be no more than 4,000 people per day.
 Events, excluding exhibitions or installations, are to run for not more than 21 days.
 Exhibitions or installations shall not exceed 60 days duration.
 Events must not prevent access into or through the public realm, unreasonably block or
restrict access to buildings or cause undue disruption.
 Events must comply with the permitted noise emission limits specified under the
Environmental Protection Noise Regulations.
 Events must seek relevant health and building regulation approvals from City of Perth
Approval Services.

All events taking place in the PCC must align with the Civic and Cultural Charter (Appendix A).

EVENT LICENSE APPLICATION STEPS
To receive an approval to hold your event in the PCC, you must as a minimum:

If you are unfamiliar with the site it is highly recommended that you arrange a site visit
prior to commencing your application. Site visits may be booked with the Event Program
Coordinator.
3.
Initial and sign the Open Space Conditions of Use and complete the Application for an
Event License contained in this pack and submit them with the application fee. Your
event will not be considered or pencil booked until this step has been completed.
4.
Put in place all relevant insurances as outlined in the application form by the date
specified.
5.
Provide appropriate plans and procedures including site plans, risk management and
event running sheets 6 weeks prior to the event.
6.
Obtain any necessary third party approvals and licenses relevant to your event, including
local government approvals.
7.
Pay all relevant event hire fees and bonds to MRA on invoice.
Upon completion of these steps your application will be evaluated and if successful, you will be
issued with an Event License. Events are not confirmed or approved until a copy of the
Event license is signed by the applicant and the MRA representative has been finalised.
The MRA takes no responsibility for any third party commitments entered into by the applicant if
an application is declined. An event license will only be issued if the application meets all of the
MRA’s requirements.

EVENT SITES
JAMES STREET AMPHITHEATRE
The event area closest to the William Street dining and shopping strip, and adjacent to the Perth
Institute of Contemporary Art (PICA), the State Library and the State Theatre Centre of WA .
The Amphitheatre features a large LED Screen and an extensive stepped seating area. There is
an existing ground level stage area, event lighting infrastructure and an outdoor ‘bio box’ area.
The James Street Amphitheatre is well suited to film screenings, single stage music, cultural
and dance festivals, live demonstrations, live sites and experiential marketing initiatives that
utilize the screen. The site can also house mid-sized infrastructure such as circus tents,
marquees and stages.
Area – Approx. 1,000m2 (including steps)
Ground Level Area Approx 550 m2
Capacity – Approx. 1,000 persons
Considerations
 All events applying to take place in the James Street Amphitheatre must consider how
the LED screen will be incorporated into their event. At a minimum, standard
programming will play on the screen throughout the event. The screen may not be
switched off or obscured, although the volume may be adjusted.
 Pedestrian access through the Amphitheatre from William Street via the accessible ramp
to Central Square must be maintained at all times.
 Emergency vehicle access must be maintained at all times.
 The impact of event noise on surrounding institutions must be considered.
 Wind loading can be an issue in inclement weather, all infrastructure must be adequately
secured.
 Vehicle damage to posts and uplighting will be tracked and charged to the responsible
party.
 Vehicle accessing the area must maintain a speed limit of 5kmph and utiltise hazard
lights.
 No obstruction to PICA, Blue Room or State Theatre of WA entrances are permitted.
Emergency vehicle access to these buildings must be maintained at all times.
 Use of the area will be subject to strict pre and post event reporting. Any applicable
repair costs will be billed to the event holder.

2 x service pits at ground level stage with removable base frame in each.

The total Amps available to events during normal daytime hours from the Fiji Room Distribution
Board is approximately 200A.
Water Supply
Limited water supply is available on the grassed area adjacent to PICA, on negotiation.
Staging Options
Utilise ground level stage or external hire. Please note structural approval is required for over
20sqm. Bean bag seating available for hire.
Surface Material
Concrete and paved areas, garden beds, adjacent grassed areas with up lighting.
Vehicle Access
Via James and William Street.
CENTRAL SQUARE
Extending between State Library of WA and Art Gallery of WA, Central Square features ample
shading from trees in some areas and attracts pedestrian through traffic from all entrance
points. The area is serviced by both ‘Polly’ and ‘Pajeco’ outdoor cafes. The space is well suited
to family friendly and student focused events, installations, surveys, experiential marketing and
as a mustering point for scavenger hunt/team building activities.

Considerations
 The ‘tactile pathway’ must remain clear at all times, including event set up and pack
down periods.
 Emergency vehicle access routes to the Art Gallery and State Library must be
maintained at all times.
 A permanent vehicle and infrastructure exclusion zone of 5 metres is in place around the
“Makigawa” sculpture.
 Wind loading can be an issue in inclement weather, all infrastructure must be adequately
secured.
 Due to subsurface irrigation of grassed areas no staking is permitted.
 Vehicles accessing the area must maintain a speed limit of 5kmph and utiltise hazard
lights.
 No obstruction to State Library of WA entrance is permitted.
 Use of the area will be subject to strict pre and post event reporting. Any applicable
repair costs will be billed to the event holder.

MUSEUM PLAZA
Museum Plaza features a tree lined avenue which provides ample shade for summer events. The
heritage building outlook, large grassed zones, ample park bench seating and children’s
playspace make it well suited to family friendly events, markets, food events, music and school or
group activities. The site may also be used in conjunction with Central Square for larger markets
or displays such as car shows.
Area – Approx. 2,000m2
Capacity – Approx. 2,000 persons
Considerations
 Emergency vehicle access routes to the Western Australian Museum and through to
Central Square must be maintained at all times.
 Wind loading can be an issue in inclement weather, all infrastructure must be adequately
secured.
 Noise impact on the WA Museum and Art Gallery of WA must be considered.
 Vehicles accessing the area must maintain a speed limit of 5kmph and utiltise hazard
lights.
 A permanent vehicle and infrastructure exclusion zone of 5 metres is in place around the
“Forgotten Australians” artwork.
 Extreme care must be taken by vehicles not to traverse the stone set surfaces around
trees which contain uplighting and are susceptible to damage.
 No obstruction to WA Museum entrance is permitted.
 Use of the area will be subject to strict pre and post event reporting. Any applicable
repair costs will be billed to the event holder.
Power Supply
 2 x 15 amp outlets outside Art Gallery Administration entrance.
 1 x 32 amp 3 phase outlet at Beaufort Street entrance on grass.
The event power for this site is supplied by the Central Square Distribution board and is
therefore a total of 60A for this site and Central Square.

Paved surfaces, grassed areas, stone set resin surfaces.

NATIVE WETLAND
The Native wetland features wooden staging over a water feature, which is surrounded by
stepped seating. The native wetland is an intimate event area that is extremely well suited to
performances, talks and educational activities, particularly those with a science or biology
theme.
Area – Stage approx.. 70m2 / Stepped seating approx. 480m2
Capacity – Approx. 500 (on steps)
Considerations
 Requires approval from Art Gallery of Western Australia.
 Wind loading can be an issue in inclement weather, all infrastructure must be adequately
secured particularly power leads near water.
 Heavy infrastructure must be assessed prior to approving for the wetland stage.
 Vehicles accessing the area must maintain a speed limit of 5kmph and utiltise hazard
lights.
 A vehicle and infrastructure exculsion zone of 1 metre exists around “The Caller” public
art piece.
 No waste run off into the wetland is allowed.
 Use of the area will be subject to strict pre and post event reporting. Any applicable
repair costs will be billed to the event holder.

DB adjacent to wetland stage containing:
 4 x 10 amp outlet
 32 amp 3 phase outlet (access provided on arrangement with Art Gallery of WA)
In box set into garden bed between wetland and ‘Polly’ café.
 2 x 15amp outlets
Note: these outlets are fed by the Central Square Distribution Board therefore total power
loading for Central Square must be considered.

URBAN ORCHARD
The Urban Orchard is community garden and unique events space, which has a backdrop of
CBD views. The Urban Orchard is suited to markets and fairs, festivals, performances and
concerts, educational activities, exercise classes, and provides a corporate gala site with a
difference.
Area – Approx. 1,900m2 (at grade area excluding planter boxes)
Capacity – Approx. 2,000 persons
Considerations
 Subject to strict weight loading restrictions (recommended loading documentation is
available on request). Proposed infrastructure may require structural engineering plans
and additional insurance.
 Vehicle access to Urban Orchard through bollards from Central Square may attract
additional fees for AGWA security out of normal business hours.
 A maximum of three vehicles is allowed on the Urban Orchard at one time.
 Use of the area will be subject to strict pre and post event reporting. Any applicable
repair costs will be billed to the event holder.
 Noise impact on State Theatre and Art Gallery of WA must be considered.
 Access to the Art Gallery of WA entrance and the Perth Train Station must be
maintained.
 Extreme care must be taken not to damage the stoneset pathways. Vehicles, trolleys,
pallets, barrels and any other heavy items are not permitted to be placed or travel on or
across these areas.
 A permanent vehicle and infrastructure exclusion zone of 5 metres is in place around the
“Meadmore” sculpture.

APPROVALS, LICENSES AND SERVICES
Event holders may be required to secure various approvals, licences and services for their
event in addition to submitting an application to MRA.
It is the responsibility of the Event holder to ensure all necessary approvals are in place for their
event. Liaison with the City of Perth’s Environmental Health Officer (Events) is essential in order
to assess requirements for your event in the Perth Cultural Centre.

Special Events Permit, will be issued.
If the event will require infrastructure
measuring over 20m2, approval is subject
to independent engineer certification
provided at the completion of construction,
prior to the event. The City of Perth
Approvals Unit must approve all such
temporary structures.
Any public event involving the use of music
may require licenses from the Australian
Performing Rights Association (APRA) and
the Phonographic Performance Company
of Australia (PPCA). Details can be
obtained directly from the organisations.
Final approval will not be issued until MRA
sights licenses from PPCA and APRA, or
some evidence from those organisations
that the licenses are not required.
Events involving sale or service of liquor
must discuss the intended service with the
PCC Event Coordinator. A letter of support
may be required from MRA in order to
apply for a liquor license from the
Department of Racing, Gaming and Liquor.
Some smaller functions may be exempted
from requiring a liquor license under new
regulations. Event holders are obliged by
the MRA to have event security in place if
any alcohol is to be served during an event
in the PCC.
Dependent on the size of the event, you
may be required to notify Emergency
Services.
Adequate first aid provisions must be
provided for every event. Certain events
will require one or more first aid posts. All
associated costs for providing first aid are

payable by the applicant.
The event organiser will have the
responsibility for occupation health and
safety in regards to entertainment and
production. This includes but is not limited
to employees, sub-contractors, performers
hired and infrastructure.
Event organisers must, to the extent
practicable, implement the City of Perth’s
‘Disability Access and Inclusion Plan’
prepared under the Disability Services Act

The event organiser shall ensure that the
requirements of the Litter Act 1979 are
fulfilled. Event holders are to ensure that all
waste and litter is collected and removed
each day from the Perth Cultural Centre,
and are responsible for all costs associated
with the cleaning and the collection and
removal of litter. Depending on the nature
of the event, applicants may be required to
organise hire and removal of additional
bins.

APPLICATION TO HOLD AN EVENT IN THE PERTH CULTURAL
CENTRE
Event Applications must initial acceptance of each page of the PCC Open Space Conditions of
Use as part of their application. Acceptance of these conditions is mandatory for events wishing
to receive an Event License for the Perth Cultural Centre.
Open Space Conditions of Use
Events taking place in the Perth Cultural Centre must comply with the following site rules:
Booking Conditions
Please initial and sign the Open Space Conditions of Use where indicated and complete the
following application form and submit to the Event Coordinator, Perth Cultural Centre,
Metropolitan Redevelopment Authority (MRA). Your application will be evaluated and must
comply with the event thresholds and Civic and Cultural Charter. The MRA takes no
responsibility for any third party commitments entered into by the applicant if an application is
declined. Final approval for any application is only granted upon issue of the Event License.
License Agreement
A legally binding License Agreement must be entered into by the applicant and returned to the
MRA prior to the event taking place. Until the License has been signed by the MRA and the
Event Holder, final approval for the event has not been granted.
Access All Areas (AAA)
The MRA representative/s must receive AAA passes or equivalent approval to inspect all facets
and areas of the event both during the event and set up/pack down times.
Access and Obstructions
Access to all institutions and venues located in the PCC must be maintained throughout their
opening hours. This includes entrance and exit areas and loading areas.
Pedestrian and disability access through the site must be maintained at all times, including
bump-in and bump out. The ‘tactile pathway’ through the PCC must be free of obstructions at all
times.
Entry and exit areas from the event must be adequate for emergency exit and emergency
vehicles.
Emergency vehicle access via Beaufort and James Streets must be maintained.

Events must not create a pedestrian hazard. Event holders must ensure that all equipment
associated with their event is made safe and does not pose a risk to members of the public, site
workers and others.
Events must keep clear access to all public transport routes servicing or passing the Perth
Cultural Centre.
Insurance
Event applicants must provide evidence of the following:
 Public Liability Insurance coverage of $20 Million, listing MRA as an interested party.
 Workers Compensation insurance coverage for any employees involved in the event.
Management Requirements
The event holder must submit in accordance with the schedule outlined in the Event License:


Appropriate event plans and procedures including site plans, risk management plan
produced in accordance with AS/NZS 4360:2004. and event management plans.
A final bump-in and running schedule.
The event holder is responsible for the supervision of all contractors during bump in and bump
out and must have a key contact on site at all times during these periods.

The Licensee's use of the Licensed Area must not endanger or damage or cause any physical
impact to any of the buildings or other structures at the Perth Cultural Centre.
Electrical Equipment
All electrical leads, junction boxes and equipment provided by applicant must be checked and
tagged by an electrician prior to the event. A qualified electrician can perform this service for a
small fee.
Applicants must ensure that all electrical leads are installed to avoid trip hazards, using cable
covers or gaffer tape.
Should a power outage or system overload occur due to the operations of your event, an
electrician will be called by MRA. All associated costs including, but not limited to, call-out and
repair, will be payable by the applicant.
Fees and Bonds

All relevant application and hire fees and bonds are payable to MRA on invoice within the time
period specified.
First Aid, Accidents and Incidents
It is required that adequate first aid, or first aid trained and accredited staff are onsite for the
duration of your event. Depending on the size of your event, you may be required to have a first
aid post available.
Grassed and ‘Stoneset’ Areas and Uplighting
No vehicles are to travel on any grassed area within the PCC except by prior written
authorisation from the PCC Event Coordinator. No vehicles are to travel on the ‘stoneset’
material in the PCC under any circumstances. No vehicles are to drive on ground set uplighting
under any circumstance.
No vehicles are permitted to drive beyond the entrance of the Urban Orchard.
No heavy equipment including shipping containers, portable toilets and other infrastructure is to
be placed on any grassed area within the PCC except by prior written authorisation from the
Event Coordinator.
No staking of grassed areas is allowed except by prior written authorisation from the Event
Coordinator.
Public Art
Exclusion zones for vehicles, vibrating machinery and infrastructure are in place around all
public art sculptures at the Perth Cultural Centre. Under no circumstances may any objects be
affixed to public art installations or temporary infrastructure including bins placed within the
exclusion zone. The Public Art sculptures referred to include:
 The “Makigawa” sculpture (adjacent to State Library of WA)
 The “Forgotten Australians Memorial” near the Beaufort St entrance to the PCC.
 “The Caller” sculpture adjacent to the wetland
 The “Meadmore” sculpture in the Urban Orchard.
And any temporary public art installations installed in the Perth Cultural Centre.
Security Services
The MRA can provide contact details for their preferred security provider to event holders, for
the organisation of security services. If you are securing your own security contractors please
provide the following information to MRA 7 days before your event commencement:

 Names and license numbers of all officers are to be listed on the schedule
All onsite security staff/marshals Crowd control persons/marshals are required to wear a
uniform that easily identifies them to patrons of the event. Infrastructure left in place over night
is at the risk of the event holder. MRA strongly recommends that the event holder assigns
security to any infrastructure which is left in place overnight.
Signage
Signs for the purpose of advertising an Event may only be installed by the Event Holder in
approved locations with the prior consent of the Licensor. Any approved sign may be installed
no earlier than fourteen (14) days prior to the commencement of an Event and must be
removed immediately after the Event. The Licensee must make good any damage caused by
such removal.
Signs must not contain any commercial advertising except Event sponsorship which may be
identified by a small logo unless otherwise negotiated with the MRA.
Inspections of the Licensed Area
The Licensee will be required to arrange pre- and post-event inspections of the Licensed Area
for medium to large events or events which run for an extended period of time. The Licensor
may require inspections of the Licensed Area at any time during the License Period.
Site Cleaning and Repair
Event holders are responsible for returning the site to the condition it was released to them in at
the start of their event. This includes organizing additional waste management as required with
an appropriate supplier, on a daily basis during their event period.
Additional site cleaning including but not limited to high pressure or steam cleaning of paved
areas may be required by MRA, and costs will be passed on to event holders. Costs of damage
to any part of the PCC, resulting from an event, will also be charged to event holders.
Should site damage be unreported, the MRA will utilise time-capture and CCTV footage to
identify the responsible party. If the damage is assessed as being the responsibility of the event
holder the costs of assessing footage will also be levied at the rate of $60 per hour.
Temporary Structures
Any temporary structures must comply with all relevant licenses, approvals and permits required
by the City of Perth and be listed in Schedule 2 of the Event License. If the event will require
infrastructure measuring over 20m2, approval is subject to independent engineer certification

provided at the completion of construction, prior to the event. The City of Perth Approvals Unit
must approve all such temporary structures.
The event holder must not install additional structures or supporting infrastructure at the
Licensed Area without the prior written consent of the Licensor.
Third Party Approvals
The License Holder is responsible for obtaining any necessary third party approvals and
licenses relevant to your event, including approvals from the City of Perth.
Toilet Facilities
Toilet facilities within the buildings at the Perth Cultural Centre occupied by the Institutions are
not available for use by the Licensee or its sub-licencees, agents, contractors, employees or
Event patrons. The Licensee shall make provision for extra toilet facilities if required.
Vehicle Access and Parking
All vehicles entering the site for bump in/bump out or to be used as part of the event must travel
at a safe speed of no more than 5kmph.
Vehicles must be removed from the site immediately after unloading equipment/bump in and
parked offsite for the duration of the event.
Parking is not permitted in the Perth Cultural Centre, except by prior arrangement with the PCC
Event Coordinator.
Vehicle access to the Urban Orchard is not permitted except by prior arrangement with the PCC
Event Coordinator.
Additional Fees for Art Gallery of Western Australia Security may apply for vehicles requiring
access to the Urban Orchard outside Art Gallery business hours.
A maximum of three (3) light vehicles (2500kg each including loading) is permitted on the Urban
Orchard at any one time, outside of event operation hours. No vehicle access is permitted
during event operation hours.
No vehicles or heavy equipment including barrels, pallets or fencing are to be placed on or
traverse the ‘stoneset’ pathways of the Urban Orchard or the ‘stoneset’ material in other areas
of the PCC.

Water
Availability of water for events is to be assessed on a case by case basis. No waste, including
water from weights, is to be discarded within the PCC including the wetland.
Weight Loading Limitations
The PCC is a complex site that includes many areas with load restrictions. The placement of
heavy infrastructure in particular zones of the PCC may require engineering management and
approvals, or may be prohibited in certain areas. Please discuss any heavy infrastructure
associated with your event, with the PCC Event Coordinator.
Wind Loading
The PCC is subject to strong winds throughout much of the year. It is the responsibility of the
event holder to ensure that adequate weighting is provided for any infrastructure installed for an
event.

of the use, the applicant undertakes to hold MRA indemnified against all claims which may be
made against them for damages or otherwise, in respect of any loss, damage, death or injury
caused by, or in the course of, or arising out of the use of the venue, or the property of the
State Government of WA, including adjacent roads or footpaths, during all periods when such
venue is used. MRA will make every effort to avoid errors in event publicity but accepts no
responsibility or liability for any errors, and requires that organisers check their event listing for
errors as soon as they are released. Any errors may be edited by MRA on the advice of the
organiser. MRA reserves the right to either reject or remove any event listing from its calendar
for any reason whatsoever. MRA is not liable for any loss or damage incurred by an event
organiser as a result of any failure or delay in listing an event.
