Authority
The Grenada Ports Authority is
responsible for commercial ports and
state owned terminals in the state of
Grenada
The Grenada Ports Authority is statuary
body owned by the Government of
Grenada

Cruise Ship Calls – 268
Cruise Ship Passengers – 226,540
Cargo Vessels Calls – 1119
( but several below SOLAS class)
Tankers Calls – 114

ISPS Ports
Grenada has two ISPS ports
St. George’s Port and Tyrrel Bay in
Carriacou
Tyrrel Bay is a port for tankers only
with a private terminal.

 Carenage - Cargo and Cruise Terminal

Grenada Ports Authority
The Grenada Ports Authority is
responsible for regulation of
Ports, Maritime Administration
and management of state owned
terminals.

Force (RGPF)
The Royal Grenada Police Force is responsible for
security in Grenada
The following departments are part the RGPF:
- Immigration
- Coast Guard
- Fire Service
- SSU
- Port Police

In Grenada the Designated Authority is
the office of the
Commissioner of Police

ISPS Code Steering
Committee
Grenada formed the ISPS Code Steering
Committee to guide the implementation
of ISPS and conduct oversight

 Grenada Ports Authority
 PFSO

National PFSO
The National PFSO is the PFSO for all
state owned facilities and is a member
of the RGPF
He is also responsible for the
monitoring of the compliance of the
private facilities and reports to the DA

 In the case of state owned terminals
the National PFSO has personnel who
are PFSO trained and are responsible
for day-to-day operations at each
terminal.

Private PFSOs
The Private Terminals Chevron, Sol and
Grenlec each have PFSOs who are
responsible for security at those
terminals.

ISPS Task Force
The ISPS Task Force are responsible to
the ISPS Code Steering Committee for
implication of the ISPS Code in state
owned terminals

Grenada Coast Guard
 The Grenada Coast Guard are a unit
under the Royal Grenada Police Force.
 The unit is responsible for marine
security, search and rescue in
Grenada.
 The Grenada Coast Guard conduct
waterside patrols as required by plan.

The Port Police are a unit under the
Royal Grenada Police Force.
The unit is responsible for security at
state owned ports.

Legislation
Shipping (Ship and Port Facilities
Security ) Regulations were approved
under THE SHIPPING ACT, 1994 to
implement ISPS.

for Private Terminals
1 The PFSOs in the private terminals were
responsible for Assessments and Plans
2 The Plans were submitted to the DA
3 The National PFSO then worked with
private PFSOs to implement required
improvements.
4 DA approved plan and certified terminal
5 Short term certificates issued pending
improvements

Several persons in the RGPF and GPA
also received PFSO training.
