International Handbook 2015 When the curtain came down on Glasgow 2014 with a spectacular closing ceremony at Hampden the games were hailed as “the best Commonwealth Games ever”. And not one of the proud members of Team Scotland, who graced the Hampden track or the dedicated Officials and Clydesiders, who were there from dawn to dusk or the thousands of athletics fans, who made sure that the famous Hampden roar was heard loud and clear at every session would dispute that. Glasgow 2014 was indeed “pure, dead, brilliant”! The challenge for the sport in 2015 will be to make sure that the legacy of Glasgow 2014 lives on. Many of the stars of Glasgow had their first taste of Championship athletics at their District Championships and that opportunity will again be on offer to the athletes of the North, West and East as the domestic season opens on May 24th/ 25th in Inverness, Kilmarnock and Grangemouth. Without the huge contribution of club volunteers these events would not go ahead and many thanks again to the convening clubs. A direct legacy of Glasgow will mean that those competing in the East Championships will be lucky enough to compete on the “Hampden track” which has been re-laid at Grangemouth. Entries from clubs for the Super Teams continue to grow and the indoor season saw a cap put on the numbers of teams to enable the event to be completed in one day at the Emirates. The date for the summer event is the 20th June and the venue is Grangemouth. Competing on the re-laid Hampden track will be a thrill for these young athletes in the U12 age group. Grangemouth on the 12th 13th July will be the place to be for Combined Eventers, Master athletes and Senior relay teams. A buzzing, action packed day is guaranteed at Grangemouth and special thanks must go to the Officials, who have agreed to “go the extra mile” to accommodate the large number of events both on the track and on the field. The Scottish Championships will continue in alignment with the UKA age groups and so the winners and medallists will again be recognised in the U13, U15, U17 and U20 age groups for the season of 2015. Grangemouth is again the venue for these championships on the 22nd and 23rd August, a date post school holidays which consistently attracts a large entry. In the season of 2013 a trial inter “Club Championship” for the outdoor championships was launched. In the season of 2014 it was decided that it would create further interest if we analysed event groups and offered a coaching development opportunity for the clubs who won various categories. This was based on the top 5 performances in each event grouping in each age group. These clubs were the recipients of a unique coach development opportunity for a coach working with that respective age group. The Club Championship will run along similar lines for the season of 2015. The splendid Aberdeen sports village will be the venue for the Senior and Parallel Success Championships on the 15th and 16th August, giving an end of season focus for senior athletes. The junior relays will also take place that weekend, making for a busy and exciting 2 days of athletics for all age groups. The Glasgow Athletics Association Miler Meet at New Year hosted the scottishathletics 3000m championships, with the event at the Emirates Arena a big success in terms of both entry fields and performances. And now the same partnership will combine to deliver three events – featuring certain National and District Championships – over the forthcoming 2015 track and field season. It starts with the Night of 10ks as the 2014 ‘experiment’ of a 10,000m track meeting is repeated after a very successful first event in April of last year. This time around the event is scheduled for Saturday 18 April. That will be followed in early June by a 3000m/800m meeting which will include the U17 and U20 Scottish Championship for the 3k distance on the track. Then, in late July, there is a 5000m/1500m meeting which is liable to include East and West District Champs over the 5k distance on the track (all taking place on the same night at the same venue). This year sees the introduction of an innovative Field Events Grand Prix Series for 2015. This will feature four weekends over the course of the season from April to September with opportunities for throwers and jumpers to compete for overall prizes. The scottishathletics Field Events GP Series will now incorporate Hammerama and as well as the throws events of hammer, discus, shot and javelin will include opportunities in high jump, triple jump and long jump. Seated throws are also included in the Grand Prix series. Craigswood Stadium in Livingston will be the venue for each of the four Saturday/Sunday competitions. Open graded competitions and league matches are the life blood of the sport, offering an introduction to competitive athletics for hundreds of athletes every season and play their part in ensuring that there is appropriate and meaningful competition for all Scottish athletes. 2014 was memorable but there is a lot to aim for in 2015 for Scottish athletes. The top senior athletes will be challenging for medals in the World Championships in Bejing in August while the European Junior and European U23 Championships will be the target for top ranked athletes in those age groups. It is a busy calendar internationally for our Para athletes and there should be a strong representation from Scotland at the IWAS World Games in Holland, at the CPISRA World Games in Nottingham and at the IPC World Championships in Doha. With a home Celtic Games at Grangemouth in August and the Youth Commonwealth Games in Samoa in September Scottish athletes will have to “perform when it counts” in 2015 to fulfil their dreams. Voting rights will be held by Head Coach (or substitute) and one representative from Track & Field Commission and The Chairman will have the casting vote. Track and Field Commission will appoint a secretary for minute taking purposes Their selection will be made according to the following criteria 1 2 3 4 5 6 7 8 9 The scottishathletics nationality qualification shall apply. Athletes must be current members of scottishathletics on date of selection meeting Selectors will make their selection based on nominations from the National Coaches taking account of where appropriate: The needs of the sport to continue to develop athletes towards key future senior goals Current Scottish rankings and performances in nominated trial events. Priority will be given to results at scottishathletics Championships. Current and, where applicable, head-to-head form The nature and quality of the event at which performances were achieved e.g presence of qualified officials, use of automatic timing/wind gauges; licensing status of facility e.t.c Consideration will be given to wind speeds in making athlete comparisons Athlete availability Any other relevant factors e.g fitness status, ability to compete at the required level, commitment to and conduct at previous international opportunities Where the selection for an event involves an athlete with whom a selector is closely involved e.g as Manager or Personal Coach, then the selector involved will play no part in the selection for that event Only athletes who will benefit from the standard of competition at a particular event will be selected and the selection committee has discretion to leave places empty if necessary The decision of the selectors is final. Any correspondence regarding selections must be forwarded to the Chair of Selectors via scottishathletics for response. No other response will be deemed official All international selections are dependent on athlete full acceptance of the terms of the International Athlete Code of Conduct issued to all selected athletes See the selection notes for each international for additional detail specific to the fixture Any athlete substitutions resulting from changes in athlete availability, fitness status, injury, illness e.t.c occurring post-selection will be based on named reserves from the selection meeting. U16 athletes must be born on or between 01/01/99 – 31/12/00 and U18 athletes must be born before – 31/12/98 Where an event is not provided in the lower age group an U16 athlete may be considered for selection in the U18 competition. England Athletics Track & Field Championships (All Age Groups) There will be no selection of Scottish Athletes to attend any of the England Athletics Track & Field Championships for the 2015 season, at all age groups, including seniors. Providing they have attained the qualifying standard for the Championships any Scottish Athlete who wishes to compete may take advantage of the opportunity of travel & accommodation services co-ordinated by scottishathletics. Details of the SA Junior League can be found at www.scottishathletics.org.uk Scottish International Selection Policy Hill Running Scotland has a proud and successful history in the discipline of hill running and it is an important discipline within the endurance community. scottishathletics is keen that Scotland should continue to be represented by strong and well prepared teams and continues to get athletes into GB teams at major championships. The International Programme is designed with the above in mind, and the Commission are keen to ensure that an adequate and appropriate programme is provided for our athletes. This includes opportunities for juniors and seniors alike and the full programme is highlighted below. The balance of events and numbers of athletes to be selected is dependent upon a number of factors. Selection For the programme to be successful and to ensure progress towards our aim of Scottish athletes performing with distinction both within UK and abroad, and fielding Scottish Athletes in GB teams, our top endurance athletes and their coaches are encouraged to participate in this programme, and plan their season accordingly. It is important to note that only athletes who will benefit from the standard of competition at a particular event will be selected and the selection committee has discretion to leave places empty if necessary. Although this type of decision can be disappointing for athletes, there are a number of factors that will affect the standard of team that may be sent to particular events and all of these will be taken into account. These may include the age of an athlete, the wishes of race promoters, the demands of the event (distance, conditions and course profile) and funding. The selected teams for the events in the programme will be funded from the scottishathletics Hill Running budget, and it is also necessary for individual athletes to make a personal contribution. Please keep the National Endurance Manager and/or the Selection Committee fully informed of athletes’ racing programmes, results, training progress, injuries, illness and availability for selection for those races on the programme. This type of information and two-way communication is extremely valuable in assisting the selectors to pick the best teams. Events There will be selection races to decide all or part of the team for the International Youth Cup and the Junior Home Internationals. Other international teams will be selected according to current form and the other criteria published alongside each event. If athletes wish form at other races to be noted, this should be made known to selectors in advance. Although selectors will make every effort to monitor performances and communicate with athletes throughout the season, it is the responsibility of athletes to inform the selectors of their availability for particular events and any performances which merit consideration. Selection Committee and Procedure The selectors for 2015 are: Angela Mudge, Mark Johnston (Chairperson), and Malcolm Patterson (Hill Running Event Coach), plus Mark Harris for junior age groups. The process of each selection is as follows: 1 2 3 4 The selectors will either call a meeting or telephone conference call at which the team will be selected. This will be on the designated selection date Athletes will then be formally notified by letter or email as soon as possible following the selections. A telephone call may also be made to assist in speeding up this process to allow travel confirmations to be made A formal team announcement will then follow from the scottishathletics office, normally in the form of a press release and message on the web site It is requested that any questions related to selection are addressed through the Chairperson by contacting the scottishathletics office 5 A condition of selection will be the requirement of athletes (or their parent/guardian/coach) to let the scottishathletics office know of their acceptance of selection – this must be within 3 days of receipt of the selection letter/email or telephone call International Programme Notes Selectors have the discretion not to allocate all the places shown if it is considered that the event is not appropriate for the standard of athlete available. It is essential that coaches and/or their athletes keep the selectors informed of their race programme and their desire to be considered for selection. Note - veteran age groups are determined from age on day of the race. There will also be male and female team competitions. Points will be awarded to the first 18 individuals in each category: 1st place 25 points, 2nd 20 points, 3rd 17 points, 4th 15 points, 5th 14 points, reducing at one point intervals down to 18th 1 point. However the SAL junior championships (Ben Lomond) and the JHI Trial (Aberfoyle) will be double weighted, where runners will receive twice the points. The final league score comprises the athlete’s best 3 race scores, plus 2 points for each race completed. If overall points are tied after the final League race, points scored at SAL junior championship and the JHI trial race will be used to determine the winner of the age category. The 2015 Scottish Hill Runners Championship The Scottish Hill Running trophies will be awarded on the basis of the Scottish Hill Runners (SHR) Championship. The first three in each category will receive awards, with the winners receiving the designated SHR Trophy, to be kept for one calendar year. All athletes who complete the championship will be awarded a memento, providing they are paid up members of SHR.
