Annex 1-7 UNICEF UKRAINE TERMS OF REFERENCE National Consultant U-Report Duration: 4 months with the potential extension 1. Purpose of Contract: U-Report is an innovation-based and user-centred social monitoring tool based on simple text messaging through either Short Message Service or via Twitter designed to strengthen community-led development, citizen engagement and positive change. UNICEF Ukraine has an extensive experience in using various methods to build advocacy, guide evidence-based programmes and understand adolescents and young people, including some of the most marginalized, in different program areas to achieve results for children. The use of digital technologies provides an opportunity to collect relevant information more rapidly to guide advocacy, policy development and interventions/programmes. Ukraine has now become a priority country in Eastern Europe to address the ‘All In!’ initiative to end AIDS among adolescents. U-Report provides a unique opportunity to learn about knowledge and attitude of adolescents and young people towards HIV testing and treatment, and in turn provide a platform through which service providers, technical experts, and young leaders can share back critical information and promote positive behaviour change to encourage safer behaviour among adolescents and young people. It is planned to use U-Report in Ukraine to engage young people and adolescents in sharing their opinions about public and social matters in order to get real time data and facilitate youth engagement in issues affecting their lives. Given that 97% of adolescents and young people have mobile phones and extensively use SMS messages – the use of U-report will help to collect opinions from different groups of adolescents and young people, including those hard to reach by traditional and online surveys. Similarly, it is proposed that U-Report information provided by young is subsequently fed back to communities in a feedback loop. This is possible through various media channels e.g. TV or radio shows, newspaper inserts and so on. This enables U-Reporters to understand how their contribution has had an impact and what other U-Reporters and peers think about particular issues. The U-Report National Consultant will provide technical support to the implementation of the U-Report project in Ukraine: https://ureport.in/. The Consultancy is a subject of continuation in 2016 upon the performance assessment and further justification from the Programme Section. 2. Objective of the Contract with expected results/outcome/products/sub products/outputs: To support and coordinate activities related to the launch and implementation of the U-Report in Ukraine: Develop a strategy for effective usage of U-report information, focusing on ensuring that reports are directed to appropriate duty bearers and officials at the local level for follow-up. Identify technical strategy for the establishment of the U-Report in Ukraine, introduction and technology to be agreed with local providers. To lead and facilitate negotiations with local providers (cell companies and other digital technology providers. Annex 1-7 Develop the ToRs for the institutional contractor to UNICEF that could be responsible for the management of U-report in Ukraine and ensure longer-term sustainability of the project while removing strain on the country office. Working with government counterparts including Ministry focal points, MPs’ offices, and Local Governments to constructively engage them in the campaign potentially through establishment of the Project Steering Committee or interaction of the defined focal points at places. Engaging youth organizations, community-based and faith-based organizations, including building their capacity and supporting efforts to integrate U-report into their general work and effectively utilize the data. Coordinating with UNICEF, its partners and software developer teams to advise them on modifications to the existing web platform (both public-facing and administrative). Working with the Communications and C4D sections at UNICEF to design and run both national and sub- national communication campaigns across all media outlets (print, radio and TV), as well as strategies for reaching venues of community activism and dialogue. Coordinating with other similar campaigns, in the country to harmonize roll-out. Monitoring the U-report administrative website and supervising the monitoring and communications activities of the partners (youth, community and faith-based organizations). Facilitate an updating of the U-report website regularly with new content. Liaise with the focal points within the CO to ensure programme integration and that SMSs are reviewed and approved before being sent out. Training new partner focal points on how to monitor the website, as needed. Devising and implementing strategies to integrate U-report information into programmatic aspects of UNICEF and Government of Ukraine work Conducting monitoring, analysis and evaluation aspects of the project. Participate and/or facilitate in scaling out and replicating of UNICEF Ukraine developed digital projects by promoting them among UNICEF partners. Results expected: i) Activities, related to the launch and implementation of the U-Report at local and national levels are implemented and coordinated; ii) The results obtained are documented through the internal monitoring reports. Outputs: Supervision, coordination and facilitation of the project related activities with local and national partner organisations and authorities; Annex 1-7 Review of available statistical or other specific or/and other project related data sources; Support in organisation and participation in the round tables and other project-related meetings relevant national, sub-national and local counterparts; Documentation of project implementation, analysis of the obtained results; Presentation of the results at stakeholders meeting. 3. Deliverables based on the work plan (to be approved by the YAD Specialist and C4D Officer): Monthly progress reports with findings, problems analysis and recommendations (each month). ToRs for the institutional consultancy (August). Strategy for effective usage of U-report at the national and sub-national levels (September). Design/ inputs to the the communication campaign (October). Minutes of at least five coordination meetings between the key partners and stakeholders to the project, joint project implementation plan, agreed with the counterparts for 2015 and 2016, including its integration strategy (September, December). PPP on progress and results of the project for Steering Committee and UNICEF strategic and programme meetings (September, November). Lessons learned report (December). 4. Details of how the work should be delivered: The consultant has to submit to UNICEF monthly reports, including the above products, for evaluation. The results also will be reported to the Project Steering Committee. 5. Performance indicators for evaluation of results: Quantity of work (No. of documents reviewed; No. of meetings with the organisations/partners working in the project area; No. of project documents prepared with the consultant’s participation) Quality of work (Quality of the reports and documents developed) Responsibility (Timeliness of submission and accuracy of reports and information requested by UNICEF) Communication with all stakeholders (e. feedback) 6. Qualifications/specialized knowledge/experience required to complete the task: Advanced degree in social sciences, development management or related field and practical experience in international development At least 3-5 years progressive experience with demonstrated results as a project manager Experience with a high-level communications campaign across multiple mediums, with national brand recognition Experience working with community based organizations Experience engaging with political structures, civil society pressure groups, and other channels of national influence It is highly recommended that the project manager has: - understanding of community-based channels of influence, community-based communication and development, participatory rural appraisal (PRA) methodologies, and/or ethnographic research; - knowledge of the Ukraine national and local government, health, education and youth structures; Annex 1-7 - experience with monitoring and evaluation; - experience giving user-based feedback to the development of software applications. It is advantageous for the project manager to have: - previous experience with SMS-based campaigns, mobile phone or other technology applications; - experience working with development actors: donors, UN agencies, government ministries. Knowledge of environment in which UNICEF operates, and understanding of the constraints of working in a developing-world environment Other Competencies Knowledge of the latest developments and technology in related fields. Good command of Ukrainian and English; Previous positive work experience with UNICEF. 7. Definition of supervision arrangements: Consultant is supervised by the Youth & Adolescent Development Specialist and C4D Officer, UNICEF Ukraine. 8. Description of official travel involved: Whenever the consultant will be required to travel a travel authorization (TA) will be issued to the consultant and travel expenses provided on the basis of UNICEF standards. Travel will be authorised upon completion of the UNICEF’s ‘Basic Security in the Field’, ‘Advanced Security in the Field’ courses and ‘Mine and Explosive Remnants of War Awareness’ if travelling to ATO zone. 9. UNICEF recourse in the case of unsatisfactory performance: Cessation of the agreement. In the event of unsatisfactory performance, UNICEF reserves the right to terminate the Agreement. In case of partially satisfactory performance, such as serious delays causing the negative impact on meeting the programme objectives, low quality or insufficient depth and/or scope of the assessment completion, UNICEF is entitled to decrease the payment by the range from 30 to 50%. 10. Support provided by UNICEF: Day-to-day support for the assignment will be provided by the UNICEF Youth & Adolescent Development Specialist and C4D Officer; and will include relevant information sharing via e-mail, briefing and de-briefing sessions, and facilitation of the consultant’s meetings with UNICEF counterparts when necessary.
