Position Summary: Manages employees and mid-level managers performing business
activities specifically relating to the US Navy’s TacMobile Program located in
Charleston, SC to deliver program performance on schedule and within cost. The
Program Manager is responsible for oversight, planning, review, and management of both
functional and technical resource needs of the program in support of the Navy’s
TacMobile program. Tasks include the following: definition and integration of the
requirements, preparation of Level of Effort (LOE) cost and resource estimates, control
of cost and schedule, risk analysis, staffing requirements, and reporting of program status
to Management. This position has operational and tactical areas of focus as outlined
below. The Program Manager serves as the principle Point of Contact (PoC) and lead
for TacMobile contract through the management of up to 10 sub-contractors providing
support to seven Integrated Project Teams (IPTs) at three different locations.
Primary Job Responsibilities:
Responsibility
 Develops and executes the TacMobile integrated organizational plans, policies
and procedures and guides the development of business and technical strategies,
goals, objectives specific to US Navy’s Space and Warfare Systems Centers
(SPAWAR), Atlantic & Pacific.
 Has existing relationships and experience with acquiring P-8A & TacMobile
resources across Boeing’s Military Aircraft, Networks & Space Systems, and
Global Services & Support divisions for organizational activities relating to the
TacMobile System Engineering, Testing and Integration Program.
 Provides technical management of key suppliers and leads process improvements
in accordance with Boeing Best Practices. Develops and maintains relationships
and partnerships with external customers and stakeholders to include: SPAWAR
TacMobile Program, PMW 750, and PMA290.
 Develops and maintains relationships with internal peers, partners and direct
reports to include those within Boeing’s Mobility Surveillance Engagement



(MSE), Anti-submarine warfare (ASW), and Advanced Technology Programs
(ATP)-Acoustics.
Provides oversight and approval of technical approaches, products and processes.
Manages, develops and motivates employees and mid-level managers.
Develop deep relationships with all stakeholders and sell to every level within an
account.
Keep Tapestry products and services sold to current customers and expand those
where possible. Work with current clients on referrals, upgrades, and expansion
of software and services business.

 Subcontractor management:
o Maintain relationship with subcontractor leadership team.
o Ensure subcontractors deliver on performance requirements, on schedule
and within cost.
o Address subcontractor issues before they become customer problems.
o Hold regular meetings and performance reviews.
 Program performance management, schedule and cost management:
o Develop and track performance metrics.
o Report on cost, schedule and capability.

 Contract management

Skills and Abilities
The position requires a Bachelor’s degree and proven experience in:


Knowledge of TacMobile program and system of systems.
Knowledge and understanding of the US Navy’s Carrier & Air Integration
Program Office (PMW 750) and Maritime Patrol and Reconnaissance Aircraft
(PMA 290) mission and customers.







Knowledge of FAR & SPAWAR Atlantic policies and procedures that typically
affect organizational units and/or Company.
Knowledge of skills and abilities required by managers to accomplish
organizational unit and/or company responsibilities. Must have a minimum of 2
years past experience with direct access and use of the Navy’s Enterprise
Resource Planning (N-ERP) Program to include knowledge of PR creation,
tracking, and approval chain resourcing.
Must have demonstrable experience in quarterly acquisition of services (above $
40M) and products (above $1M ) in accordance with FAR and SPAWAR
Guidance to satisfy projected annual technical refreshes anticipated by the
TacMobile Program.
Writing Technical documents, specifically proposals, RFIs, white papers, etc.
Skilled at organizing and presenting proposal information document in
accordance customer guidance.
Ability to brief and interface with Navy senior and executive leadership.
Ability to travel with a valid passport.
This position also requires the ability to do complex multi-tasking and have an advanced
level of organizational skills. Must have advanced problem solving skills. This position
requires highly advanced communications skills, both oral and written, as the position
may deal with customers, internal peers, managers, executives and many others.
Education and/or Experience
 Experience working with the Navy’s TacMobile program or partner programs is
highly desired.
 Bachelors or higher degree
 15 years of relevant Program Management experience with the below specialized
areas of expertise:
 Five years of experience in Equipment Support, System Support, and
Programmatic Support
 Eight years of Program Management experience, to include: Technology
Assessments, Systems Design, Systems Analysis, Programmatic Support,
Acquisition Planning, and Budget Planning


Five years of experience as manager of “Specific Projects"
PMP or similar certification is desired.
The successful candidate will have a strong operational understanding of C&AI / MPRA
domain customers, SPAWAR, Atlantic acquisition process, and TacMobile internal and
external Stakeholders. An understanding of industry program management best practices
is essential.
Candidate Requirements
Candidate must possess a Top Secret/SCI security clearance prior to starting.
