INTRODUCTION
On the eve of the 20th anniversary the staff of Kazakh-Russian International University
(hereinafter KRIU) wrote a book about the University which reveals important facts and
significant events that took place over the 20-year development history of one of the first nonstate universities in Kazakhstan. KRIU is considered to be one of the largest non-state
universities and practically the only educational institution in the region that has the status of an
international university, promoting European traditions of education, focused on personal growth
of students.
On February 23, 2014 the University celebrated its 20th anniversary. Each year, being a separate
page of the University history, is documented not only in the papers, but also in the spiritual
memories, in the bright events, and in the interesting illustrations of all those who for many
years contributed to the development of the University, worked as a head or professor, was a
student or a graduate, supported as a partner and an ally...
The main target of the anniversary book release is to acquaint the modern community with the
experience of creating a regional higher education institution of international importance, with
the stages of its difficult "career" growth and formation of Aktobe Branch of International
Institute of Business and Law (1994) up to the present status acquired by the University as per
the order of the Head of the country - Nursultan Nazarbayev (August, 1998) - who gave a great
credence to the university appreciating its material and technical and human resources and
thereby determining the further path of development.
As the retrospective analysis of the university evolution has shown, severe difficulties the
University has faced over its development resulted from the administrative, political, and socioeconomic reforms in the country. It was a period when young Kazakhstan also experienced
difficult times of its historical development as an independent country. The independent
Kazakhstan is 22 years old and our University is 20, so we are almost of the same age, and
therefore, we are working hard and developing in accordance with progress of the country. This
is the second symbolic factor that is important in our University life.
The public remembers the difficult times Kazakhstan people experienced in the early 90s. But it
was precisely over those years that thousands of successful Kazakhs proved themselves as true
patriots of their country and made an overwhelming contribution to the prosperity of economic
and social life of their region and country. During these years these people created the first small
and medium-sized businesses which are now justly called "made in Kazakhstan", new
workplaces, new services, opportunities for modern treatment and obtaining decent education.
Among them, we justly can name the founder of KRIU - Temerkhan Baibosynovich
Berdimuratov, the Man who is deeply committed to his work, truly loves to create, to implement
the most incredible projects and ideas, who knows how to lead people and reveal their talents.
Only in terms of the present days it can be understandable that precisely such persons at time of
great changes could create and implement the idea of a modern university establishment giving
opportunities for European education in Aktobe region, particularly on majors which were
available only in large metropolitan Almaty – the center of the country of that time.
It is a very responsible but not an easy work to write an anniversary book about the University
which was created by the Person; about a University that is a brainchild, deeply sacral and
spiritual. Thus, the process of writing a book about this University arouses genuine interest and
overwhelming desire to bring it home to its 20-year history.
Accumulated experience and traditions, personal vision and corporate culture, active international
activity, fruitful projects in implementation of student entrepreneurship as well as practiceoriented trainings, personal developments on student-centered educational system, mobile
educational projects with foreign universities – all these characterize today's icon of the
University.
You, our dear reader, should judge the effectiveness of the KRIU performance. We will try to
uncover all the facts, events, personalities of the university life, confirming their invaluable
experience and personal development path. But the important achievement for KRIU is its
graduates, the number of which today reaches about 10 000 people successfully working in all
parts of the world.
In the course of the years of its activity the University has repeatedly confirmed its compliance
with the quality management system (2006); it thrice passed the state certification of the Ministry
for Education and Science of the Republic of Kazakhstan (2001, 2006, 2011), it went through
inspections in compliance with licensing requirements of MES; it passed the state accreditation of
MES as an object of scientific and scientific-technological activity (2013); it participated in the
National Business Rating and entered the Top 50 as "Leader-2013" in the sphere of "Higher
Education" among medium-sized enterprises of the Republic of Kazakhstan (Astana, 2013); it
participated in the competition "Science and Education" of Socrates Committee of the European
Business Assembly and was included in the official international registrar "The Best University"
(Oxford, UK, 2013).
On the eve of the 20th anniversary Kazakh-Russian International University summarizes the
fruitful performance based on the achievements, results, facts, and events of the university life.
The university history has evolved daily work of a great number of employees, researchers,
educators, undergraduate and graduate students. The University experience gained over 20 years
of scientific and pedagogical work will serve as a solid foundation for the future development.
This anniversary book is devoted to the 20-year valor of the University that for many years will
be serving to the prosperity of the modern education in Kazakhstan, will be making an invaluable
contribution to the development and education of the younger generation of intellectuals, as well
as to the further formation of a new cluster of leaders.
Speech of N.A. Nazarbayev during his visit to KRIU
I congratulate you on founding this glorious University!
I wish strong health to all students, faculty and administrators of this remarkable University!
I propose to name this University – “Kazakh- Russian International University”. The decision
has been made. Our children at this University will get modern education for living better in the
world and supporting our Motherland!
N.A.Nazarbayev
From the public speech during his visit to Aktobe Institute of Management, Business and Law
"NUR", at present KRIU, 21.08.1998
Philosophic content of our symbol «Нұртерек» - “Tree of Light”
The meaning. There are several of them.
1)
Cognition. A man cognizes by the sight and hearing that come from organs of sense. A
man cognizes by brain which is knowledge by intellect. In these ways pupils and students are
taught. There is another way too - cognition by heart and soul, the latter is the one that knows by
itself (by Aristotle). It is a way how students should study.
In the heart a man meets with the all-knowing, all-seeing and all-hearing God.
A man, who realizes himself/herself, has the ability to cognize by heart that understands the
Essence of things. Ондайадамды«Көзі ашық адам» дейді, meaning a man has cognized the
essence of things. A man who does not understand the essence of things was called «көкірегінде
көзі жоқ, көңілі соқыр адам» (an insensitive man, if his/her soul is blind).
Rational knowledge looks like the Moon, as the Moon shines only by reflecting to the light of the
Sun. The Moon shines from the Sun.
The knowledge gained by heart is the Sun, creating its own light - NUR.
That is why it is necessary to shine not by reflection, but by the own light of knowledge.
Hence, lessons at university should be metaphysical, where Sense, Brain, and Heart reign.
Only educating by Light - Нұрмен, providing a man by his/her own light, planting love for own
nation. This love sharps all man's abilities and forms such a key notions as абырой, ар, намыс,
ерлік- notions of traditional Kazakh ethics.
These traditions should not be confused with love of knowledge, pompous jubilee, painful envy,
uncritical attitude to oneself and ancestors, which we have today in our life.
2)
Tree - all that remains from Aktobe tree growing near the University (it is 140-year old), a
symbol of place where we live, and a symbol of the eternally renovating life.
3)
Alphabets. Five of the oldest alphabets of mankind - Sumerian, Greek, Chinese, Latin and
Cyrillic - where the Word that came from the idea that "First there was a Word and a word was
the God..." Everything is crossed and interrelated: light, soul, heart, knowledge, brain, love,
people - мәңгілік ел.
Нұртерек - the Tree of the Light from the Tree of Knowledge, which stands on the ancient Word.
May Нұртерек has a long life as the New symbol of the University!
A word of welcome by the President of the University
Dear colleagues, students, friends!
Today we are celebrating our 20 year anniversary. During these years about ten thousand students
have graduated from the University. At the present time the planet of "Kazakh-Russian
International University" inhabits five thousand undergraduate and graduate students.
The University formative years coincided with the tremendous changes constantly happened in all
areas throughout. In education, it has been the beginning of years of global changes in our
perception of the World, years of entry into the tread of universal human civilization. We dropped
this time - and we are grateful for resurrection of the person Essence. "Blessed is who has visited
this world in its fateful minutes", - wrote the great Russian poet F. Tyutchev.
Our University has been forming and developing with young and independent Kazakhstan.
During the years of independence, all aspects of society in Kazakhstan, especially science and
technology, education, information and communication technologies have undergone many
reforms, characterized by their mobile incarnation and change. It is indisputable that modern
reforms and development of innovative technologies are a very important factor in quality growth
and development. The University has always been seeking to realize all the wishes expressed by
the Head of the State in his speech to the students and faculty on August 20, 1998 during the
opening of the university main building.
By human standards, 20 years is the age of youth, flight of thought and a new start to comprehend
the vertices of the Spirit, Mind, and Creativity. Great Turkish poet Hikmet Ran Nazim wrote
"Youth is a dream. It is a belief. This is the attraction to the feat. This is lyrics and romance.
These are big plans for the future. This is the beginning of all perspectives."
Everything that is in the world of civilization and culture is the concept of "university", possibly
based on a clear, realistic and deep analysis of the undergone path. The 20-year experience allows
building long-term plans for the future, which covers such items as the creation of new scientific
schools and directions, the creation of a new model of the educational process and pedagogical
dialogue, the expansion of the material base in the format of "KRIU - CITY".
The main goal of the University is to give students high-quality knowledge in order to ensure the
competitiveness of graduates on the labor market. This contributes to an innovative model of
practice-based learning, aimed for the future professional student activity and employment. For
this purpose, on the basis of the University, new business units and academic laboratories have
been created as a permanent base of practice and research.
Happiness, prosperity and success to everyone who had been with us in the years and stay with us
today in making our offspring - Kazakh-Russian International University - and good luck!
The founder of Kazakh-Russian International University,
Professor, PhD in Psychology
Berdimuratov T.B.

Formation of Kazakh-Russian International University (University’s history, President, and
Rector)
Kazakh-Russian International University is the first international non-state higher education
institution in the Western region of Kazakhstan. On February 23, 2014 the University celebrated
its 20-year anniversary. The University was founded by Temerkhan Baibosynovich
Berdimuratov, one of the most experienced professors in the region, a successful leader in the
educational sphere, a talented thinker, an innovative scientist, an enlightening and thoughtful
creator of modernity. The eternal leader of the university has initiated the modern university
education, focused on personal development.
The university grew and developed in the context of social-political and economic development
of its own country. In the beginning, the university was founded as Aktobe Department of
International Institute of Business and Law (1994-1996), then - Aktobe Department of
International University in Moscow (1996-1998), Aktobe Institute of Management, Business and
Law "NUR" (1998-2000), providing young people of Aktobe region with an opportunity to obtain
economic and legal education. In the early of 90s of the last century, training of qualified
specialists in economics, business and law was possible only in big cities, far less fundamental
higher education institution of such specialization. Setting up the Aktobe Institute of
Management, Business and Law "NUR" in the region was not only a big event, but it also
reflected the history of the development of Aktobe region economy.
In the history of KRIU there was a significant event, which identified further development and
public position of KRIU: fruitful international relations and joint educational projects with wellknown European and Russian scientists and universities appeared to be the beginning of a new
path. The Institute (further Aktobe Institute of Management, Business and Law "NUR") in the
region was the first to get a new title adding a word "international" - Kazakh-Russian
International University - it was suggested by the President of the Republic of Kazakhstan
N.A.Nazarbayev during the opening ceremony of the main campus on August 21, 1998. This
suggestion of the Head of the State was accepted in accordance with the Declaration on Eternal
Friendship and Alliance between Kazakhstan and Russia aimed for the XXI century. Honorary
professors and partners of the University noted that the Head of the State trusted the University
and marked the status of the University and its further development.
Throughout 15 years, the University had been led by the President-Rector, PhD in Psychology,
DBA in Human Resources Management, Professor, Academician of Academy of Pedagogical
Sciences of the Republic of Kazakhstan Temerkhan Baibosynovich Berdimuratov, then and up to
today he has been the President of the University; since the position of Rector has been assigned
as a separate one.
Utemisov Baktybai Utemisovich, Candidate of Historical Sciences, Associate Professor was the
first Rector of the University. These years were the years of formation of the University and these
years were remarkable ones because reputable and well known lecturers and leading specialists
were the members of the faculty. Among them are the names that the graduates still remember.
They are from the only Institute at that time, Aktobe State Pedagogical Institute - PhD in
Philology, Professor P.S.Schetinin, PhD in Philology, Associate Professor S.A.Vinogradov, PhD,
Professor N.I.Gubanov, Professor of KRIU V.Ya.Yambaev, PhD in Philology, Associate
Professor E.N.Agapov, Associate Professor V.I.Agapova, PhD in Pedagogy, Associate Professor
M.M.Zhanpeisova, senior teacher of foreign languages H. D.Dermenzhi and others.
The University is proud of the first faculty; it was KRIU where they started their career. At mid-
90s it was not easy to organize an educational process with lecturers holding scientific degrees
and titles. The University met challenges, using its international relations with European and
Russian universities, so the competitive faculty was formed. Among them is the ex-minister of
education of USSR, Professor G.A.Yagodin, later Rector of International University in Moscow.
He was the co-leader of the first educational process and a lecturer of the University as well.
G.A.Yagodin handed certificates of Professors' titles to the first lecturers of KRIU P.S.Schetinin, U.B.Baizhomartov, and E.N.Agapov.
Graduates, who are nowadays specialists in their sphere, with deep gratitude remembered
professorship of 1994-2000, considering them to be the best lecturers. Among them were Vice
Rector of Public Relations of International University in Moscow, Professor V.D.Savostin, PhD
in Law, Professor V.V.Bezbakh, PhD in Economics, Professor Yu.Manyushis, PhD in
Economics, Professor A.Ovsyannikov, PhD in Law, Professor, an honored lawyer of the Russian
Federation V.P. Seregin, PhD in Economics, Professor L.G. Khodov, PhD in Economics
Yu.N.Ivanov, PhD in Physics and Mathematics, Associate Professor S.I.Biryukov, PhD in
Economics D.A.Ashirov, PhD in Economics V.A.Alexandrov, PhD in Economics V.M. Serov,
PhD in Economics M.N.Romanchyuk, Professor V.P.Demkin, PhD in Physics and Mathematics,
Associate Professor V.M.Vymyatin, PhD in Engineering, Professor O.S.Balabekov, PhD in
Engineering, Professor A.A.Volnenko, PhD in Philology, Professor N.V. Dmitryuk. All of them
are top-ranking specialists and talented professors. The President-Rector T.B. Berdimuratov was
selecting that faculty personally because he realized that well-known professorship from reputable
universities of Moscow could create a special intellectual innovative context of the university,
which has been experienced and supported up to day. Many years have passed, and the University
has experienced a lot of reforms in the system of education. Many leaders from government
agency have been changed during 20 years of the university's activity and every turn was
followed by new standards, programs and development strategy. Traditions were replaced by new
ones, but the tradition of inviting foreign professorship and leading specialists from organizations
was and is still one of the peculiarities and advantages of the University.
Special gratitude is expressed to leading scientists and members from Institute of State and Law
AS RK PhD in Law, Professor L.R.Nasyrova, PhD in Law, Professor N.K.Abuzyarova, PhD in
Law, Professor L.T.Zhanuzakova, PhD in Law S.O. Davletova and others. They are thankfully
responsible for creating special scientific methodological context of the University. They taught
majors, which were in great demand at that time - jurisprudence, finance and credit, accounting
and audit. PhD in Law, Associate Professor L.R.Nasyrova is still delivering lectures in Family
and Civil Procedure Law to undergraduate and graduate students of KRIU. She is one of the
honored lecturers of the Department of Law.
The University started its activity in a small campus located on 9, Karatayev street. The President
of the University still has reverent memories about the campus building and yard. The photos
which are in Temerkhan Baibosynovich's personal files reflect dynamic collegiate life of those
days: meeting foreign guests - outstanding public figures of education, science, arts, law; amateur
concert party of students and professors, with interesting handmade properties of sketch, business
meetings and trips abroad. It is surprising, but in the history of the University, in the memory of
the President and the majority of the colleagues there are last and first names of almost all
students, their photos. Professors can say what kind of students they were, what they achieved, in
what way they were different from each other and who they are now. They have such a thrilling
attitude to the students you can see such emotions only in kind Soviet films.
In 2010 Professor Nysanali Uzhetbayevich Aliyev, PhD in Chemistry was in the position of
Rector, he was invited from KazNTU named after K.Satpayev (due to the illness he left the
position). During his management the University significantly strengthened the faculty on
technical majors, began to form facilities and equipment for the establishment of the first graduate
program of the major.
At the end of 2010 for the position of Rector by the President's suggestion and decision of the
Academic Board was appointed Professor Altyn Kuanyshbekovna Myrzhashova, PhD in
Philology. At the moment of her appointment, she was in the position of Vice Rector for
Research, before she was in the position of Vice Rector for Teaching and Guiding, in the position
of Director of SRI NLLT, she also had 4 years of work experience as a chief. Until her work at
KRIU Altyn Kuanyshbekovna had 7 years of experience of scientific and pedagogical activity in
Aktobe State University named after K.Zhubanov as a Council Chief of young scientists, Dean
Assistance and then Vice Dean of Philological Department.
A. K.Myrzashova's activity is characterized by initiative work in organizing scientific and
methodic work, advanced training, creating corporative traditions, educational activities for
students, scientific international magazine "Vestnik of KRIU", cooperation with universities and
region's enterprises, Scientific and Methodic centers, Institutes of Advanced Training. On the
base of Russki Mir of the University she headed and developed a grant project, which was
approved by the Russian Fund in Moscow. This grant gave the University an opportunity to
organize weekly advanced training courses for more than 140 people, Philology faculty of
Western region of Kazakhstan, to organize International Scientific Conference with the
participation of well-known Russian scientists PhD in Education, Professor N.V.Kulibina
(SIRLL named after A.S.Pushkin, Moscow), PhD in Philology, Associate Professor
Yu.A.Saphonova (MSU, Moscow), PhD in Philology, Professor T.E.Vladimirova (PFUR,
Moscow), PhD in Philology, Associate Professor N.A. Levitskaya (PFUR, Moscow), and also
the head of Russian Fund and International Department of Moscow State University named after
M.V. Lomonosov, V.V. Chastnykh.
In 2013 the Rector was nominated for awarding a medal "Efficiency in Labor" of National
business- rating in Republic of Kazakhstan according to rating of institutions in 2013.
First majors of the University were Law, Finance and Credit, Accounting and Audit, as well as
Translation. These majors are still being offered, and there have been about 7000 graduates.
Law and Finance majors have dynamic development. Today successful graduate programs in
Law and Finance are being offered. Graduate degree in Law is the only one in the Western
region of Kazakhstan. The administration pays great attention to the development of this
program, hiring skilled faculty, investing much in advanced training and academic mobility,
inviting scientists, library and IT resources for the education process.
These are the results of meticulous work to create educational and material base for majors that
started their development thanks to an effective strategy of the President's policy by involving
top-ranking faculty, scientific methods, IT- resources of progressive partners from neighboring
countries and beyond.

Business Relationships and University Guests
Each organization, company or corporate community is characterized by its profile, features, life
positions, and priorities. KRIU is not an exception, even more – the university develops and
strengthens distinctive features and positions. They can rightly be attributed to actively initiated
and developed by the university business communication and collaboration.
One of the main properties of the University is the University Museum. It supports and continues
systematically to collect historically important for the University materials and artifacts of business
cooperation.
Business communications of the University are based on the international cooperation with
major foreign universities, scientists and ambassadorial organizations of foreign countries in
Republic of Kazakhstan and also with major personalities, men of science, education, art and
politics in Kazakhstan.
The international mission of the University is "To serve to strengthen friendship and brotherhood
among the peoples of Kazakhstan and Russia" (N.A.Nazarbayev record from distinguished
visitors' book, 21.08.1998), which was determined at the beginning of the University development
by our special guest, well regarded N.A.Nazarbayev. The University carries its mission with
dignity, and today, at a high level may indicate a number of ongoing international educational
projects.
In our university every business partnership takes an integrated approach: building of
international relations in all areas of activities, search for the Personalities and best faculty,
exchange of experience, promotion of the principle of tolerance in educating faculty and staff,
development of ideas: "Science and Education Without Borders; Scientific community is united;
We are open for everyone! ".
All these years the University has actively been developing the tradition of cultivating such
ideas. Business cooperation has always been a priority of KRIU’s activities and it has been built
on the enthusiasm of the University administration.
The lion's share of investments were allocated for the realization of the University’s projects on
business cooperation, including:
- Academic mobility of students, faculty, staff;
- Participation in large-scale events in the country and abroad (major forums, symposiums,
exhibitions, contests, events of national importance);
- Invitation of domestic and foreign scientists to conduct advanced training courses for the
faculty of the university and the region, to deliver lectures and to develop scientific cooperation;
- Business trips for the exchange of experiences, internships, concluding agreements, and
research.
The establishment of business contacts has always been successful including all forms of
implementation of the cooperation from the conclusion of contracts to the realization of joint
activities and educational projects.
First business relationships that determined the formation of the University, and many positions in
today's development, were with a major figure, scientist, ex-Minister of Education and Science,
Rector of the International University in Moscow G.A.Yagodin. Cooperation with the
International University had laid a solid base for the establishment of the modern university in
the region. As we can see from the history of the University, at first KRIU was opened as the
Aktobe branch of the International University in Moscow (1996).
The name of the Rector G.A.Yagodin will remain in the history of the University as legendary and
symbolic. Today the University appreciates the significance of this partnership. To this very day,
the President of the University T. Berdimuratov recalls these warm meetings, long
conversations, visits to Aktobe, meetings with an academic audience and he is truly glad that the
students and the faculty had the opportunity to communicate with such a high-ranking guest.
The undoubted pride for the University can be attributed to these important facts: Who was
standing at the origins of the formation of the University? If we look at the history of the
University, we will see that KRIU had two Birthdays. First one was as the Institute and the
second one was as the International University. The name of the legendary personality of exMinister of the Russian Federation G.Yagodin associated with the birth of the Institute called
"NUR" and the second birth of the University, associated with the name of the Head of State,
President of the Republic of Kazakhstan, the esteemed honorary Professor of KRIU - Nursultan
Nazarbayev. It is associated with the birth of the Institute "NUR" and its rebirth, with its growth,
due to high name of the Head of State, President of Republic of Kazakhstan, esteemed honorary
Professor of KRIU - Nursultan Nazarbayev.
These historically important, both for the University and for the region as a whole, visits of high
Guests and famous figures, forever left an unforgettable memory of business visits and major
decisions that determined the status and position of the University profile. It was not without a
reason that Professor T.B.Berdimuratov determined as credo on the symbol of the University
"Нуржаусын! - Let the light shine!" It bore the sacred meaning of "enlightenment, sanctification
of the university by light rays of the Almighty." We believe that it happened in this way because it
is the birth of KRIU that was connected with visits of rare and great Personalities.
The President of the University himself is referred to the same class of people, throughout his
entire life he has been working on pedagogical creativity, cherishing any ideological initiatives,
creating every second and surrendering to his work without leaving residue. Therefore, his
University has always drawn enthusiastic people, creative faculty, and high-minded teachers.
Casual and temporary people, who were not aware of their mission, beautiful, spiritual beginning
of their existence and teaching profession have always been alien to the concept of the University,
accordingly, could not have a long-term stay and cooperation.
Years have identified many things: reliable partners, good friends, strong competitors, ideological
comrades, and good staff. It took a lot of time, words, experience, feelings and efforts, first and
foremost, human, moral and material resources. Everything had a sense, the beginning and the
continuation: the University justified the trust of such Personalities; therefore, it grew strong and
developed, preserving its deep Academic spirituality, as well as main mission - service to People,
which led to its current success.
Among the important partnerships that enabled the University to integrate into the European
education in the region in the early 2000s was a business partnership with European University
(EU), Switzerland. This collaboration with EU was brought into life in the face of two most
successful heads of the universities - the President of KRIU T.B. Berdimuratov and President of
EU Dirk Craen.
The international educational project KRIU + EU was the first experience of higher education in
Western Kazakhstan and it has been improving until today. More than 10 years of business
relations between the two institutions have made an invaluable contribution to the development of
Kazakh-Swiss cooperation that provided KRIU with the opportunity to integrate into the
European Higher Education Area and young people from the Western region of Kazakhstan to
obtain European education.
The first graduates of such cooperation - Bachelors, Masters, and Doctors of Business
Administration graduated jointly from KRIU and EU. To date, over 7 years more than 115 people
have graduated from the EU campus in Aktobe.
Today KRIU is the flagship in the provision of educational services at the international level in
the region. The University is proud of ambitious international relations which have been
developing for 20 years. Among them there are European University (Geneva, Switzerland),
Foundation "Russkii Mir" (Moscow, Russia), Technological Educational Institute of Athens,
Greece, Alcide De Gasperi University of Euroregional Economis in Józefów (WSGE) (Warsaw,
Poland), Humanitarian and Economic Academy in Lodz (Poland, Lodz), Pancasila University
(Indonesia, Jakarta), Open University (London, UK), Russian Peoples' Friendship University
(Moscow, Russia), Moscow Financial-Industrial University (Russia, Moscow), Moscow Institute
of Economics, Politics and Law (Moscow, Russia), Omsk State University named after
F.Dostoevsky (Omsk, Russia), Bashkir State Pedagogical University named after M.Akmulla
(Russia, Ufa), Samarkand Institute of Economics and Service (Uzbekistan, Samarkand) and a
number of other universities and organizations the University has joint projects in the field of
scientific and methodological activities, advanced training and continuing education.
The number of international partners of the University is expanding due to new priorities such as
internationalization of the student contingent, development of academic mobility of
undergraduate and graduate students and faculty, invitation of scientists and innovators,
formation of the clusters of the leadership and further development of the innovation culture of
the University.
Among these business partners can rightly be mentioned John Grinder, an outstanding American
psychologist, founder of Neuro-Linguistic Programming (Vienna, Austria, since 2002); founder
of the national acmeological science, academician N.V.Kuzmina (St. Petersburg, Russia); the
Board Chairman of the Academy of Pedagogical Sciences of the Republic of Kazakhstan, PhD in
Pedagogy, Academician A.K.Kusainov (Almaty, Kazakhstan); Professor of Technological
Educational Institute of Athens, M.Glampedakis, PhD (Athens, Greece); Academician of the

Professor A.A.Smagulov, PhD in Law (Astana, Kazakhstan); Head of the Department of AlFarabi Kazakh National University, Professor M.K.Aldabergenov, PhD in Chemistry and many
others.
Students and the faculty of the University will always remember every meeting with successful
politicians, prominent figures who played an important role in the development of many people
who were members of these events and listeners of their lectures. These unforgettable meetings
that gave the most valuable thing - communication with leaders and successful people, whose
life and professional experience served for the development of a new vision of the world and
the creation of oneself, are very important factors in the training of highly qualified specialists.
This is one of the main directions on which our staff has been working tirelessly.
Among memorable meetings with dignitaries there are the First Lady of the Republic of
Kazakhstan, President of the Foundation "Sarah Alpyskyzy "Bobek" S.A.Nazarbayeva;

The Library
Kazakh-Russian International University library is an important structural division of the higher
education institution whose activity is conducted according to features of educational tasks within
implementing scientific, educational, and methodical plans of the University. Today informational
support of the library has reached effective scales. Students, faculty, and staff are provided with an
access to Republican Interuniversity electronic library, computer libraries, electronic catalogs,
electronic textbooks, and full text resources of own editions. The improvement of equipment and
software products of the library service is being continued. The University’s Library was the first
educational entity that had been upgraded in accordance with the dynamic learning process and
an increasingly high level of information culture of consumers of library services.
Today we can say with pride that the library of the University was successfully transformed to
"Library Electronic - book - operational line of extracting, processing, storage and reproduction of
educational information". Library’s facilities and equipment complex takes about 500 square
meters; there are 130 places in reading and thematic rooms.
The pride of the library is active cooperation with major publishing houses of Kazakhstan and
reputable foreign publishing houses in Russia, Germany, Switzerland and Poland.
Administration of the university conducts purposeful work on creating a library fund by modern
literature, as well as an ensuring educational process with the most actual information resources.
Throughout all these years the University has been cooperating with such publishing houses as
"Nursultan press", "Lawyer", "Zheti zharty", "Economy", "Folio",” Association of universities”,
"Kazaқ kitap" and well-known Russian publishing houses "Peter" and "Academy" .
The library uses an automated library and information system "IRBIS" that includes electronic
catalogs of books, editions on electronic media, and a card file of articles. The computer base of
library consists of more than 20 modern computers. In a reading room of the library, there are
electronic resources of Republican interuniversity electronic library, the Cambridge base of
chemical technology of inorganic substances, databases of the National center of scientific and
technical information, a database of the Thomson Reuters company, a database of "Elzevir"
publishing house, the legal base "Law" and "Lawyer", publishing house "Lan", “the polpred.com”
database.
The library has a modern scanner "Master 3" intended for scanning books with power less than 3
seconds of scanning per page. These are comfortable and available conditions for students and
teachers in the obtaining of the electronic material of rare and important publications. Such
trends of multimedia technology have become the main attributes of the University’s library.
The University library closely cooperates with large universal and University libraries of the
region that allowed the University to become a member of Libraries Association of Higher
education institutions of Republic of Kazakhstan.
The structure of the library staff is annually reviewed. The staff of the library is considerably
extended and today includes such positions as the manager of the library, the librarian, the
methodologist- librarian, the methodologist-librarian on selection of paper sources, the
methodologist-librarian on selection of electronic medium sources, the scanning operator, and the
programmer.
Among the library staff there are employees who are highly qualified and have worked in the
University for more than 17 years. M.Sh.Nazarova is among library workers of high
professionalism with more than 17 years of experience and she was awarded the Gold Medal "For
Valor in Work" (2014).
The library employees annually advance their professional qualification through training seminars
and conferences. Only over the last 3 years there have been conducted 7 scientific events, and
participants have received over 7 certificates, there were held more than 40 exhibitions,
including 10-thematic exhibitions.
This library considerably differs by mobile updating and systematic work on completing the most
actual and modern literature. We can judge about it by the numerous comments of the visitors,
honored guests of the University, which found their own reflections in the context of the ongoing
university activities, excursions, official receptions and service of visitors from other
organizations.
The activity of the library is considered as one of the key positions of the University, which is
developing in close relationships with the educational policy of the University and the priority
teaching technologies. Within implementing the project technology of training, the system of
information resources classification was totally reconsidered, the new algorithm of serving the
trainees was developed, functions of library workers were expanded, and the material resources
were completely modernized beginning with the library interior.
In essence, the library of the University represents the whole complex of not only subscriber
department and reading rooms, but also offices with multimedia equipment where it is always
possible to scan, multiply, unpack and bind necessary materials. This complex includes a computer
hall with access to libraries and information resources of the Kazakhstan and foreign electronic
libraries, a rich hall of the periodical press which is presented by domestic and foreign editions,
thematic offices and reading rooms for holding discussions, round tables, informative events, and
meetings. For example, on the library premises there were held meetings with the Ambassador
Extraordinary and Plenipotentiary of the Russian Federation M.N.Bocharnikov (2008), Regional
director of Fund "Ruskii Mir" M.M.Meyer and Adviser of Support Management of the Russian
centers V.L.Litarenko (2008), Consul of the Russian Federation in the Western Kazakhstan
S.M.Prokhorov (2012), President of the International Club of Abay, a well - known writer Rollan
Seysenbayev (2012), Ambassador of Poland in Kazakhstan Ya.Klochkovsky (2013), Adviser of
Ambassador Poland in Kazakhstan M. Lapanovsky (2013), Consul General of Russia Embassy in
Kazakhstan S.M.Zabitov (2013), and with others.
Thanks to the creative and business connections, the University has provided its students, staff,
huge readership, teachers, journalists and creative people in the region with a great opportunity
to meet and communicate with such outstanding people.
More than once the media has published the interviews, articles and news about the conduct of
such meetings by the University, recognizing their usefulness for spiritual and personal growth
of the younger generation of Aktobe region. The university has always put its best efforts and
resources to attract the best intellectuals of Kazakhstan, Russia and Europe.
Among them there should be noted the opening ceremony of a nominal office named after
Wislawa Szymborska, a well-known Polish poetess, the Nobel Prize laureate which took place
following the results of cooperation with the Polish figures and higher education institutions
(2013); a historical event - opening by Fund "Ruskii Mir" Russian Center on the basis of the
university, the only one in the Western region of Kazakhstan, which has given new breath to
library of the University and reader's audience of the region (2008); opening of the Korean corner
by the head and students from South Korea, students on the academic mobility (2013).
Special place in the library complex is taken by "book halls" - the harmonious glass rack walls
containing thousands books and materials which can be carried to rare and valuable literature.
Also, they include the most modern and new literature arriving in library directly from publishers
literally "from the furnace". In a way, the readers of the University are lucky because the President
of KRIU T.B.Berdimuratov is a passionate bibliophile who cultivates high reader's culture among
his team. This is one of the secrets of successful library’s activity and constant renewal of the
work in the library.
The richest base of the Russian center including gold fund of domestic classics, a media library,
and an educational cinema hall are also the pride of the library. The organization called "Russian
world", with which the University has worked for more than 6 years, the library of Russian
Center at the University is being annually expanded. It's always an interesting literature, from
such books as "Lives of Remarkable People", the scientific literature and to the reference books
and periodicals. Thus, the University provides a great opportunity to get an access to the Russian
library, primarily for teachers, students of the University and students all over the region.
The centerpiece of the educational policy of the University is the library. We can judge it by the
issues examined in the meetings with the President of the University, the Academic Council,
financial reports about the allocation for the purchase of literature, vacation subscription,
logistics and expansion of the staff. Annually in order to update the library’s fund it is allocated
more than 8.5 million tenge. It is absolutely not the limit numbers of the University; they will
continue to grow, because of the growing reader's interest and contingent of the University. The
University administration continues to develop the library’s activity. Presently having quite a
powerful library complex, the University plans further modernization and library expansion on the
basis of the construction of the 3rd new campus. These plans are based on the University’s string
compliance with the principle that "where there is a rich library, there will be an interesting
university!"

The students of the University are cheerful, joyful and easy-going. The university has established
a creative atmosphere to enable students to realize their talents. Everybody is touched by
exhibitions of students’ work and employees' children arts, the lovely cafe "Moulin Rouge" with
decorations of the real streets of Paris painted by students majored in design, Speakers’ Corner
with a huge Hyde Chair, DNA of KRIU students that reflects competencies generated by the
leaders of the University, antiques exhibition that allows students to mentally travel to other
countries and meet with artifacts, and much more.
Immersed in such environment, students unwittingly become participants in a common corporate
culture focused on a social upbringing and development of personal qualities.
Only over the last year the university has caused a stir on the international, republican and
regional levels, as laureate, winner of sports and art competitions and also as an active
participant in all socially important activities in the region. Among them the most important are:
the winning in the National Delphic Games; the winning in sports competitions and boxing
Championships of Asia, Kazakhstan; the participation in Republican KVN games and in national
competitions and Olympiads.
The Department of Social Professions has managed to create a unified system of additional
education, aimed at identifying and developing talented youth and teaching them an additional
craft in order to obtain the possibility of additional earnings in the future, promoting a positive
vision of the world and forming a special intellectual culture for the future intelligentsia. Today
more than 50 students of the Department have an additional training. At the end of training all
students will get the appropriate document - the certificate of additional public profession. For
example, the host of cultural events, journalist, the head of the vocals, etc.
The University has built a comfortable space for creativity that attracts more and more students
and gathers together a team of like-minded people – the Leaders of the University. This activity is
stimulated by the "DNA of KRIU Student" that includes all the competencies that the student
should have at this University, particularly, the intelligence, patience, love, humor, etc.
Each direction of EW deserves a special attention. Among them are the activities of the
University TV studio. The idea of developing a tele-studio was actively taken up and supported
by today’s experienced correspondents and journalists that are leading news program "News of
KRIU". The TV studio operations involve about 10 people who do not have special education in
journalism. In fact, they are students of KRIU studying at the Department of Social Professions
and acting upon their own experience. All of them are paid quite well and develop the journalistic
business of the University. The team members are A.Nurlybekov, B.Aynagul, T.Kulov,
A.Nurabek, M.Muha, T.Usenov, D.Zyazeva.
It is impossible not to mention the outstanding work of the artistic director of the University minitheater Honored Worker of Culture of RK Maksym Menkeshov. For 3 years, he has led the
creative work at KRIU with the students and the faculty.
Maestro M.Menkeshov was awarded the title "People's Artist of KRIU". His colleagues, having
the singing talent were awarded the title "People's Artist of KRIU" (the Vice President
Zh.Zh.Idieva) and title "Honored Artist of KRIU" (the senior teacher M.Rakhimova).
The faculty and staff of the University are not inferior in their talents and creativity to
professional artists and actors - they write great songs and poems, hold amateur concert parties
and contests like “Two Stars”, singing paired with students, and participate in sports, for example,
on March 8 "In jazz only girls", transformed together with students in the stars and audience of
University cafe "Moulin Rouge".
There are also specific traditional events at the University like the Day of Knowledge,
Matriculation, Autumn Ball, New Year's blue light, Student Day, the Birthday of the President of
the University, Science Day, Nauryz, Miss and Mister of KRIU, Health Day, Best Curator of
Year, Days of Culture, University Meal of Year that is a celebration of the school year
completion (May 25, when the University brews a huge cauldron of meat - kazi hanging under
the dome of "Moulin Rouge" and being brought by the University staff since March to treat
everybody gathered around the huge dastarkhan).
It should be mentioned that students have special feelings towards choreography. Traditionally
held at the University "Culture Days" always include dance performance of students. It’s huge
delight to see students dancing in the image of a highlander with a saber, funny Tatar, fervent
Kozak, oriental beauties, neat Germans and others.
Students take a great initiative in organizing events and celebrations, by improvising easily
whatever the topic is. Students who are the members of a well-known CLW "Alau" team, which
entered the TOP 50 teams of Kazakhstan, indeed outstand with their sophisticated yet kind sense
of humor and smartness. Performance of team "Alau" can be seen on national and regional TV
channels. They are loved by the people of Aktobe region, they became known in Aktau, Almaty
and Astana. The boys of KVN team work like professionals and they are very good students.
These students work hard to develop professionally, but they also manage to catch up successfully
with their studies. Their names are A.Batyrzhan, A.Kasenov, A.Isataev, Zh.Iskakov, O.Mukak.
The film director's work of students is not less interesting. Over the last year, the movie
production team has filmed more than 7 short films about love for the University; the girls of
KRIU, the university life, and friendship among students. We have even got a deal with Batman,
who protected a student from bullies. We have joked with employees on April 1, March 8. We
also have commercials and presentation films about our University.
The culmination of the celebrations to commemorate the 20th anniversary of the University
would be the premiere of Jubilee film "20-year-way of Kazakh-Russian International University the Path of Success, Victories and Prospects" created by the students.
A large army of students- activists are involved in the activities of the University in the role of
student community representatives as part of the Academic Council, Council of Young Scientists,
Committee for Youth Affairs, the Student Parliament, the youth wing "Jas Otan", monitorship,
university television studio, mini-theater, Laboratory of Brand Management and mini market
"Champs Elysees", cafe "Moulin Rouge", and Department of Social Sciences. They learn at the
University, teach others, having trained themselves, help the University to bring up the most
intelligent, well-educated and competent young people.
As of today, there have already been established the "Gold Fund of KRIU Best Students" and
"The Gold Book of KRIU Honoered Graduates". They have undoubted value for the University the pearl of the best creative work of leadership and mentorship. For the best of them are created
the conditions for personal and career development, because these are the main challenges,
which were set by the Head of the University before the administration.
Opening the new building by the best graduate of the University - Akim of Aktobe region
Archimed Begezhanovich Muhambetov
The University has always been distinguished by an avant-garde vision, mobile activities, a
special attitude to the aesthetic and spiritual education of the students and staff, large projects in
the field of international cooperation, creative solutions in terms of material and technical
facilities and technology of the educational process.
To implement innovative ideas "education- science-production", proclaimed at the highest level
of the Head of the State, it has been decided to build a new building with modernized educational
areas and a modern infrastructure.
The construction and equipment of a 7-storey academic building took 2 years, and over 300
million tenge were allocated for the project.
The following objects were established and equipped on the base of the new building: the modern
library, sports hall, cafe-dining room, dormitory, and apartments, the Educational Scientific and
Production Corporation "NUR". The latter was established for teaching and practical training of
students, creating the conditions for the implementation of scientific and engineering (application)
development, developing the students’ entrepreneurship according to their major, and creating
new jobs.
On June 25, 2011 there was the ceremony of formal opening of the new 7-storey building, which
was attended by Akim of Aktobe region Arckhimed Begezhanovich Mukhambetov, who is also
the University’s one of the best graduates.
Akim of the region was awarded the highest Medal of Kazakh-Russian International University
the "Gold Wings”.
Educational Scientific and Production Corporation "NUR"- a touchstone of integrated
education- science-production
In the history of each higher education institution in Aktobe region we can see quite interesting
and significant facts, as well as the individual features of the development, the nature of
operation, and certain achievements.
However, when it concerns the educational process, management style, corporate integrity, the
model of university life, generally, you face the typical experiences.
In this regard KRIU chose the right track by applying the student-centered educational system
and the newest psycho-pedagogical educational technology. The selected pedagogical model has
allowed the University to organize favorable and comfortable conditions for the personal
development of the students, faculty and the administration staff.
As a result of painstaking, sometimes even unboreable work during many years the University
has created a colorful and unique culture thanks to the team of leaders, like-minded people and
idea-fighters. We educate creatively thinking, flexible, and extraordinary people. KRIU has
gained the status of "creative, modern, avant-garde, unlike others", University that is always
looking for new ways and exclusive forms of its university existence.
This national status of the University is an incentive, a brand, and the public recognition.
Achieving this recognition is possible only by serving own profession and people. If this is
provided, then every person can be truly happy because of the surrounding things and beloved
profession, communication and everyday events. This model of education is cultivated in the
formation of all University staff.
The mechanisms of this model are based on all the components of the educational process: moral,
spiritual, physical, gender-based, social, cultural, intellectual, and personal. The University’s task
is to competently bring into action all these components of the mechanism.
The University has been working on this model over its life time for 20 years. All the applied
efforts, faith and love for the profession were justified and paid back in the form of the now
nurtured team, established Educational Research and Production Corporation "NUR", the modern
library complex, the University Paris with true "Moulin Rouge" and city streets of France,
exclusive exhibitions presented in the form of Open Museum of designers’ findings, proudly
raised "Nurterek" - "Tree of Light" - the symbol of the University and its other innovative
achievements.
"NUR" Corporation reflects the innovative development of the University during the period of
2009-2010. It was created to implement the Strategic Development Plan of the Republic of
Kazakhstan for the period until 2020. The President of the country challenged the higher
education system of Kazakhstan by an assignment to turn to life the idea of "education -scienceproduction". Therefore, KRIU has established educational, research, and production firms that
provide practice-oriented training and contribute to the further development of the
"Entrepreneurial University".
The University provides special conditions that enable students to earn and cumulate work
experience in their field while still studying. The Department is also involved in the activities of
"NUR" corporation, providing additional opportunities for professional growth, practical training,
personal growth and earnings.
Thus, the following objects of Corporation "NUR" started to develop: Health Technology Park,
Institute for Advanced Training, Laboratory "Minimarket of Brand Management" "Champs
Elysees", and cafe "Moulin Rouge".
Main idea of the Corporation is to expand educational services and strengthen innovation.
activities through:
- The creation of additional workplaces for the faculty and students based on the Universities’
own business-incubators, training companies and advanced training courses;
- Connection of the educational process with the production;
- The development of entrepreneurial potential, creativity, methodological competence of
students, teachers and staff , based on projects of the Corporation.
Sports and Health complex “Bodrost” takes a special place in the Health Technology Park of
“NUR” Corporation since the University finds it very important to use health conserving
technologies in the educational process, to assure the right organization of working day, and to
build a well nutrition and healthy lifestyle culture. Professor T.B.Berdimuratov developed an
author’s program offered at the complex base. The program is based on the advanced health
technologies and his long personal experience. The program includes cleansing, healthy food,
recreative gymnastics, sauna and swimming pool, massage, moist air breathing, warm baths with
herbal extracts and many other useful procedures. The obligatory condition of sanative program
is the theoretical education of students, teachers and staff about the specifics of health-improving
activities, contributing participation in the preservation and strengthening of their health. Healthimproving conditions are maintained due to the balanced nutrition and special diets, ensuring the
supply of energy, normal metabolism of students, teachers and staff.
Today this unique program of the complex “Bodrost” shows a sufficient demand both in the field
of rehabilitation and healthy lifestyle, and in the sphere of importance of intellectual production
of the University's scientists.
Arranging educative workshops and advanced training courses with participation of scientists and
leading specialists from Kazakhstan and foreign organizations has become the sartorial statement
of the University. Since its inception, KRIU has specialized in the organization of additional
education and personnel training. The credit of the University is that it continues to provide a
great opportunity for people in the region, without leaving it, to upgrade their skills due to the
most famous scientists and specialists. We can name the countries that have implemented joint
international projects with KRIU in this area of activities: Russia, Poland, USA, Germany,
England, Serbia, Indonesia, and Greece.
Only over the past 3-4 years, about 30 well-known foreign scientists have conducted dozens of
seminars, workshops and advanced training courses for KRIU staff and professionals of the
Western region of Kazakhstan. Among them are Professor Gatut L.Budiono, PhD in Economics
Department of Economics Management, Pancasilla University (Indonesia); Professor Milan
Vemik, (Serbia); Professor Dr. Michael Glampedakis, PhD, Head of the Mathematics
Department, Technological Educational Institute of Athens, Expert of the Bologna Process, EU

of Bologna Process (Germany, Dusseldorf); Dr. Marek Bergander, PhD, Professor of University
of Hartford (Madison, USA); Dr. Norman Formann, PhD, Professor of University of Middlesex
(London, England) and others.
The University’s intensive activities on arranging advanced training courses were a good impulse
for establishing the Institute of Advanced Training and Personnel Development. The Institute is a
part of "NUR" Corporation, working closely with the University departments and conducting
national and joint international advanced training programs. The faculty and staff of the
University have an additional opportunity to earn by participating in programs of advanced
training. In this regard, each department in its area is a leader that offers its seminars and
workshops and has good results and feedback from participants. There is maintained a
monitoring of economic impact on intellectual work and additional training programs for
departments.
It allows teachers to improve their scientific and methodological potential, develop their own
image, engage in the actual processes of social development, have additional earnings, control
intellectual needs of residents of the region, and improve their rating.
The University, by developing its infrastructure, has provided vital social facilities like a dining
cafe, sauna, swimming pool, private minimarket “Champs Elysees”, clinic, and health center. All
these objects are included in the educational process in the form of laboratories, parks, and
research facilities.
The Laboratory of Brand Management was established on the basis of the Minimarket to organize
and conduct research, scientific and methodological developments in innovative and social
activities in the following majors: Management, Socio-Cultural Services, Accounting and
Auditing, and Finance.
The purpose of the Laboratory “Brand Management” is to develop recommendations for
improving methods to stimulate the retail sales. The practical significance of the Laboratory
activities is to develop and implement management systems stimulating sales of the mini-markets
“Champs Elysees”, which is one the factors of increasing its competitiveness on the consumer
market. The University has spent over 50 million tenge for the development of the Laboratory of
"Brand Management".
In order to implement social programs to support students and faculty, the University has
established and equipped a hostel and 5 apartments for the faculty at the Corporation. For the
purpose of providing healthy food for students and faculty, the University administration is
operating a cafe in the style of "Moulin Rouge" with modern music and cooking facilities. This
development required about 37 million tenge expenses.
Activity of "NUR" Corporation is coordinated by: N.I.Yurchenko - Vice-President for
Organization of Analytical, Educational and Production Activities; M.D.Mambetov - VicePresident for Administrative- Economic and Entrepreneurship Activities; Zh.Zh.Idiyeva - VicePresident for Student Recruitment and Admissions; Zh.B.Tukashev - Vice-President for Student
Recruitment and Admissions on the West region of Kazakhstan; Z.I.Sarsenbayeva – Head of the
Human Resources Management Department; - Bekbauov T.A.- Legal Counsel; Zhumagulova
G.A. – Chief Accountant; T.B.Berdimuratov - Professor, Head of the Corporation, President of
the University.
Now, "NUR" Corporation is expanding its innovative activities, developing more new services
and educational activities that will provide a solid ground for further implementation of the
project "Entrepreneurial University". This project will be based in the modern third building, the
construction of which is planned for May 2014.

The Department of Economics, Management, and Service
There are two departments - the Department of Economics, Management, and Service and the
Department of Law that have a special place in the development of the University history. The
University’s career future depended on the development of the first majors offered by these
departments: Finance and Credit, Accounting and Audit, and Law.
Since the University was developing in the framework of the economic development of its
country, the preparation of the specialists with higher economic education in the region became a
priority for the University.
In the history of the Department the first were financiers and accountants. First students of the
Department were about 30 people, 8 of them graduated the University with honors degree. First
graduates gave a powerful impetus for the further development of economic profession. In 2001
the Department obtained a license to open 3 new specialties/majors: Economics, Business and
Commerce, Management of the Organization. The Department not only preserved these majors,
but also increased them.
Today, thanks to high intellectual potential and modern material and technical facilities, the
Department of Economics, Management, and Service has significantly expanded the range of
educational programs. It offers 6 undergraduate programs in Management, Accounting and Audit,
Finance, Marketing, Tourism, Social and Cultural Services and 2 graduate programs in
Management and Finance.
The Department has expanded and grown enough in the way of development of laboratory
facilities, human resources, international cooperation and the number of students. The number of
students of economic majors reaches 900 people.
The scientific fundamental platform and good methodological potential of the Department were
laid at the time by the first scientists - economists in the region, who started their career within the
walls of KRIU. Additionally, the University administration invited professors from the capital
cities of Kazakhstan and foreign universities: PhD in Economics, Professor A.Manyushis, PhD in
Economics, Professor A.A.Ovsyannikov, PhD in Economics, Professor L.G.Khodov, PhD in
Economics Yu. N.Ivanov, PhD in Physical and Mathematical Sciences, Associate Professor
S.I.Biryukov, PhD in Economics, D.A.Ashirov, PhD in Economics, V.A.Alexandrov, PhD in
Economics V.Serov, PhD, M.N.Romanchuk, Doctor in Philology, Associate Professor
U.B.Bayzhomartov and others.
If we recall for a moment how developed an economic science in the young state in the early
90th, we must pay tribute to people, who started to build this scientific field of the newly
emerging practical basis. The University has made a great contribution to the development of
regional economic schools, introducing scientific and methodological advances of economists
from across the country. Everything was carried out by manual control of the teaching process,
by the method of determining actual directions in the preparation of modern economists, who
had to receive the education at the age of changing of the national science, technology and
civilization.
The undergone path has shown that only commitment to work and emotional investment in the
education of the Department and students bring great spiritual and intellectual dividends. Among
those who grew up within the walls of the University and became a leading specialist in his/her
field today are Professor S.V.Sulima, PhD in Economic Sciences, Associate Professor
G.T.Kunurkulzhaeva, PhD in Economic Sciences, Associate Professor R.A.Karabasov, PhD in
Economic Sciences, Associate Professo rG.E.Zhumina, PhD, Associate Professor Z.A.Alyamova,
Dr. S.B.Dyusegalieva, DBA, Master of Finance, Dr. M.S.Nurmaganbetova, DBA, Master of
Finance, Dr. Zh.K.Sharipova, DBA, Master of Finance, Dr. PhD O.I.Lygina and others. They
successfully work in universities of country as professors, rectors, heads of departments, and
many of them continue research and teaching activities at Alma mater and faithfully serve their
cause.
The first teachers who received the Degree of Doctor of Business Administration were the
members of the Department of Economics, Management, and Service, (M.S.Nurmaganbetova,
S.B.Dyusegalieva, Zh.K.Sharipova, A.K.Oteshova), due to the international cooperation of
KRIU with European University in Switzerland for more than 10 years, they received the Degree
of Doctor of Business Administration in Finance and Investment.
This international program is offered even today. It was opened 10 years ago by the President of
the University Professor T.Berdimuratov as business partner of the European University, which
provided a great opportunity for international postgraduate education, at that time when in
Kazakhstan did not talk about integration in European education. Such strategic decisions were
made by the University more than once. They were successfully implemented in the region by
the Head of the University, who was an innovator of national education and science.
Experienced and recognized faculty of the Department who initiated the modern economic
science in the region, made an invaluable contribution to the development of current competent
specialists representing their school in the field of economics and business of prosperous
Kazakhstan and many foreign countries. The names of the graduates, their professional growth,
personal qualities and academic interests have always been the main value of the Department and
the University.
Among them are the pride of the University, graduate of the Finance major, Akim of Aktobe
region, respected Archimedes Begezhanovich Mukhambetov; First Deputy Chairman of the
Committee on the Execution of Judicial Acts of the Republic of Kazakhstan S.M.Li; Head of
Department of Finance of BTA Bank, Deputy Head of SME Sales of BTA Bukanov N.; Chief
Accountant of SI “Aktobe Regional Advisory - Diagnostic Center” I.I.Bayseuova; Inspector of SI
“Treasury management Zhalagash region of Kyzylorda oblast' A.D. Baizhanova; Chief Specialist
of the Tax Department of Aktobe region M.S.Dzhusupova; Financial Advisor of “Halyk Bank of
Kazakhstan” E.A.Sarsenov; Economist of “EKOEKSPRESS Aktobe” LLP E.E.Kalabaev and
many others.
Students of economics majors are always distinguished by unprecedented organization, ingenuity,
wit, comprehensiveness, oratory, great charm in terms of communication and appearance. They
do not lose these qualities, and it is absolutely clear why we see them among the first winners of
medals, awards, titles and other high-level awards.
For instance, the first winner of the Gold Medal of the University “For Valor in Study” became a
student with a major in Finance, Peter Jasko (2009). The following students became winners of
national Olympiads: L.Anes, Zh.Kadirbaeva, G.Zharimbetova (VI Republican Student Olympiad
on “Management” was held at Al Farabi Kazakh National University, Almaty, 2014);
A.Mustakhimova, N. Kanybekuly, A.Abdurakhmanova (VI Student Republican Subject
Olympiad, “Finance”, KazEU. named after T.Ryskulov, Almaty, 2014).
Girls of economics majors also remain in the region's history as the first Miss. The Department is
proud of K.Strelskaya and L.Ganieva who won the first titles Miss Aktobe since 2011.
Only in the past calendar year undergraduate and graduate students of the Department
participated in international and national events, including 3 conferences (57 students); 3
workshops (106 people) in 6 round tables (139 people), International forums (3 people), trainings

The University is constantly equipping the classrooms and laboratories with modern educational
laboratory equipment and furniture to increase the quality of educational programs of the
department and to create conditions for research activities. Recently, for these purposes, there
have been acquired a significant amount of computer, audio, video equipment and software. The
present level of equipment allows conducting the educational process at a high level, focusing it
on enhancing of the technological capabilities.
Distinctive features of all specialized classrooms and laboratories include the training interior and
material and technical facilities beginning from furniture designed especially for forums, round
tables and group creative works. Specialized offices of the Department cannot be imagined
without modern video cameras, computers, interactive whiteboards, a thematic digital library, and
exhibitions.
Today training of the future specialists is performed according to the cutting edge technologies.
However, in the history of the University there were times, which we still remember, when for the
academic purposes the President T.B.Berdimuratov created a real learning bank with real
operating systems, departments, and currency. For that project the University spent 600 thousand
tenge in 2001-2002 academic years. Bank notes of the learning bank – Nury - were printed at the
printing office, named in the honor of the previous name of the university AIMBL “NUR”. The
Bank had its own exchange rate, and students earned Nury in accordance with their grades
obtained at the fixed rate. So, they learned the basics of banking, starting with the creation of the
bank, to the development of the currency. Once this unusual technology of education was
described in the republican newspaper called "Kazakhstan Today".
Today Nury are securely stored at the University Museum as an evidence and memory of the
interactive learning technology, always aimed for creative technological solutions of the
educational process. KRIU has always and everywhere been distinguished by the creative
educational approach. The founder of the University Professor. T.B.Berdimuratov teaches his
staff to be the first and the best - if you do something, do it better than others; grasp, create and
decide quickly, dedicating your spirit. Surprisingly, the students-economists have always been
supporters of such registered training policy. Today, the traditions of the Department have
successfully been pursued by the creation of real production facilities - laboratories, training
firms, and business incubators. For instance, one of the most promising laboratories of the
Department and the University is the Laboratory of Brand Management, established in 2011,
which allows integrating scientific, educational, and production processes. The Laboratory was
established in parallel with the minimarket “Champs Elysees”, which was a major project of the
University in 2011.For the construction, equipment, maintenance of information and personnel
resources, etc. was spent more than 50 million tenge.
The structure of the Laboratory, including an operating shop convenience store “Champs
Elysees”, allows the students of the major in Socio-cultural Service to acquire practical skills of
modern technologies and services, skills of economical and organizational activities, as well as
personnel management. At this Laboratory students-managers are getting practical skills of
economic activity and organization management learn to choose options for the most efficient
development and staff motivation, as well as the formation of the optimum structure of the
organization management. Students majoring in “Finance” obtain the experience of the use of
economic categories, identification of areas of financial strategy, organization of financial
relationships, planning, budgeting and forecasting of financial and economic processes,
preparation of reporting and other legal documents. Future accountants are becoming competent
in developing a rational system of accounting and reporting based on the selection of an effective
accounting policy, accounting for the availability and flow of assets and determining the results of
its economic and financial activities, handling accounting and reporting information. To update
the activities of the Laboratory was concluded a number of agreements about joint research
projects, conferences, symposia, forums, training seminars, training courses and train ships for
students, teachers and staff: with such travel agencies as "Zera-tour", "Caspian Industries LTD",
"Gulnar Tour", "World", the Department of Tourism, Physical Culture and Sports of Aktobe
region, Department of Statistics and other government organizations: "City station for young
tourists" LLP, "Brock Trans Service" LLP, "International Relations", etc.
Due to close connection of the Department with the production, KRIU effectively solves the
problem of employment of its graduates: over 80% of the graduates of the Department have been
employed in the last five years.
The connection with enterprises and organizations of sector of the economy is fixed by longterm contracts. There are more than 40 organizations, including the organization of sector of
economy such as JSC "Aktobe plant of chromium compounds", JSC "Aktyubrentgen" LLP,
"Akpan" LLP, "Remstroyproject", LLP "Sandrilling", "CNPC AktobeMunaiGas”, tourism
agencies such as "City station for young tourists", LLP "Zera-tour", LLP "Kabiyev and C", and
others.
The high rating of the university among other higher education institutions in the region enables
KRIU graduates get a job in financial organizations. Among them are JSC "Alliance Bank", JSC
"BTA Bank" JSC, "Temir Bank", JSC "Home Credit Bank", JSC "Nurbank", JSC "Sberbank of
Russia", JSC Insurance Company “ CENTRAS INSURANCE”, Insurance company “ASKO”
and many others, offers undergraduate and graduate students to undertake an internship.
The Department professors are constantly advancing their research and teaching qualifications.

Many scientists of the Department successfully passed the state accreditation of the Ministry of
Education and Science of RK as subjects of research activities.
The Department of the Department effectively upgrades their skills, holds annual international
conferences and methodological seminars. The traditions of the Department are the permanent
international business relations, focused on the implementation of academic mobility,
qualification improvement and conduct of joint research activities. The Department has
positioned itself in the region as having a serious experience in organizing of international
scientific and methodological seminars, inviting famous scientists from foreign universities and
organizations. Only on this scientific field the Department took a second place at the University
in regards to the effectiveness of these projects.
It should be noted the scientific activity of the Department’s scientists, which is manifested in
the ongoing participation in international conferences, forums, contests and in the publication of
scientific works in such countries as United Kingdom, USA, Switzerland, Germany, South
Korea, Poland, and Russia.
Based on the results of 2013, the scientists of the Department were number 1 at the publication of
scientific papers in international scientific journals with high impact factor, as well as at releasing
textbooks in foreign publishing houses.
The Department is the leader on the publication of educational and scientific works, including
the development of its own technologies, laboratories, centers and institutes. In this group we can
include high-tech research of Professor T.Berdimuratov.
The research allowed the University to achieve significant results in terms of the development of
research laboratories, own technologies and the invitation of scientists and students to the
specialties of the Department.
Developing scientific ideas of Professor T.Berdimuratov, the Department opened a Research
Laboratory "Psychotraining" and the Center of Psychotechnologies. Recently, the Department’s
activity has been characterized by consulting services and skill improvement of teachers in the
region due to the cooperation with educational institutions. Number of participants trained on the
basis of those divisions of the Department, reaches up to two thousand people.
By the reason of updating of the content of education is paid particular attention to the creation
of conditions for the development of the creative potential of students and improvement of
education. One of the important tasks of any educational institution is to attract the younger
generation to the universal global moral values, to form students' abilities to communicate and
interact with representatives of neighboring cultures and across the globe. In order to develop
multilingual education, proclaimed at the state level, are supported such traditions of the
Department as holding of Olympiads, student research conferences, and also celebration of
Cultural Days of the Kazakh, Russian, English, German, French, Korean and other nation.
In the history of the University, the Department was the first one to accept foreign students from
South Korea as per the international academic mobility program.
Five students from universities in Seoul (South Korea) have arrived for studying for one year.
An important indicator of the professional level of teachers-linguists was high mastery of
students from South Korea of Kazakh and Russian languages: after 3 months foreign students
who did not speak these languages, even at the household level, could freely communicate,
participate in all activities of the Department and the University, read poetry and even sing. They
have studied with great interest on the basis of Russian Center and Laboratory of the Kazakh
Language, the grammar of the Kazakh and Russian languages, which are genetically and
typologically distant from their native language. Students have demonstrated their philological
learning and academic achievements.
This tradition has been strongly supported by the other students of KRIU started to actively
participate in the linguistic community of the University and became students of Korean, Chinese,
German, and English classes. Among them there are talented young people who are actively
supporting the innovation of the University and take part in these processes as the office staff of
OSPK "NUR" on project "Entrepreneurial University". Being students, they reached the first
serious results - universal sympathy, recognition, scholarships and premiums. Among these
students are A.Nurlybekov, B.Aynagul, T.Kulov, T.Usenov, A. Nurabek, A.Kasenov, who first
joined the work of the University television studio and today are successful television journalists,
TV presenters, managers of show programs at the University and the region; authors of
interesting show projects, known in the country and loved by many Kazakhs panel games "Alau".
Their project "KRIU News" has the highest rating among the student community, partners and
parents.
Particularly noteworthy are the best graduates of the Department, including many of those who
have successfully continued their education at foreign universities, achieved the status of
university professors or of the leading interpreter of a foreign company: Natalia Demidova,
Smagulova Asemgu, Farbitnik Nina, Aimagambetov Anuar, Ikhsanova Saltanat, Didenko
Michael, Khakimova Tatiana, Baygazina Nurgul, Tulegenova Anara, Shaymardinova Indira,
Dauletyarova Gulzhayna, Gourko Sergei, etc.
Students and Department of the Department have always been extraordinary talented, joyful and
full of light. This Department always works diligently on every aspect of education and tries to
create favorable conditions for its students. Perhaps, it is because of the gender feature of the
department’s staff. 90% of the staff is women, who take care, show maternal responsiveness and
some rigor in relationships with students; a special feature of the inner world of philologists and
psychologists, manifests itself in their creative nature.
Today we have all reasons to believe that our graduates will continue to apply all positive
principles of human being, which they learned thanks to the best pedagogical conditions of true
education within the walls of Alma Mater.
Department of Technical and Natural Science Disciplines
The formation of the Department of Technical and Natural Science Disciplines due to the rapid
growth of research in the field of information is related to information technology, automated
control systems, physics and mathematics.
The Department of Technical and Natural Science Disciplines was established in 1994 and was
named the Department of Mathematics and Informatics. The Department was created by an active
team of like-minded professionals, under the leadership of the first heads of the Department scientists M.S.Kurmanbayeva, R.Ya.Alyamova – who were constantly in search for new ideas,
approaches, and methods of modern scientific research. Research was carried out on the junction
of two areas: computer science and mathematics.
In 2008, the Department was renamed to Department of Technical and Mathematical Disciplines,
which was associated with the opening of a number of technical specialties. The Department head
was Ph.D. in Physical and Mathematical Sciences, Professor Nail Kutluzhanovich Bakirov (19522010) who created the original course of higher mathematics. In his doctrines particular attention
was paid to the mathematical aspects of technical disciplines, the possibilities of using
mathematical methods to solve specific technological problems. Until KRIU he has worked for
many years at the Ufa State University, his name is well-known among scientists,
mathematicians of Russia.
It is equally important to note that Professor N.K.Bakirov was a son of merited geologist, PhD in
Geological and Mineralogical Sciences Kutlu Khakimovich Bakirov who was the first to discover
the oilfields known today in Aktobe region.
The management of the University was fortunate to meet him, give an honorary Professor title and
escort him on his last journey. He experienced the fate of the scientist practitioner, all the years of
his fruitful activities were given to science; he died, having lived for nearly 100 years.
Tragically, the son of the scientist Professor Nail Bakirov prematurely died as a victim of a traffic
accident. KRIU team was deeply saddened for the loss of such a man. For many years he has been
a great friend of the Head of the University Professor T.Berdimuratov. He was his reliable
friend, soulful interlocutor and colleague. We can talk for hours about their heartwarming
conversations. They discussed a lot of scientific, vital topics. We recall the moment when at the
meetings, the Head of the University, in minutes of silence, addressed to Professor N. Bakirov:
"And what do you think, Nail Kutluzhanovich? What can tell us exact science? ". And the
Professor N.Bakirov started to "rescue" a situation. Model of their behavior, relationships, and
work is a real school for young personnel, it is beyond doubt.
In memory of Doctor of Physical and Mathematical Sciences, who made a great contribution to
the development of mathematics in Russia and Kazakhstan, Professor N.Bakirov at the
suggestion of the Head of the University by the Academic Council of the University was
established the commemorative plaque. Each year, at the Day of Knowledge - September 1,
colleagues and students lay flowers and revere his memory by minute of silence.
The future development of the Department was connected with the progress of technical majors,
which were promoted by the new Department Head, PhD in Technical Sciences, Associate
ProfessorZhumabay Barakbaevich Tukashev.
In September 2010, the Department was renamed as the Department of Technical and Science
Disciplines. In the period 2011-2013 Zh.B.Tukashev had initiated launching such majors as Civil
Engineering, Chemical Processing of Non-organic Substances, Standardization, Metrology and
Certification. A distinctive feature of Head of the Department was an active organization of
cooperation with industrial enterprises and organizations in the region to implement the
internships and laboratory-practical classes. Leading experts of the Regional Information and
Computing Center (now - branch of JSC "NC" KTZ "Center of linear development of Aktobe")
Head of the Department of Transmission System, Vladimir Moldavanov, chief engineer of
RIVTS Serik Alataev were actively involved in the learning process of the Department. It was a
real professional workshop for curious students of technical majors.
Since 2010 and up to now Zh.B.Tukashev in cooperation with the Department has been providing
ongoing financial assistance to the orphanage "Umit". Students of the Department were actively
involved in this humane action.
In 2012-2013 academic years PhD in Education, Associate Professor Svetlana Faritovna
Semenikhina was the Head of the Department. When she was the Head of the Department, the
staff was more intensively involved in the scientific and methodological work, the publication of
textbooks, trainings, and master classes of methodical nature.
Since 2013 the Department has been led by PhD in Physics and Mathematics Zarina
Zhetkergenovna Aleuova – a promising young scientist, an active scholar and the author of more
than 25 scientific works published in national and international journals on the differential
equations oscillatory processes. Since she took the leadership over the Department, some serious
business relationships were established with the departments of major universities in the country,
for example, Al-Farabi Kazakh National University (Almaty), Kazakh-German University
(Almaty); Divisions "National Center for Technology Foresight" (Almaty); Institute of Applied
Mathematics and Informatics named after K.Zhubanov; Industry Committee of MINT RK
(Astana).
A genuine cooperation is developing due to updating the research in the area of green economy,
natural resources and environmental protection; modern problems of industry; Chemical
Technology, non-organic substances; Automation.
These issues have been addressed with a considerable attention by the University administration.
Only over the last 2-3 years, as a result of a successful work of the team, in the education process
were invited and involved more than 8 major professors: Candidate of Chemical Sciences,
Professor K.K.Lepesov (Head of Systems Analysis and Forecasting "National Center for
Technology Foresight"); PhD in Chemistry, Professor M.K.Aldabergenov (Head of the
Department of Al-Farabi Kazakh National University); Candidate of Chemical Sciences, Associate
Professo rK.M.Shalmaganbetov (Moscow); Master in IT-technologies Nicholas Ourusoff (State

design.
The analysis of published works of the Department showed that the Department issued about
2,000 research works, including monograph and textbooks of methodic. A lot of them are widely
used in colleges of the city and the country.
The Department cooperates with such academic and industrial organizations as Institution of
Russian Academy of Sciences, Institute of Mathematics with Computing Centre of Scientific
Center in Ufa (Russian Academy of Sciences); Russian-Armenian (Slavic) State University;
Western Regional Center of sanitary-epidemiological expertise in rail transport; "Design Park
LTD";Kazakhstan Institute of Metrology"; LLP "Bulak-Agro"; LLP "Enbek Agro"; LLP "BatisEco project", LLP "Stroydetal" Aktobe branch of JSC "NC" KTZ Aktobe distance electricity ",
Aktobe branch of JSC "Railways of Kazakhstan"; Aktobe branch of "National Research Institute
of labor protection" of the Ministry of Labour and Social Protection in Kazakhstan; LLP
"Regional Industrial Technopark "Aktobe "; LLP “Sigma Graphics” and many others scientific
and industrial organizations. The aims of these connections are exchange of projects, training
programs, exchange of experience of production activities, conducting of practical classes on the
basis of production, organization of joint scientific projects (conferences, round tables, Internet
conferences).
The Department of the Department is actively working with students in Aktobe, who are involved
in the conduct of university school competitions in mathematics, computer science, physics and
chemistry; as well as sports games - chess, togyz kumalak, etc.The Department maintains
connection with the school teachers and holds seminars for them.
Overall, the Department has more than 6.5 thousand graduates who are now skillful professionals
in the field of optimal control, automation systems, software, graphic design, and information
technology. Most of them successfully use their knowledge and skills, working on industrial
plants, commercial firms, government agencies, academic institutions of Kazakhstan and other
countries. The number of current students in the Department reaches today almost three thousand
people, including graduate students.
The students of the Department majors are highly professional in the field of information
technology, including many of those who already hold important positions at the university and
commercial organizations in the region. They are in demand as programmers, server systems
managers, assistant engineers, website developers for companies and robotics; as well as design
managers for photographic studios, advertising and printing. As an example we can mention
M.Muha, D.Mayer,A.Zhugunisov, D.Zyazeva, D.Derezovsky and others.
Only in the current academic year, the Department is performing 8 custom-ordered research works
of graduate students and undergraduate students aimed at solving problems and developing
design projects for logos, architecture, and quality management system of educational, electronic
learning resources. Researches are conducted on the basis of a large company called
“Kazchrome”, universities in the region and laboratories of KRIU.
The leading students of technical majors for the first time in the history of the region participated
in the National Youth Delphic Games of Kazakhstan (2012), where they achieved good results and
came up to the national level, becoming the winners (1st and 3rd places). They won in the
categories "Photography" and "Painting".
Surprisingly, among the students of technical majors there are a lot of creative people who are
seriously fond of poetry. Among these students are those who will always remain in the symbols in
the University history. They are the authors of the University Hymn (2011) Adilkhan Niet (AC)
and Nurbolat Bokenbaev (Computation and Software).Today this Anthem is recognized as the
best one and it is the hallmark students’ creativity. It sounds at all University’s events, reflecting
the specifics, the nature and activities of the international university.
The creativity of technical students goes beyond the boundaries; that’s why we see them in the
famous WHC team "Alau", Arman Issatayev. They also are among the initiators to develop robots
controlled via a mobile phone; in the group beautiful interior designers of the University; as well
as among the developers of the web-site of the University in 3D (and M.Muha D.Mayer). A
special merit is the initiative to develop an internet - based store for Brand Lab Management of the
minimarket “Champs Elysees” (Michael Muha). Not less creative is the staff of the Department,
characterized by persistence in the development of the Department, resourcefulness, selfdiscipline in all areas of the University life and imaginative nature. Nobody can leave them
behind in sport games and relays, which were held in autumn and winter, New Year's
competitions and celebration of Nauryz-meymary.
As people of the University say, this Department’s staff has the largest families because the young
employees of the Department are always happy, they have families and give a birth to more than 3
or 4 children, which does not prevent them from continuing to fight and work actively, despite the
problems of small households. Their optimism infects all the other colleagues.
Law Department
The history of the Department of Law is intimately related with the history of establishing the
University.
In the early 1990s there was a need of highly qualified specialists in the field of jurisprudence, as it
was the time of great changes in all spheres of life in Kazakhstan. New specialists were demanded,
especially those who had deep understanding of Kazakhstan legal system, which began to form an
independent judicial branch.
The challenge was to provide high-quality teaching staff for the training of the first lawyers in the
region, as it was the beginning, and we were the sole experience of higher education school in
Aktobe at that moment.
The University management has been steadfast in addressing this challenge to search for highly
qualified faculty with scientific degrees and experience in the legal sphere. At first sight, it was an
incredible challenge, because there was no scholar of jurisprudence in our region, high-quality
literature on this subject and a developed legal system.
Genuine patriotism and belief in their cause were a good momentum for the development of
legal education in Aktobe region. At that moment, the President of the University Temirkhan
Baybosynovich Berdimuratov made a safe choice, ushering the higher legal education of the
region by attracting the best lecturers from Moscow who were legal experts and experienced
practitioners.
Thus, the first students of the Law Department of Kazakh-Russian International University had an
opportunity to attend lectures delivered by the high quality lecturers such as PhD in Law, Professor
of the The Russian Federation V.V.Bezbakh, PhD in Law, Professor, Honored Lawyer of the
Russian Federation V.P.Seregin; Minister of Internal Affairs, lieutenant General K.Suleymenov
(1999); Attorney General of Republic of Kazakhstan Yu.L.Hitrin (1999); First Lady of Kazakhstan
S.A.Nazarbayeva (2000); scientists at the Institute of State and Law, Academy of Sciences of
Kazakhstan, PhD in Law, Professor L.R.Nasyrova, PhD in Law, Professor N.K.Abuzyarova, PhD
in Law, Professor L.T.Zhanuzakova and others.
They were real Personalities, high-level professionals who firmly laid the foundation of legal
profession in the University. We still have the results of their activities at our University. They
include, first of all, graduates who have become great people, chosen the career of a lawyer and
kept the best personal qualities. Among them there are Assistant Prosecutor, junior Counselor in
justice N.Yu.Belousova; Prosecutor of Temir district, junior Counselor in justice E.E.Esmuhanov;

Supervising legitimacy of pre-trial stage of the criminal process, junior Counselor in justice
A.E.Umbetalin; specialist of legal statistics JSDR CA (Juridical Statistics and Dedicated
Recording Committee Administration) and General out - lay of RK A.B.Tankeev; Head of
Institutional Control of Tax Department of Aktobe region A.B.Kuzherbaev; Chief Specialist of

KRIU, over the past 12 years, was one of the first in the country who started to carry out projects
on the use of Neuro Linguistic Programming (NLP) in the educational process. For students of 1 year course in September there are seminars "The Basics of self- education on NLP Principles.
Learn to learn", which over the years was attended by about 1,000 students and faculty.
The University faculty had separate special seminars on “Innovative educational technology based
on NLP " and "Improving the Quality of Teaching and Solving Life’s Problems Based on NLP
Techniques".
In 2006 KRIU held an international scientific - practical conference dedicated to these problems.
The conference was named as the "Modern models of student -centered technologies in a higher
education institution: the experience of learning models in KRIU based on Neuro Linguistic
Programming (NLP)". In 2006, the University arranged a seminar "Innovative student- centered
teaching model based on Neuro-Linguistic Programming".
Since 2006, the University has been operating a Research Institute of Psychotechnology based on
training simulator laboratory for NLP.
The Research Institute has developed a number of fundamental models, diagrams, and tables that
demonstrate the efficiency of the education system of the University based on application of NLP
techniques in the educational process.
The pedagogical GPS-navigator has been also developed by this Department. The navigator
consists of didactic tools and electronic devices designed to enable teachers to promptly obtain the
psychological and pedagogical skills, to increase their professional level, and to find a strong
motivation for students and get a productive feedback.
The Head of the Department has published more than 30 articles on the researched topic in
scientific journals of Kazakhstan, Russia, Indonesia, USA, Czech Republic, Poland and others,
including five in a foreign journal "Transstellar" with a high impact factor.
All these measures have allowed to carry out the first remittance of theoretical propositions on the
basis of practical direct use of scientific and methodological developments in the educational
process of higher education institution by creating a Scientific and Methodological Center of
Electronic Teaching Management Center at the University on the basis of neurolinguistic GPSnavigator (SMECMT) aimed at improving the quality of education by increasing professionalism
of teachers, mastering their skills of using information and communication technologies. For these
purposes, specialized classrooms and laboratories were equipped with a Video surveillance
system.
All these sufficiently create logistical, scientific and methodological bases for the creation of the
academic department in this area, the main objectives of which currently are:
development of training programs for preparing SMCTM employees;
further development of software products for applying the innovative psychotechnology
by students and professors;
further development of individual guidelines from observations of the activities of students
and professors, etc.

Sabira Saginbekovna Isakova is a member of Russian Association of Cognitive Linguists. She is a
State grantee of MES "The Best University Professor2013".
The Department consists of scientists, Masters and students majored in "Translation" and
"Philology".
Founding a department in this area has become possible due to such significant changes in the
terminology science that the cognitive area of research started to develop dynamically.
Active implementation of the cognitive approach in Terminology was due terminological research
link with the science of thought, but rather with "flourishing" anthropological linguistics integrated
approach to language, and therefore, any portion of the worldview considered in its relationship
with the language of human manner. Forming cognitive approach is necessary due to the lack of
terminology in special general works representing integrative "look" at the terminology, allowing
presenting synthesized knowledge about the phenomenon of the linguistic reality.
The department is planning to make research projects on the themes:
1 System of terms in different structures of languages
2 The cognitive aspect of terminology
3 The pragmatic aspect of terminology
In the course of scientific activity is carried out:
- Registration and preparation of reports on scientific topics in the National Center for Scientific
and Technical Information of the Republic of Kazakhstan;

Currently, there is a large amount of information about the effects of environmental pollution of
environment on the health of the population. However, a number of important theoretical and
practical relations of issues relating to the effect of the environment on the body remain open.
However, the issue devoted to the study of the relationship between content of IU-metal of
variable valence (d-metals) on the performance of the SRO (free radical oxidation) and ways of
their correction in the environment.
Main tasks of the academic department are organizing and conducting investigations on studying
sensitivity analysis of metals of mixed valence (on the example VI chrome) on exponent FRC and
ways of its correction, implementing results of investigation, involving teachers, students and
masters into scientific research work and creating conditions for applying investigation results in

Improvement of legislation in the field of gender equality and mediation
Academic department "Improvement of legislation in the field of gender equality and mediation"
is based on the research interests of the Head of the Department of Law, PhD, Professor of
KRIU Nelly Kairova. She is one of the few specialists in the field of study of the criminal acts
against women, family and domestic conflicts, domestic violence, which victims are mainly
women, children and friends, and also in the field of gender equality, and particularly in the
field of criminal law, criminology and criminal executive law in general.
The relevance of the research topic is due to the fact that domestic violence has become a problem
that threatens the basics of society safety and undermines moral foundations. It adversely affects
the development of the country as a whole, violates the fundamental human rights of everyone to
equal protection before the law, protection from discrimination on grounds of sex, the right not to
be subjected to ill-treatment, the right to life and physical integrity, and other important rights
enshrined in international laws and regulations. In his letter "Strategy "Kazakhstan-2050": New
political course which consisted of the state” the leader of the Nation Nursultan Nazarbayev
directly says: "I am concerned about the situation with the growth of the domestic violence against
women and children in families. Disrespectful attitude towards women should not be. And I must
say that such violence should be prevented extremely hard.
Nellya Imamuratovna in 2008 successfully defended thesis on "Malesiously violent crimes
committed against women". In the same year, she released a study guide in collaboration with the
supervisor of PhD in Law, Professor, and Honored Scientist of RK E.O.Alauhanov "Criminal
violence against women". In addition, she is a follower of scientific school of C.I.Kairzhanov, the
founder of the Kazakh criminology. She is an author of more than 30 scientific papers published in
national and international publications on the subject such as “Some problems of improving the
legislation in Republic of Kazakhstan in the field of domestic violence", "Violence is a way of
committing a crime", "Causes of violence", "Factors determining the commission of violent
crimes against women", "Warning violent crimes, committed against women "," The role of
family relationships in the formation of teenager’s criminal behavior "," “The question of
wearing "hijab" (a shawl that covers the head and chest, which is particularly worn by a Muslim
women) in school “ and others. Manuals: "Executive production", "The international legal
framework to combat violence against women." For many years she has worked as public legal
advisers in crisis center to support women "Umit", and now the department cooperates closely
with them.
The Department of Law holds rounds tables and scientific and methodic seminars on the same
topic. A special elective course “Criminal Violence in regards to Women” for undergraduate and
graduate students was developed and is being offered now. Undergraduate and graduate students
conduct research on this problem. The faculty of the department is constantly improving their
skills and taking part in various scientific conferences, debates, and seminars. They conduct
research and develop elective courses, educational-methodical documentation, and textbooks, such
as: A.B.Izbasarova "Pressing problems of modern development of mediation", A.A.Kuatova
"Mediation in civil law" and others.
The Department of Law has established a Center for Legal Consulting and Mediation. The aim of
the Center is to further study the problems and improve the legislation of Kazakhstan on criminal
behavior in a family and in the society, to protect the interests of weak persons stricken by
violence, especially women, children and the elderly; to further prevent all forms of violence; to
apply alternative dispute resolution procedures. Undergraduate, graduate students and faculty can
conduct their research on the base of the Center.

Improving policy of forming social state in the Republic of Kazakhstan is a priority scientific
problem, on which his undergraduate and graduate students are going to work.
Despite activation of research in the field of social policy, theoretical and methodological
foundations of social policy as an economic category have not been studied; there have been
made contradictory conclusions about priorities of social policy and there have not been enough
studied corporate social policy and social policy between subjects.
Main problem of scientific work is the development of theoretical and scientific methodological
concept of social policy at macro-micro level, as well as the development of practical
recommendations on performing and advancing social policy and its main directions.
Based on the foregoing, a range of main problems were defined, which would be solved during
research process:
- To identify methodological approaches to the study of social policy as an economic category
and identify the most important subjects and objects of social policy in the conditions of the
economy of Kazakhstan;
- To classify the functions of social policy, aimed at achieving a balance of interests of the state,
enterprises and households;
-To analyze existing models of social policy, to classify them in the conditions of the sociallyoriented market economy, identify the objective foundations of social policy models, common
and distinctive features, the possibility of productive adaptation to the conditions of modern
Kazakhstan;
- To analyze the trends and monitor the reform of main branches of social sphere of Kazakhstan;
- To consider the characteristics of the implementation of corporate social policy;
- To develop recommendations for the formulation and implementation of effective social
policy.
The practical value of the research comes from the possibility of using theoretical concepts,
applied developments and scientifically valid conclusions in the course of practical operation of a
separate business body as well as of the whole country.

Technological Foresight is the foundation of strategic programs for development of industry.
The academic department of Technological Foresight is the foundation of strategic programs for
development of industry was created by PhD in Chemistry, Professor Kambar Lepesov.
K.Lepesov graduated from the Engineering - physical-chemical Department of Moscow
Chemical- Engineering Institute named after D.M.Mendeleev. In 1975 he passed PhD defense on
the theme: "Investigating kinetic and mechanism of ionization Bismuth, brass and indium on
rotating electrode with a ring".
The results of research in the field of electrochemistry, obtained by the method of circular
electrode with ring, and an unsteady voltammetry, revealed a pattern of formation of ions of
lower valence during the process of discharge and ionization of metal and established passing of
phasic electrode involving metal ions in chemical reactions of disproportionation, ionization.
Formation complex depends on the nature of the ions of the solution, the activity of water in the
electrolyte.
For the first time was proved method of circular electrode with ring for study of ions’ formation
complex of higher valence in solutions.
K.Lepesov is a highly qualified specialist in study of kinetics and mechanism of electrochemical
and ions processes of metals and development of protection methods.

domestic market with such goods. Development of Kazakh component in the implementation of
the Strategy of Industrial and Innovation Development is a very important issue.
In such circumstances, work should be carried on the way of processing of Kazakh raw materials
in finished product, the results of every scientific research must turn to a proposal of
technological scheme of processing of raw materials or methods of producing a specific type of
material, having great demand in the national economy. Together with the members of academic
department, undergraduate and graduate students of the major of Chemical engineering of nonorganic substances there must be carried out chemical experiments on certain questions of studied
project. They also have to make systematic analysis of chemical and technological processes.
