Human Resources Manager

General Description
Highly responsible professional administrative and supervisory work managing the College’s
Human Resources Department, and assisting and supporting other administrative functions.
Responsible for planning, organizing and directing the activities of the Human Resources
Department and for establishing, interpreting and advising management on human resources
policies and procedures. Exercises a high degree of discretion, initiative and independent
judgment.
Essential Functions






Oversees the Colleges comprehensive Human Resources program, including all aspects of
Human Resources Management and Personnel Administration including: recruitment,
selection, placement, retention, and separation; position classification, job descriptions, wage
and salary administration, evaluations, in-service training, management development ,
worker’s compensation, risk management, personnel record keeping, College’s Drug Free
Workplace program, and safety programs.
Exercises leadership and provides advice in the development and implementation of human
resources, policies, and procedures and programs.
Develops, manages and carries out programs and tasks to improve employee and performance
management, training and development, employee/labor relations, classification and
compensation, benefits administration, safety and wellness.
Administers liability, worker’s compensation, loss control and risk management functions.
Serves as liaison with all departments’ management, senior management and employees as
interpreter of personnel rules and policies, union contracts, laws and legal issues related to
Human Resources Management.
Performs related work as required.

Minimum Education and Experience
Bachelor's Degree from an accredited college or university in Human Resources Management,
Business Administration, or related field. Minimum of five (5) years professional Human
Resources experience and two (2) years of supervisor experience. Preferred certified with PHR.
A comparable amount of training, education, or experience can be substituted for Bachelor’s
Degree requirement with an AA or AS degree.
Knowledge, Abilities, and Skills










Knowledge of current principles and practices of Human Resources Management including
recruitment and selection, performance management, training and development,
employee/labor relations, classification and compensation, benefits administration, safety,
worker’s compensation, risk management, equal employment, and unemployment
compensation.
Knowledge of modern supervisory and management techniques.
Ability to read, interpret and enforce the State Board Rules, Code of Ethics, FCTC Board
Policies and appropriate state and federal statutes.
Ability to develop concepts and ideas in both an acceptable oral and written form.
Ability to plan and present information to the public and facilitate various size groups using
facilitative leadership skills.
Ability to work cooperatively with school personnel, community, and other departments and
agencies.
Ability to handle multiple priorities and numerous tasks effectively and efficiently.
Ability to demonstrate problem-solving techniques.
Ability to analyze, interpret and use data and prepare reports.
Ability to negotiate contracts with organizations.
Work Environment

Works primarily in a normal office climate controlled environment with minimal safety/health
hazard potential.
Physical Requirements



Mobility within an office environment.
Acceptable vision and hearing with or without correction.
Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force
frequently, as needed to move objects.
