Reporting to the UC Irvine Medical Center Chief Executive Officer and Associate Vice Chancellor for
Medical Center Affairs, and the Dean, UC Irvine School of Medicine, my responsibilities include
strategic planning and tactical coordination for the provision of healthcare to low-income
populations served by the University of California (UC) Irvine Medical Center, UC Irvine School of
Medicine, UC Family Health Centers (a Federally Qualified Health Center) and other components of
the UC Irvine Health clinical enterprise. Part of the duties include researching, collecting and
analyzing data relevant to the provision of indigent care in Orange County, and formulating
recommendations to be considered by UC Irvine Health leadership. I participate as a member of the
UC Irvine Health Executive Leadership Team.
In this position, I am responsible for the representation of UC Irvine Health to agencies and entities
in Orange County which fund or direct government funded healthcare and supplemental funding,
and the monitoring these organizations. Participation in the development of key UC Irvine Health
policies to respond to Orange County’s changing healthcare environment also comprises part of the
duties. Responsibilities of this position also include oversight of UC Irvine Health government
relations activities related to government funded healthcare, and participation in the development
and advocacy of health policies as determined by the University of California.

Position: Vice President, Orange County Office
Duties of this position included management of county level public policy development and
execution of professional advocacy necessary to achieve goals of Orange County HASC member
hospitals. HASC, formerly the Hospital Council of Southern California, represents a membership in
Orange County comprised of 29 hospitals. I served as the primary liaison for HASC with the Orange
County Board of Supervisors and county agencies, plus various professional, community, and civic
organizations. Responsibilities included serving on various local committees and task forces.
Significant challenging activities included representation of HASC member interests in the operation
of CalOPTIMA (Orange County’s County Organized Healthcare System Medicaid managed care
demonstration project) which serves approximately 300,000 Medicaid beneficiaries, negotiation of
medical services agreements between hospitals and county government for indigent health care,
and coordination of hospital participation in the Orange County Emergency Medical System
including disaster/terrorism preparedness. I acted as a key participant on the executive steering
committee that orchestrated the successful Citizens for a Healthy Orange County - Yes on Measure
H Campaign (November, 2000) securing allocation of Orange County’s share of the National
Tobacco Law Suit to health related purposes.
I served as HASC’s staff liaison to the California Hospital Association (CHA) Political Action
Committee (CHPAC). CHPAC is the principle vehicle through which hospitals financially participate
in campaigns of elected officials. I also served as HASC representative on the CHA Emergency
Medical Services/Trauma Committee. Through interaction with HASC staff and CHA staff, I had input
into policy development and advocacy on federal and state matters.
Involvement in HASC strategic planning and department budget accountability were ongoing
responsibilities.
HOSPITAL COUNCIL OF SOUTHERN CALIFORNIA (HCSC), Los Angeles, CA
May 1989 - March 1995
Position: Vice President, Government Relations
Responsibilities of this position included management of all HCSC Government Relations
Department activities and their coordination with the California Association of Hospitals and Health
Systems (CAHHS, currently the California Hospital Association). These included public policy
development, mobilization of local grassroots advocacy efforts, and managing HCSC fundraising and
distribution efforts on behalf of CHPAC. In fulfilling these responsibilities, I served as HCSC’s
representative on the CAHHS Hospital Constituency Group and Public Policy Advocacy Group. I also
served as HCSC’s liaison to the American Hospital Association with respect to federal policy and
advocacy matters.

The CAHHS Hospital Constituency Group is comprised of chief executive officers and senior
government relations staff from California associations representing major sectors of the hospital
community. The Public Policy Advocacy Group is comprised of senior government relations staff of
CAHHS and California’s regional hospital associations. Through participation in these groups, I
ensured that the opinions and positions of HCSC were reflected in CAHHS positions adopted on
state and federal issues.
Under my direction, the HCSC Government Relations Department concentrated on generating
member consensus and advocating positions related to California’s transition to managed care for
Medi-Cal (Medicaid) patients, threats to the tax-exempt status of not-for-profit hospitals, protection
for safety net hospitals, and healthcare reform. Significant involvement in ballot initiative
campaigns was also conducted, including opposition to Proposition 186, the single payer initiative,
and opposition to Proposition 187, the elimination of public aid for undocumented persons.
Contributions to HCSC strategic planning, responsibility for the department budget, and staff
supervision comprised part of the duties of this position.
HOSPITAL COUNCIL OF SOUTHERN CALIFORNIA (HCSC), Los Angeles, CA
October 1984 - May 1989
Position: Director, Orange County Regional Office
As Director of the HCSC Orange County Regional Office, my primary responsibilities included
assisting Chief Executive Officers of HCSC’s 38 member hospitals in the identification and resolution
of local issues, plus continuous assessment of hospital needs based on the changing economic and
regulatory environment. I developed and implemented programs to meet these identified needs.
Areas of emphasis included Medi-Cal (Medicaid) local capitation pilot project assessment,
emergency medical care services, health planning, and indigent care matters. I led and managed
the negotiating team that represented Orange County hospitals in the design and implementation
of the Orange County Indigent Medical Services program (now known as the Orange County
Medical Services Initiative). Currently, the hospital services component of the Medical Services for
Indigents program is a $51.3 million public/private partnership between Orange County hospitals
and Orange County government.
In fulfilling my role as an advocate for collective hospitals’ interests, I prepared written
documentation for and provided public testimony to public planning agencies, community service
groups, regulatory agencies, legislators, associated health related groups, and local government
officials.
Staff supervision and budget preparation were also responsibilities of this position.
ORANGE COUNTY MEDICAL ASSOCIATION (OCMA), Orange, CA

Representation of Orange County physicians, implementing policies of the OCMA Board of
Directors, and assisting other OCMA committees in achieving their goals were all important
responsibilities of this position. Specific areas of responsibility included legislation, emergency
medical care, health planning, peer review, and indigent care. I developed and maintained effective
relationships with government agencies and other organizations concerned with these aspects of
our health care delivery system. I served as a key participant in the design and implementation of
the Orange County Indigent Medical Service (now known as the Medical Services Initiative), a
collaborative effort of Orange County physicians, hospitals and the County of Orange government.
To augment OCMA’s local advocacy efforts, I established the Orange County Medical Association
Political Action Committee (also known as “DOCPAC”), aimed at building productive relationships
with members and potential members of the Orange County Board of Supervisors.
Management of the administrative staff and budgetary responsibility for the described areas of
activity were responsibilities of this position.

Position: Account Executive
In this position, I was responsible for developing market strategies to assure the growth and
development of Southern California medical malpractice programs sponsored by the Southern
California Physicians Council (SOCAP). I was also directly involved with acquisition of new accounts
and the servicing of existing accounts. Duties also included speaking at various meetings on the
topic of medical malpractice insurance and serving as liaison to county medical associations.
