Eligibility issues – What counts as public transport? Nature of the beneficiary – operator or city? Options analysis – comparing routes, modes CBA – making the analysis credible Grant co-financing rate – applying Article 55 (revenue generating projects) Risk assessment – how to present it in the application? Institutional arrangements – the need for a Public Transport Authority? - Should there be a tender for the operator? Contractual Arrangements – Public Service Contract? 14
