CITY OF HAWTHORNE
SCOPE OF WORK
Funding under this Agreement is provided for the development of a Downtown Vision for the Historic
Johnson Street (SE221st) area to provide a plan based on the community’s goals for the future of the
City’s historic downtown.
Background
The City of Hawthorne was incorporated in 1881. The City, with a population of approximately 1400, is
located in east Alachua County along the US301 corridor. The City of Hawthorne is predominantly rural,
with farming, large conservation areas and lakes, but is located in an urban county (Alachua) which
places it at a disadvantage for grant funding opportunities’. US301 and State Road 20, which are major
transportation arteries, dissect the City.
The City has made significant efforts in recent years to develop plans for economic development. These
efforts include the development of a Community Redevelopment Plan as well as identifying potential
Brownfield districts. What the City does not have is a unified community vision for the City’s historic
downtown to provide a guide for the future development and redevelopment.
The Hawthorne Area Chamber of Commerce has been community partners with the City to actively
bring more business and interest to the historic downtown area. The development of a Downtown
Vision for the City of Hawthorne will allow stakeholders including business owners and the community
to come together to provide their input for a unified vision for the future of the downtown area. This
Historic Johnson Street area is responsible for the first impression of our community for visitors when
they leave the highway and wend their way to the downtown or a residential neighborhood.
The City of Hawthorne has struggled with substandard housing, high unemployment, a high poverty
level, infrastructure deficiencies, abandoned commercial buildings, a negative community image and a
lack of economic development. In 2010 Georgia Pacific Plywood plant closed with a loss of over 400
jobs, creating an even broader negative economic impact on the community.
Objective
The City will hire a professional to facilitate establishing a Downtown Vision for the City of Hawthorne
Historic Johnson Street (SE221st) area which encompasses the community’s vision for the future will
allow the City to move forward in a defined direction. Developing a Downtown Vision for the Historic
Johnson street area is a key integral part of these efforts as it unifies the community and provides a
long-term plan to promote economic development in this rural community.
Once complete the Historic Johnson Street Downtown Vision Plan will be based on stakeholder and
community consensus. The Vision Plan will also include data and analysis consisting of an inventory of
existing infrastructure conditions in the downtown area as well as results from a community survey and
other forms of community input. The existing conditions inventory will allow the community to identify
priorities for key infrastructure improvements that will promote economic development in the
downtown area. The completed Vision Plan will be incorporated into the Community Redevelopment
(CRA) plan as a revision as the Vision Plan area and the boundaries of the CRA are closely aligned.
Tasks
Task 1- Downtown Existing Conditions Inventory
1.
Recipient shall identify and refine the geographic boundaries of the downtown Main Street
planning area.
2. Recipient shall assess the following:
a. Streetscapes, Parks and Open Space, and Event Areas,
b. Existing and Programmed Infrastructure/Utility Conditions, and
c. Existing and Programmed Transportation and Pedestrian Conditions.
3. Recipient shall conduct a public visioning workshop including stake holders (businesses, public
institutions, and other private organizations, the City, and other public agencies) to identify
downtown objectives and key issues, proposed improvements to the streetscapes, including
landscaping, sign regulation and control, entrance features, intersection treatments and lighting,
as well as clean-up and improvements to private property along the streets as well as
opportunities and constraints.
4. Recipient shall develop and conduct a community survey regarding the Downtown Historic
Johnson Street Area.
Task 1 Deliverable:
Documentation of a public visioning workshop. An existing conditions photo map series of the
downtown area with before and mocked-up after views of proposed improvements to the streetscapes,
including landscaping, sign regulation and control, entrance feature, intersection treatments and
lighting, as well as clean-up and improvements to private property along the streets. Along with the
description of opportunities and constraints.
Task 2- Downtown Vision Plan for the Historic Johnson Street Area
1. The Recipient shall use the information obtained in Task 1 to identify downtown
development themes that may be enhanced based on existing and potential strengths and
opportunities which may include economic, cultural and tourism, entertainments,
employment, or retail focus.
2. The Recipient shall prepare the draft Downtown Vision Plan for the Historic Johnson Street
area based on input from the public visioning workshop. The Plan will articulate an overall
“Vision for Downtown Historic Johnson Street”, state the intended planning and
development goals, be constructed within the general principles with respect to the mission
and programs of the City and CRA Plan.
The Plan will include:
a.) An overview of the plan’s purpose, goals, and objectives.
b.) Existing development features, resources, and liabilities.
c.) Historic features and preservation activities.
d.) A desired development outcome and fundamental concept diagram.
e.) Circulation frameworks including pedestrian and vehicular circulation, parking areas and
transit access (as applicable).
3. The Recipient shall conduct a second workshop with the public and stakeholders to review
the drafted Downtown Vision Plan for the Historic Johnson Street Area.
4. The Recipient shall refine the drafted Downtown Vision Plan for the Historic Johnson Street
area based on input from the work shop.
Task 2 Deliverable:
The draft Downtown Vision Plan for the Historic Johnson Street Area including documentation of public
workshop in review of the Plan with the integration of the plan as part of the revisions to the CRA plan.
