(HERC) is dedicated to utilizing an efficient, coordinated approach to providing healthcare in a critical incident that extends beyond normal operations Board of Directors Meeting Location: Wisconsin Athletic Club - Wauwatosa, WI – Room #3 Date: Tuesday – August 26, 2015 1:00 to 3:00 PM ANNOUNCEMENTS / WELCOME / APPROVAL OF MINUTES AND BOARD CHANGES The meeting began at 1:03 PM. Lynn welcomed our state partners from DHS, Lisa Pentony, Carolyn Strubel, Dr. Meiman. Lynn discussed the minutes from the meeting of July 2, 2015; and no changes were reported. Thereafter, the minutes were unanimously approved as written HERC Board Changes: – Steven Riegg will replace Sean Slowey – Peter Molter will replace Justin Harnum A quorum being present, changes to the Board membership unanimously approved. Informational New Website Betty reported on the new website, namely: www.HERCRegion7. Highlights include: - A tab for Public Health will be added shortly. - The Mission Statement is included. - Board of Directors listing has been incorporated, as well as links to other sites. - There will also be a Distribution List of the HERC membership by agency. - Training and Exercises: The BAT 16 information will be added in this section. - In the future, the PCA portal information will also be included. Informational Coalition Business/Executive Committee Report Review of Budget Period July 1, 2014-June 30, 2015 / Funded Projects Budget Period: July 1, 2014 - June 30, 2015 - $105,000 carryover funding from the previous budget year - $28,500 Flexible Funding – Funds which have been redirected for regional use - $16,500 Business Operations, including: $5,000 fiscal agent fee; $1,500 for the Form 990 Return; $6,000 to cover audit fees; and $4,000 legal fees. - $3,000 Community Health Centers Infectious Disease Project. Public Health purchased PPE for clinics, as well as training materials. - $10,000 for contract development. Currently working on a draft. - $20,000 for a 24/7 person to be available for call-taking - $20,000 allocated for a geo mapping data base project working with Milwaukee County- this is ongoing - $5,000 support for the SERTAC Conference - $1,787.95 for support of the recent Ebola Symposium - $4,500 allocated to the web site development program and maintenance - $7,000 for WISCOM radios – The coalition has purchased 3portable radios, using the additional monies from the Community Health Centers. - Pediatrics Disaster Preparation Workshop – This workshop was not held and the funds were instead used for the geo mapping project. Informational Flex Funding redirect funding $28,500 Initial Discussion of Future Budget - $25,000 has been allocated for contract work to help draw up a Business Plan for the Coalition. $3,500 used for tactical emergency supplies. This is for the TECC Summit in January with WEMSA; and Milwaukee Fire is the grantee. The proposal for funding response vehicles has been rejected. Budget Period #4 – the current fiscal year: - $157,000 has been received from WHEPP for coalition funding. - ASPR has allocated an additional $50,000 for Ebola Preparedness. - As of July 1, 2015, the Healthcare Coordinator and Medical Advisor positions are contracted by the state. Allocations for this fiscal year: Broad-based titles are being used – i.e., just a general allocation for place holding for dollars to be spent. This will be re-discussed in the future. - $40,000 for a Health Medical Intelligence person – One-half of this amount is also funded by UASI. $35,000 for Business Operations: $10,000 for business fees; $8,000 for the fiscal agent, $1,000 for tax return preparation; $6,000 audit fees; and $10,000 for legal fees $2,000 for Chair and Vice Chair travel Pediatrics Preparedness Workshop has been reallocated for this year $15,000 for Medical Coordinating Center policies and plan development $20,000 operations activities $15,000 SERTAC and EMS support $25,000 Healthcare Coalition activities o Public Health, EMS, Clinics, etc. are included in this funding. o The State pays for the 7 regional Medical Coordinating Centers and Medical Advisors o What about assurance of future UASI funding? Foremost is to figure out what funding is needed. Betty to send out position descriptions Betty will send out position descriptions to the group. The full-time person will take all sources of information of the medical and healthcare threats, and then sort through and put them into a digestible medical intelligence report for distribution. This process will allow for having everything at a glance!! - How do we hire this person? This is a contract position – $60,000 for a 1-year position. Because this is a contracted position, no benefits are provided. The position is 40 hours per week including 3 days at a downtown location, and working in other areas as well. This person must be on call for off hours and weekends. The candidate is required to have Public Health medical experience and Emergency Medical healthcare experience; with the ability to work well in all environments, including a law enforcement building. Many different backgrounds and disciplines will be merged together. This position will be added to the plan each year and hopefully it will continue. Other funding sources will be explored in the future. The strength is in benefits and usefulness of the product! $50,000 Ebola Preparedness funding. $20,000 allocated for startup costs $20,000 Disaster Surveillance specialist – This is a part-time staff person to work with the Health Intelligence Analyst $5,000 for distance learning (teleconferences) If anyone has additional ideas please inform one of the committee members. Send your ideas to the Committee Fiscal Agent: Froedtert had performed these duties in the past. HERC plans to switch to a new fiscal agent when the current fiscal year is closed out. Since we need someone who is responsive to our needs, one of the recommendations is: Anick & Associates. Their costs are similar to what we have been paying. It is preferred that this group will meet every month for the next 3 months – September, October, and November 2015 from 1:00-3:00 PM. Future items for discussion: Board restructure, governance structure. These matters will be discussed further next month; and all changes will be done prior to the November 17 th annual meeting Historical Overview of HERC and Current ByLaws/Structure Dr. Liu explained that Region 7 is not the largest as to geography; but as to the number of people we are at 2.2 million residents. Region 7 was organized in 2002 as the HRSA Region 7 for the purpose of administering federal hospital preparedness grant monies. Members included those from hospital systems and emergency management. Thereafter additions included the Wisconsin Hospital Association and Public and Private Health. Region 7 became a 501c3 in August of 2003, using the Bioterrorism name. Articles and By-Laws were then drawn up. Additional members included: Community Health Centers, volunteer committee organizations, and long-term care facilities. In 2014 the name was changed to HERC which is more reflective of what we do. - - - HERC COMMITTEE PARTNER Thereafter, Dr. Liu reviewed the mission and vision statement. A brief overview of the By-laws was discussed: members are invited by the Board, with the expertise of all to be provided. A quorum of 51% is required for voting at meetings. For off-line votes a 2/3 majority is required. Thereafter, the Board structure was discussed, and Dr. Liu reviewed the membership list. The Executive Committee is selected by the board, and they can act for the Coalition when the board is not available. A quorum is the simple majority for meetings. A quorum for non-meeting votes requires all members. SERTAC, Emergency Management, and Public Health are represented on the Executive Committee. The member-at-large is the Medical Advisor. Officers must be members of the Board. The weekly workloads are as follows: 5 hours/wk. for the Chairperson; Vice-Chair is 3-5 hours/wk.; the Secretary is involved with notices of meetings, etc., for 4-5 hours/wk. Treasurer ensures accurate accounting and spends 4-6 hours/wk. HERC Coordinator has a direct contract with the state for this year and is 40 hours/wk. The Medical Advisor also has a direct contract with the state. Robert’s Rules of Orders will be followed - Further discussions will take place next month. 2 organizational structures will be presented. Send your ideas to a committee member. Region 7 Exercise Design: September 22nd is the date of the next Exercise Design Committee meeting from 9:00 AM to noon. That date is the same day as the monthly HERC Region 7 BOD Meeting – check for rooms. - BAT 15 Report: Communications was a huge issue. The Notification went out late; and there were on-line algorithm problems. Point of dispensing areas also incurred problems; mapping changes are needed. The PODS did not have detailed maps for entrances to facilities. Region 7 continues to lead as a model for others to emulate. - We are also working on a Joint Information System, and getting input from Public Health. Check for meeting rooms on 9/22/2015 Public Health update: Wauwatosa PH has a local accreditation visit scheduled for the end of September. Develop workgroup to - REPORTS - - Patty Ruth asked about deliverables that are tied closely to the Healthcare Coalition. Local plans will be reviewed for gaps. Make sure the information gets on future agendas. Wi-Trac training, and hazard vulnerability information will be used. Suggestion to develop a workgroup for this. Agenda items – add this to the October meeting agenda: i.e., plans identified as best practice, etc. Ebola funding is being received – On the ASPR side, break it down to be more manageable. The Ebola exercise must be done! The tabletop must be done prior to next June 30, 2016. Drills to be set up for a future functional exercise. Information to be distributed to all. The National level has identified Ebola facilities. The University of Minnesota hospital is one; but it is not yet ready. The model is still being worked on. WALDAB – Betty presented a high level crosswalk between objectives for the CDC ASPR to the Group. Further info is needed about this for the Regional Medical Coordinating Center. Much of this is still being created, as well as determining how it will function. Joe Cordova said different disciplines would be called; and this would only come into play if it’s the big one or another coalition is calling you. All were reminded there is much helpful information on the PCA portal. DHS Update: DHS will be the grantee for the grant. Steve Fronk, as Director of the City of Milwaukee Homeland Security, is looking into this. A Steering Committee will be developed to explore the matter further. Emergency Management: An exercise will take place this weekend which will include the Joplin tornado footprint over the city of Waukesha. BAT 16 is set for June 5th of next year 2016. 10 counties will be involved. All county Emergency Management offices do many exercises. Ben reminded everyone to speak with their county’s Emergency Management managers about this. - Southeast Regional Emergency Management: An Emergency Preparedness app entitled “Ready Badger” will be released in spring. - Southeast EMS is also working on recovery support functions. WICAMS: This includes the City of Milwaukee. The State is also working on this, and it will fit into the long term recovery piece. 4 counties in Southeast Wisconsin already have the equipment. Ben will send the information to everyone. WICAMS stands for Wisconsin Credentialing Asset Management System. Each facility will have their own coordinator. Leveraging funds from grants is important to show inter-agency cooperation. Determine what is there as a process. The system interacts with WEAVR, and the cost is shared with WEM.
