Project Update
The Ministry purchased the Seventh and Eighth Edition Electronic Code Lists (ECLs), and forward/backward
mapping tables back in January 2013. The Classification and Terminology Team have completed analysis of all
the codes between Sixth, Seventh and Eighth Editions, and have developed the Sixth to Eighth Edition code
table with edits and forward/backward mapping tables.
In addition to the above analysis and development work a summary document outlining the code and code
description differences between Sixth and Eighth Edition to inform the New Zealand clinical coding sector has
been created. See attached pdf document.
We are now undertaking a review of the Australian Coding Standards and will identify the differences and
impacts between Sixth and Eighth Edition.
The Ministry previously had discussions with the National Casemix and Classification Centre (NCCC) with
regards to providing pre-training, education materials and Eighth Edition products for New Zealand. The Ministry
had secured an agreement for NCCC to deliver the pre-training and education materials, however due to the
recent announcement (see next page) the NCCC informed the Ministry they were no longer in a position to fulfil
the agreement. The Ministry will now assess what other options are available for delivering Eighth Edition
training and education materials.

Classification Providers
As you may be aware recently there was an announcement informing the sector that NCCC will no longer be
involved in the development of the ICD-10-AM/ACHI/ACS and AR-DRG classifications. The providers of the
next version of these classifications are the National Centre for Classification in Health (NCCH), University of
Sydney in collaboration with the University of Western Sydney (UWS) and KPMG. Click here to view the full

ICD-10-AM/ACHI/ACS Eighth Edition Products
Eighth Edition products are available for purchase, these are:

Hard copy manuals – ICD-10-AM/ACHI/ACS coding manuals and AR-DRG Definitions Manuals can be
purchased from the National Casemix and Classification Centre (NCCC) up until 30 January 2014.
International order form attached.

CodeXpert – is an electronic version of the ICD-10-AM/ACHI/ACS classification developed by NCCC
and now owned by Pavilion Health. Information about CodeXpert can be found on the NCCC website
click here. The CodeXpert application contains built in Australian code edits however NCCC updated
the application so New Zealand can disable the edit function. If you wish to purchase CodeXpert contact

TurboCoder – is an electronic version of the ICD-10-AM/ACHI/ACS classification developed by
Eurofield Information Solutions (EIS). For further information about this product or to make a purchase

End of Financial Year Reporting
This is a reminder of the close-off dates for sending NMDS data to the National Collections for the 2012/13
financial year.
The latest dates for data to be loaded into the national collections and for those records to be included in the end
of financial year analysis and payment processes are:

Inter District Flows – (NMDS data) is due on Friday 26 July 2013
Extracts will be provided to the Ministry’s Funding and Planning team from the warehouses on Monday
29 July 2013 for their analysis.

Electively funded events are required to be reported to NMDS on or before Friday 9 August 2013.
An extract will be provided to the Ministry’s Electives team for their analysis on Monday 12 August 2013.

Data can be sent to the National Collections at any time after these dates but it will not be included in the year
end processes. If you are unable to have your data loaded within these timeframes please contact Data

National Collections Annual Maintenance Project (NCAMP) 2013
This is a reminder of the NCAMP 2013 changes that impact on National Minimum Dataset (NMDS) reporting
which are effective for event records with an event end date on or after 1 July 2013. These changes are:

Event type ID (intended day case) has been retired

NMDS validation rule for condition onset flag on principal diagnosis has been retired

Two health specialty codes to identify intestinal failure specialist service (S11) and paediatric
metabolic service (M24) have been reactivated

New health purchaser code (33) to identify Ministry funded screening event records has been
created

Implementation of AR-DRG v6.0x and WIESNZ13.

New Zealand Casemix Framework for Publicly Funded Hospitals 2013/14 – WIESNZ13
The casemix framework document (WIESNZ13) has been updated (v1.3 June 2013) and is available for
download from the Ministry’s Health Statistics website, click here
As per NCAMP 2013 and the 2013/14 casemix framework New Zealand is implementing the Australian Refined
Diagnosis Related Groups (AR-DRG) Version 6.0x, which is a modification of AR-DRG v6.0. As AR-DRG v6.0x
is only a modification the Independent Hospital Pricing Authority (IHPA) has released an Addendum to the ARDRG v6.0 Definitions Manual. The Addendum can be downloaded on the following link from the IHPA website

Indicators of DHB Performance Ownership (OS) 10 – Improving the Quality of Data Provided to
the National Collection Systems (NCS)
OS10 Measure 3 ‘Standard versus edited diagnosis code descriptors in the NMDS’
As previously mentioned there was an opportunity to revise this measure for 2013/14. Therefore based on
feedback received from DHBs and members of the New Zealand Coding Authority (NZCA) a revised measure
was proposed and approved through the 2013/14 DHB Planning Package process.
Provided below is the revised measure. Please note that this revised measure will now count all edited code
descriptors within the specified code ranges.
Measure 3: Standard versus edited diagnosis code descriptors in the National Minimum Data Set (NMDS)
Numerator:
Number of edited text descriptors for specific diagnosis codes (M00 to M99, S00 to T98, U50 to Y98 (excluding
U73.9, Y92.9, X59)) per DHB
Denominator:
Total number of specific diagnosis codes (M00 to M99, S00 to T98, U50 to Y98 (excluding U73.9, Y92.9, X59))
per DHB
Standard versus Edited Descriptors:
This measure refers to the distinction between the use of standard text descriptors (as per ICD-10-AM and 3MTM
CodefinderTM) and edited text descriptors for specific diagnosis codes in the NMDS. Standard diagnosis code
descriptors limit the usefulness of data, as they lack detail and specificity. DHBs are, therefore, encouraged to
edit diagnosis code descriptors by adding detailed text extracted from the clinical record to improve the clarity
and context of the information. This measure focuses on musculoskeletal diagnoses, injuries, poisonings and
certain other consequences of external cause and external causes eg, codes in the ranges M00 to M99, S00 to
T98 and U50 to Y98 (excluding U73.9, Y92.9, X59).

Outstanding
Achieved

Greater than or equal to 90%
Greater than or equal to 75% and less than 90%
Greater than or equal to 60% and less than 75%

As all edited code descriptors for the specific code ranges will be counted the percentage ratings were
increased. Regular monitoring and feedback on the quality of the edited text descriptors will be provided to all
DHBs.

Performance Indicators for Coding Quality (PICQ)
The end of financial year Performance Indicators for Coding Quality (PICQ) reports will be brought forward one
week due to the NMDS close off dates. This means that a NMDS data extract will be performed on Monday 15
July with an aim to get the PICQ reports out later that week.
For the 2013/14 financial year the Ministry will continue to use the PICQ 2008 product and distribute quarterly
reports. The structure of the reports will remain the same, however for the DHB by DHB Benchmark reports
DHBs will be listed.
We are currently investigating the options available for a ‘PICQ replacement’ tool as PICQ 2008 will not be a
valid tool when we upgrade to Eighth Edition. We will keep you informed of the progress and consult as
necessary.
New Zealand Formulary (NZF)
The New Zealand Formulary provides up to date clinical information about the use of medicines in one place,
alongside PHARMAC and Medsafe data.
The NZF is built on the New Zealand Universal List of Medicines (NZULM) and coded using standardised
medicines terminology. Over time it will be integrated into clinical health IT systems including prescribing and
dispensing systems across primary and secondary care.
Information it provides includes:

monograph information on medicines such as indications, dosages, side effects and warnings

concise disease management advice relating to pharmaceutical options

PHARMAC subsidy information

medicines classification information

medicines use in special cases such as renal and hepatic impairment, pregnancy, lactation and sport

drug interactions via Stockley’s interaction alerts.
This website is a very good resource for clinical coders when searching for information on specific medicines.

Injury Information
Attached is a poster titled ‘Injury Information Matters’. This poster was developed by Statistics New Zealand.
The purpose of the poster is to capture and describe the injury information sector. It shows all the people
involved who work for a range of organisations, each playing an important part in ensuring that the information
collected about injuries is of high quality and tells the stories we need to understand to prevent injuries. The
poster was developed in conjunction with the wording below.
Injury Information Matters
When a person is injured, information is collected to help the injured person receive the care they need.
This information can also be used to prevent injuries. Once the confidential facts such as names and
addresses are removed, the information is combined and analysed by government agencies, researchers,
and communities. It tells the story about how, why, when, and where injuries tend to occur.
To make New Zealand a safer place to live, work, and play, this information needs to be shared.
Government agencies such as the Accident Compensation Corporation, the Ministries of Business
Innovation and Employment, Health, Social Development, Transport, and the New Zealand Transport
Agency use this information to develop injury prevention policies, programmes, and legislation.
Communities across New Zealand also use the information to plan their injury prevention activities.
By sharing information and working together we can help to prevent injuries.
The New Zealand Injury Prevention Strategy vision is
“A safe New Zealand, becoming injury free”.
Statistics NZ is the Injury Information Manager and
strives to improve the quality of information on injuries.
