DevCo Online Application Registration Quick Guide

I. Registering Affiliated Organizations

Step One: Fill out the DevCo Online Application Registration Form

The first step in the process is to register all members of your development team in the DevCo system, so that they may be associated with the Developer of your project(s).

The registration form will be used by OHFA staff to register all organizations so they can be included in your application. Complete one form for each of the following organizations that are part of your development team

(only one form is needed for an organization that fills multiple roles or will be involved in more than one application submission):

Owner (Limited Partnership or LLC)

General Partner (all general partner entities must register)

Developer

Co-Developer (if applicable)

Development Consultant

HDAP Recipient (if applicable)

General Contractor

Management Company

Attorney

Accountant

Architect

Capital Needs Assessment Firm

Environmental Review Consultant

Federal Syndicator

Historic Federal Syndicator (if seeking Historic Rehabilitation Tax Credit)

Historic State Syndicator (if seeking Ohio Historic Preservation Tax Credit)

Bond Counsel (if applicable)

Bond Enhancer (if applicable)

Bond Underwriter (if applicable)

Bond Issuer (if applicable)

Complete the following information on each form:

Organization Name

Address 1: Provide the street address in this field.

Address 2: Complete if necessary for a P.O. Box, suite number, etc.

City

County

State

Zip Code

Primary Phone

Primary Fax

Federal Tax Identification Number (FTIN)

Parent Organization: Enter the parent organization for each General Partner entity and for other organizations as necessary.

Organization Type: Select For Profit, Non-Profit or Government.

Organization Role(s): Check all roles that apply to this particular organization.

You must also enter at least one contact person for each organization. Multiple contacts may be entered if necessary. Complete the following information for each contact person:

Primary Contact: Check the box if this is the primary contact person for the organization.

Contact Role: Select the contact person’s role with this particular organization.

A list of organization and contact roles with their definitions is enclosed for your reference.

Please return all completed forms to the DevCo Online Application Mailbox at

DevCoApplication@ohiohome.org

no later than December 19, 2014. We will then enter all information and confirm that you are ready to enter your online application.

The attached information will be entered into DevCo by the assigned OHFA analyst. Once entered, you will receive an Organization Code back for each Organization you listed.

The Code will be needed to link each Organization to your application

This information is very important and needed for a completed application

Once you receive the organization codes; you can proceed to Section III- Affiliating

Organizations

II. Setting up an account within DevCo

If you already have an account, log in and skip to Section III- Affiliating Organizations

If you don’t have an account, proceed below:

Step 1: Enter DevCo Online Management System https://devco.ohiohome.org/AuthorityOnline/Default.aspx

Notice: the various Browsers that support the Online System o Chrome does not support DevCo

Select: New User? Register here

Step 2: If you know your Organization Code (a code that is generated in DevCo)

Enter the Code and Select: Load

Organization information will auto populate from DevCo.

If you Do Not have the Organization Code o Check the box: “ My organization is not registered ” o Manually add the Organization information below it

**Passwords must be at least 7 characters and contain one number

Manually Complete

(If no Org. Code)

Step 3: Fill in the Profile Information

Name

Email- your username defaults to your email address. You can change this to whatever you prefer.

Password

Step 4: Select the appropriate Access Types for Adding an Application:

A check mark will appear in the box next to the access you are selecting.

Online Application Access for Developers Onlyallows application information to be entered online.

Manage your Organizations Information and Users – allows management of organization information such as contact information, users, partnerships and affiliated organizations.

The following access types do not affect the application, but are part of the choices:

Annual Owner Certification and 8609 Access for Rental Housing - this will allow you to manage information about projects/ developments you are affiliated with; for example, the completion of

Annual Certifications and Tenant Income Certifications.

Claim Management Access- allows Awardee to submit claims online for payment. Currently not

 supported in DevCo Online.

Manage Organization MOUs- this category is not supported in DevCo Online.

Step 5: Select Next

Step 6: Complete the Manage your Organization Information Screen

(Appears after clicking on Manage your Organization Information )

Use dropdown to pick Organization Role: Applicant

Select: Applicant

Select: Add

Step 7: Enter ALL roles your organization will have on the applying project

Repeat Step 6 for each Role

Every organization that is applying for tax credits needs to have an Applicant Role.

Every organization needs to have an Owner Role.

Everyone that registers for an organization-access needs to have a role within the organization.

Step 8: Select: Next

Step 9: Select: Submit

A message will appear stating you may have to wait 3 business days for approval.

An email will be sent to the same email account you log in with, denying or approving your request for access.

Note: all of the organization roles are shown on the Registration Summary

The following appears once you have pressed submit:

Step 10: Check your email for access information

The online system will send an email similar to the examples below whenever access is approved or denied:

 Granting access to your Organization as an Administrator

Step 11: Log into DevCo Online

Step 12: Read and select “ I agree ” or the process will not move past this screen

A message will appear once you login.

If you click on “I Disagree” it will take you to the log-in screen shown above.

After Selecting: I agree ; the Programs Screen will appear similar to the screen below

III. Affiliating Organizations

This is a very important part of the application.

Important: Every Organization you affiliate in this step will appear as options to choose in the application

The Projects you affiliate in this screen will be the same projects that will appear: o Partnerships

Step 2: Select Affliated Organization from the left hand panel

Step 3: From the list of Organziation Codes provided by OHFA enter one at a time under Organization Lookup

Step 4: Select: Find

Step 5: Select: Add

The organization will appear in the list once you choose Add .

All of the contacts affiliated with that organization will show as well.

Important: The option to remove the organization appears once you add it.

Step 6: Repeat for each Organization Code you recieved

Step 7: Make sure all of the organizations needed appear under the Affiliated Organization Header

IV. Adding Partnerships

Step 1: Select My Profile

Step 2: Select Partnerships

The following screen will appear:

New Organization is to add any organizations you were not able to affiliate.

The Affiliated Organizations dropdown is all of the organizations you have affiliated plus any that you added.

Step 3: Create your partnerships

From the Drop Down choose the affiliated organization.

Choose the Partnership role: Limited

Partner, General Partner, or General

Partner Principal.

Add in the Percent of ownership

Select: Add New Partnership

The partnership appears under Partnerships

These will now appear in the Owner Information Screen of the Online Application.

Organization that provides legal services related to the issuance of bonds to finance a project.

Organization that provides credit enhancement for the issuance of bonds to finance a project.

Government body that issues bonds to finance a project.

Organization that purchases an entire issue of bonds, then sells the bonds to investors.

Organization that provides capital needs assessment reports about existing buildings.

Secondary Organization that acts as the developer of a project.

Organization responsible for all facets of real estate development.

Organization that provides expert advice on development of a project.

Organization that provides consulting services to ensure compliance with environmental regulations.

Syndicator of federal Historic Tax Credits. Role on application only.

Syndicator of federal Housing Tax Credits. Role on application only.

Organization responsible for day-to-day oversight of the construction site.

Organization that is a managing partner of a Limited Partnership (LP).

Organization that provides property management services.

Entity that owns a project, typically a Limited Partnership (LP) or Limited Liability Company (LLC).

Organization that is awarded HDAP funding for a Project.

Syndicator of state Historic Tax Credits. Role on application only.

Syndicator of state Housing Tax Credits. Role on application only.

Organization that acts on behalf of the investors in a Housing Tax Credit or Historic Tax Credit project.

CONTACT ROLES

Definition

Person who provides accounting and auditing services

Person who has full permissions and acts on behalf of a project in the online DevCo system.

Person who enters the Online Application in DevCo

Person that provides architectural services.

Person who monitors and maintains the value of a property.

Person that provides legal services.

Person that provides legal services related to the issuance of bonds to finance a project.

Official who performs administrative duties for the council of a city or village. Role on application only.

Official who performs administrative duties for a board of county commissioners. Role on application only.

Official who performs administrative duties for a board of township trustees. Role on application only.

Person that acts on behalf of the secondary developer of a project.

Person responsible for all facets of real estate development.

Person that provides expert advice on development of a project.

Primary contractor responsible for day-to-day oversight of the construction site.

Person who acts on behalf of a General Partner entity.

Person who acts on behalf of a Developer or General Partner.

Person responsible for originating mortgage loans for a lending institution.

Additional contact(s) at the management company. This may include any Regional Managers, Compliance Directors and any other management staff except the Primary and On Site Manager.

Highest-ranking officer in the municipal government of a city or village. Role on application only.

Person responsible for the daily management of a project. Their name merges to the online Property Details Screen.

Additional contact(s) who represent the entity that owns a project, typically a Limited Partnership (LP) or Limited Liability Company (LLC).

Primary contact at the management company to recive all Compliance inquiries and correspondence. Their name and address merges into letters, online Annual Certification, online Propery Details Page within DevCo.

CEO, President, Senior officer or key decision maker of the Organization

Primary contact for the owner to receive all Compliance inquiries and correspondence. Their name and address merges into the letters, online Annual Certification, online Propery Details Page within DevCo.

Person who executes documents on behalf of an Owner, Developer or General Partner.

Elected official who represents a district in the Ohio House of Representatives. Role on application only.

Elected official who represents a district in the Ohio Senate. Role on application only.

Person that acts on behalf of the investors in a Housing Tax Credit or Historic Tax Credit project.
