15.12.15 (JE 15.12.15) ROLE & RESPONSIBILITY STATEMENT JOB TITLE: SAFETY RESPONSIBILITY: DEPARTMENT: LOCATION: RESPONSIBLE TO: PURPOSE: DIMENSIONS: REMUNERATION: Safety and Compliance Advisor Non safety critical Finance and Compliance Metro Depot Gosforth Head of Safety and Compliance To lead in the management of occupational health and safety for the organisation and provide advice and support to Metro managers and employees in health and safety matters Employees: 0 Budgetary Responsibility: n/a Financial Responsibility: n/a APT&C 4 ROLE: 1 Maintain health and safety procedures to defined measures to meet legislative compliance throughout Metro activities 2 Provide advice and assistance to management and employees on all aspects of operational and occupational health and safety 3 Support managers in their efforts to meet legal compliance and implementation of industry best practice 4 Manage systems to enable managers to ensure the safe operation of the railway. 5 Support the Safety and Compliance Team by managing data inputs and outputs. RESPONSIBILITIES: The following list is typical of the duties which the post holder will be required to perform. It is not necessarily exhaustive and other duties of a similar level may be required from time to time. 1 Support with other departments to reduce the risk of accidents to members of the public whilst on trains and at stations 2 Carry out health, safety and environmental audits across the business, produce reports with recommendations to address any non conformances 3 Carry out inspections of Metro managed premises, produce reports with recommendations to address any identified issues 4 Carry out investigations into accidents and incidents to identify causes and make recommendations to prevent reoccurrence 5 Regularly review occupational health legislation and related external documentation to identify changes in legislative requirements. 6 Report to the ORR and RAIB following reportable incidents on the Metro system. Provide a point of contact for ORR and RAIB. 7 Support departments and provide advice in carrying out risk assessments. Conduct specialist health and safety and environmental risk assessments. Page 1 of 3 15.12.15 (JE 15.12.15) 8 Review risk assessments completed by departments to ensure that they fulfil required criteria 9 Maintain reporting systems to provide accurate and timely information on safety and environmental performance. 10 Compile safety and environment performance reports for the business. 11 Carry out fire risk assessments and inspections for all sub surface Metro stations and other occupied premises to ensure compliance with fire safety legislation. 12 Co-ordinate a system to track completion of actions from investigations, audits and inspections. 13 Regularly check the logging of safety and environmental inspections and audits in and associated actions in Compass. Regularly check the quality and accuracy of data input within Compass. 14 Assist and support the Safety and Compliance Team in daily operational tasks. 15 Liaise with the Fire and Rescue Service in respect of regulatory compliance on fire safety matters for Stations and other Metro managed premises STATUTORY DUTIES: 1 Responsible for the co-ordination of the safety management system for the organisation and advising managers within each department on their role within that system. 2 Responsible for ensuring that the systems used to ensure compliance with legislative requirements for the organisation are effective and that managers understand their role and requirements in meeting compliance with existing, changing and new legislation. PERSON SPECIFICATION: Essential 1 NEBOSH National General Certificate in Occupational Safety and Health, or equivalent. 2 Applied knowledge of UK health, safety and environmental legislation. 3 Experience of the key aspects of risk management and be able to demonstrate their application. 4 Well developed IT skills to include Microsoft Office, specifically Excel. 5 Practical experience of completing specialist Risk Assessments; such as Fire, COSHH, DSE, Maternity and Manual Handling. 6 Demonstrate initiative and work unsupervised. 7 Excellent written, oral and communication skills. 8 Demonstrate delivery of projects to deadline and scope. 9 Demonstrate the ability to prioritise personal workload. 10 Demonstrate attention to detail. Page 2 of 3 15.12.15 (JE 15.12.15) Desirable 1 NEBOSH National Diploma in Occupational Health and Safety, or equivalent. 2 NEBOSH Certificate in Fire Safety and Risk Management, or equivalent 3 IEMA Foundation Certificate in Environmental Management, or equivalent 4 Audit qualification 5 Practical experience of completing audits. 6 Practical experience of completing investigations. 7 Experience of working within Rail, or another high-risk or heavily regulated industry. SPECIFIC SAFETY QUALIFICATIONS 1 NEBOSH Certificate in Occupational Safety and Health. 2 Personal Track Safety (to be provided). 3 Knowledge of Metro Rules and Regulations (to be provided). 4 Working knowledge of safety management systems.
