Republic of Rwanda Ministry of Finance and Economic Planning P.O Box 158 Kigali, Rwanda ---------------------------------------------------------------------------------------------REQUEST FOR EXPRESSIONS OF INTEREST Recruitment of tuition provider for professional courses for government accountants and Internal Auditors Reference N°: 14/C/PFM-BF/MINECOFIN/2014 Introduction In recent years, the Government of Rwanda has made progress in rebuilding its public financial management (PFM) system, which like so much of the country was largely destroyed during the 1994 Genocide. However, many remains to be achieved to enable Rwanda have a fully coherent, modern and effective PFM system. In particular, public accounting and internal audit have been identified as one of the priority areas for action. One of the important actions to strengthen these areas is related to capacity building particularly enabling government accountants and internal auditors acquire internationally recognized accounting certification. The Government of Rwanda [GoR] has decided to facilitate government accountants and internal auditors so that they obtain certification of the profession programs (such as Association of Chartered Certified Accountants –ACCA, Certified Public Accountants-CPA®, Chartered Internal Auditors-CIA) in the medium term and in the short term such International Public Sector Accounting Standards Diploma-IPSAS and International Financial Reporting Standards (IFRS) certificate. The GoR is now desirous to enroll and put into professional trainings a total of 300 government accountants and internal auditors and accordingly seeks to recruit a Reputable National or international Training Institution which will guarantee high pass rates at each examination sitting during 2015 with a possible contract extension upon satisfaction and approval of the client. The Ministry of finance and Economic Planning through the PFM basket fund is seeking a tuition provider for Professional courses to provide ACCA/CPA®/CIA/IPSAS and IFRS trainings to the government accountants and internal auditors. Scope of work To fulfill the primary objectives of this assignment the successful training provider will perform the following activities: a) Provide the highest levels of tuition, tests, remedial classes, etc as appropriate to Government Trainees on dates, times, frequency as will be agreed with MINECOFIN; b) Provide adequate and latest training materials to the government Trainees. This include Text books and revision kits, Pass cards , Interactive Pass cards , Success CD, course notes, pocket notes, Tutor-marked mock exam and solution, study guide to help students plan and organize their studies. Website: http://www.minecofin.gov.rw c) Provide adequate training support to all Government Trainees on time as deemed necessary; d) Provide on a timely basis [monthly and Quarterly] monitoring reports to MINECOFIN; e) Provide free study room for private study during opening hours. In order for the training provider to provide adequate training and prepare Government Trainees adequately for the ACCA/CIA/CPA/CIA/IPSAS& IFRS examinations, the training provider undertakes to provide the following:a) adequate, competent and high quality with international exposure and performing teaching staff, preferable those with ACCA and CIA background, with reasonable teaching experience; CVs and evidence of qualifications of the teaching staff on the program will be submitted to MINECOFIN for prior review; b) adequate teacher/student ratio so that Government Trainees are not disadvantaged; c) regular tests and exercises to the Trainees and submit summary results and progress reports on a monthly basis to MINECOFIN; d) regular attendance reports to MINECOFIN, and highlighting those trainees failing to attend at least 75 % of the classes at the end of each month; e) replacement of all non-performing or any disqualified staff with those with the desired qualifications and experience promptly without loss of time but subject to prior approval of MINECOFIN; and f) Access of the Professional Training Coordinator and any other MINECOFIN officer to assess the quality of training delivery, for example by attending some of the classes from time to time. Qualifications of the Tuition provider Tuition provider is required to conduct the training using qualified and seasoned facilitators. The training shall be conducted through best practice in order to prepare Trainees adequately for the ACCA/CPA® /CIA, IPSAS &IFRS examinations. For purposes of clarity, the tuition provider should have the following attributes to be considered as a competent Training Service provider to professional trainees for the GoR:a) The Training Institution with at least an ACCA GOLD LEVEL b) Having an ACCA Platinum Status will be an added advantage. c) If the Training provider decides to be in partnership with another, the partner should be a training institution (TI) with an ACCA Platinum Status and the TI having the ACCA platinum level should be the one leading the partnership and providing the teaching staff. d) The quantity and quality (experienced and dedicated staff) of teaching staff – the TI should avail: For ACCA/IPSAS/IFRS: At least 4 full-time and experienced lecturers/teaching staff covering major subjects of ACCA certification (Accounting and Financial reporting, Taxation, Audit and Assurance and, Corporate and Strategic Financial Management). Teaching staff should be those with ACCA background and having at least 5 years of teaching experience on ACCA programs; For CPA®: At least 4 Tutors covering major subjects of CPA® certification (Accounting and Financial reporting, Taxation, Audit and Assurance and, Corporate and Strategic Financial Management) with at least 3 years training experience in CPA program. For CIA: At least 2 experienced Tutors covering major subjects of CIA certification (Part I, II and III). Teaching staff should be those with CIA background and have at least 5 years of teaching experience on CIA program. Website: http://www.minecofin.gov.rw e) The Tuition provider should provide a Training Coordinator with 4 years of experience in coordinating professional programs f) availability of teaching staff and regularity of classes; g) ability to provide block release or revision classes in time for the examinations; h) ability to procure and deliver the professional courses study materials and revision manuals on time; i) ability to provide reasonable and adequate class room space for training; j) Financial ability to provide the study materials in advance of receiving payments from Government. k) Have an office in Kigali or ready to establish an office in Kigali, with key administrative and teaching staff and preferably in a reasonable location with easy access to the students and having car parking facilities. l) Having a proof that ACCA or IIA Global has stringently reviewed its performance at least once The Ministry of Finance and Economic Planning now invites eligible providers to express their interest in providing the services.
