4. GENERAL REQUIREMENTS
4.1 Identification markings. Figure 1 shows an example of the content and
approximate placement of the identification markings on unit packs and
intermediate and exterior containers. Unless specifically exempted in the
contract or solicitation, or this standard, these markings shall be applied to
all DoD and contractor- or vendor-originated shipments. Marking materials,
methods and size of markings should comply with 5.1. The exact placement
of identification and bar code markings on specific containers may vary in
configuration and format from those shown in the figures. Ammunition and
explosives shall be marked as specified in 5.6 of this standard or as
specified by the contract or solicitation. Hazardous items shall be marked
with identification markings as specified herein and in 5.5. Bar code
markings are required as specified in 4.4.

CONTRACT CLAUSE:
In addition to requirements in MIL-STD-129P, all Labeling and Marking shall have a Method of
Preservation of Commercial Pack applied to the MIL-STD-129 identification labels on all shipping
containers, including the unit and intermediate levels. The Method of Preservation (M) of Commercial
Pack (CP) shall be applied to all labels and marking as “MCP”.

Standard Practice for Commercial Packaging1
ASTM D3951–10 Standard Practice for Commercial Packaging is the requirements of
commercial preservation, packaging, packing (exterior container), unitization, and marking of
supplies and equipment. It provides for multiple handling and shipment by any mode and
storage for periods of a minimum of one year in enclosed facilities without damage to the
product. It also provides for package quantities suitable for redistribution without additional
repackaging or marking. Planned storage that exceeds one year requires more than minimum
requirements ASTM D3951 would not suitable for that

Is Best Commercial Packaging acceptable?
• The term “Commercial Packaging” or “Best Commercial Packaging” is not acceptable.
• Best commercial practice or industry commercial is a variable of elements defined differently
by different vendors and does not necessarily define a set standard or process.
• DLA only accepts commercial packaging iaw ASTM D3951, Standard Practice for Commercial
Packaging, is a known and measurable standard for packaging of materiel

WOOD PACKAGING MATERIAL (WPM)
WPM Certification Markings –
DoD Components shall apply appropriate certification markings as required
and defined herein. Certification markings must be readable and permanent.
The markings may be applied using a stamp or stencil with indelible ink or
burnt into the WPM with a branding iron. The only markings accepted are
the ISPM #15 Certification Mark or, under limited circumstances, the DoD
"Pest Free" Certification Mark.
The rule requires regulated WPM to be marked in a visible location,
preferably on at least two opposite sides, with a legible and permanent
mark that indicates that the article meets the requirements of the regulation.
An example of an acceptable WPM mark is:

What is iRAPT?
• Formerly known as Wide Area Workflow (WAWF), iRAPT
is a secure web based system for electronic invoicing,
receipt, and acceptance.
• iRAPT allows suppliers to submit and track invoices and
receipt/acceptance documents and allows government
personnel to process those invoices in a real-time,
paperless environment.
• All of Department of Defense requires use of iRAPT as
the only acceptable electronic system for submitting

Helpful Hints
• Download a copy of the DD Form 1155 from DIBBS for easy referral
to required information
– If Block 12 indicates Net 30 – Do the Invoice and Receiving Report Combo
– If Block 12 indicates Net 15/Fast Pay – Do the Invoice
• CLIN and Line Item are synonymous in iRAPT
• Enter quantity and unit price exactly as on the DD Form 1155.
– If quantity is 9,586.000 on the 1155, then enter that into your
quantity field
– If unit price is 2.68000, then enter that into your unit price field
– Unless a modification changing it has been accomplished
• Ship From is your entity’s CAGE Code
• Ship To is pre-loaded; if not, it is the Freight Address on the DD Form 1155
• If Block 12 is Net 30, you cannot elect FAST PAY at time of invoice

Helpful Hints
• A bit about your Shipment Numbers
– First 3 letters of your entity’s name, followed by the shipment number preceded
by 2-3 “0s”, and a “Z” in the final position if you have multiple shipments and
you’re shipping the final shipment.
• Example: Frisbee Inc is shipping all their material in one box. Frisbee Inc
will make his Shipment Number FRI0001Z.
• Example: Frisbee Inc has two separate shipments to make. Frisbee Inc will
make his Shipment Numbers FRI0001and FRI0002Z, respectively.
• A three-way match is required to make vendor payment: Contract,
Invoice, and Receiving Report
• Logout properly, otherwise you will be locked out of the application
and must call the iRAPT helpdesk to have them unlock you.
