The project was assisted by International Partners/Donors: OSCE presence in Albania, Technical Assistance funded by EU Statistics Norway Federal Ministry of Interior of Austria The investments 3 2008, for the At least million Euro from the State Budget were spend in reconstruction of the Civil Status Offices all over the country. 1 In addition, million Euro were invested in and reconstruction of the remaining CSOs. 2009 for NCR Backup System The Ministry of Interior built an online communication network of 355 Civil Status Offices with the National Civil Registry system (located in the premises of Ministry of Interior) National Civil Register - Online System The creation of the fully online, functional and operational System of the National Civil Status Register. The Albanian system of the Civil Registry is created on the bases of the Best European practices adopted according to our specifications and requirements. The system takes into account and guaranties functionalities which are in accordance with the European and Albanian legislation in Civil Status Service NCR is the only official source of the Albanian Citizens Civil Status Data The Identity Documents System is a very good example how the National Register can serve other systems as a unique and trusted source of the citizens identity data. Implementation of comprehensive Security System (Perimeter Wall, CCTV, Access Control,..) Building in a state of art production centre which has been designed specifically for the ID document production. During the Concession Period the Central Personalization Site was certified ISO 27000. Personalization Site - Production The Personalization process is fully optimized and secured: Production area physically segregated from other areas Interconnection within Production Rooms using Pass-Through Secured Access Control and CCTV Hydro/Thermo regulation New Services in 2010 Production capacity Increase for biometric from 3000 to 6000 passports/day The Opening of the Application Offices for Identity Documents nearby our Consular Offices in: Athens Thessaloniki Rome Milan The Issuing of Identity Documents(ID Card and Travelling Document) for Refugees an Asylum Seekers in Albania Fast Track Service in 15 Main Regions of Albania First ID Document Enrolment and Production January- February 2009 Over passing the Project Estimations/Goals On 5-Year Contract should be delivered: 3.2 million ID Cards 1.6 Million passports Only on the first year of Contract, were delivered More than 1.5 million ID Cards This was realized due to : Instant presence and distribution on the whole territory, represented by a network of 700 hundred offices Uniform function of each enrollment/distribution office, no matter of the place Working with long hours and with high intensity Which is the next step for Albania Where are we now?
