Since 1922, the AGC Oregon-Columbia Chapter has served as the voice of the
commercial construction industry. The association provides its members with a forum for
exchange of ideas and services designed to enhance the professionalism of the
construction industry, including workers' compensation and health insurance; legislative
and governmental representation; safety and loss control consulting; training and
apprenticeship programs; and education and pension programs. The chapter also
sponsors AGC University, which provides professional development training to the
commercial construction industry.

Representing the Commercial Construction Industry
With nearly 1,000 member companies, AGC is the only trade association
representing the full range of commercial construction from industrial to building,
from heavy highway to multi-family residential.

Delivering the Competitive Advantage
AGC offers a full array of services: innovative workers' compensation programs;
health insurance and pension plans; lobbying on the local, state and federal
levels; management training programs; safety training; labor relations; and
human resources consulting.

Building Our Future
AGC is working today to meet Oregon's future construction needs. Workforce
development is a targeted priority—efforts are currently underway to assure a
highly skilled, diverse workforce through support of apprenticeship and schoolto-work programs. AGC has also joined with other regional partners to provide
mentoring programs for emerging construction businesses with a special focus
on minority and women-owned companies.
AGC is an association hard at work in the community as your advocate; AGC supplies
you with staff expertise you cannot usually afford to hire yourself; AGC offers educational
programs which make your current workforce more productive and help you to grow a
workforce for the future; and AGC sponsors programs which will give you a competitive
advantage in the marketplace. You can't afford not to be a member!
Chapter Leadership
The chapter is led by a 69 member board of directors comprised of elected, appointed,
and designated members representing all segments of the chapter’s membership.
Chapter Membership
Our nearly 1,000 chapter members are general and specialty/subcontractors and
associated industry and professional associates located or doing work in Oregon and
Southwest Washington. Membership is made up of primarily small to mid-sized
contractors.

Collective Bargaining Council
This council is an important resource during negotiation of all labor agreements with the
five construction crafts with which AGC contracts—Carpenters, Cement Masons,
Laborers, Operating Engineers, and Teamsters. The council is also devoted to creating a
positive, businesslike partnership with not only the trade unions but also any other
entities involved with the construction industry that impact the signatory contractor
members of the AGC.

Construction Management Education Council (CMEC)
Events Taskforce
Networking is an important benefit of membership in AGC. The Events Taskforce meets
annually to review the full year’s schedule of chapter networking events. The taskforce
also ensures that all events serve a strategic purpose and guides general policy on event
resource allocation, scheduling, and structure of events. (The group is not responsible for
managing specific events.)
Five Craft Committee
The Five-Craft Committee is comprised of the negotiating chairs of each of the union
crafts negotiating teams. The crafts for which AGC has been assigned collective
bargaining rights are: the Carpenters, the Operators, the Laborers (Oregon and SW
Washington), the Cement Masons, and the Teamsters. This committee meets to review
information pertaining to labor negotiations, sets and implements negotiating strategies,
and coordinates and communicates with member companies who have assigned
bargaining rights to AGC.
Highway/Heavy/Utility Contractors Council
Legal Operating Committee
This committee is open to representatives from member law firms only. Committee
members meet as needed to respond to a broad variety of issues and to review requests
by AGC members for chapter involvement in legal action. Committee members may also
be asked to provide limited response to member questions regarding legal issues their
individual company is experiencing.

AGC’s successful workers’ compensation program with SAIF Corporation is a leading
vehicle for member recruitment and retention. This committee is open to participating
members of the AGC/SAIF Workers’ Comp Retro Program who are interested in helping
select appropriate plan factors for coming policy years, better understanding program
design and impact, monitoring plan performance, and helping to shape marketing and
communication strategies. The committee meets annually in the spring for negotiations,
and on an as-needed basis.

Originally known as the Higher Education Committee and updated to the Construction
Management Education Council in the 1990s, this council was initially charged with
helping develop post-secondary construction programs in the region. Today’s mission is
to encourage dynamic leadership and highly qualified management in the construction
industry. Members act in an advisory and support capacity to advance construction
management education at institutions of higher education throughout Oregon and SW
Washington.

Objectives






Review and analyze funding requests from AGC student chapters for ongoing
student chapter activities and technology grants, and provide those funding
recommendations to the Workforce and Professional Development Committee.
Advise college faculty and administrators to assure program quality and resource
balance among building and civil programs
Act as liaison between AGC and the Oregon State University Construction Education
Foundation (OSU-CEF), and other college programs.
Support AGC student chapters and their activities in regional colleges and
universities
Advise school administrators and provide support for industry related technological
systems upgrades
Facilitate the delivery of professional/management training to areas of greatest need
within Oregon and SW Washington
CMEC Grant Program
To meet its objectives, the Construction Management Education Council annually
reviews requests for grants to support construction management education within the
region. Grants are awarded to institutions of post-secondary (community colleges,
technological institutions, and universities) education offering programs in construction
Last Edited 3/15/16
management or engineering within Oregon and Southwest Washington. Grants generally
range from $500 to $2,500, depending on the proposals submitted.
The CMEC offers these grants in support of program administration with preference to
proposals that support AGC student chapter activities or program development. Program
development includes technological upgrades and improvements (e.g. computers,
software, digital or other industry related equipment, etc.). Emphasis should be on items
that will benefit students as opposed to faculty or administrators.
To assure the best use of limited dollars, it is necessary for interested organizations to
submit a formal proposal to the CMEC to determine if a project is within its grant making
interests. The CMEC reviews and recommends grant requests at its annual meeting
usually held in conjunction with the chapter’s annual business meeting.
For complete details, please refer to the grant application and grant guide.

The Small Business Growth Opportunity Council was first created as the Mentor-Protégé
Council to support of the Port of Portland’s Mentor-Protégé Program. In 1998 the council
name was changed to the Construction Industry Opportunity Council, and then changed
again to SB-GO! in 2008.
The Small Business Growth Opportunity Council assists in promoting and developing
minority, women, and small businesses. As SB-GO looks to the future, our goal is to
facilitate building bridges to opportunities for its members. SB-GO will focus on five key
action areas associated with small business: relationships, education, partnerships,
member recruitment/engagement, and advocacy.

The Associated General Contractors Oregon Columbia Chapter (AGC) Foundation is a
non-profit, charitable organization dedicated to carrying out charitable purposes related
to construction industry promotion, education, training, and relief efforts in Oregon and
southwest Washington. Grants awarded by the foundation support projects and activities
designed to enrich the construction industry by improving its workforce, families,
communities, and institutions.
The AGC Foundation accepts contributions from individuals and companies. And since
the foundation is a 501(c)(3) organization, contributions are tax deductible.
The foundation also provides a vehicle for AGC members to make targeted contributions
to both construction and non-construction related causes consistent with the 501(c)(3)
status of the organization
Types of Contributions

You may contribute cash in any amount to the foundation by making a check payable to

the AGC Foundation.
Gifts of Stock
One way to share your good fortune is by making a gift of appreciated stock. Your gift of
stocks can provide a financially attractive alternative to cash contributions due to
favorable income tax and capital gains tax treatment.
Estate Gifts
One of the simplest and most popular means of charitable giving is a specific bequest in
a will. Tax laws allow an unlimited estate tax charitable deduction for gifts to qualified
charitable organizations such as the AGC Foundation. With estate tax rates as high as
55% or more, it is important to review your estate plan to insure proper disposition of
your assets.
Other contributions also qualify.

Grants support construction projects and activities related to education, health, social
welfare, and a variety of other activities. The grants generally range in size from $500 to
$2,500. In reviewing requests, the foundation looks for proposals that have the promise
of a broad-scale or long-term impact on significant issues and with an emphasis on
construction related activities. Proposals may be submitted at any time under this
program.
Click here for a grant application.
Who is Eligible for Grants?
The foundation awards grants to qualified tax-exempt organizations in Oregon and SW
Washington (Wahkiakum, Cowlitz, Clark, Skamania, and Klickitat Counties, and that
portion of Pacific County south of a straight line made by extending the north boundary
line of Wahkiakum County west to Willapa Bay to the Pacific Ocean, and thence north
through the natural waterway to the Pacific Ocean, including the entire peninsula west of
Willapa Bay). Please note that applicants outside Oregon and southwest Washington are
not eligible to apply to the foundation's grant program.
Applicants normally have tax exemption under Section 501(c)(3) of the Internal Revenue
Code, and have been determined not to be a "private foundation" under Section 509(a)
of the code. The foundation also awards grants to applicants that have federal tax
exemption under other designations, such as public schools and government entities. In
a very few special situations, the foundation may award a grant to an organization
beyond Oregon and southwest Washington. Such decisions are entirely at the initiative
of the foundation, and there is no procedure by which an applicant can request an
exception.

Kinds of Projects Funded
The grants program supports a wide variety of projects in many fields of activity. There
are no limitations on the kinds of projects applicants may propose to the foundation,
except as described below.
Areas of interest include activities, which support:
 Construction education
 Civic matters related to construction
 Construction projects with public benefit
 Emergencies related to human suffering (e.g., re-construction)
 Construction projects for charitable organizations
 Economic development
 Protection of historical architecture
It is necessary for an organization to submit a formal proposal in order for the Foundation
to determine if a project is within its grant-making interests. Usually it is not possible for
foundation staff to meet with grant seekers until after a proposal has passed a first
screening. See the "How to Apply" section below for detailed instructions.
Click here for a grant application.
Projects That Are Not Eligible For Grants
The foundation generally will not favor proposals seeking funds for:
 Direct grants, scholarships, or loans to individuals
 Endowments
 General fund drives or annual appeals
 Indirect or overhead costs, except as specifically and essentially related to the
grant project
 Debt retirement or operational deficits
 Projects of sectarian or religious organizations whose principal benefit is for their
own members or adherents
 Direct replacement funding for activities or materials previously supported by
federal, state, or local public funds.
 The foundation will not accept any proposals seeking funds for propagandizing
or influencing elections or legislation.
 If the board has declined a proposal, it should not be resubmitted for at least 12
months. Prior to that, if substantial changes related to the proposed project
occur, then an applicant may submit a new proposal reflecting significant change
from the original declined proposal. Applicants are free to submit entirely
Last Edited 3/15/16

different proposals at any time.
The foundation will not entertain more than one proposal of any type from an
applicant at a time.
Click here for a grant application.
How Proposals Are Reviewed and Selected
There are two stages in the consideration of grant proposals, and the process may take
several months. The foundation staff first submits eligible and complete proposals to the
board for an initial screening. This usually occurs within three months after a complete
proposal is received. The foundation notifies applicants whether their requests have
been declined at this stage or approved for further study. Next, the foundation staff
investigates proposals that pass this initial stage of review, requesting updated or
additional information, a presentation to the foundation board and/or conducting site
visits. Such proposals are resubmitted to the board for final action. This investigation
stage normally takes two to three months. Applicants are notified of the final decision as
soon as possible. In some instances, the period of consideration may be longer because
of the time needed for investigation by staff or consultants, the nature of the proposal, or
the volume of pending proposals.
The foundation must be highly selective in making grants since there are far more
requests than can possibly be funded. Applicants should understand that a decision by
the foundation to decline funding does not necessarily mean that the foundation
disapproves of the proposed project or fails to appreciate its merits. Because the grantmaking policies of the foundation continue to evolve, grants made during previous stages
of development should not necessarily be taken as precedents for subsequent decisions.
Applicants to the foundation also should seek other sources of support, since the
foundation will be able to fund only a small percentage of the proposals it receives.
Moreover, the foundation will view favorably an applicant's efforts to obtain funding for a
project from more than one source.

AGC is dedicated to giving our commercial contractor members the tools they need to
make their businesses more competitive. Our association provides the most effective
and responsive programs and services available to meet the current and future needs of
the industry.
Membership Profile

Representing the Commercial Construction Industry
The Associated General Contractors Oregon-Columbia Chapter has served as
the voice and choice of the commercial construction industry in Oregon and
Southwest Washington since 1922. With nearly 1,000 member companies, AGC
is the only trade association representing the full range of commercial
construction from industrial to building, from heavy highway to multi-family
residential.

Delivering the Competitive Advantage
AGC offers a full array of services: innovative workers' compensation programs;
health insurance and pension plans; lobbying on the local, state and federal
levels; management training programs; safety training; labor relations; and
human resources consulting.
Bottom Line
AGC is an association hard at work in the community as your advocate; AGC supplies
you with staff expertise you cannot usually afford to hire yourself; AGC offers educational
programs which make your current workforce more productive and help you to grow a
workforce for the future; and AGC sponsors programs which will give you a competitive
advantage in the marketplace. You can't afford not to be a member!

Don’t just buy workers’ compensation insurance – invest in a safer worksite.
AGC, in partnership with SAIF Corporation http://www.saif.com/, offers an innovative
group workers' compensation program designed specifically for the construction industry.
We provide a winning combination of competitive rates, consistent performance, and
construction industry expertise.
AGC's workers’ comp program provides members the competitive edge. Up-front
discounts combined with a retrospective return based on group performance allow
participants to receive maximum savings. Since program inception in 1991, participating
AGC group members have received retro returns that average 25%, with over $300
million in total net cost savings.
AGC's workers' compensation program has shown consistent performance over the
years (see chart). A retro return has been earned in 19 of 20 years since the program
began. This stability indicates the AGC workers' comp program is working and effective
through proactive management. Historic group loss ratios are predictable and
consistently below industry averages.
Contractors have special needs when it comes to workers' compensation. That's why
AGC and SAIF Corporation have teamed up to provide services specifically targeted for
the construction industry. AGC's safety and loss control consultants are selected for their
experience in construction and related fields. For additional information about the AGC

loss control team, click here (include link).
SAIF claims and return-to-work teams are also hand selected for their constructionindustry experience. They are familiar with the intricacies involved in construction-related
claims and the unique challenges contractors face.
This program is designed for construction firms of all sizes who are AGC members, have
a demonstrated commitment to safety and loss control practices, and who meet the
established underwriting and eligibility standards.

Established in 1991, the Contract Administration Fund (CAF) was created to promote
and assist programs of industry education, training, negotiation, and administration of the
collective bargaining agreements. The charge of the CAF is to expand the market for the
building and construction industry; improve technical and business skills of employers;
stabilize and improve relations between the employers and labor unions; and promote,
support, and improve the employment opportunities for employers.
CAF Trustees:
Bob Okano, Andersen Construction Company, Inc.
Bob Schommer, AC Schommer & Sons, Inc.
Dave Alexander, Lakeside Industries
Jim McKune, Emerick Construction Company
Joe Correy, Goodfellow Bros., Inc.
Pat O'Brien, O'Brien Constructors, LLC
The CAF consists of a three cents ($0.03) per-hour contribution made by Union
Contractors signatory to the Five-Craft Agreements of AGC: Carpenters, Laborers (both
Oregon and Southwest Washington), Cement Masons, Operating Engineers, and
Teamsters.
In following the purpose for which the fund was established, throughout the years funds
have been granted to:
The Union Contractors of AGC Minority Scholarship Fund at Oregon State University for
students enrolled in the School of Engineering. Since 1995, a total of $280,000 has been
donated in support of this scholarship fund.

The Carpenters' Summer Internship Program was established to promote construction
as a career to Portland-area high school students.
Oregon Building Congress: In support of the OBC in its partnering with educators to
increase the quality and diversity of applicants into the building industry, the CAF
contributions have totaled $150,000. www.obcweb.com
ACE Academy: The CAF is a strong supporter of the charter high school, called the OBC
Academy for Architecture, Construction and Engineering (ACE). ACE is a shared-time
program for junior and senior students that is comprised of learners from the sponsoring
school districts, neighboring high schools, and home schools. www.acecharterschool.org
The charitable arm of the CAF has also donated thousands of dollars to construction
industry supported charitable programs and events, such as:
Toy and Joymakers – Coordinated by the Pacific Northwest District Council of
Carpenters, this campaign is for children in need throughout the state of Oregon.

Cheer A Child – This gift campaign sponsored by the International Union of Operating
Engineers/Local 701 is to benefit the children in group homes and residential treatment

Labor Relations (#1563797)
The AGC Oregon-Columbia Chapter is neither pro-union nor anti-union, and assists its
members regardless of their affiliation.
AGC provides assistance to all its contractors with labor issues, including contract
interpretation, advice on grievances and Boards of Adjustment, advice on contractual
obligations concerning discipline and discharge, wage and fringe benefit information,
prevailing wage laws, and the Davis Bacon Act.
Members who have signed agreements negotiated by the AGC on behalf of its signatory
contractors may participate in bargaining with AGC on a single employer with one or all
of the following unions:

Pacific Northwest Regional Council of the United Brotherhood of Carpenters and

Why should you consider becoming signatory through AGC?
 You gain the ability to participate in the collective bargaining
process/negotiations of the master labor agreements, thereby saving the time
and cost of negotiating individually. In addition, AGC surveys its signatory
contractors in preparation for the negotiation sessions to determine its
bargaining points. Your opinion matters.

AGC will automatically terminate your agreements with the various unions upon
contract expiration. Under compliance agreements, your agreement with the
union will never expire unless you remember to give timely notice or have
negotiated an expiration date in advance.

You will receive periodic updates of the wage/benefit schedules, special
notices/reminders of contract provisions and special agreements/letters of
understanding.
Additionally, open shop contractors experiencing union difficulties can call upon the
professional staff at the AGC to help. Any AGC member company may seek the AGC's
assistance when having problems with picketing, salting, or other union organizing
efforts.

The Northwest College of Construction (NWCC) is a privately funded, non-profit
educational facility whose mission is to promote life-long learning by delivering craft,
technical, supervisory, and management education to the construction industry. AGC is a
founding sponsor and major supporter of NWCC in their efforts recruit and train the next
generation of construction contractors. www.nwcoc.com
The Oregon-Columbia Chapter is proud to support four colleges and universities who
have local student chapters participating in AGC of America’s program.
Chapter support for these student programs comes in many forms—student activity
grants, technology grants, scholarships and monetary assistance to attend chapter
events, networking opportunities between contractors and students, speakers, speaker
nights, construction site visits, and more.
Membership in an AGC student chapter provides young professionals with an
opportunity to learn, observe, and develop their skills with current leaders in the industry.
AGC of America, in conjunction with local chapters, supports nearly 200 student chapters
nationwide. Student chapters exist at accredited two- and four-year schools offering
programs in construction management, construction tech, and construction-related
engineering. Schools must be accredited by ABET, Inc. or the American Council for
Construction Education (ACCE).
Students in these programs are the future of the construction industry, and AGC as well.
Many active members and leaders in our organization received their first exposure to the
AGC through these student chapter programs

Benefits to Becoming an Apprentice (Apprenticeship Photo)
Learn valuable skills while earning progressively increasing wages!
Construction jobs are family wage jobs with good benefits, and the industry pays wages
while the craft is being learned. Apprentices earn a percentage of journey level wages,
typically starting at about 50% of the journey worker wage. Journey level wages range
from $14–$22 (or more) per hour.
If you go into construction you have a career for life. Skills can be easily transferable to a
variety of careers within the industry, including craft workers, supervisors and project
managers, and industry support staff, as well as design and engineering personnel.
Career opportunities exist in both rural and urban areas, and construction skills are
employed throughout the United States and everywhere in the world.

In 2008 the Oregon-Columbia Chapter developed an electronic outreach and public
relations workforce image campaign designed to create positive messaging about
construction careers, combat the negative myths of construction, provide useful career
information packaged in a style to which young people can relate, create positive
messaging for the adult influencers of young people, and to include a job and resume
posting site for connecting AGC contractors with qualified potential employees.
At the center of the campaign is a website that sports a fresh, young attitude, a
demolition game, and practical information about getting started in a construction career,
all presented in a style designed to make young people feel good about choosing a
future in construction – www.GetConstructive.com.
The Oregon-Columbia Chapter launched its website in October of 2008, following
extensive research and outreach to gather input and support from a number of
construction industry groups engaged in workforce development (including other industry
associations, community colleges, unions, and the Northwest College of Construction).
In 2009, in response to a crumbling economy, the chapter redirected plans to organize
focus groups composed of teachers, coaches, parents, and other “influencers” of youth
and instead put emphasis on demonstrating to industry supporters how to use the
GetConstructive campaign, bringing attention to the website through media and AGC
publications, developing a career fair display, identifying career fairs that would meet
specific strategic objectives, and determining how to proceed with the campaign as the
economy continued to tumble.
Last Edited 3/15/16
As the economy improves, the chapter plans to once again focus efforts on the
campaign. As companies get back to work and need to increase the size of their crews,
the industry will need a strong workforce to draw from. GetConstructive.com will be a
great conduit to recruiting young people to an industry that provides competitive wages,
great experiences, and nearly endless career opportunities.

Partner Program
What is the Partner Program?
The Partner Program is a benefits program designed to maximize your marketing efforts.
Each year the Oregon-Columbia Chapter offers high quality, focused events and
professional development opportunities. This brochure outlines all that is available in
2012, including the Black Tie Blue Jeans – AGC Foundation Auction, AGC University,
and Friends of the Foundation.
Why Partner with AGC?
 If your company’s target demographic is the commercial construction industry,
partnering with AGC is marketing dollars well spent. The Partner Program is not
the typical “one size fits all” program. It allows you the freedom to tailor how your
company’s marketing dollars are spent based on your goals and objectives. Our
goal is to make the program work for you so you receive the most return on your
investment.

Your company has the opportunity to reach the AGC Oregon-Columbia
Chapter’s approximately 1,000 member companies across the state of Oregon
and SW Washington.

Gain brand recognition, reinforcing your company’s positive positioning in the
minds of construction executives. Your partnership will demonstrate your
company’s dedication to the construction industry.
Last Edited 3/15/16
How Does the Program Work?
• Review the AGC event schedule for the year and decide which events or forms
of ones best fit your organization’s marketing plan.
•
If the total dollars you commit to spend in 2012 equals one of the AGC Partner
levels (double diamond, diamond, platinum, gold, or silver), you are eligible to
receive additional benefits as an AGC Partner.
•
Deadline for the AGC Partner Program: January 20. After that date you will not
be able to be an AGC Partner (with all its advantages) until the following year.
•
Each partnership is renewed annually.
•
After your signed agreement form is received, a confirmation and invoice for your
total partnership level will be mailed to you, outlining each event you have
committed to sponsor. You have the option to pay either the entire amount in full,
or as each event occurs throughout the year. Any unallocated dollars committed
in the partner program will be billed at the end of the year.
How to Become a Partner
Becoming an AGC Partner is easy. If you are undecided on the specific events or
opportunities you would like to sponsor, no problem; you only need to commit to the level
of partnership (not the specific event) you want by January 20, 2012.
Partner Benefits
Click here for list of benefits. (partner benefits PDF page)
We can also customize a package for you!
Benefits of Sponsorship:
Sponsorship of specific AGC events provides an excellent opportunity to directly touch
your targeted demographic within the commercial construction industry. Individual
sponsorship allows you to choose events and sponsorship levels based on your budget
and objectives throughout the year, without the yearly commitment it takes to be a
partner.

The SIR Awards Gala was an incredible night on the town to celebration of our industry’s
top construction leaders and projects. This prestigious award has been presented to a
few select individuals and projects since 1972.
This was the construction industry’s night at the Oscars and was a night to truly shine
and be proud of accomplishment in the face of challenges. This night we celebrate Skill,
Integrity and Responsibility – SIR.
What are the SIR Awards?
As the construction industry’s highest and most prestigious recognition, the SIR Award
acknowledges individuals, organizations, and agencies in Oregon and Southwest
Washington for their outstanding skills, conduct, abilities, and accomplishments.
Recipients of the SIR Award are recognized for their contributions to the strength of the
construction industry. Whether they are working on the jobsite, advocating for
contractors, or strengthening our communities and natural surroundings, they are all
worthy of the highest recognition the industry provides. Recipients are recognized for
their fulfillment of the SIR’s three tenets, Skill, Integrity, and Responsibility.

Embassy Suites Downtown Portland
The Legacy Luncheon was created by members of the Old AGC Club, who have been
gathering each year for nearly seventeen years. The purpose of the lunch is to reminisce
about the good ol’ days and hear amazing stories of how members of our chapter helped
build this great region.
In 2022, we will be celebrating 100 years as a chapter and we would like to collect as
much history about our chapter as possible. Please plan to join us and share a bit of
history.
