Chairman John Chrysler called the meeting to order at 1:30PM. The attendance sheet was circulated and the following were present:

Chrysler noted that the proposed agenda is contained as pages 1 thru 4 of the meeting package and that the package was emailed to the voting and corresponding members in advance of the meeting. Chrysler asked if there were any changes needed in the agenda.

Approval of Minutes (November 14, 2011, San Antonio)
Chrysler noted that the minutes of the San Antonio meeting were attached as pages 5 through 16 of the meeting package. The minutes were also distributed in advance for the subcommittee members to review.
A motion was made and seconded (Loughney/Mwangi) to approve the minutes. The motion passed unanimously.
Membership Roster
4.1 Self-Introductions
Chrysler asked that those attending introduce themselves since there were a couple of guests at the meeting. Self-introductions were made.
4.2.1 2013 CR Subcommittee Roster/Meeting Attendance
Chrysler noted that a current roster was included in the meeting package and that the roster included a summary of meeting attendance for the voting members. The roster also includes a summary of the membership categories (User, Producer, and General
Interest) and even though there is some latitude on the membership balance, the Construction Requirements Subcommittee is with balance of TAC guidelines.
4.2.2 2013 CR Subcommittee Voting Report
Chrysler reported that missing two consecutive ballots may result in reassigning a Voting Member to the Corresponding Member
Category. Through Ballot 6, the current voting members have been extremely responsible in returning ballots and no current member has missed two consecutive ballots.
Announcements
5.1 Voting on Ballot
As noted above, the Technical Committee Operations Manual states that members missing two consecutive ballots and non-participating and will be moved to corresponding status.
5.2 Calendar
Chrysler noted that the Calendar for the remainder of the cycle was included in the meeting package. He also advised that over the next three months there will be no ballots due to the TAC review process, however, when the TAC review is complete, there will be some important subcommittee ballots coming out to resolve the comments. He reminded the subcommittee members that returning the ballots is important.

6. Main Committee Ballot Items
Chrysler advised the subcommittee that they have done an excellent job in addressing ballots since most were resolved and would be reported in this meeting. There were only two items that needed action.
6.1 Main 2013-03
6.1.1 Item 03-C-010
This item dealt with the additional value of 'A' for inspected masonry.
Several attempts were made to modify the language, that is, to define the value for inspected and uninspected masonry relating to this SCPI report, however, each ballot received persuasive negative votes. Ballot Item 05-C-022-proposed to remove the commentary description of the report, but maintain the reference and this item passed with 1 negative that was subsequently withdrawn.
6.2 Main 2013-04
6.2.1 Item 04-C-013
This item relates to veneer using hollow units and the ballot received three negative votes. The negative votes were successfully found non-persuasive at November 2011 Main Committee meeting. The item moves into Specification.
6.3 Main 2013-05
6.3.1 Item 05-C-018
This item improved language in the mortar bed joint thickness. The ballot item received two negative votes that were subsequently withdrawn. The item moves into Specification
6.3.2 Item 05-C-019
This item relates to grout strength requirements. Specification language that was duplicative with ASTM C476 was removed and in the process, the Specification implies that all grout must meet certain strength requirements,, which may not be necessary in the case of higher strength masonry units. This ballot item proposed
Commentary language to advise the designer that calculations could justify grout conforming to the proportions of ASTM C476, Table 1, or a grout strength lower than the specified f’ m
. One negative (Jaffe) pointed out that this provision, although valid, should be in the Code, not the Specification.

A motion was made and seconded (Loughney/Laska) to find the negative voter (Jaffe) persuasive. The Subcommittee agreed unanimously (11-0-0) to find this negative persuasive.
6.3.3 Item 05-C-020
This ballot item was a Reference Standards Update and passed without negatives.
6.3.4 Item 05-C-021
This ballot item was a Reference Standards Update and passed without negatives.
6.3.5 Item 05-C-022
This ballot addressed the value of ‘A’ = 1.0 and passed with one negative (Tawresey) that was addressed editorially and withdrawn.
The item moves into Specification. See Agenda Item 6.1.1 for more information.
6.3.6 Item 05-C-023
This item improves language (see ballot 04-C-013) on anchorage of hollow units and adds the language ‘anchors in bed joints’. The ballot passed without negatives and moves into the Specification.
6.3.7 Item 05-C-024
This item adds reference to ASTM F959 (in addition to ASTM
F959M already in Specification) and passed without negatives. Item moves forward into Specification.
6.3.8 Item 05-C-025
This item added Commentary language for mortar joints containing joint reinforcement and received one negative (Jaffe) that was withdrawn. The item moves into Specification.
6.3.9 Item 05-C-026
This item addresses a Public Comment regarding the requirement of
‘solid’ mortar joints for solid units. Several attempts were made to address the comment by not requiring ‘solidly filled’ mortar joints.
Each of the ballot items received persuasive negatives. This ballot item also received persuasive negative votes and was reballoted on
06-C-029B. See agenda item 6.4.3.

6.4 Main 2013-06
6.4.1 Item 06-C-027
This ballot item proposed improved Commentary language of ballot item 05-C-025 and passed without negatives.
6.4.2 Item 06-C-028
This item clarified a reference cited in ballot item 05-C-025 and passed without negatives.
6.4.3 Item 06-C-029A
This item was to find Jaffe persuasive on ballot item 05-C-026 (See
Agenda Item 6.3.9) and passed without negatives.
6.4.4 Item 06-C-029B
This item revised mortar language for solid units to match
Specification language for mortar for hollow units (fully mortared) and passed without negatives.
Even though this item addresses the Public Comment, there could be improvement if there is justification. Loughney and Laska will research other codes in an effort to find support for better language.
6.4.5 Item 06-C-030
This ballot item addressed the dimension if the mortar joint directly above flashing. Frequently, units are placed directly on flashing and this ballot item provided a ‘minus’ tolerance of 3/8 inch to accommodate this condition. In the balloting process, it was noted that some brick require a 1/2 inch mortar joint. The Ballot Item received 3 negatives (E Johnson/Pierson/Schultz). Pierson and
Schultz have withdrawn.
Chrysler explained the ballot item and discussion followed. After discussion, a motion was made and seconded (Loughney/Scott) to find Eric Johnson persuasive. The motion passed (9-0-0-0).
Further discussion followed. It became apparent that the subcommittee members were confused on the impact of Johnson’s negative.
With the uncertainty, it was obvious that the issue needed more discussion to provide clarity, therefore, a motion was made and seconded to rescind the previous vote of finding Eric Johnson persuasive. The motion passed (9-0-0-0).

Chrysler then gave a detailed background of the ballot including the sequence that generated this ballot item and the implication of the ballot item passing or failing.
After the explanation, Eric Johnson withdrew his negative. This item moves into the Specification. There may be Public or TAC comments on this item addressing Johnson’s concerns.

Infill Subcommittee has the lead on this issue. Work continues.
9.2.2.3 PC 40 Prestress Grout
Two of the three items were adequately addressed in the
2011 responses. The third item suggests adding a figure to the Specification Commentary. This suggestion was discussed at the November 2011 Construction Requirements meeting and Chrysler asked the Prestress experts (Biggs,
Popehn, Loughney) if they thought the additional figure was necessary. They did not show any interest in the need to provide the additional figure.

9.2.2.4 PC 58 AAC Tolerances
The AAC took the lead on this issue. Ballot Item 05-A-001B passed without negatives. New language is now in
Specification.
9.2.2.5 PC 59 AAC Standards
Ballot items 05-C-021 & 022 which updated Standards both passed without negative votes.
9.2.2.6 PC 63 Adjustable Tie Requirements
This item has been adequately addressed in the responses to Public Comments and the Main Committee has affirmed the responses.
9.2.2.7 PC 64 Tie Tolerances
This item has been adequately addressed in the responses to Public Comments and the Main Committee has affirmed the responses.
9.2.2.8 PC 65 (Completely Filled Mortar Joints/Solid Units
This item was balloted on 05-C-026 and received persuasive negatives. The item was reballoted on 06-C-029B which proposed to replace ‘solidly mortared’ with ‘fully mortared’ to mirror language for hollow units. Item 06-C-029B passed without negatives. There is now modified language in
Specification.
The Public Comment response needs to acknowledge successful ballot which Chrysler will present at the Main
Committee meeting.
9.2.2.9 PC 78 Lower Bound Mortar Strength Reference
Incorporating suggestions of this comment would be inconsistent with the intent of the code as reported in the
Public Comment Response. The subcommittee believes that the current response is adequate.
10. Priority Items
10.1 Enhance Self-Consolidating Grout (SCG) Language
Chrysler advised that progress has been made on this issue with SCG being recognized in ASTM C 476.

10.2 Discuss whether tolerances are needed for placement of joint reinforcement.
Pete Loughney said that he would continue to work with Paul Scott and Dan
Zechmeister on this item.
10.3 Other Joint Reinforcement Issues (Loughney/Zechmeister)
This will be addressed in connection with Agenda item 10.3. There may be a need to put Commentary language stating that the longitudinal wires of joint reinforcement should be centered on the face shell. There was concern that inspectors might be micro-measuring this requirement, particularly if there was language expressing a specific tolerance.
11. Old Business
‘d’ distance—Task Group (Loughney/Fite/Graber) is working on this for the
2013 cycle.
Throop mentioned that even though there has been progress made on this issue with the diagrams in the commentary, more progress could be made.
Ultimately, she would like to see the term ‘d’ out of the Specification.
12. New Business
Chrysler thanked the committee for their work and reminded them that the next phase will be addressing TAC and Public Comments.
Chrysler also reminded the subcommittee that we all need to keep in mind that we need to effectively communicate the Code and Specification provisions. At the subcommittee level, we may clearly understand what is in the document, but if the contractors and inspectors are reading the provisions otherwise, we are not doing an effective job.
