G-Cloud Service Overview An overview of the G-Cloud Service (functional, nonfunctional); 1.1 The Need Concerns overall global security are increasing daily. Key to law enforcement, military and other agencies is to accurately identify individuals of interest in an efficient manner in order to take the appropriate actions. Biometrics has repeatedly proven itself as a reliable and accurate tool in identifying individuals and as a consequence has played a key role in reducing global threats. For the use of biometrics to be practical, systems must be simple to use thereby not requiring high levels of expertise, be efficient to be able to process quantities of individuals quickly and must provide accurate results. 1.2 Proposed Solution; MOBS Cross Match offers advanced biometric identity verification systems delivering intelligent, multimodal biometric capability to automatically capture fingerprint data, facial and iris images. Mobile Operations Biometric Software (MOBS) allows users to streamline applicant enrollment and criminal booking procedures in high-risk environments, such as designated hot zones or areas of civil unrest. The innovative software solution empowers users to predefine and configure situational data and utilize pre-set criteria to enroll subjects. This frees system operators to focus on other issues, such as adhering to safety protocols, while maintaining the ability to obtain forensic-quality fingerprints, facial images or iris scans. MOBS has the ability to collect a wide variety of demographic and biometric data including fingerprints, iris, face, video, signatures (with the appropriate peripherals). It provides standards based biometric transaction records adhering to the EBTS global standard. MOBS can receive and display responses from the destination agency and optionally can automatically add to and search against an onboard Watch List. Multiple languages are supported including English, French, German, Spanish, Portuguese, Greek, Arabic, Dari, Pashto and Urdu, MOBS has been used globally. MOBS is available for Microsoft Windows 7 based personal computers, laptops, integrated mobile “jump kits” and integrated handheld biometric terminals such as the SEEK Avenger. MOBS rapid deployment, ease of use, efficient operation and biometric quality has been successfully deployed and is being used in the harshest environments Customers include: UK MOD US MOD NATO Countries Law enforcement in Scotland Yard, Interpol, Senegal, Morocco 1.4 How MOBS Works MOBS has a simplified graphical user interface with an onscreen button methodology allowing rapid capture of biometrics and biographic data. Captured data is validated against agency required rules and encapsulated into a biometric transaction file as per the EBTS standard. Encapsulated data is then submitted to one or more receiving agencies using a multitude of transport mechanisms as specified by the receiving agencies. Electronic results from these agencies are managed by MOBS and allow operators the ability to review results from within the user interface. Furthermore, MOBS has the ability to perform local searches against stored “person of interest list” called watchlists. The watchlist capability comes bundled with MOBS when used in a Cross Match handheld such as SEEK Avenger and is optional for mobile and permanent workstations. This feature allows operators to view real time information of finger and /or iris match of persons of interest when using MOBS enabled workstations. The purchaser is responsible for maintaining the environment for the installation of the software in their own facilities. Cross Match does not host any customer data, and the purchaser is responsible for all of their own data hosted on their own premises. MOBS is an application which operates on a standard Microsoft Windows environment and as such is compatible with industry standard back-up and restore tools as offered by third parties. Pricing Pricing (including unit prices, volume discounts (if any), data extraction etc.) 5.1 Sizing the Offering Cross Match’s offering consists of the sale of one non-exclusive license to install and use MOBS software described herein on an o u t r i g h t p u r c h a s e basis. The purchaser is responsible for maintaining the environment for the installation of the software. Cross Match has developed a standard pricing model that can be applied to estimate the cost of a MOBS system deployment based upon overall system level requirements. The pricing model is made up of a base package, the necessary configurations and optional capabilities. Furthermore, any special requirements and/or modifications can be addressed using the standard rates included as part of this submission. 5.1.1Base Package The base package includes the software required to deploy the minimum recommended configuration of MOBS. It includes the following components: MOBS application software, MOBS software configuration and MOBS submission software configuration, M O B S year 1 support and maintenance, The base package will addr ess the need for one biom etric work station 5.1.2Additional Scaling Unit Additional MOBS licenses can be obtained for additional workstations. Additionally, capabilities including Watchlist Management, ID card printing, disk encryption, backup and restore utilities etc. and additional year’s maintenance are available from Cross Match. 5.2 SaaS in a Cloud-Environment MOBS is a client application and as such is not intended to be available in a SaaS environment. P ricing includes: One license of MOBS application One standard configuration One standard submission configuration Year 1 support and maintenance. Pricing excludes: Installation, configuration and implementation services. Training. Required hardware and third-party software licenses. (Section 15) Pricing can be variable and highly dependent upon client requirements. Without a client requirement specification, it is difficult to provide exact quotations. Pricing provided below is an indication of pricing in the absence of any clear client requirement. Please contact Cross Match for additional information including pricing. 5.4 Cost / Benefit Considerations The cost / benefit of this monthly expenditure cannot easily be quantified. MOBS is intended to quickly and accurately capture the information necessary for a biometric transaction record to be matched against 1) one or more government or other biometric databases (such as Interpol, IDENT etc.) and/or 2) an optional on board Watchlist. MOBS ability to capture very high quality biometrics and validate data to ensure it conforms to the receiving requirements ensures biometric transaction files will be accepted by receiving agencies and will yield the least of amount of submission rejections and the most accurate search results thereby eliminating the need of having to recapture data or the risk associated with not correctly identifying a suspect.
