JOB DESCRIPTION –SENIOR VICE-PRESIDENT ACADEMIC AND REGISTRAR 3.1 ROLE PROFILE The Senior Vice-President Academic and Registrar will serve as the University’s chief academic officer, with responsibility for the quality of academic programmes, the success of students, and the alignment of relevant resources with priorities and strategic direction. In advancing the University’s academic objectives, the Senior Vice-President Academic and Registrar will work in collaboration with Heads of College, Vice-President for Research and Innovation and the Vice-President for Teaching and Learning. The postholder will work closely with the President, acting as his representative or Deputy when required, and will be a member of the President’s management team and the UCC Governing Body. The Senior Vice-President Academic and Registrar will promote UCC’s academic vision across and beyond the campus and will contribute to building the institution's academic reputation and national and international visibility through dynamic and strategic leadership. As a member of the University’s Management Team the Senior Vice-President Academic and Registrar will play a pivotal role in working with faculty and students to identify collective aspirations for UCC, and define and enact a dynamic strategic agenda to advance the University’s academic mission. The postholder will report to the President for the University’s academic affairs within the governance and accountability frameworks established by UCC and the Universities Act. The postholder will have responsibility, inter alia, for the regulation and development of courses and programmes, examinations and assessments, teaching and learning standards and academic policy. The Senior Vice-President Academic and Registrar will also be responsible for a number of academic administrative units. The Senior Vice-President Academic and Registrar will have a major policy role and be responsible for the formulation and implementation of the University's academic strategy in a competitive national and international environment. Financial sustainability, increased competition for students, the need to internationalise the University further and constrained public funding present major challenges for the future development of the University. The postholder will champion innovative responses to these challenges, so as to ensure the achievement of the strategic objectives of attracting the best quality students and developing and diversifying UCC’s portfolio of academic programmes to reflect the changing needs of society. The postholder will act as Secretary to the Academic Council and will be a member of the Registrars Group within the Irish Universities Association. The post carries with it an appointment to a part-time professorship. Specific Role and Responsibilities In addition to the duties and responsibilities of Registrar set out in Section D.2 of the Principal Statute and Section 16, 2(c) of the Universities Act, 1997, the holder of the post of Registrar will also hold the title and fill the role of Senior Vice-President Academic, and will, acting under the general direction of the President, be responsible for the development and implementation of academic policy in accordance with the Strategic Plan of the University. In addition to the responsibilities outlined in the Role Profile above, the specific responsibilities of the role will be as follows : leadership of the academic community in implementing the strategic vision and objectives of the University; leadership and Management oversight of Administrative Offices: Academic Secretariat International Education Office Office for the Student Experience Office of the Dean of Graduate Studies policy development, implementation as appropriate and oversight of student recruitment, international student recruitment, admissions, registration and student discipline; act as secretary to the Academic Council and manage the issuing under the direction of the President to each member of the Academic Council the notice for its meetings, and prepare and maintain a record of the transactions of the Academic Council; prepare and publish the College prospectus; maintain the Graduate Register (in liaison with Development and Alumni Office); when required, fulfill the role of Deputy President in the absence of the President; carry out the instructions of the Governing Body and of the Academic Council, in such reasonable ways as the Governing Body and Academic Council shall respectively prescribe, for the conduct of the general academic business of the University; prepare, under the direction of the Academic Council, the programmes of all examinations, and be responsible for the conduct of such examinations; be responsible for the maintenance of discipline and the good conduct of students, and for the establishment and implementation of appropriate disciplinary procedures in that regard; keep the student and graduate registers of the University in such a manner and subject to such directions as may be prescribed; conduct the election by the Graduates of members of the Governing Body in accordance with the Statutes and Regulations of the University; perform all such other duties in relation to the academic business of the University as s/he may be required by the President or by the Governing Body to do or perform from time to time; such other responsibilities as assigned by the President from time to time. 3.2 KEY RELATIONSHIPS The Senior Vice-President Academic and Registrar will report directly to the President. The Head of the Student Experience, the Academic Secretary, The Dean of Graduate Studies and the Director of the International Education Office report directly to the Senior Vice-President Academic and Registrar. These reporting lines may not be delegated or altered without the express approval of the President. While office holders have direct reporting relationships with the President, the Senior Vice President Academic and Registrar is expected to play a co-ordinating role under the direction of the President in the implementation of the University’s academic strategy in conjunction with the Heads of Colleges, the Vice President for Research and Innovation and the Vice President for Teaching and Learning. (University Organisational Chart: Section 7) 3.3 PERSON PROFILE Arising from the description and profile of the role provided above, it is expected that the successful candidate will have the following qualifications, experience and abilities: Qualification – Essential the appointee will be required to have a PhD or equivalent level 10 academic qualification. Key Performance Indicators (KPIs) The University-level KPIs that fall within areas of ownership of the Senior Vice-President Academic and Registrar to be achieved by 2017 as outlined in the University Strategic Plan, are: increase the proportion of high achieving Leaving Certificate students choosing UCC to 24%; increase the recruitment of students from outside the province of Munster by 50%; ensure a first year retention rate of 93%; ensure that the proportion of students at postgraduate level will reach 30% of students and postgraduate awards will constitute not less than 45 % of all degrees conferred annually; increase part-time and flexible learning provision to 15% of students; match or exceed national participation targets for students from socio-economic disadvantaged backgrounds, students with disabilities and mature students; reach a student satisfaction score of 90% or greater in the University Student Survey; ensure that 91% or more of primary degree graduates secure employment or commence further study one year after graduation; increase doctoral graduates to 250 annually; increase the proportion of students from overseas to 17% of total population; increase the percentage of courses with international content or themes by 20%; increase non EU income by 50%, to include €32 million from non-EU fees; deliver the UCC internationalisation strategy. Remuneration Current remuneration for the post is €154,268 per annum (Scale B). Search/Selection Process EXTRACT FROM THE GOVERNING BODY REGULATION ON APPOINTMENT OF THE REGISTRAR 1. Search and Selection Committee (“the Committee”). A single Search and Selection Committee shall be put in place on receipt of the notice of the Registrar’s intention to resign from office, in the event of the death or removal from office of the Registrar or at any time not less than nine months before the expiry of the term of office of the Registrar. The Committee shall oversee the appointment throughout the entire process of search, advertising, short-listing to final interview and assessment. The Committee shall put in place arrangements which shall be designed to ensure the participation in the selection process of candidates of the highest quality, including candidates from outside the University. 2. Composition of the Committee. The Committee shall be comprised as follows: - President (Chair) 1 Full Professor from each of the 4 Colleges Vice-President for Research and Innovation Vice-President for Teaching and Learning Director of Human Resources 1 External Governing Body Member 2 External Assessors The Committee shall at all times be subject to the requirements of members of Selection Committees as set out in the Regulation on Appointment to Professorial Posts. 3. Role of the Committee. The President shall decide in accordance with the Principal Statute whether the role of Registrar is to be combined with the role of Vice-President for Academic Affairs and the job description shall be adjusted accordingly. The Committee, having sought the opinions of such members of the University and such persons external to the University as the Committee considers to be relevant or necessary, shall determine the qualities and qualifications required of candidates for the office of Registrar and the criteria to be employed in assessing the suitability of candidates for the office. The Committee shall then arrange for the international advertisement of the forthcoming vacancy and invite applications from suitably qualified candidates for appointment by the Governing Body. 4. Procedures to be Adopted by the Committee. The Committee shall generally use the Regulation on Appointment to Professorial posts and shall consider all applications received for appointment to the office of Registrar and, having regard to the criteria set down for the filling of the post, the Committee shall determine which, if any, of the candidates is suitable for appointment to the office of Registrar. In the event that the Committee determines that one or more candidates is suitable, it shall recommend to the Governing Body the candidate which it deems to be most suitable for appointment to the office of Registrar.” EXTRACT FROM SECTION 16 OF THE UNIVERSITIES ACT 1997 ON COMPOSITION OF THE GOVERNING BODY Members of the Governing Body shall include: “(a) the chief officer, (b) a person appointed under section 17 (3) as the chairperson (if so appointed), (c) at least one but not more than two senior officers of the university having responsibility to the chief officer for academic, financial or administrative affairs, appointed by the governing authority, one of whom shall be the senior officer having responsibility for academic affairs,”[Emphasis Added] The Search/Selection Committee will draw up a shortlist for the interview based on the agreed selection criteria. Principal functions and responsibilities. The Registrar shall be the senior officer having responsibility to the President for academic affairs. The Office of Registrar shall be a full-time post, and carry with it a part-time professorship (non-stipendiary and non-pensionable), the duties of which shall include acting as Deputy President when required by the President to so do. The Registrar shall be an ex-officio member of the Governing Body. D.2.b. Appointment. The Governing Body shall appoint the Registrar in accordance with a Regulation established for that purpose. The procedures shall include provision for the fixing of performance criteria for renewal of the appointment under D.2.e.2 below. D.2.c. Senior Vice-President Academic. The holder of the post of Registrar shall also hold the title and fill the role of Senior Vice-President Academic, and shall, acting under the general direction of the President, be responsible for the development and implementation of academic policy in accordance with the Strategic Plan of the University. The duties attaching to the post of Senior Vice-President Academic shall be specified by the Governing Body, on the advice of the President, as part of the appointments process. The duties attaching to the role of Senior Vice-President Academic may be varied by the President from time to time depending on the needs of the University. D.2.d. Specific Duties. (1) (2) (3) (4) (5) (6) (7) (8) (9) The Registrar shall: act as secretary to the Academic Council; issue under the direction of the President to each member of the Academic Council the notice for its meetings, and prepare and maintain a record of the transactions of the Academic Council; carry out the instructions of the Governing Body and of the Academic Council, in such reasonable ways as the Governing Body and Academic Council shall respectively prescribe, for the conduct of the general academic business of the University; be responsible for policy with regard to student recruitment, admission and registration; prepare, under the direction of the Academic Council, the programmes of all examinations, and be responsible for the conduct of such examinations; be responsible for the maintenance of discipline and the good conduct of students, and for the establishment and implementation of appropriate disciplinary procedures in that regard; keep the student and graduate registers of the University in such a manner and subject to such directions as may be prescribed; conduct the election by the Graduates of members of the Governing Body in accordance with the Statutes and Regulations of the University; perform any additional duties in accordance with D.2.c above; do all such other acts and perform all such other duties in relation to the academic business of the University as s/he may be required by the President and by the Governing Body to do or perform from time to time. D.2.e. Tenure. (1) The Registrar next appointed after 23 June, 2014, shall hold office until the end of the first year of the term of Office of the next President. (2) Thereafter each Registrar shall be appointed for a period of 5 years with the possibility of renewal, once only, for a second 5-year period following a recommendation to Governing Body from the President, at or before the conclusion of that period, having regard to the performance of the holder (in accordance with the performance criteria fixed under D.2.b above). On any change of President, the appointment of the incumbent Registrar may be terminated by the President at the end of the first year of the President’s term of office. (3) The Registrar shall not serve beyond the age of 65 years, except in accordance with F.4.d (position of “new entrants” to the public service) and any applicable national legislation. (4) The post of Registrar shall not be held by any one appointee for more than 10 years, except that: (a) the Registrar appointed under paragraph (1) above shall, at the end of his/her tenure, be eligible to re-apply for the post, and if appointed may serve two full 5year periods in accordance with paragraph (2); (b) the 10-year term of office may be extended by the Governing Body for a period of not more than 3 months to enable an orderly transition until a new Registrar is in a position to take up the post. D.2.f. Interim Registrar. Where the Office of Registrar is temporarily vacant or the current Registrar is temporarily unable to discharge his/her duties, the Governing Body may, on the nomination of the President, appoint a suitable person as Interim Registrar, who shall fulfil the duties and responsibilities of the post. D.2.g. Position of former Registrar. On ceasing to hold the office of Registrar, a former Registrar shall normally at the discretion of the Governing Body be allowed to continue in office as a full-time Professor, until the age of 65 (subject to specific conditions). 5. The site chosen for the college is particularly appropriate given its connection with the patron saint of Cork, St Finbarr. Medical Insurance There is no state run statutory medical insurance scheme in Ireland. Hospital medical treatment is generally speaking, free while visits to general practitioners cost around €60 each and all prescription medicines must be paid for. However many people choose to avail of private medical insurance to cover the cost of upgraded hospital treatment and to avoid sometimes lengthy waiting lists. There are three established medical insurance companies active in Ireland at present as follows:VHI - www.vhi.ie Laya Healthcare - www.layahealthcare.ie Aviva Health Insurance - www.avivahealth.ie These companies offer tailor made health care plans which can be selected by employees according to their requirements. Subscriptions can be deducted from salary payments. Competitive rates are available to UCC staff. Further information is available on these providers via the Department of Human Resources. The differences in cover between the various plans are highly complex. Contacting each company to assess which plan may be most suitable for your individual needs is best. Personal Taxation Income tax is deducted from employees’ wages by their employers under a Pay as You Earn (PAYE) scheme and is calculated according to the annual salary received. INFORMATION FOR CANDIDATES CALLED TO INTERVIEW 12. INTERVIEW FORMAT Non Academic Appointments Candidates are ordinarily interviewed by a Selection Board consisting of a number of internal staff members of the University and for certain posts additionally, an external member. The duration of interview is as detailed in the candidates invitation to interview letter. DIRECTIONS TO THE MAIN CAMPUS [See Campus Map – 15] The main campus of UCC is half a mile west of Cork city centre, about 15 minutes’ walk along Washington Street. The College Gates on Western Road are ceremonial (foot access only): the entrance to the main campus is on College Road, and there are side entrances on Donovan’s Road, Gaol Walk and other entrances on College Road. Other UCC locations around the city tend to have a single main entrance. There are usually plenty of taxis in the city and at the airport, rail and bus stations, but check the location of the interview and make sure you give the driver the correct address. Taxis from the city centre cost about €8. ABC Taxis (021) 4961961 and Cork Taxi Co-op (021) 4272222 are two taxi firms that operate throughout the city and surrounds. By Car From the city centre, follow the signs to Killarney and West Cork: Go west out of the city along Washington Street; go through the first two traffic lights. Pass the River Lee Hotel on your left. Turn left at the third traffic lights by the old College gates (if you are walking you can enter the campus here or through the next gates up Donovan’s Hill). Go up Donovan’s Road, past the Honan Chapel on your right; At the top of the hill, turn right onto College Road; For the main entrance to the College go 200m further down College Road, on your right. Detail on: Cork City and Main Approach Routes Parking – See Maps, Section 15 Parking on the main campus is EXTREMELY restricted and is limited to permit holders, deliveries, those on official business and cars with disabled stickers. Other UCC locations have very limited visitor parking particularly during term time. Some visitor parking may be found in Perrott’s Inch and Perrott Avenue car parks on an hourly charge. Perrott’s Inch car park is located on Gaol Walk and may be reached by passing the main UCC entrance on Western Road and turning left at the next traffic lights. The car park is located on the left hand side before the bridge. To get to the Perrott Avenue car park, drive to the top of Donovan’s Road and turn right into College Road. Perrott Avenue car park will be immediately on your left. If you are driving to UCC for interview, please allow yourself plenty of time to find parking. Detail on: Visitor Parking By City Bus UCC is served by two City Bus routes (No.205 and No.208) connecting the campus to Cork City Centre via Washington Street and St Patrick Street. Bus stops are located on College Road/ O’Donovan’s Road (Route No.205—with services every 15 minutes Monday to Friday) and Western Road (Route No. 208—with services every 10 minutes Monday to Friday). Route No 210 buses serve Bandon Road at close walking distance to the Main Campus. Detail on: Bus Routes Serving UCC By Train Train services to Cork are operated by Iarnród Éireann (Irish Rail) and stop at Kent Station. Accessibility to Cork is excellent with an hourly intercity service to and from Dublin Heuston Station with a travel time of 2.5 hours. There are also frequent commuter services to/from Mallow, Midleton and Cobh. City bus No 205 services operate between Kent Station and UCC. Taxis from the train station to UCC cost approximately €10. By Coach Express coach services to Cork from Dublin and Dublin Airport are operated by Aircoach and GoBe) and from Limerick/Galway, operated by CityLink. In addition Bus Eireann operates an Expressway service from Dublin to Cork, with the service operating 6 times per day (every two hours from 7.30 am to 5.30 pm) and a journey time of three hours. Taxis from the bus station cost approximately €10. There is an overnight coach to and from London (Victoria Bus Station) which travels via the ferry service between Rosslare (Co Waterford) and Fishguard or Milford Haven (Wales). By air Cork Airport has frequent flights to London with Aer Lingus (Heathrow and Gatwick) and RyanAir (Stanstead and Gatwick) and to a wide range of other UK and European destinations. A full range of airlines and destinations can be accessed via Cork Airport. Taxis from the airport cost approximately €18 and there is also an airport bus every hour during the day. All the major car rental companies have desks at the airports. Entry Visas People from certain countries need a valid Irish entry visa before they can land in the country. To apply, contact the Irish embassy or consulate in the country where you live. It may also be possible to apply online if you live in a country where the online facility is available. Information on Visa Entry Requirements Please note: The standard non-refundable visa application processing fee is €60 for a single-journey visa. This will be valid for one entry into the State within 90 days of issue. If you then wish to leave the State (this includes travel to Northern Ireland) you will then need a re-entry or multiple-entry visa to re-enter the State.
