Outage Coordination Process and New Equipment 1 Introduction This presentation is intended to increase knowledge of outage coordination and NOMCR submittal processes 2 Objectives At the completion of this course of instruction you will: Identify the ERCOT Outage Coordination timelines Identify the timeline requirement for a maintenance level outage Identify the maximum size of a group outage Identify the correct process order for new equipment in the ERCOT system 3 Definitions NOMCR – Network Operations Model Change Request ResTran – RESource Owned TRANsmission Equipment 4 Outage Coordination Planned Transmission Timeline Request for Approval* ERCOT must Approve or Reject* More than 90 days 75 days 46–90 days 30 days 9–45 days 4 days 4–8 days No later than 1800 hours 3 days 3 days No later than 1800 hours 2 days *Prior to Planned Start Date/Time 5 Outage Coordination Planned Resource Timeline QSE Request for Approval ERCOT Approval or Rejection Three days 1800 hours, two days prior to start of proposed Outage Four to eight days 1800 hours, three days prior to start of proposed Outage Nine to 45 days Five Business days after submission. Outages are automatically accepted if not rejected at the end of the fifth Business Day following receipt of request. Greater than 45 days ERCOT must accept, but may discuss reliability and scheduling to minimize cost. 6 Outage Coordination Planned Resource Timeline •Timelines for Reliability Resource Planned Outages (RMR and Black Start) Request for Approval ERCOT Approval or Rejection Not less than 30 days 15 days before start of proposed Outage More than 45 days 30 days before the start of proposed Outage Note: ERCOT may, at its discretion, relax the 30 day Notice requirement. 77 Outage Coordination Maintenance Timeline Definition: Initiated manually to remove equipment from service to perform work on components than could be postponed briefly but is required to prevent potential forced outage and cannot be postponed until the next planned outage. Level 1: Applies to equipment which must be removed from service within 24 hours. (M1) Level 2: Identifies equipment which must be removed from service within 7 days. (M2) Level 3: Applies to equipment which must be removed from service within 30 days. (M3) 8 ResTran Forms are available on resquest Email forms to ResTranOutages@ercot.com Different forms for Forced Outages 9 ResTran - Planned or Maintenance 10 ResTran - Planned or Maintenance 11 ResTran - Forced Outages 12 ResTran - Forced Outages d 13 ResTran - Outage Form 14 ResTran - Outage Form 15 ResTran Outage Form ALWAYS review the outages after they were submitted by ERCOT on your behalf to make sure that the outage does exactly what you want it to do when you want it to. To update an outage email the most up-todate form with the new updated information added. 16 Outage Coordination Approvals Approved Outages can be withdrawn any time before it is completed. Planned transmission outages are always studied. Approved -> Done by coordinators Accepted -> Automatic 17 Outage Coordination Availability • Short Term: M-F 6AM-6PM, Sa-Su 6AM – 2PM – Rotating Shifts* • Long Term: M-F 6AM-5PM • Use OC Blast Accounts – Email: OPSOutageCoordination@ERCOT.com – Phone: (512) 248 – 6841 • No Voicemail* 18 New Equipment Create plan for switching from old to new equipment May require pseudo equipment i.e. Breakers to switch between equipment… Submit a NOMCR for all new and pseudo equipment 19 New Equipment Pseudo Equipment New Breaker Pseudo Breaker Breaker Old Breaker 20 NOMCRs A 21 NOMCRs 22 NOMCRs 23 NOMCRs 24 NOMCRs A 25 New Equipment Outages After the NOMCR has been processed and the equipment has been added to the OS Database Planned End Date is the Energization Date NOMCR >> OS >> Model 26 **BONUS** Extending an outage New Planned End Date Unlimited extensions FR->FE || (PL,M1,M2,M3)->UE Adding Requestor Notes 1000 Characters Only once per group outage The maximum Group Outage size is 30 pieces of equipment 27 **BONUS MIS** Outage Submitted Proposed Transmission Outages *When an outage is added to one report it is removed from the previous report Rejected Transmission Outages Approved and Accepted Transmission Outages Outage Withdrawn Planned End > 1 Yr.
