Sewer Spill Response Checklist:



Respond to all reported sewer spills and re-cycled spills.
As soon as you have verified the call, have Vactor, Station, and Support
Standby persons respond with sand bags and the Vactor.
Then notify Gerre Bedell, Rich Kissee, or Dan Ferons immediately.
If you cannot contact Gerre, or Rich Kissee, or Dan Ferons contact the following
agencies immediately, or as soon as the spill has been stopped or as soon as public safety
as been secured.
Remember a spill of any size call Orange County Health….And speak to someone don’t
leave a message. After Hours call Control 1
1. Orange County Health Care Agency, Environmental Health Division Call within
2 hours of notice any sewer spill that enters storm drain system or reaches
any surface waters per new State WDR (Executive Order ) No.Wq 2008003-DWQ Re-cycled spills do not have to be reported with in the 2 hour time
frame. Fax report the next business day.






2. Call Cal-EMA formally OES within 2 hours of notice any sewer
spill that enters storm drain system or reaches surface waters per new
State WDR (Executive Order) No. WQ 2008-0003-DWQ‘’ Re-cycled spills do

6. The State Water Resources Board will be notified by staff as soon as possible online
but no later than 3 business days.
If spill enters Crisitanos Creek or any possible environment sensitive areas the following
agencies must be notified. Even if creek is dry.
Also contact the District’s environmental consultant.

Sewer Spill Reporting Rules
Category 1: Any spill over 1,000 gallons; any spill that reaches a drainage area or
surface water; ant size spill that was not fully captured and returned to the sewer system.
Report to the State, County Health, and OES within 2 hours of notice (this does not
include recycled spills) report the SSO on line at
https://ciwqs.waterboards.ca.gov/ciwqs/index.jsp as a draft. Save the draft as a PDF
(Usually the small icon on the top right-hand side of the screen) and send the draft as an
email to:

Report Recycled spills to Bob Morris by e-mail
Within ‘’15-calender days ‘’ from the event, the report needs to be finalized and certified.
It can always, at any time, be amended. Send the finalized certified copy in PDF to the
above.

Category 2: Spills under 1,000 gallons that do not reach a drainage area or surface water;
spills under 1,000 gallons that are fully captured and returned to the sewer system; any
size spill from a privately owned sewer system. Report to the state within 30 days of the
end of the calendar month.
If we have no spills in a calendar month, we are to go on line and report this within 30
days after the end of the calendar month.
For all reports make a copy of the State report for our files. We are to maintain a copy for
five years.
Recycle Spills Rules
Report all recycled spills to County Health Department that reach the storm
drain or surface waters by phone.
For any spill 50,000 Gallons or more that enters storm drain or reaches surface waters
call the following ASAP
1. County Health Department
2. SOCWA
3. RWCQB
For spills less than 50,000 Gallons that reach storm drain or surface waters report as
follows

For recycled spills under 1000 Gallons and spills that do not reach storm drains or surface
waters and all private spills. Report to the state within 30 days or the end of the calendar
month.
