Tenderers are required to submit their offer in three parts namely “EMD”, “UN-PRICED” &
“PRICED” Bid. Each part shall be submitted in separate envelopes marked as “EMD”, “UNPRICED” & “PRICED” as applicable. All the three envelopes duly sealed, are to be kept in the
large “COMMON ENVELOPE”. Common Envelope should be super scribed with Tender No.,
Tender Date and Tender Due Date and the same duly sealed is to be dropped in the Tender Box

CERTIFICATE FOR E-PAYMENTS.
Un Priced Bid will be opened on the due date i.e. 07.11.2008 at 14.30 hours in presence of the
attending tenderers. Willing tenderers are requested to remain present in the above mentioned
office of HPCL at Visakhapatnam on the due date and time.
The UN-PRICED BID shall be evaluated by HPCL. PRICE BID of only qualified parties shall be
opened.
PRICE BID: The envelope for PRICE BID shall contain only the Schedule of Rates and no other
document should be kept in that envelope.
All other documents except EMD are to be kept in the envelope for UN-Price Bid. Both the UnPriced, Priced Bid & EMD envelopes are to be put in the common envelope and submitted as
mentioned in the tender. Offers should be complete in all respect.
EARNEST MONEY DEPOSIT (EMD):
The envelope for EMD shall contain an Earnest Money Deposit of Rs. 1,00,000 (Rupees One
Lakhs Only) by crossed account payee Demand Draft drawn on any Nationalised/ Scheduled
Bank in favour of “HINDUSTAN PETROLEUM CORPORATION LIMITED” payable at
Visakhapatnam. EMD shall not bear any interest.

BIDS RECEIVED WITHOUT EMD SHALL BE REJECTED.
The following categories of tenderers are exempted from EMD:
A. Public Sector Enterprises
B. Vendors registered with National Small Scale Industries Corporation (NSIC)
For this purpose in the event of tendering company being a PSE, a declaration to that effect and
in the case of vendors registered with NSIC, a copy of valid registration certificate should be sent
in the envelope marked as “EMD”.
Cheques, Cash, Money Orders, Fixed Deposit Receipts, Bank Guarantees etc. towards EMD are
not acceptable. Similarly request for adjustment against any previously deposited EMD/ Pending
Dues/ Bills/ Security Deposits of other contracts etc. will not be accepted towards EMD.
Delay in reaching the tender for whatsoever may be the reason shall not be considered and late /
delayed tender due to any reason shall be rejected.
Tender received in open envelopes shall be rejected.
Please note that your offer should be valid for a period of 90 days from the due date of opening of
the tender.

1.“GENERAL TERMS AND CONDITIONS”
JOB: HOT REPAIR OF LPG CYLINDERS –EX RAJAHMUNDRY LPG PLANT

1. PAYMENT TERMS: Payment shall be released on monthly basis in 15 days from the date of
receipt of certified bills by our Disbursement Section, Visakha LPG Regional Office,
Visakhaptnam.
2. VALIDITY OF CONTRACT: The contract shall be valid for a period of one year from the date
of LOI / Purchase Order. However in the event, the ordered quantity is not exhausted or less
generation of Hot Repairable cylinders, an option of extending the validity of the order by
another six months shall be there at the sole discretion of HPCL/ Plant Manager of
Rajhamundry LPG Bottling Plant.
3. BANK GUARANTEE/ SECURITY DEPOSIT: The successful tenderer will have to furnish a
valid Bank guarantee of Rs. 2,00,000/- (Two Lakhs only), valid for 18 months from the date of
P.O./ LOI towards safe custody of cylinders & valves.
The Corporation reserves the right to allow the price preference, as admissible to Central Govt.
Public Enterprises, as per the directive of Ministry of Industries. The SSI units registered with
National Small Industries Corporation(NSIC) are exempted from payment of Security Deposit
provided they are registered for the items tendered and up to the value for which they are
registered with NSIC and they should enclose current copy of the NSIC certificate along with
their offer.
4. The successful tenderer shall have to compensate M/s HPCL at the rate of Rs. 2000/- or as
applicable as per Corporation policy per unaccounted 14.2 kg cylinder, @ Rs. 2500/- or as
applicable as per Corporation policy per unaccounted 19 kg cylinder, @ Rs. 100/- or as
applicable as per Corporation policy per unaccounted SC valves and @ Rs. 5/- or as
applicable as per Corporation policy per unaccounted safety caps. Compensation towards
other unaccounted materials will be as per rates at the time of settlement of the contractor’s
bills as & when these shortages are noticed.
5. BUSINESS ALLOCATION:
Order shall be placed on two parties. The order shall be placed on minimum two parties at
60:40 ratio. Quantities being tendered will be distributed to minimum 2 (two) parties and the
pattern of distribution for two vendors will be 60:40 for the L1 and L2 Parties as per ranking.
All the tenderers must be willing to accept part order quantities. HPCL’s decision regarding the
distribution of order quantities shall be final. In case as per original rankings,there is more than
one party in the same rank,the order shall be distributed among the parties (even more than two
parties)as per the following ratios.
A. Two or more parties in the L-1 rank:
In case two or more parties are there in the L-1 rank,HPCL reserves the right to finalise the
order on these parties at the sole desecration.
In the event of having more than one L-1 party,order need not be placed on L-2 and HPCL’s
decision is final in allocating the percentage of quantity.

B. Two or more parties in the original L-2 rank:
The procedure followed in case of more than one L-1 party as stated above, shall also be
followed in such cases to the extent possible and required by the corporation.
HPCL reserves the right to cancel the whole tender without assigning any reason.
The quantities are estimated only and may vary from time to time. HPCL does not guarantee
any minimum business at any point of time.
Quantities being tendered will be distributed to minimum 2 vendors and the pattern of
distribution for two vendors will be 60:40 for the L1, L2 & L3 parties as per ranking. If
L2 party refuses to accept the counter offer, counter offer will be given to L3, L4, L5
…..parties on refusal by the previous party.
If more than one party emerges out as lowest in the same category , HPCL reserves the
right to allocate the business for the best interest of the corporation.
6. FIRM RATE :
The rates quoted by the tenderers shall be valid for 90 days from the date/ extended due date
of the tender. The rates quoted are inclusive of all taxes and duties.
7. SUBLETTING OF WORK
The work covered under this tender shall not in any manner be transferred, assigned or sublet, by the
successful tenderer directly or indirectly to any firm or company whatsoever.
8.QUANTITY:
The quantities mentioned are estimated and HPCL does not guarantee the business for the full/
any quantities mentioned in the items / tender as a whole. Tenderers have to ensure uplifting of
minimum 900 nos.of 14.2 KG & 300 nos.of 19.0 KG, HR due Cylinders from the Plant per
month and deliver the same no. of Hot repaired cylinders back to Plant.
9. EMD would be refunded to unsuccessful parties after the tendering process is over and EMD
to be refunded to successful tenderers only after receipt of Security Deposit/ Bank Guarantee
of Rs. 2,00,000/EMD will be forfeited if the tenderers/ Bidderi. Modifies/ withdraws the offer during the validity period of 90 days from the due date of
tender
ii. Does not furnish the requisite Bank Guarantee/ Security Deposit within 20 days of issuance
of LOI / Confirmation of award of contract.
iii. Refuses to carryout the job after acceptance of their tender by the Corporation.
10. DELIVERY SCHEDULE: The successful tenderers have to deliver the above said quantity of
Hot Repaired cylinders every month and the complete ordered quantity has to be hot repaired and
returned within the validity period of the order i.e. one year from the date of the LOI / Purchase
Order. In case the ordered quantity is not exhausted or generation of HR cylinders at Plant is less
than the ordered quantity, in such an event the Plant Manger, RAJHAMUNDRY LPG Plant is only
authorized to extend the validity of the Purchase Order by another six months. In case of non
execution of the order within the delivery period of one year or one and half year (if extended) the
relevant delayed delivery clause will be imposed. Delivery Date shall be reckoned as per the
Receiving Gate Pass (RGP) issued from the Plant.
11. DELAYED DELIVERY/ LIQUIDATED DAMAGES:
In the event of failure to effect deliveries or complete the supplies as per the delivery schedule
mentioned above, then a penalty of 0.5% on the value of the balance quantity for every week
delay or part there of subject to a maximum of 5% of the total basic value (excluding the taxes
and duties) shall be deducted. If the delay goes beyond 5 weeks, HPCL reserves the right to
procure such undelivered quantities from alternate sources at the cost and risk of the successful

tenderer and any additional cost / expenses incurred for such procurement shall be debited to the
tenderer and shall be recovered from any amount due to him from the corporation.
Liquidated damages/ Delayed Delivery if any will be imposed on the basis of total quantity of
balance hot repairable cylinders.
12. ARBI TR ATIO N:
12.1 All disputes and differences of whatsoever nature, whether existing or which shall at any
time arise between the parties hereto touching or concerning the agreement, meaning,
operation or effect thereof or to the rights and liabilities of the parties or arising out of or in
relation thereto whether during or after completion of the contract or whether before or after
determination, foreclosure, termination or breach of the agreement ( other than those in
respect of which the decision of any person is, by the contract, expressed to be final and
binding) shall, after written notice by either party to the agreement to the other and to the
Appointing Authority hereinafter mentioned, be referred for adjudication to the Sole
Arbitrator to be appointed as hereinafter provided.
12.2. The appointing authority shall either himself act as Sole Arbitrator or nominate some
officer or retired officer of Hindustan Petroleum Corporation Ltd. ( referred to as owner or
HPCL) or retired officer of Oil PSUs or retired Senior Central Govt. Officer to act as Sole
Arbitrator to adjudicate the disputes and differences between the parties. The
contractor/vendor shall not be entitled to raise any objection to the appointment of such
officer of the owner as the Sole Arbitrator on the ground that the said officer is/was an officer
and/or shareholder of the owner or that he/she has to deal or dealt with the matter to which
the contract relates or that in the course of his/her duties as an officer of the owner, he/she
has/had expressed views on all or any of the matters in dispute or difference.
12.3 In the event of the Arbitrator to whom the mater is referred to, does not accept the
appointment, or is unable or unwilling to act or resigns or vacates his office for any reason
whatsoever, the Appointing Authority aforesaid, shall nominate another officer or retired
officer of the Owner or retired officer of Oil PSUs or retired Senior Central Govt. Officer to act
as Arbitrator
12.4 Such Officer nominated as Sole Arbitrator shall be entitled to proceed with the arbitration
from the stage at which it was left by his predecessor. It is expressly agreed between the
parties that no person other than the Appointing Authority or an officer or retired officer of the
Owner or retired officer of Oil PSUs or retired Senior Central Govt. Officer nominated by the
Appointing Authority shall act as an Arbitrator.
12.5 The Award of the Sole Arbitrator shall be final and binding on the parties to the Agreement.
12.6 The work under the Contract shall, however, continue during the Arbitration proceedings
and no payment due or payable to the concerned party shall be withheld (except to the extent
disputed) on account of initiation, commencement or pendency of such proceedings.
12.7 The Arbitrator may give a composite or separate Award (s) in respect of each dispute or
difference referred to him and may also make interim award(s), if necessary.
12.8 The fees of the Arbitrator and expenses of arbitration, if any, shall be borne equally by the
parties unless the Sole Arbitrator otherwise directs in his award with reasons. The Award of
the Sole Arbitrator shall be final and binding on both the parties. The lumpsum fees of the
Arbitrator shall be Rs. 40,000/- per case for transportation contracts and Rs. 60,000/- for
engineering contracts and if the sole Arbitrator completes the arbitration including his award
within 5 months of accepting his appointment, he shall be paid Rs. 10,000/- additionally as
bonus. Reasonable actual expenses for stenographer, etc. will be reimbursed. Fees shall be

paid stagewise i.e. 25% on acceptance, 25% on completion of pleadings/documentation,
25% on completion of arguments and balance on receipt of award by the parties.
12.9 Subject to the aforesaid, the provisions of the Arbitration and Conciliation Act, 1996 or any
statutory modification or re-enactment thereof and the rules made there under, shall apply to
the Arbitration proceedings under this Clause.
12.10. The Contract shall be governed by and construed according to the laws in force in India.
The Arbitration shall be held at VISAKHAPATNAM and conducted in English language.
12.11 The appointing Authority is the Functional Director of Hindustan Petroleum Corporation
Ltd.

2. “JOB SCHEDULE AND SPECIAL TERMS AND CONDITIONS”
JOB: HOT REPAIR OF LPG CYLINDERS – EX - RAJAHMUNDRY LPG PLANT

1. a) VISUAL INSPECTION AND SAGGREGATION AT LOCATION:
The repairer will depute his representative at the concerned filling plant for initial
segregation of cylinders for hot repairs, before despatch to the repairer’s location and
shall take cylinders which are fit for Hot Repairs. LPG Plant shall take final decision of
the Cylinders which require Hot Repairs.
The hot repair of cylinders shall be carried out as per the code of practice for periodic
inspection and testing of LPG Cylinders in use( as per the IS: 3196 under the BIS certification
as per the scheme of Testing and Inspection).All the other specifications shall be as per
drawing LPG/C/RH/PKK/02 dated 12.12.2002. Latest edition and revisions there after to be
followed strictly.
All the markings on the removed VP Rings and Foot Rings shall be properly defaced as per the
instruction of BIS/LPG Plant. The old VP Rings and the Foot Rings shall be sent as scrap by the
party back to the LPG Plant. Please ensure that the rates quoted are excluding the old
VP/Foot Ring and shall not be considering this scrap factor into the account .
Any revision in the methodology of any part of the total job of this contract, by HPCL or
any other statutory authority shall be complied with by the party with out any extra cost.
(b)
by
Removing of valve protection cap/threaded shroud :
Old valve protection cap and threaded shrouds to be returned to the despatching location
together with the consignment of repairs cylinders.
(c) Removing cylinder valve/bung cap :
All the valves removed from the cylinders should be kept aside along with valve safety caps
and thread protection caps. Proper account kept thereof and to be handed over to HPC for
further disposal.
Bung plugs from the cylinders to be collected and returned to the despatching location together
with the consignment of repairs cylinders.
d) Visual Inspection at Repairer’s Premises:
Visual inspection of the Cylinder by inspecting authority ( ISI Representative) for corrosion,
dents, cuts and other damage as per the norms contained in latest edition of IS 13258 : 1991
(Code of practice for Inspection & Reconditioning of used LPG Cylinders)
Segregation of cylinders to be done in following categories :
(i) Repairable
(ii) Rejected and to be de shaped for scrapping.
The above segregation should be based on the decision of inspecting authority (i.e.., ISI
representative).
(Note 1 : Cause/Causes for the rejection of all the rejected cylinders may be recorded and
submitted along with the relevant bills as well as with monthly review of hot repairs statement to
be sent to concerned filling plant and HQO as per instructions).

e) Segregation of cylinder :
Degassing of cylinder by the method approved by Chief Controller of Explosives, Nagpur and at
the premises approved by him. Suitable bung plug to be fixed after degassing to prevent rusting
of bung threads and ingress of foreign material.
(f) Foot Ring & VP Ring removal/welding new Foot Ring & VP Ring :
Removing the foot ring & VP ring by cold method through trained personnel under proper
supervision. Welded spots shall be smoothly grinded taking due care to ensure that no damage
or loss of metal or reduction of thickness of the parent metal of cylinder body takes place during
the process. Thereafter , area around foot ring & VP ring periphery shall be thoroughly cleaned
by wire brushing to expose bare metal.
(Note 5 : All the marking on the foot ring & VP ring MUST be recorded in the register against Sr.
No. of the cylinder for reproducing on the cylinder after hot repairs. Markings on the old foot ring
& VP ring should be defaced thereafter, markings on respective cylinders with the help of un
washable ink/pencil to be recorded on the body of cylinder for identification.
(g) Circumferential Weld Repair :
Cylinders having circumferential weld defect/leak may be repaired by gouging/grinding/turning
/machining of weld bead so as to remove the weld defect. The same may be made good by
rewelding in line with IS : 3196-1982. The cylinders having repaired at C- weld shall be marked
as RC on the stay plate.
(h) Tare Weight Verification :
After accounting for the weight of the detachable (eg. Valve , Foot Ring, Threaded Shroud, VP
Ring etc), the cylinder segregated as repairable in Item No. 1 to be thoroughly cleaned internally
and externally and checked for correct determination of the Tare weight (empty weight of the
cylinder) where interior of the cylinder is affected by rust or other foreign material it shall be
cleaned by one of the following methods:
(i)
Approved blasting / rotary wire brushing:
(ii) Burn out treatment carried out in furnace at a temperature not exceeding 300 Degree C for
the period not exceeding one hour after which all the rust and any other foreign material shall be
removed by steam cleaning or washing with approved solvent.
Any cylinder which is determined to have lost its Tare Weight by over 5% of its earlier marked tare
weight shall be rejected and set aside for de shaping /scrapping . Only those cylinders which
pass the tare weight test shall be processed further for repairs as necessary, thickness of cylinder
should also be measured with the help of Ultrasonic method and recorded.
(Note 6 : The details of the cylinders rejected subsequent to tare weight test must be incorporated
in the pro forma for rejected cylinders [refer note under item (a) ]
(i) Supply and fixing new Foot Ring /VP Ring :
Supplying and fixing new foot Ring /VP Ring conforming to required specifications. VP ring should
conform to IS:1239 Part I and drawing supplied by HPCL (New broad stay plate of 91 mm). Foot
Ring should conform to IS:1076 and drawing supplied by HPCL.

(Note 7 : Rate inclusive of excise duty and taxes for supplying new foot ring / VP ring).
(Note 9 : No escalation /de-escalation would be allowed on this item).
(j) De-denting of LPG cylinders :
Removal of dents (within permissible limit as per IS 13258:1991), de-denting of cylinders if
required , to be done by cold process and in manner that does not impair in any manner the
quality of the Cylinders as per provision of IS-3196 (Part 1 ) : 1992. This also includes repair of
VP ring.
(k) Heat
Treatment :
After hot repairs and de-denting , cylinders shall be normalized, Stress Relieved in accordance
with the Heat Treatment process followed for manufacturing new cylinders. A complete record of
heat treament of cylinders shall be maintained. After the heat Treatment the loose rust /foreign
material inside the cylinders should be completely removed before further processing.
(l) Hydrostatic Test :
1) Every cylinder shall be subjected to Hydrostatic test in accordance with IS 3196 (Part 1) :1992.
2) The test pressure shall be retained for a period not less than 30 seconds . Any reduction in
pressure noticed during this retention period or any leakage, visible bulge or deformation shall be
treated as case of failure in the test. Cylinders that fail this test shall be set aside for deshaping.
3) Number of pressure gauge should be equal to the number of testing points with positive
segregation. Cylinders should be dried totally and only after
ensuring complete drying of the
cylinder, test pressure should be retained for minimum 30 secs. The HST fixture should be roller
based rotating type. Proper illumination to be provided. Arrangement to be made for inspection of
foot ring weld and bottom portion of the cylinder during test. The water filling equipment preferably
should be pneumatically operated and should have auto fixing, auto filling and auto evacuation to
avoid spillage of water on the outer surface of the cylinder under test. A wooden / teflon mallet
shall be used to tap the cylinder specially at the C – Weld during HST to detect pin hole, porosity
and other weld defects if any.
(m)
Markings :
As soon as the hydrostatic test is completed the cylinder shall be dried internally and original
marking to be reproduced (wherever foot ring/VP ring has been changed). The new test date
should be punched on the third stay below the earlier test date. R shall be marked after the test
date and repairer’s name shall be marked as illustrated in the drawing.
(Note : In no case the reclaimed VP Ring or Foot Ring from other cylinders shall be reused).
The old tare Weight shall be remarked and the new Tare Weight should be marked besides the
same ensuring proper spacing between the two Tare Weighted . The original Tare Weight on the
bung shall remain unchanged.
(n) Shot Blasting / Metallising Repainting
:
Entire surface of cylinder, includes Valve Protection Collar should be shot blasted and given the
follow ing treatment in sequence indicated below :

(i) Spraying with Zinc Metal to give Zinc layer of minimum 0.0015 “(40 Microns) thickness.
(ii) Applying one coat of Zinc Chromate primer to minimum 15 microns as per IS :2074 1979 and
allow the same to dry overnight.
(iii) Apply one coat of super Synthetic enamel of Signal Red colour as per IS : 2932 and shade
537.
(o) Stenciling by Screen-painting :
(i) Every cylinder to be painted for due date of retesting as per procedure detailed in Attachment.
(ii) Tare Weight / Gross Weight of the cylinder to be painted on body of the cylinder as per
standard drawing.
(iii) HP Gas logo in white on 2 sides, “CHECK SEAL ON DELIVERY” , “PUT OFF REGULATOR
WHEN NOT IN USE” , “FOR DOMESTIC USE ONLY”to be stenciled in white in bilinguial (Hindi
as well as English).

Drying time specified by the paint manufacturer shall be allowed in all cases.
All safety caps to be removed before execution of the job and only sound safety caps shall be refixed ob cylinder valves after tying on one stay plate.
(p) Fixing of Valve :
Cleaning the bung internal taper threads to remove any foreign material . This should be done by
using an appropriate Tap to ensure the threads are of full form, clean and free from other
imperfections (any cable cuttings or foreign matter are to be removed from inside the cylinder
using magnate, if necessary ). Thereafter , cylinder valve is to be fitted using jointing materials
approved by ISI for the purpose of Taflon Tape.
New valves will be supplied by HPC. Party should ensure that proper torque is applied for fixing
the valves.
Valve fixing shall be done as per the procedure applicable for the manufacture of new cylinders of
HPCL. The valves shall be fixed by using minimum two rounds of PTFE tape of ¾ th inch width,
40 micron thickness, conforming to IS: 14643 of reputed manufacturers only. The valve fixing
torque will be at 145 + or – 15 ft-lbs. Proper torque wrench should be used to ensure the correct
torque and it shall be calibrated periodically.
q) Pneumatic Test:
After fitting the valve the cylinders should be subjected to internal pneumatic pressure test at 10
kg/sq. Cm. And should be checked by immersion in water bath. During the testing the safety cap
should be fixed on the valve. The bung and valve thread joint should be checked again by soap
solution taking due precaution that the soap solution does not enter into the valve.

The inside of the tank for pneumatic test should be painted with white paint. Proper illumination is
to be provided outside and inside the tank. The cylinder should be filled with the air as specified in
IS-3196 (latest) and tested for minimum 60 sec for any leakage. Provision to be made for rotating
the cylinder during the test. Testing shall be carried out after fixing the safety cap on the valve.
In case of detection of first fill leakage (except Valve Leak/ Neck Leak) in cylinders Hot
Repaired by you, a penalty of Rs. 1800/- per cylinder shall be recovered. In addition no
charges shall be paid for those cylinders.
2.PROMINENT CHANGES TO VP RING, FOOT RING, STAY PLATES AND PAINTING OF LPG
CYLINDERS
14.2 KG CYLINDERS

The width of one of the three vertical stay plates (having batch number & test dates
punched on it) has been increased from the existing 52 mm to 91mm. The width of the
other two stay plates remain as 52mm.

Apart from the screen-printed of the HPGAS LOGO at two places on the cylinder body,
HPGAS LOGO shall be screen-printed on the 91mm stay plate as well.

The ‘J’ formation in the foot ring has been changed to ‘O’ formation without welding

The VP ring tube has been changed from the ‘Light Class’ to ‘Medium Class’.

The centre of vent hole (vertical slots of 20x11 mm) will be at a height of 28mm from
bottom of Foot ring instead of 22mm.

Inside portion of 91mm stay plate will be screen-printed with tare weight apart from quarter
and year of next due date against the same background colour as per the retesting cycle. *
Tare weight also to be screen-printed in the same colour as per the lettering colour of the
next due date.
19.0 KG CYLINDERS

fully stoving enamel (IS:142 OR IS:151) wherein cylinders are subjected to baking after
application of stoving primer/paint in a baking oven at a desired temperature for a specific

time frame. Alternatively the cylinders are also permitted to be dry powder coated in lieu of
stoving specifications.
3.COLOUR CODING OF LPG CYLINDERS
a) In case of these cylinders, immediately after retesting, the month and year shall be punched on
the outside of one of the stays.
b) In order to indicate the next quarter of testing , the inside of one of the stays be painted with a
suitable colour (details given below) and the next quarter and year of the testing due shall be
painted. For distinguishing the quarters , A, B, C & D should be used on calendar year basis. For
example if a cylinder has been tested in 7/90, the marking on the inside of the stay will be C95.
c) Every time a cylinder goes for retesting , a separate stay of the cylinder shall be used for
indicating the next period of testing retaining the earlier one (without defacing the colour coding of
the earlier stay). In other words, when the cylinder completes 3 periods of testing it would indicate
3 test dates on 3 stays meaning that the cylinder has completed 15 years of use.
d) The periodicity of inspection & testing of LPG cylinder in use in revised as under:
a) First testing at an interval of 10 years from the date of manufacturing
b) Subsequent testing at an interval of every 5 years.
The permission is applicable for the cylinder manufactured from the second quarter of 2000
onwards.
In view of this change of periodicity, the 07 year colour scheme for coding of inside protion of one
vertical stay plate for first is revised to 10 years colour scheme , as given under:

Painting: Zinc chromate primer as per the specifications of IS : 2074 (latest) and super synthetic
enamel paint as per the specifications of IS:2932 (latest) procured from LERC (Industry LPG
Equipment Research Center) recommended Paint manufacturers ie M/s. Asian Paints / Goodlass
Nerolac / ICI Limited / Berger Paints / Shalimar Paints / Bombay Paints to be used. Zinc
Chromate Primer & Super synthetic enamel paint of any other manufacturer whose product is
certified by LERC as conforming to IS: 2074 (latest) & IS:2932 (latest) can also be used. Random

samples will be draw from Primer & Paint (Four liters each of the primer & paint samples in one
liter packs) either at the paint manufacturer's end or from the retesting station and will be
forwarded to LERC Bangalore once in a year for testing purposes. The frequency of testing can
be increased as per the requirement. Before commencement of the Job contractor has to produce
Test certificate from an independent laboratory certifying that the paint proposed to be utilized for
the job is confirming to IS: 2074.
Both the primer coating and signal red finish paint shall be applied on the external surface of
cylinder by using a suitable pneumatic spraying gun in a fabricated painting booth having
provision for water curtain, draft and rotation arrangement for cylinder(s).
While applying the primer coating and final painting, care should be taken to ensure that the
shadow zones such as surfaces under foot ring. VP ring etc are properly coated.
A uniform coating of primer and finish paint shall be applied, the minimum coat thickness for both
layers of primer and paint shall not be less than 30 microns.
Sufficient drying time should be provided after finish painting. The area around the bung within the
VP ring shall be painted requirements of owner of cylinders (Oil Companies)
For better results it is desirable that the primer and paint both are obtained from the same source.
In case of these cylinders, immediately after retesting / reconditioning, the month and year shall
be punched on the outside of one of the stays.
In order to indicate that next quarter of testing, the inside of one of the stays be painted with a
suitable Colour as advised by HPCL.
For distinguishing the quarters A, B, C & D should be used on calendar year basis. For example,
if a cylinder has been tested in 7/98, the marking on the inside of the stay will be 'C 03'.
All tested and painted cylinders found to be fit for further use should be provided with French blue
Colour painting inside the shadow zone of V.P.Ring. The Colour of the paint shall conform to
shade no: 166 of IS: 5:1978.
New tare weight shall be screen-painted with yellow paint (Shade No 355 of IS 5) on three equally
spaced places on French Blue Colour background (in the shadow zone of VP Ring). The size of
stenciling shall be 25mm long x 3mm wide.
Tare weight should be screen painted in Black on Signal Red back ground on the inner side of 2
vertical stay plates.
Net weight to be screen painted with black paint on signal red paint outside the shadow zone of
VP Ring. The size of lettering shall be 20mm long x 2mm wide.
The following Messages shall be screen painted in English and Hindi as per attached drawing
along with HPGAS logo on both sides.
"SWITCH OFF REGULATOR WHILE NOT IN USE",
"CHECK SEAL ON DELIVERY".
" FOR DOMESTIC USE ONLY"

For exact location / details please refer relevant extracts of detailed drawing of LPG cylinders
(copy attached). Further the messages to be screen painted on the Cylinders are likely to be
modified / added from time to time, latest drawings of which will be made available by HPC
Rajahmundry LPG Plant. No extra payment will be made for any additions / modifications to be
carried out at a later stage as directed by HPCL Rajahmundry LPG Plant.
4.ATTACHMENT
Cylinders are to be inspected, tested, painted a s per code of practice for periodic inspection and
testing of LPG cylinders approved by Oil Industry Technical Committee.
The record keeping, certification and other details is mentioned in the code shall be strictly
adhered to.
Details of Colour coding to be provided for HPC Cylinders as mentioned in the standard drawings:
