2014 Data Requirements and Change Control
Document
Section 1 - 2014 Data Requirements
Under Subsection 19-70 (1) of the Higher Education Support Act 2003 (HESA), a higher education provider
must give to the Minister such statistical and other information that the Minister by notice in writing requires.
As noted in the Ministerial Notice of 22 May 2014 (the Notice), this document provides details of the 2014
Higher Education Data Collection, including links to relevant documents, and change control information.
The Higher Education Data Collection incorporates:



the Higher Education Student Data Collection (Table A, B, C providers and approved providers
under section 16-25 of HESA);
the Higher Education Staff Data Collection (Table A and B providers only); and
the University Applications and Offers Data Collection (Table A and B providers only).
As stated in the Notice, providers must check for any changes to the data requirements to these collections
which may be made from time to time. All changes will be noted in Section 2 and 3 of this document.
Providers will also be provided notification of changes through the HEIMS Data Collections eNews at
http://heimshelp.deewr.gov.au/sites/heimshelp/news/pages/heimshelp-news.

STUDENT DATA COLLECTION
Changes to support the implementation of the OS-HELP program
1. Addition of two new elements – System change

Element 582 (OS-HELP language code)
This element indicates the language a student is studying in preparation for their study in an Asian
country.

Element 583 (OS-HELP Language study commencement date)
This element relates the commencement date of OS-HELP assistance for Asian language study to
the student’s OS-HELP assistance for study in Asia.
2. Update to OS-HELP (OS) & Revised OS-HELP (RO) structure to include the two new OS HELP elements
582 and 583 – System change.
3. Update to OS-HELP (OS) & Revised OS-HELP (RO) scope to reflect new policy initiative to support the
implementation of OS-HELP assistance for study in Asia – no system change.
4. Modification to existing elements

Element 490 (Student status code) – System change
Two new OS HELP codes have been added to this element. The new codes are:

o 241 - OS HELP for study in Asia
o 242 - OS HELP language study.
The meaning of code 240 on element 490 has also been modified to "OS HELP for study in nonAsian countries".

Element 521 (OS-HELP study period commencement date) – No System change
Updates to coding notes to reflect the inclusion of OS-HELP assistance for Asian language study.

Elements 553 (OS-HELP country of study code – primary) & 554 (OS-HELP country of study code –
secondary) – No system change
There are minor updates to the codes “0000” for these elements to include OS-HELP assistance for
Asian language study.

5. Modification to coding notes on some elements for clarification - No system change

6. The scope documents for all files have been updated so that there is a consistent format.
