Page 13 9. Development of Kilwa, Pangani, Mafia and Lindi as Fishing Ports. Project Name: Implementing Authority: Location: Short Description: Development of Coastal Fishing Ports. Tanzania Ports Authority Kilwa, Pangani, Mafia and Lindi Ports Growth of International Trade, social economic changes and quest for alternative environmental friendly source of energies globally have led to discovery of economic activities with multitudes of potentialities along Tanzanian coastal ports. According to the TPA’s Ports Master Plan (20082028), these opportunities ranges from establishment of sugarcane and jatropha plantations leading to export of ethanol and jatropha seeds for production of energy at Kilwa Masoko, and gypsum and fishing activities at Kilwa Kivinje. The remaining costal ports of Pangani, Mafia and Lindi have fishing, oil and gas exploration potentialities. TPA wishes to develop these ports to accommodate multitudes of economic activities starting with large scale fishing, which will allow calling of large fishing ships and construction of modern fishing facilities offshore. The coastline is 1450km long with a narrow continental shelf and an Exclusive Economic Zone in the Indian ocean of about 223,000 sq.km. The fisheries potential for Tanzania is 730,000 metric tons per year. An estimated 60,000 people are employed Proposed projects under PPP Page 14 as full-time fishermen, while another 30,000 are engaged in part-time fishing and fisheries-related activities, such as fish processing, marketing, distribution, netmaking, marine engine repair, boat-building and other activities. The fisheries resources are renewable resources, which are limited, and therefore they have to be conserved, managed and developed on sustainable basis. The Tanzania promotes sustainable exploitation, utilization and marketing of fish resources to provide the intended national social economic objectives and achieve effective protection of the aquatic environment to sustain development. The private sector, the community, nongovernmental organizations and other nonstate actors have a useful role to play in the development, management and sustainable utilization of the fisheries resources. Support effort is important to achieve the sector objectives. The active involvement in the sector would enhance investment; improve business and general management in the fishing industry. Modern fishing techniques have started to be employed in the coastal waters though in a small scale. There are significant opportunities for investors to establish fish processing plants, crustacean fisheries, and deep-sea fishing in Tanzania. These developments in the fishing industry will require well established port facilities Proposed projects under PPP Page 15 along the Tanzanian coastline, which will support large scale investors. A model fishing port jetty might require the following facilities and services: A) FISHING PORT FACILITIES 1. Multi-purpose Pier : 105 LM 2. Banca Landing Quay : 456 LM 3. Slipway & Vinet House : IC Mt x 12ETS/E.11 4. Breakwater: 39 LM 5. Administration Bldg. : 300 SQM 6. Warehouse : 560 SQM 7. Market Hall : 1,000 SQM 8. Market Hall (Annex) : 1,000 SQM 9. Refrigeration Building : 2,526 SQM 10. Ice Making Machine : 25 MT 11. Ice Storage : 15 MT 12. Cold Storage (low temp.) : 85 MT 13. Contact Freezers (3 Sets) : 400 Kg. Cap. : 1,000 Kg. Cap. B) SERVICES 1. Use of unloading & marketing facilities for fish & other fishery/aquatic products both for local and foreign markets. 2. Provision of facilities for harbor operations such as ice, water and fuel conveyance and product transshipment. 3. Lease of processing and refrigeration facilities including pre-processing, product Proposed projects under PPP Page 16 preservation through cold storage and contact freezer. 4. Information dissemination such as fish prices, volume of processed products, species unloaded and volume of unloading. 5. Lease of office spaces and raw land for establishment of fisheryrelated factories. Project Benefits: Development of Coastal Fishing Ports in Tanzania will provide a number of social economic benefits to the country down to the grassroots levels of districts and villages. Even though fishing constitutes only a small portion of Tanzania's GDP, it is, nevertheless, an important source of livelihood for many Tanzanians and has been so for many years. Many Tanzanians engaged in fishing earn income from the activity. This income has been increasing over the years, although distribution is becoming increasingly more inequitable, with the export-oriented fish processing sector taking the lion's share. The benefits of developing coastal fishing ports will come through a growing and vibrant fishing industry, which will in turn provide: Improved fishers income and their Proposed projects under PPP Page 17 Project Cost Estimates: Project status: Financing arrangement: Contribution to income generation and/or poverty eradication: Description of the regional character of the project and benefitting countries: Proposed projects under PPP communities Direct and indirect employment of a variety of jobs Increased contribution to the national GDP Increase in foreign exchange earnings through increased export trade Increase in TPA’s traffic through envisaged export trade and import of capital goods to the fish and other related industries Increased skills to Tanzanians who will be employed in the industry and, Multiplier effects to other industries through byproducts sold to local markets, to mention just a few. USD 4.5 million per one Fishing Port Study to be carried out in 2011/2012 Fund not secured. PPP financing arrangement is preferred. 1. Creation of direct and indirect employment 2.
