11 billion IQD for the alleviation of poverty in Diwaniya

Diwaniya Province announced yesterday that the Ministry of Planning has allocated to the province more
than 11 billion IQD within the program of poverty alleviation strategy in Iraq, and pointed to the formation of
specialized committees to develop plans and projects to support the poor.

"The Ministry of Planning and Development Cooperation allocated to the province of Diwaniya 11 billion and
900 million IQD within the strategy of poverty alleviation in Iraq for the years 2012 - 2014," said the governor
of Diwaniya, Salim Alwan, noting that "the objective of this strategy is to reduce the poverty level in Iraq by
30%."
"The province has formed a committee includes different terms of reference for determining the quality of
projects to be implemented by the province within this strategy to contribute to reduce poverty and support
for the lowest income," Alwan added, noting that "the proposed projects will be submitted to the executive
body of the strategy to be worked on by the beginning of the year 2012."
"The amounts of this strategy include other seven provinces which are the poorest in Iraq, as well as the
Ministries of Health, Housing, Education, Labour and Social Affairs." Alwan said.
Diwaniya Province (180 km south of Baghdad) is the second poorest provinces after Muthanna, where the
rate of poverty according to official statistics, is 35% of the population of one million and 200 thousand.
The Ministry of Planning, in last October, announced allocating a budget of 700 billion IQD to support the
poverty alleviation strategy in Iraq.
The Cabinet had approved during its 42nd ordinary session in November 2009, on the five-year plan
developed by the committee formed to develop a poverty reduction strategy in Iraq.
A higher committee headed by Deputy Prime Minister for Economic Affairs, Rose Nuri Shaways has been
formed with the membership of 12 ministers to develop a strategy to alleviate poverty in Iraq from 2010 to
2014, and the strategy had launched during January 2010.

Ministry of Trade is seeking more allocations for the ration

The Ministry of Trade said that the provision of the ration card items over the next year needs to eight trillion
IQD, compared to four trillion have been allocated in the general budget for this purpose, and revealed efforts
to block the ration of those who gain a monthly income of more than two million and 500 thousand IQD
instead of one million and 500 thousand currently in place.
An official source at the ministry said it is currently holding extensive meetings to develop a plan to provide
the ration card items for the next year to more than 32 million citizens registered within the system of ration,
indicating that the Finance and Economic Committees at the Council of Ministers and Parliament determined
the amount of four trillion IQD for the provision of card items within the budget of next year, but the actual
need for this estimated at double of that amount.
The source added that the amounts of card items to be provided per year are: four million and 400 thousand
tons of wheat, about one million tons of rice, 800 thousand tons of sugar, 500 thousand tons of baby milk and
600 thousand tons of edible oil.
On the other hand, the source revealed on efforts to change the system to block the ration card for high

income earners through the inclusion of those who their monthly income is more than two million and 500
thousand IQD instead of 1.5 million IQD currently in place, noting that about 30 percent of the now covered
persons are still receiving items, especially businessmen and traders because of the lack of statistics and
data approved by the ministry in this field.

Items of the ration will include baby milk “Dialac”

Minister for Trade, Khairallah Hassan Babekir, announced that the ration card for the current month will
include baby milk “Dialac” in addition to the rest of items.
Babekir said in a statement, "The ministry is keen on providing high-quality materials of known origins
commensurate with the taste of the Iraqi consumer."
"The Ministry has mechanics and controls to improve the level of item’s specification to satisfy the desire of
the Iraqi citizen.” Babekir added.

The conference of the Child Welfare Committee organized by the Ministry of Labour recommended the need
to speed up the ratification on the Law of the Children's Parliament by the House of Representatives, and the
two laws of the Child Welfare Committee and Protection of the Rights of the Child.
An official source at the Ministry of Labour revealed that the Child Welfare Committee has prepared a
package of laws to improve the reality of Iraqi children, including preventing the import of toys look like
weapons because of its negative impact on the children, with an invitation to the Committee of the
constitutional amendments in the House of Representatives to amend Article 34 First of the Constitution
concerning the compulsory primary education to be up to the intermediate stage, along with the appointment
of a social worker in each school who is responsible for the juvenile problems as stated in Article 21 of the
Juvenile Welfare Act No. 76 of 1983.
The source pointed to the importance of activating the role of the Central Agency for Statistics and
Information Technology at the Ministry of Planning to conduct surveys and find out the reality of child-friendly
environments to be as a database for any development plan, in addition to demanding the Media and
Communications Board for activating the supervisory role on programs for children provided through the

satellite channels especially that incite to violence because of their negative effects on the child's personality
and behavior with the necessity of opening a child-friendly schools to provide a valid school environment to
attract children and reduce school drop-out phenomenon.
The source said the family and the school are playing an important role to respect the rights of children and
encourage them to participate in various activities that contribute to the development of his abilities, calling
the Interior Ministry to review the licenses granted to billiards galleries and e-games that attract students and
prompt them to leave school during studying hours, in addition to emphasis on the role of the Juveniles
Police in monitoring these places.
He also called on the university students to conduct further social and psychological researches and studies
to address the phenomena that threat the child's life and future.

Starting the implementation of the national strategy for education in Iraq

The Ministry of Education has started a national strategy for education which corresponds with the objectives
of UNESCO and the Millennium Development Goals.
The education sector in Iraq had damaged largely because of the international isolation and violence in the
wake of the fall of the former regime in 2003.
A series of attacks by unknown persons led to the killing and abduction of a lot of scientific talent over the
past eight years, as Iraq has seen a migration of education elite in addition to remove others from their jobs
because of their affiliation to the outlawed Baath Party.
An advisor to the Ministry of Education Mohsen Abid Ali said, "The team to implement the strategy will work
on six major themes related to the overall context and institutional context and focus on legislation, laws and
regulations as well as the quality of education and the financing of the education sector."
He added that "the Ministry of Education is working to implement the national strategy through the
implementation of 178 projects of the Ministries of Education and Higher Education in all provinces, including
Kurdistan," and that "there is a trend towards building a developed curriculum to strengthen Iraq's scientific,
economic role and creation of integration and cooperation between the Ministries of Education and Higher
Education ".

Building 18 schools in Anbar

The Director of Education Department of Anbar, Nafie Hussein Ali, said that local companies completed the
building and the construction of 18 schools in different regions of the province, within the regional
development plan for 2011 to overcome the phenomenon of double-and triple-time.
"Anbar needs to build 1,000 schools due to the large area of it as well as it suffers from a lack of school
buildings in many areas, what impact negatively on the scientific level of the student." Ali said.

"Many of the province’s schools are old and have not been renovated for the lack of financial allocations, and
a number of them had closed to be replaced with modern ones,” Ali added, noting that "military operations
witnessed by the province in the past led to the destruction of a number of school buildings.”

The Director of Projects at the Ministry of State for Women, Joan Amin confirmed that the illiteracy rate rose
to 19% as a result of several factors, the most important one is the current policies and procedures.
Amin, on the sidelines of a conference held yesterday under the slogan (An educated woman is equal to
empowered family), in cooperation with the Organization of International Relief and Development and the
Organization of Iraq for Health Aid, said that many factors were behind the increase in the illiteracy rate to
19% in recent years, pointing out that current policies are affecting the reality of women in addition to the
poor economic situation of the Iraqi family.
Amin continued that in addition to the political tension there was another factor which is the rejection of the
parents to learn and to send girls to schools and encourage them to stay at homes, especially in rural areas.
She noted that the work in this field was in two phases, the first was girls' education through the payment of
costs to study, and the second was training of mothers on occupations such as sewing and others.
For his part, Director of Education at the ministry, Adel Abdul-Rahim, while attending the conference,
revealed that there will be projects in collaboration with UNICEF, including the activation of the speed up
education project, which provides that a person should cross the primary level in three years.

Muthanna Health Department warns of mock campaigns to vaccinate children

Muthanna Health Department warned in a statement shown on its website today to deal with the unreliable

persons roaming to vaccinate children.
A source in the Department confirmed that "there are some women who do vaccinate children in Khidhir
District and some other areas in the province with a poisoned vaccine that could kill children."
"The department is campaigning for the vaccine by publishing it in the official newspapers and television and
in certain seasons and across Iraq." said the Director General of the department, Dr. Ahmed Mattar.
"The staff of our department is working within organized groups and from known health centers in the area or
the neighborhood as well as carrying an identity card." Mattar added.
He pointed out that "there is a fake group who pretend as staffs of the department,” calling the citizens to
take precautions and ask for the badge of the Department and report all suspicion cases to the authorities or
the nearest police station."

The Ministry of Health has added two new vaccines to the table of routine vaccination of children in all of
Iraq.
The Director of the Division of Immunization at the Ministry, Dr. Moataz Abbas, said the ministry has
completed scientific studies on patients with diarrhea, meningitis and had decided to introduce them in the
vaccination table starting from early next year, in order to protect most children in the whole country from the
deaths resulting from these two diseases, stressing that the ministry has equipped Primary Health Care
Centers with the vaccines.
Dr. Abbas added that the ministry is urging citizens to visit the health centers to vaccinate their children
starting with those who born in 1/11/2011 in order to strengthen their immunity against diseases, and has
published educating sticker for this purpose urges parents for their commitment to timing in taking the
vaccine.

Basra's Health Department announced today the referral of more than 70 services projects for approval,
including the building of hospitals, medical centers in all parts of the province, a Health Ministry statement
said today.
The statement quoted Basra's Health Director General Riyadh Abdul-Ameer as saying that 70 projects, of a
total of 79, were sent to the provincial council, including building four hospitals and five consultancy clinics.
The projects included stores, expansion of wards and building 5 primary health care centers, in addition to
other projects.

A source at the Directorate said that a ministerial decision issued to remove the director of environment
department, Haider Fouad Rashid, and appoint his deputy Hamid Obeid Abdullah instead on the background
of under laying the Husseiniya River with contaminated sand transported from a site of a former military plant
that caused wounding about 40 children in the area of Husseiniya north the city, over a year and a half.
The source added that hundreds of meters of Husseiniya River were under laid with contaminated sand, and
it is not yet known how this issue will be addressed.

UNICEF monitors the health system in Iraq

The Department of Health of the UNICEF-Iraq has held a seminar yesterday in Erbil, in the presence of
representatives of all health institutions in Kurdistan and Iraq.
The official of the Department, Qasim Othman, said that "the objective of holding this seminar is to review the
methods of implementation of the health system in Iraq and Kurdistan region, because the United Nations
monitors the health situation in the country on an annual basis, through the Department of Health of
UNICEF."

Othman added that "UNICEF is holding these seminars on an annual basis, and sending a report on the
health situation and future plans for the health sector in Iraq and the region to each of the Ministers of Health
in the federal government and the Iraqi Kurdistan Regional Government."

60 HIV cases in Iraq: Health Ministry

There are 60 people in the whole of Iraq who have been infected with HIV, the Iraqi Ministry of Health said
Tuesday.
“The number of infections with AIDS in Iraq reaches 60 cases and they are all under control” said Adil
Mohsen, inspector general at the ministry of health.
The figures include infections in Kurdistan Region as well, where health authorities said last month that there
were only 19 cases in the region.
According to UNICEF-Iraq, the recorded number of AIDS patients in Iraq from 1986 to 2008 reached 480
cases, 274 of which were Iraqis, most of them died.

A UN headquarters was opened in Basra today, and houses a number of its agencies and organizations.
The international organization will assist Iraq in getting out of UN Chapter VII and resolving problems with
neighboring countries.
The head of the mission Jonathan Robinson said, in his opening speech, that the UN will help Iraq get out of
Chapter VII and resolve problems with neighboring countries.
The organizations that will be housed in the headquarters include the World Health Organization, UNICEF
and FAO.

The office will support youths in the southern part of Iraq, in addition to environmental improvement and
developing water resources.
The UN flag was raised on the headquarters, at Basra International Airport, 20 km north west Basra, which
lies 590 km to the south of the capital, Baghdad.

Minister Eng. Adel Mhodr assured during his meeting with the delegation of Hyundai Korean Company and

The director of Hussein Center for rehabilitate disabled people in Karbala Province, Dr. Ammar al-Jubouri

said at a seminar held yesterday at the Husseini Hospital that the Iraqi Ministry of Health started to train its
cadres to teach them how to fill in international form accredited by the World Health Organization to count
and register the disabled.
Jubouri pointed out that Karbala sampled with four other provinces, namely, Baghdad, Basra, Maysan and
Wasit to enter in a race to see which provinces will correctly done it.
He stressed that "the purpose of the form is to figure out the number of disabled people in the country and
the seriousness of the health departments and doctors in the implementation of the program," noting that "all
disabled are covered by statistics, whether they are suffering from mental or physical disability."
Jubouri added that with the completion of the statistics "the disabled will be given special IDs and their own
body will be opened and supported by civil society organizations and ministries to give them their rights as
citizens living in Iraq."

those with special needs to develop a strategy to provide better services to them.
A statement by the media unit in the General Secretariat yesterday said that "the meeting took a number of
recommendations, which included the provision of supplies to facilitate the movement of people with special
needs by taking into account designing elevators in buildings within the urban plans for the future and the
provision of wheelchairs, in addition to the contribution of the General Secretariat of the Council of Ministers
to the opening of private school for children with autism."

Ministry of Women announces preparing of domestic violence law

The Minister of State for Women's Affairs Ibtihal al-Zaidi stated today that the ministry is working on a law for
protection from domestic violence as well as preparing a program for the development and training of rural
women.

"The ministry is currently working on preparing a law for protection from domestic violence and a strategy to
combat violence against women, in addition to preparing a strategy for the advancement of Iraqi women," alZaidi said, adding that "after the ratification of the law of the ministry and the two strategies the women will
have a national plan adopted by the government."
She pointed out that a program for the development and training of rural women will be launched soon, as
well as other projects for the family in the sectors of health, education, children and others."

Movie festival in Kurdistan “No to violence against women”
Erbil – Mada Newspaper, Dec. 27
Under the slogan "Art work to stop violence against women", the second festival for the short films was
launched in Erbil, which falls within the campaign to address violence against women in Kurdistan and lasts
three days with the participation of fifteen short films.
"The festival is held with the support of the Department of Cinema at the Ministry of Culture and Youth,
where fifteen short documentary films to be shown, and there are daily sessions on the films, and most
participants are from the young people with four films to young females directors, and our aim is to support
the issue of women and their suffering through picture." The festival director Nasser Hassan said.

Ministry of Migration: There are still about 1.5 million displaced inside the country

The Minister of Displacement and Migration reported that there are about 1.5 million displaced people inside
the country now.
"The last data of the offices of the Ministry stated that there are 250 thousand displaced families from their
places of origin to other areas within the country now due to deteriorating security and political conditions."
Dindar Dosky said.
"The Ministry of Planning estimated the number of family members at six people, so, about 1.5 million Iraqi
citizens are living away of their places of origin." Dosky added.
He pointed out that "40 thousand displaced families now living in the provinces of the Kurdistan region,
estimated at 200 thousand people."
He said that "in 2011 alone, almost 90 thousand displaced persons return to their former areas," noting that
"our plan for next year is including bringing back the largest number of displaced persons to their areas."
The UNHCR has announced that in mid-June of 2010, about 960,400 displaced persons inside Iraq return to
their home areas during the period from 2008 until April of 2010.

Arab Springs pushed 150,000 Iraqi refugees back home

Iraq’s Immigration Minister said Thursday that some 150,000 Iraqi refugees who fled violence in Iraq
following the US invasion for Iraq in 2003 have returned to their homes following the outbreak of protests in
the Arab world.
The Iraqi families have returned from most unstable countries that witnessed uprisings over the past 10
months – Yemen, Libya, Egypt and Syria.
“We have registered 150,000 Iraqi families who have returned to Iraq” said Iraqi Immigration Minister Dindar
Dosky, “and still there are others who want to come back and we are working on that”
But Dosky urged those countries to not forcibly deport Iraqis as the Iraqi government will not be able to
handle large numbers of families rushing back home.
At the height of the sectarian war in Iraq in 2006-2007, about 2.5 millions Iraqis fled Iraq; most of them took
refuge in the neighbouring countries of Syria and Jordan with some of them fleeing as far as Yemen, Libya
and Egypt, while some others, who managed, fled to Europe and the US.

Ministry of Migration: The government is not able to accommodate all returning from abroad

The Ministry of Displacement and Migration, Monday, announced recording the return of 150 thousand
families to their homes from inside and outside Iraq, noting that some European countries began to return
Iraqis forcibly to the country, and confirming that the Iraqi government is not able to accommodate large
numbers of returnees from abroad.
The Minister of Displacement and Migration, Dindar Dosky, on the sidelines of his meeting with Arab League
envoy in Iraq, Ahmed Shalgam, said that "the ministry recorded 150 thousand Iraqi families have returned to
the places of domicile from inside and outside Iraq since 2008 and so far, of which 80 thousand families from
inside Iraq," pointing out that "the Iraqi government, through the ministry, provided financial aid to all
returnees."
"The UNHCR confirmed that the number of Iraqis living in Jordan, Syria and Lebanon does not exceed 169
thousand people including 112 thousand refugees in Syria and nine thousand people in Lebanon and the
rest in Jordan," Dosky added, noting that "the ministry recorded a significant return of Iraqi refugees from
neighboring countries, especially Syria ".
He noted that "European countries began to return some of the Iraqis forcibly to Iraq, notably Sweden and
Britain," asserting that "there are tens of thousands of Iraqis living in those countries threatened to forcibly
return to Iraq."
Dosky pointed that "the Council of Ministers formed a committee to appeal to the European countries the
need to wait to send Iraqis forcibly until developing an agreement between Iraq and these countries on the
nature and mechanism of return and the way that preserves their dignity," stressing that the Iraqi government
cannot accommodate such large numbers of Iraqis at the present time ".
According to statistics of the Federation of Iraqi Refugees, about five thousand Iraqi refugees were forced
during the past four years, to return to Iraq.

It is worth mentioning that the UNHCR announced in a report, mid-June, that around 960 thousand and 400
displaced inside Iraq have returned to their home areas during the period between 2008 and April of 2010,
while more than 70 thousand of Iraqis who have fled out of Iraq have returned for the same period.
The report of the UNHCR refers to some 222 thousand Iraqi refugees registered with it are still in Iraq's
neighboring countries, pointing out that about 165 thousand of them are registered in Syria, 32 thousand in
Jordan, while the rest distributed in Turkey, Egypt, Iran and Lebanon.

200 thousand Iraqi refugees in Jordan, most of them are unemployed

The acting Iraqi Ambassador in Amman, Tahsin Alwan said, "Approximately 200 thousand of Iraqi refugees
are now living in Jordan, mostly concentrated in Amman."
"A lot of Iraqis in Jordan are suffering difficult living conditions waiting to be resettled in other countries."
Alwan said.
"Most Iraqis in Jordan do not have residence and their remaining in Jordan depends on a document granted
by the United Nations refugee agency to prove they're on the list of refugees to prevent the Jordanian
authorities from returning them forcibly to their country." Alwan added.
He explained that "most Iraqis in Jordan cannot work because they have no residence documents, so some
of them depend on aid and some other do free hard works and do not need residence document to secure
the requirements of living."
"The Iraqi embassy in Jordan provides very fast services to all Iraqis and its door is always open to receive
requests and complaints, if any." Alwan said.
UNHCR has recommended the need to accept the settlement of 48,000 Iraqi refugees in 2010 in the host
countries.
Most of the applications of the Iraqi refugees come from Syria, Jordan, Lebanon, Egypt and Turkey, where
most Iraqi refugees living abroad and their number is about 1.8 million refugees.

8000 families of “Shabak” are displaced and live in Ninawa Plain

The representative of “Shabak” minority in Ninawa Provincial Council, Qusay Abbas, on Saturday, affirmed
that 8,000 Shabak families abandoned from Mosul because of sectarian acts, pointing out that they settled in
areas of Ninawa plain, but they lack the most basic services.
"The statistics of the Ministry of Human Rights noted that there are 8,000 Shabak displaced families found in
Ninawa plain areas,” Abbas said, adding that they "fled from the city of Mosul, because of sectarian
violence."
The Shabak left the city of Mosul after the sectarian violence in 2005 and 2006 and settled in many parts of
Ninawa Plain, like Hamdaniya, Bartella, Baasheqa, Wana, Nimrod and Salamiya, where they are practicing
agriculture and deal in cattle.
