Open Enrollment
 Section 1002.45, Florida Statutes requires districts to
provide at least one enrollment period of 90 days or more
which ends 30 days before the first day of the school year.
 Some districts also have a window of opportunity at the
same time as enrollment for other school choice options in
the district.
 Language in the Student Progression Plan can define when
students may choose virtual options, including FLVS
Enrollment Process
Course
Requested
Student requests a course; you will get a notification through VSA
You verify the Course Request; CR becomes CRC
Course
Request
Complete
MDVS reviews each CRC and confirms with the school/district
contact by email
School or district contact confirms with MDVS by reply
Classroom
Assigned
MDVS assigns the student a classroom; CRC becomes CA
Active
Teacher makes a Welcome Call; CA becomes A
Florida Virtual School (SB 1514)
 Courses delivered by the FLVS on a public school campus shall
be reported only by the school district in which the student is
enrolled
 Courses completed through FLVS by a brick-and-mortar student
outside of their scheduled school day will be reported by FLVS.
This can result in the fractionalization of the 1.0 FTE, thus
reducing the per-enrollment FTE for both entities.
 Contracts with districts for Virtual Learning Labs
 $267 based upon enrollment, not completion
 $325 based on successful completion
Options for Virtual Instruction
 FLVS (provides course + teacher)
 MyDistrict Virtual School (course + teacher)
 MyDistrict Virtual School (MDVS provides
course + district provides teacher)
180-day School Year
Prior to 2013-14:
Students not finished by last day of school were
withdrawn ( Complete Failing status)
Effective 2013-14:
The rule is the same, but with exceptions….
180-day School Year
“District virtual instruction programs, including district franchises,
may offer courses beyond 180 days only for the purpose of course
completion and credit recovery. Course completions apply only to
a student who is enrolled and reported during the second or third
membership surveys and does not complete a virtual education
course by the end of the school year. These courses must be
completed and reported by the deadline for amending the final
enrollment survey for the year (Survey 4) to receive funding.
Credit recovery courses are allowed for students who did not pass
a traditional or virtual education course during the regular school
year and must retake the course to graduate on time. There is no
requirement as to the survey in which the completions for these
courses must be reported “
