Permission is given to representatives of YMCA of Delaware Youth in Government to act as temporary guardian for the above named individual. It is understood that if time and circumstances reasonably permits, the YMCA of Delaware Youth and Government will endeavor, but is not required, to communicate with the undersigned prior to rendering of medical or dental care for which consent is given pursuant of this authorization. The undersigned understands and agrees that the YMCA of Delaware Youth and Government shall not be legally or financially liable for any claim arising from the care provided pursuant to authorization. The undersigned hereby agrees to indemnify and to hold the YMCA of Delaware Youth and Government harmless from any claim made by or on behalf of said individual arising out of any medical care or dental care provided pursuant to this authorization. This authorization is given to the YMCA of Delaware Youth and Government for use in conjunction with any event operated by the YMCA including transportation to and from events and shall be valid until revoked in writing by the undersigned. The intent is to hold each participant responsible for his/her own actions. In addition, each YMCA/school/organization sponsoring a delegation will be held accountable for the conduct of their delegation. The State Director has the authority to interpret the Code of Conduct and administer any disciplinary action deemed necessary. Each participant is accountable for preserving the reputation and high standard of his/her delegation and the Delaware Youth in Government Model Legislative Program. Code of Conduct Contract must be signed and returned to the State Director. Branch Liaisons should keep a copy for their file. CODE OF CONDUCT CONTRACT I have read and understand the YMCA of Delaware Youth & Government Code of Conduct, and I accept the responsibility for my child's adherence to it. YIG was established in 1936 by the YMCA of the USA, the Delaware Youth in Government program began in 1969 Several months each year, teens meet in their local delegations to discuss and debate issues that affect citizens of Delaware. At delegation meetings, teens create and write proposed legislation to address Delaware issues, learn about the democratic system, are trained in parliamentary procedure, bill development, the legislative committee process and debate. Judicial delegates learn about writing legal briefs, the appellate court system and performing oral arguments. The program culminates with the teen participants serving as legislators, attorneys, lobbyists press and more at the 3day model Legislative and Judicial Conference held annually at Legislative Hall and The Kent County Court House in Dover, Delaware. Delegates learn by doing, and have the opportunity to try their hand at leadership in an open and receptive learning environment. MISSION Develop life-long responsible citizenship in teens by being both knowledgeable and active in determining the future of our democracy. YMCA of Delaware Code of Conduct Proximity Rule All participants share equally the responsibility of their actions when violations for the Code are witnessed. Those who decide to be present when a violation occurs shall, by their own choice, be considered a participant in the violation. Infractions of General Rules A – D shall result in expulsion from YMCA Youth in Government program. In addition, local law enforcement agencies may be contacted. A. Any act of vandalism, destruction of property or misuse of a facility may be a crime and treated as such. Individuals will be billed for any damage incurred. B. Possession and/or consumption of alcoholic beverages and other illegal drugs is prohibited. C. Weapons of any kind and items that could cause injury or damage to participants or property are prohibited. D. Activities, which endanger the health and safety of yourself or others, is prohibited. Infractions of General Rules E – O may result in expulsion from YMCA Youth in Government. E. Smoking and/or use of tobacco products is prohibited. F. Failure to wear the YIG ID Badges at all times. G. No delegate, advisor or staff may have visitors at the hotel. This includes family and boyfriends/girlfriends. You may have visitors at Legislative Hall only. H. Leaving the place of lodging, Legislative Hall, Kent County Courthouse or other conference facilities without permission of the State Director is prohibited. I. Inappropriate and uninvited physical contact between any Youth in Government participant, staff member, or guest is not allowed. J. In order to be considered an active participant in this program, you must be present and punctual at all meetings where your involvement is required. K. Participants shall observe all curfews and be in their assigned sleeping rooms at the established curfew. L. No delegate shall be present in the hotel room with a member of the opposite sex at any time, unless an advisor is present in the room, or there are five or more delegates present in the room, two of which are the same sex (3-2 rule) with the door open, feet on the floor. M. DELEGATES MAY NOT DRIVE ANY VECHICLE DURING THE TIME THEY ARE AT THE MODEL LEGISLATIVE CONFERENCE. Any delegate seeking an exception must have written permission from a parent/guardian and must clear it in advance with their advisor and State Director. Proof in writing must be provided to the Youth in Government State Director. N. All cell phones, pagers, i-pods, walkie-talkies and other electronic devices must be turned off during all sessions, meetings, and hearings in all program areas. Advisors and staff may leave cell phones on but inaudible for emergency contact reasons but must leave the session/area to answer a call. O. Delegate behavior will model the YMCA values of caring, honesty, respect and responsibility at all times.
