Performance Parameters: Even it is generally accepted that internet access is a service without end-to-end guaranteed quality of service, the tenderer must commit to a certain level of quality inside the backbone. The quality will be measured in terms of the following parameters, to be measured regularly between EUROFOUND site and a list of predefined probes or routers of the tenderer’s backbone. Local Loop Throughput: The tenderers must be able to offer enough bandwidth to guarantee a throughput at least equal of 100 % of the tiered internet bandwidth proposed in the offer. Provide details of origin: Closest network point of presence to EUROFOUND premises in Loughlinstown, Dublin 18. Cater for destinations such as: Belgium; France; Germany; Japan; Brazil Average packet loss rate (provide %): Hourly average IP packet loss rate, as the percentage of lost IP packets over the total number of packets transmitted within the capacity of the access through the provider’s backbone. The tenderer must guarantee that for 95 % of the hours within a month, the measured values are equal to or better than the provided values for all sites.
