Minimum Requirements
1.
INFORMATION TO COMPLETE THE MINIMUM REQUIREMENT CHECK-LISTS
Tenderers should complete one checklist for each of the four lots and clearly indicate the
company name and the lot number on each checklist.
Tenderers may submit tenders for any single or all lots. Each lot will be the subject of an
individual framework contract and tenders shall be evaluated separately for each lot.
The tender specifications list the minimum standard requirements necessary for tenders
which comprise the information referred to on these check-lists. Any additional
requirements are outlined in the other chapters of the tender specifications.
The check-lists in this Annex (6) must be completed per lot and provided together with
any other required documentation or information as outlined in the tender specifications.

LOT 1 – FIXED LINE VOICE TELEPHONY - CHECK-LIST

Propose 3 (three) standard models of handset fulfilling the requirements listed
above (see table in Annex 7).
Provide call forwarding, call diverting, conference call, call barring capabilities, call
alerting for missing calls, voice mailboxes, SMS.
Provide capabilities to set limitations (profiles), cost control, over-the-air
configuration and technical solutions for handling private calls.
Provide anti-fraud and anti-theft mechanisms or capabilities to remotely
block/destroy individual cards and or handsets.
Allow for the provision of supplementary handsets and associated SIMs as
requested.
Provide a list of accessories available for proposed models with prices (see table
in Annex 7).
Offer discounts for accessories from the market price
For voice-only enabled SIM cards any new SIM card requests must be activated
within 4 (four) hours on the request of SANCO or EUROFOUND

Performance Parameters: Even it is generally accepted that internet access is a service
without end-to-end guaranteed quality of service, the tenderer must commit to a certain
level of quality inside the backbone. The quality will be measured in terms of the
following parameters, to be measured regularly between EUROFOUND site and a list of
predefined probes or routers of the tenderer’s backbone.
Local Loop Throughput: The tenderers must be able to offer enough bandwidth to
guarantee a throughput at least equal of 100 % of the tiered internet bandwidth proposed
in the offer.
Provide details of origin: Closest network point of presence to EUROFOUND premises in
Loughlinstown, Dublin 18.
Cater for destinations such as: Belgium; France; Germany; Japan; Brazil
Average packet loss rate (provide %): Hourly average IP packet loss rate, as the
percentage of lost IP packets over the total number of packets transmitted within the
capacity of the access through the provider’s backbone. The tenderer must guarantee that
for 95 % of the hours within a month, the measured values are equal to or better than the
provided values for all sites.
The tenderer must be able to provide measurement of these parameters and included in the
periodical service reports.
