Basic Functions: Location: Baghdad The Capacity Development Specialist will be responsible for the design and implementation of capacity building programs for Provincial Governments on planning, budgeting, advocacy campaigns, service delivery, community outreach, citizen participation and other GSP technical topics. In conjunction with GSP technical staff, he/she will also work through various partners to build the institutional capacity of Iraqi provincial government officials. The Specialist will help develop annual work plans according to contract specifications, advise in preparation of scopes of work for appropriate tasks, participate in technical assistance, monitor project performance, communicate with, and assist with the preparation of contract deliverables. This position is located in one of GSP’s Baghdad Illustrative duties include: Assist in conducting technical needs assessments in the provincial council and governor office, and identify special training/workshops requirements; In accordance with GSP scope and coordination with components’ teams, evaluate and propose provincial government systems and recommend improvements; Develop workshops, seminars and mentoring programs in conjunction with GSP technical team; Ensure clear purpose, objectives, and expected results for all training and technical assistance activities; Assist provincial specialists in transferring knowledge and skills to the trainees Work closely with the provincial governments to enhance knowledge and improve skills of their staff; Prepare projections and budget estimates for events; Work in close coordination with the provincial coordinators in his/her assigned region to ensure proper implementation of work plan activities; Advise training providers on learning objectives and expected results of training and technical assistance activities; Monitor post training performance and effectiveness of GSP interventions including mentoring, coaching and technical assistance; Ensure compliance with USAID regulations for project activities; Inform GSP team leaders about the scheduling, content, and locations of GSP activities; Provide quality assurance for all tasks related to workshops and other GSP events, including publicity, invitations, registration, coordination with trainers, and publishing training materials; Ensure that support staff maintain accurate and timely records of activities and events; Analyze the results of evaluations conducted by GSP’s M&E staff and share the findings with team leaders; Summarize results of GSP activities for project reports; Communicate GSP’s expectations of training activities to beneficiaries; Develop and maintain effective relationship with high level Iraqi government officials; Develop and maintain productive working relationships and strategic partnerships with USAID, training providers, and counterpart organizations Perform other duties as assigned to achieve the GSP program goals and objectives Page 1 of 2 Job Qualifications ● B.A./B.S. in relevant field plus five (5) years’ experience; Proven skills designing and implementing capacity building programs, preferably including training of trainers; experience with training and technical assistance programs on international donor-funded project a plus; Excellent training and mentoring skills, and knowledge of modern training methodologies; Ability to work under pressure in a team-oriented environment; Strong computer spreadsheet/word processing and power point skills; Strong attention to detail, organizational and prioritization skills; Ability to work both independently and in a team; Willing to travel to assigned provinces; Fluency in written and spoken Arabic required. Good working knowledge or proficiency in written and spoken English required.
