1 GENERAL
1.1 INTRODUCTION
This Manual shall be read in conjunction with the appropriate Civil Aviation Rules, which are
referenced throughout, and no provision shall be construed in such a manner as to conflict
with any regulatory material. Additional guidance is contained in Civil Aviation Advisory
Circulars.
For ease of reference and review, this Manual follows the sequence of CAR Part 139.
1.2 DEFINITIONS
Aerodrome operational area: All that area within the boundary of the aerodrome, including
the movement and safety areas.
Airside: The operational/movement areas of the airport, adjacent terrain and buildings or
portions thereof, access to which is restricted.
Apron: That area intended to accommodate aircraft for the purpose of loading or unloading
passengers or cargo, refuelling, parking or maintenance.
Chief Executive: The person appointed to this position by the Board of Nelson Airport Ltd.
Director: The Director of Civil Aviation.
Manoeuvering area: That part of the airport to be used for the take-off, landing and taxiing
of aircraft, excluding the apron.
May: As a verb, indicates the decision is optional.
Movement area: That part of the airport to be used for the take-off, landing and taxiing of
aircraft, consisting of the maneuvering and the apron area.
Shall: Indicates a mandatory requirement and that the subject requirement is currently in
effect.
Should: Indicates a recommendation.
Strip: A defined rectangular part of an aerodrome, the central portion of which is used for the
landing or take-off of aircraft along its length.
Will: Indicates futurity.

SAFETY INSPECTIONS AND AUDITS (139.13)
2.1
Any person duly authorised by the Director shall be permitted to carry out inspections and
audits of Nelson Airport to determine compliance with CAR Part 139 Subparts A, B, C and D. Access
to the aerodrome, NAL premises, facilities, documents and records is to be freely available to assist
the Director (or a duly appointed person) as required in the interests of civil aviation safety and
security (S 10, CA Act 1990 as amended).
2.1.1 These inspections and audits will be co-ordinated with the Chief Executive (CE) or their
designated representative.

EXEMPTIONS (139.15, 139.77 (A)(6))
NAL has not sought any exemption from the Director in respect of compliance with CAR Part 139
Sub-parts A, B, C and D.

DEVIATIONS (139.17)
4.1
NAL, through its airport management and personnel, aims to fully comply with CAR
Part 139 as expressed in ACE documentation but notes that deviations there from
may be necessary to the extent needed to meet an emergency.
4.1 .1
Generally, these emergency conditions will require an immediate response to protect
life or property involving carriage by air.
4.1.2
When these criteria are present a deviation from any requirements of CAR Part 139
Subparts A, B, C and D may be authorised by:
a. CE
b. CC
c. In the absence of (a) and (b) their appointed representatives.
4.1.3
In all cases the authorised deviation shall be reported in the first instance to CE who
shall provide a written report to the Director as soon as practicable, but in any event
not later than 14 days after the emergency, covering the nature, extent and duration of
the deviation.
5
AERODROME DESIGN REQUIREMENTS AND NOTIFICATION
OF DATA (139.51, 139.73, 139.123)
5.1
GENERAL
5.1.1
Nelson Airport is operated by NAL. The airport will be maintained to ensure ongoing
compliance with the aerodrome design requirements set out in AC 139-6 for aircraft
above 5700kg MCTOW.
5.1.2
Nelson is a domestic airport incorporating one primary sealed runway, three grass
vectors, taxiways, apron areas and associated buildings, equipment and facilities.
5.1.3
At Appendix 1 to the Manual is a depiction of the aerodrome layout. More detailed
drawings and plans including obstacle limitation surfaces and survey data are held by
the CE.

5.2
COMPLIANCE
5.2.1
CE shall be responsible for ensuring on-going compliance with the criteria published
in AC139.6 in respect to:
a. Aerodrome data
b. Physical characteristics
c. Obstacle restriction and removal
d. Visual aids for navigation comprising:
i. Apron and terminal markings and lighting
ii. Markers
iii.Restricted use areas, markings and signs
5.2.2
ACNZ, through the Nelson ATS Unit and Technical Maintenance Unit, shall be
responsible for the provision and maintenance including preventative maintenance of all
visual aids, other than those specified in paragraph 5.2.1(d) above. ACNZ is also
responsible for the provision and maintenance, including routine testing, of auxiliary
power systems. The duty ATS officer shall be responsible for initiating NOTAM action
for conditions arising from their areas of responsibility. These responsibilities are
specified in the Letter of Agreement between NAL and ACNZ, a copy of which is held
by CE (Appendix 11).
5.2.3
ACNZ has implemented a quality system for the detection, recording, correcting and
analysis of quality deficiencies in the services and systems provided by them at Nelson
Airport. CE shall liaise with ACNZ CQA during their quality assurance audits at
Nelson ensure the ACNZ quality system continues to meet requirements.
CQA audit records are available to CAA as required.
5.2.4
AIS has issued guidance material and procedures to facilitate notification of aerodrome
data for publication in the AIPNZ. Aerodrome data for Nelson comprising all elements
detailed in Appendix 1 to AC139.9 is currently published in the AIPNZ. To ensure the
continuing accuracy of that data CE shall:
a. Arrange a complete obstruction survey of Nelson aerodrome to the survey
requirements specified in Appendix 3 to AC 139.9 at intervals not exceeding five years.
b. Use the survey data to establish the runway EOL for the primary sealed runway.
EOL’s for the grass runways shall be established using the method set out in Appendix 2
to AC 139.9. EOL data shall be notified to AIS for publication.
c. Provide the surveyed aerodrome obstacle data to AIS following each five yearly
survey.
d. Monitor the data published in the NZAIP, Supplements and change notices as to its
accuracy and status and notify any changes to ATS. AIPNZ Amendment Request Forms
are available at www.ifis.airways.co.nz

e. In the event of any temporary reduction in EOL’s, such as may be caused by works on
the aerodrome or other temporary obstacles, or when any other temporary aerodrome
condition affects a change to published data or aircraft operations, CE shall:
i. Prepare the text of an AIP supplement for a condition likely to exceed three months in
duration and forward to AIS for publication.
ii. For conditions outside ACNZ areas of responsibility, initiate NOTAM issue
procedures through NOTAM office. (Phone 03 358 1688).
Note: The CE, Operations Manager, and the Duty RFS Officer have authority to issue
NOTAMs on behalf of NAL.
f. When the condition subject to AIP supplement or NOTAM action has been restored to
normal, cancellation procedures shall be implemented as follows:
i. By the duty ATS officer for areas of ACNZ responsibility.
ii. By CE, for areas of CE responsibility.

6.1
AERODROME LIMITATIONS (139.53)
Permanent limitations on aircraft operations at Nelson are published in the NZAIP and
include:
a. Circuit Rules:
i. RWY 02 and Grass RWY 02 - Left Hand
ii. Vectors 06 and 35 - Left Hand
iii. RWY 20 and Grass RWY 20 - Right Hand
iv. Vectors 17 and 24 - Right Hand
b. NORDO light aircraft. Use grass runway and vectors west and clear of sealed runway
02/20.

AIRPORT MANAGEMENT AND KEY PERSONNEL (139.55, 139.77)
7.1
MANAGEMENT POLICIES
7.1.1
NAL has adopted the following policies:
a. Providing a quality of service which facilitates safe, economic and efficient operations
by customers.
b. Complying with the terms and conditions of the aerodrome operating certificate.
c. Giving proper consideration to the airport’s contribution to Nelson/Tasman region’s
development and responsiveness to local community interests and concerns.
d. Promoting and maintaining acceptable standards of safety recognising ICAO
Standards and Recommended Practices (SARPs) as well as New Zealand Civil Aviation
Authority requirements.
7.2
COMPLIANCE
7.2.1
NAL through its Chief Executive will maintain a co-operative liaison with existing and
potential aircraft operators to determine their requirements and the benefits they might
bring to the region.
7.2.2
CE shall:
a. Ensure compliance with CAR Part 139 and the terms and conditions of the aerodrome
operating certificate. On receipt of the aerodrome operating certificate, CE shall record
the expiry date and note when renewal action is to be initiated.
NOTE: The Aerodrome Operating Certificate (AOC) may be issued or renewed for a
period of up to five years. CE shall ensure that an application (on Form CAA 24 139/01)
for the renewal of the AOC is submitted to the Director before the application renewal
date specified in the Certificate or, if no such date is specified, not less that 30 days
before the Certificate expires.
b. Develop and maintain a schedule of key events including inspections, tests, reviews,
surveys etc for ensuring their completion on due dates. A copy of this schedule shall be
provided to the Internal Quality Assurance auditor. (See QA Manual APP 4).
7.3
7.3.1
SENIOR PERSONNEL
NAL has appointed MRS A K McNabb as its Chief Executive (CE). She has authority
to ensure that all airport activities undertaken by the company are financed and carried
out in compliance with CAR Part 139 Sub-parts A, B, C and D.

7.3.2
The Chief Executive, Mrs. Allison Kaye McNabb, has authority to deal directly with
the Director or CAA on all matters affecting compliance with Part 139 and other matters
in respect to the CA Act 1990 as amended. As the Chief Executive (CE), she has the
ultimate responsibility for the day to day management of airport operations, airport
personnel, services and equipment.
7.3.3
CE shall ensure that contractors providing ATS (ACNZ) and RFS (Nelson Airport Fire
Service Ltd) employ qualified and competent persons for the provision of their respective
aerodrome services. These contractors may produce licenses, ratings and Certificates of
Competence as evidence of qualifications. Selection of airport security personnel shall be
in accordance with job description and Ideal Person specifications (z/staff/security/ideal
person specification)
7.3.4

AERODROME EMERGENCY PLAN (139.57, 139.109)
8.1
GENERAL
8.1.1
8.2
8.2.1
The Nelson Aerodrome Emergency Plan (AEP) is designed to minimise personal injury
and property damage at, or in the vicinity of Nelson Aerodrome in an emergency. The
AEP is developed and tested periodically by CE in consultation with agencies likely to
be involved in providing specialist services during a major emergency.
COMPLIANCE
CE is responsible for the development and maintenance of the AEP and shall:
a. Test the AEP by conducting a full scale aerodrome emergency exercise at intervals not
exceeding two (2) years.
b. Conduct an emergency exercise in the intervening year to ensure that any deficiencies
found during the full scale exercise have been corrected.
c. Review the AEP after each of the exercises specified above, or after an actual
emergency to correct any deficiency found. For this purpose CE should arrange an
exercise debriefing session with all participants as soon as practicable after each exercise
(or real emergency) and record key aspects of participant findings.
d. Co-ordinate the development and maintenance of the AEP with NZ Police, NZ Fire
Service and RFS, security agencies, Nelson Hospital and medical personnel and the
principal airport tenants. Each participating agency should hold relevant sections of the
AEP detailing their responsibilities, roles and procedures under each type of emergency
planned for.
e. Retain records of all exercises and tests including scenario, response times,
participants and debriefing notes for AEP adjustment as necessary.

OCCURRENCE REPORTING (12.55, 12.57, 12.59)
9.1
COMPLIANCE
9.1.1
CE shall inform CAA as soon as practicable with the details of any serious aerodrome
incident, or any serious incident involving NAL personnel or equipment, that is an
immediate hazard to the safety of aircraft operation. This shall be via 0508 ACCIDENT
(0508 222 433), monitored 24 hours a day, seven days a week.

CE, unless otherwise advised by CAA, will conduct an investigation into any aerodrome
incident requiring notification. A report shall be submitted to CAA no later than 90 days
after the incident, including details of any actions taken to prevent recurrence of a similar
incident.
Notwithstanding the notification of a serious incident or an immediate hazard to the
safety of an aircraft operation under rule 12.55, CE will provide CAA with the applicable
details of any other incident within 14 days in accordance with the details of form CA005
(available on the Authority website www.caa.govt.nz/Forms/Forms).

RESCUE AND FIRE FIGHTING (139.59, 139.61, 139.63, 139.65, 139.67, 139.111)
10.1
GENERAL

As per CAR 139.59, (c), (2) NAL provides rescue and firefighting services to Aerodrome
Category 3 requirements.
POLICY
Part 139 Category 3 emergency response coverage shall be maintained from 20 minutes
prior to the first scheduled aircraft movement until 15 minutes after the last scheduled
aircraft movement each day.
COMPLIANCE
CE shall ensure that contract arrangements for the provision of RFS at Nelson Airport
specify as a minimum:
a. Coverage requirements to the above policy.
b. Aerodrome Category 3 requirements (139.59).
c. Extinguishing agents and discharge rates (139.61).
d. Vehicle requirements (139.63).
e. Personnel requirements (139.65).
f. Response capability (139.67).
10.3.2
CE shall, in consultation with the RFS contractor, develop, produce and maintain a
Rescue and Firefighting Manual detailing how compliance with CAR Part 139 is to be
achieved. The RFS Manual is part of ACE documentation and shall be kept up to date at
all times.

PUBLIC PROTECTION (139.69)
11.1
GENERAL
11.1.1
11.2
11.2.1
Safety of aircraft operations, the public, airport facilities and equipment are essential
elements of airport management.
COMPLIANCE
CE shall institute measures and procedures to prevent inadvertent entry of animals to the
movement area and to deter entry by unauthorised persons or vehicles to the aerodrome
operational area. Protection of persons and property from aircraft blast is also to be
provided. To comply with the requirements CE shall:
a. Restrict access to airside to only those organisations and persons who need access to
perform essential airside activities.
b. Provide fencing not lower than 1200mm to control unauthorised entry to the
operational area, and signed security gates and building doorways to control entry by
authorised persons and organisations. Gates and controlled doors shall be closed or
controlled at all times when not otherwise being used for authorised access.
c. Provide fencing in other areas of suitable construction and height to prevent entry by
animals likely to endanger aircraft operations. Strategic placement of trespass/warning
signs shall also be used to deter unauthorised persons from straying on to the movement
or operational area.
d. Institute a safety awareness programme under which all airport personnel monitor the
aerodrome environs for unauthorised entry by persons or animals and take action to
remove the intrusion.
e. Arrange airport parking so as to protect the public and property from aircraft blast.
Designate areas for use by aircraft operators to minimise engine run-up noise.
f. Investigate all reported breaches of unauthorised or inadvertent entry within a
reasonable time frame, but not later than seven days from the incident and take remedial
action as required or appropriate. The corrective action taken shall be recorded and
retained with the original report of the breach. A report of each incident is to be
forwarded to the Director of Civil Aviation within 14 days.

WILDLIFE HAZARD MANAGEMENT (139.71)
12.1
GENERAL
12.1.1
NAL takes proper action to prevent inadvertent entry of animals and livestock to
movement area (see paragraph 11 above). It also maintains an active bird control
programme to minimise the risk of bird strikes.

12.2
COMPLIANCE
12.2.1
CE shall be responsible for ensuring that all aspects of the bird control programme are
implemented.
12.2.2
Nelson Airport Fire Service Ltd (RFS) is responsible to CE for day to day bird control
and undertakes random patrols as well as active bird scaring shooting and clearing
programmes whenever a threat is present or at other times when directed by CE or the
duty ATS officer.
12.2.3
RFS also monitors the aerodrome environs during routine airfield inspections for stray
animals that may pose a risk to aircraft operations.
12.2.4
The Grass Mowing Contractor is responsible for grass mowing to a height and frequency
specified by CE in the contract documents. When directed by CE, grub and worm control
measures are taken to reduce bird numbers.
12.2.5
CE shall also:
a. Monitor airport environs for activities (waste disposal) which attract birds.
b. Maintain the bird shooting permit issued by the Department of Conservation up to
date.
c. Liaise with wildlife specialists and agencies to improve the effectiveness of the bird
control programme.
d. Liaise with CAA to obtain airport bird hazard data and risk assessments.
12.3
BIRD STRIKE REPORTS
12.3.1
The duty ATS officer warns pilots of known bird concentrations which pose a flight
safety hazard.
12.3.2
Pilots normally report bird strikes or near misses to the duty ATS officer who submits a
bird strike report to CAA. Summaries of these reports are provided to CE for
retention on file.
12.3.3
The Rescue Fire Service contractor provides the CE with a monthly report of bird
incidents using the form shown in Appendix13.
13
AERODROME INTERNAL QUALITY ASSURANCE (139.75)
13.1
GENERAL
13.1.1
NAL is committed to maintaining the integrity of its airport management policies (see
Chapter 7 above). An essential component of this is a quality management programme

oriented towards the reduction, elimination and most importantly, prevention of quality
deficiencies.
13.2
13.2.1
QUALITY MANAGEMENT POLICY
NAL shall ensure that a quality management programme is implemented at Nelson
Airport to:
a. Attain and maintain the integrity of its operational policies.
b. Pervade all levels of airport management and personnel.
c. Develop customer confidence in the ability of NAL to deliver consistently high levels
of service.
13.3
13.3.1
COMPLIANCE
CE shall be directly responsible to the NAL Board for implementing and monitoring
internal quality assurance procedures that:
a. Reflect NAL corporate goals.
b. Ensure compliance with, and the adequacy of, the procedures, plans, systems and
programmes defined in NAL ACE documents to meet the requirements of CAR Part 139
Subparts A, B, C and D.

The detailed Internal Quality Assurance Manual issued by NAL is part of the NAL suite of
ACE Manuals.
AERODROME MAINTENANCE (139.103)
14.1 GENERAL
A comprehensive aerodrome maintenance programme is necessary to maintain
aerodrome facilities in a condition that does not impair the safety, security, regularity or
efficiency of aircraft operations.
14.2
14.2.1
COMPLIANCE
CE shall:
a. Prepare an annual maintenance plan, including preventative maintenance when
appropriate, to maintain all aerodrome facilities to design standards and;
b. Ensure that the paved runway surface is maintained in a condition so as to provide
good friction characteristics and low rolling resistance.

c. In consultation with the NAL Board, make financial provision in the airport annual
budget to support the maintenance programme.
d. Prepare regular inspection schedules aimed at detecting deficiencies at the earliest
possible time to permit rectification before aircraft operations are adversely affected.
Inspection schedules developed from AC139.3 are shown at Appendices 2-5 of this
manual.
e. Retain completed inspection records for audit purposes.

VISUAL AIDS FOR NAVIGATION (139.105)
15.1
MAINTENANCE AND CHECKING
15.1 .1
ACNZ is responsible for the provision and maintenance of the visual aids to navigation
at Nelson Aerodrome (see paragraph 5.2.2 above). These include AFL, PAPI, WDI,
auxiliary power supplies and runway markings. ACNZ shall ensure that lighting systems
do not exceed the allowed percentage of unserviceable lights as detailed Appendix 9 of
this Manual.
15.1.2
ACNZ has delegated the daily inspection of their owned and operated visual aids to
navigation to RFS in accordance with the Daily Safety Inspection Schedule at Appendix
2 below. RFS report deficiencies to the duty ATS officer who arranges necessary
corrective action by ACNZ technicians or local contractors. The annual condition
evaluation of visual aids (see Appendix 4 below, Item 3) is conducted by ACNZ
technicians who also carry out preventative maintenance and corrective actions as
necessary. CE is responsible for the annual condition evaluation of the runway markings
and signs (Appendix 4, Items 1 and 2). CE shall report any deficiency in
areas of ACNZ responsibility to CC who shall carry out the appropriate corrective
action as specified by CE. CE is responsible for initiating corrective actions for
deficiencies found in areas under his/her jurisdiction.
15.1.3
CE shall be responsible for ensuring that the aerodrome visual aids for navigation are
checked in accordance with the guidance material contained in the relevant AC. These
checks are currently arranged by ACNZ in conjunction with the scheduled flight checks
of the Nelson radio communications and navigation aids.
15.1.4
ACNZ shall be responsible for ensuring that visual aids for navigation provided by them
comply with the specifications in AC 139.6. Records of ACNZ CQA audit inspections
shall be made available to CE and the CAA as necessary. These matters are contained in
the letter of Agreement between ACNZ and NAL.
16
AERODROME WORKS (139.107)
16.1 GENERAL
Any works carried out on the aerodrome shall be planned so as not to endanger aircraft
operations.

16.2 COMPLIANCE
16.2.1
CE shall be responsible for organising and ensuring that all aerodrome maintenance and
works are carried out in a timely manner, with minimum disruption and without
impairment to the safety, security and regularity of aircraft operations. This responsibility
shall include:
a. Complying with the requirements including zoning restrictions applicable to the
acceptability of works excavations within the strip area during which aircraft operations
may continue as specified in AC 139.5.
b. Ensuring that documented procedures and the preventative maintenance and checking
programme for works on the aerodrome movement area are established and maintained.
c. Ensuring that unserviceable or deteriorated areas, aerodrome facilities and visual aids
(markings and signs) are restored back into service without undue delay.
d. Ensuring the duty ATS officer is notified as soon as possible of any unserviceable or
deteriorated areas, aerodrome facilities and visual aids, and that where necessary
NOTAM action is taken.
NOTAM cancellation may be arranged by the duty ATS officer when notified by CE or
their representative that restoration has been completed.
e. Notifying the duty ATS officer of any intention to carry out maintenance and works on
or in the vicinity of the movement area that may affect aircraft operations.
f. Maintenance of records for IQA and CAA audit purposes that demonstrate the control
and achievement of aerodrome preventive maintenance and works.
16.2.2
CE shall be responsible for ensuring the operational co-ordination and authorisation of
any aerodrome maintenance or works affecting the movement area and aircraft
operations. This responsibility shall include:
a. Compliance with requirements specified in AC139.5.
b. Determining the degree of hazard to aircraft operations.
c. Prescribing safety requirements and placement of hazard markers.
d. Consultation with the duty ATS officer and aircraft operators in respect to any work in
the movement area, aircraft performance and the available take-off and landing distances.
e. Notifying AIS of any changes and conditions (temporary or permanent) regarding
aerodrome data for publication in AIP supplements or NZAIP.
f. Keeping records to demonstrate the authorisation control and achievement of the coordination of aerodrome movement area maintenance and works activities.
16.2.3
CE shall also be responsible for:

a. Ensuring all persons engaged on works tasks comply with the rules for operating
vehicles on movement area.
b. Ensuring that persons working in areas likely to be affected by aircraft operations
obtain a clearance from the duty ATS officer subject to the following:
i. The arrangements made for the control of the activity have been approved by CE.
ii. Agreed times of work are adhered to.
iii. All persons are briefed as to work areas, access routes, radio (or light) procedures,
safety precautions and report procedures following works completion.

At the conclusion of any works project, CE shall ensure that the site is inspected to
ensure it has been left in a satisfactory condition. When this has been done CE, in
consultation with the duty ATS officer shall cancel any limitations imposed at the
aerodrome during works, and any NOTAM or AIP supplement issued covering the works
activity.
AERODROME ACTIVITY TRAFFIC MANAGEMENT (139.113)
ACNZ provides an aerodrome and approach control service from Nelson Tower during
the hours promulgated by the AIS in NOTAM as required by the Director of Civil
Aviation.
APRON MANAGEMENT SERVICE (139.115)
18.1
The volume of traffic at Nelson Airport does not warrant the provision of an apron
management service.
18.2
CE delegates full responsibility for aircraft movements on the apron to organisations
operating aircraft, or the pilot in command of an aircraft as the case may be.
18.3
It is the responsibility of the organisation operating aircraft, or the pilot in command to
ensure that the apron is clear of all obstructions during engine start-up and ground
manoeuvring.
18.4
The use of marked parking areas on the apron is on a co-operative basis between
organisations operating aircraft. In the event of conflict or when congestion occurs CE
and/or the duty ATS officer shall resolve and offer assistance.
18.5
ATS may also offer a traffic information service to aircraft and vehicles entering or
leaving the sealed runway via the taxiway to and from the apron area. Radio guidance to
itinerant flights may also be given to facilitate parking.
19
AERODROME INSPECTION PROGRAMME (139.117)
19.1
GENERAL

19.1.1
The aerodrome inspection programme is an essential element of preventative
maintenance and is an integral part of the aerodrome internal quality assurance
programme.
19.1.2
Safety inspections of all aerodrome areas are carried out by RFS under the direct
supervision of CE who also provides inspection briefing guidance. ACNZ conducts
continuous surveillance of the aerodrome during their ATS hours of service.
19.2
19.2.1
COMPLIANCE
CE has prescribed an aerodrome inspection programme based upon the information and
suggestions contained in AC 139.3.
The programme comprises:
a. A daily scheduled inspection of physical facilities. Details of responsibility, standards
and notification of non-compliance are at Appendix 2 to this Manual.
b. A continuous surveillance of key aerodrome activities and facilities. Appendix 3 to
this Manual refers.
c. An annual inspection of pavement areas, markings and signs, visual navigation aids
and obstacles.
d. “On occurrence” inspections during unusual conditions or following works and
maintenance activity on the maneuvering area. Appendix 5 to this Manual refers.
19.2.2
19.3
Flight checking of visual aids lights for the purpose of confirming guidance accuracy and
conspicuity are conducted by ACNZ to CAA and ICAO requirements.
PROCEDURES
19.3.1
The CE shall ensure all inspection staff are trained in the undertaking of a full scale
inspection using the inspection schedule and detailing for each item the checking
process necessary. This will be done for all new persons before their first inspection and
regularly thereafter.
19.3.2
Daily inspections are conducted largely from a vehicle driven at such a speed as to
facilitate thorough and reliable inspections. Walk around inspections are made at critical
or sensitive areas.
19.3.3
The person conducting the inspection shall establish two-way radio contact with Nelson
Tower prior to conducting the inspection and comply with ATS clearances and
instructions during the inspection.
19.3.4
Inspectors shall also comply with procedures established for operating ground vehicles
on the aerodrome operational areas.

19.3.5
Inspectors shall report any observed hazard or potential hazard immediately to the duty
ATS officer and take any subsequent action as may be directed. This action may include
removal of debris placement of hazard markers or bird scaring and shall be reported
when complete.
19.3.6
The Inspection Schedule shall be recorded and submitted to CE, together with any “noncompliance” report required (see Appendix 6). Matters rectified at inspection need not be
reported unless aircraft safety and/or operational effectiveness is likely to be jeopardised.
19.3.7
CE shall action non-compliance for all activities or items under his/her jurisdiction,
record action taken and retain details on file for CAA audits.
19.3.8
The duty RFS officer shall raise a NOTAM for any recorded hazard in accordance with
NOTAM criteria set out in AC 139.3. NOTAM cancellation action shall be taken by the
duty RFS officer when the condition has been rectified. The duty ATS officer shall issue
and cancel NOTAMs for deficiencies detected in areas of ACNZ jurisdiction.
20
GROUND VEHICLES (139.119)
20.1
GENERAL
20.1.1
NAL in conjunction with ACNZ, is responsible for all vehicles operating on the
aerodrome operational area.
20.1.2
Authorisation for vehicles to operate on the aerodrome operational area will be given
only to vehicles that are essential for servicing aircraft or providing essential aerodrome
services. (See Appendix 12).
20.2
COMPLIANCE
20.2.1
The duty ATS officer will exercise control over all ground vehicles operating on the
manoeuvring area during ATS hours of service.
20.2.2
CE shall:
a. Limit access to the aerodrome operational area to only those vehicles meeting the
requirements in 19.1.2 above.
b. Ensure, during ATS hours of service:
i. that authorised vehicles can communicate by radio with Nelson Tower on 127.4
MHz; or if not able to,
ii. is accompanied by another vehicle which is fitted with two way radio; or in the
event that (i) and (ii) are impracticable,
iii. can comply with defined rules and procedures.

c. Verbally brief all authorised drivers on aerodrome layout and any restricted zones
around visual or electronic navigation facilities. (A map of the area may suffice).
d. Ensure that vehicles are appropriately marked and lit, or otherwise specially exempted
from the need such as small baggage tractors.
e. Ensure that all ground vehicles authorised to operate on the aerodrome, including those
operated by airport employees, tenants or contractors, carry a copy of, and comply with,
rules or procedures established for vehicle operations.
20.3
OPERATING PROCEDURES (COPIED TO AUTHORISED VEHICLES)
20.3.1
All vehicles must be authorised by CE, a delegated representative or the duty ATS
officer.
20.3.2
Drivers of airline service vehicles restricted to operations on the apron must comply with
their different procedural limits.
20.3.3
Drivers of NAL, ACNZ and RFS operational vehicles and permanent contractors owned
vehicles must establish and maintain continuous two-way radio communications with
Nelson Tower on 127.4 MHz and comply with all instructions issued by the duty ATS
officer.
20.3.4
Casual contractors, eg works, surveyors etc. will be briefed by CE or his/her appointed
representative on the procedures to be observed and any limitations imposed on their
vehicles and plant movements.
20.3.5
Drivers are not to exceed 20 Kph on the sealed taxiway and apron and 50 Kph
elsewhere on the movement area.
20.3.6
No vehicle shall be driven at a speed in excess of 8KPH within 15 METRES of any
aircraft.
20.3.7
Emergency vehicles shall have right of way over all other ground vehicles.
20.3.8
Aircraft shall have right of way over all ground vehicles except properly marked
emergency vehicles attending an actual emergency.
20.3.9
No vehicle shall be left unattended or abandoned by its driver on the apron or
maneuvering area.
20.3.10
No vehicle shall be operated on the apron or movement area without a current WOF or
similar safety certificate issue by an appropriate certification officer.
20.3.11
Drivers shall not smoke on the apron area.
20.3.12
All persons working airside should wear an airport identity card if issued. Other persons
may work airside under supervision or when authorised by CE or delegated
representative.

20.3.13
20.4
Any damage to persons or property caused by a ground vehicle shall be reported to CE
immediately.
RADIO PROCEDURES AND LIGHT SIGNALS
20.4.1 GENERAL
Persons and vehicles operating on the manoeuvring area shall maintain radio
communication with the Nelson Tower at all times on frequency 127.4 MHz.
Before proceeding on to the manoeuvring area each driver should:
a. know the procedures
b. know the light signals
c. be precise - and patient
d. comply with instructions
e. keep eyes open, stay alert and never go beyond hearing range of your radio
f. if unclear about any matter seek advice before entering airside.
NOTE: Clearance is required from the Air Traffic Control Service for ALL vehicular and
pedestrian activity on the MANOEUVRING AREA. Clearance can be given by radio or
by light signals.
20.4.2
RADIO PROCEDURES
Before transmitting, be sure the channel is clear (no other transmissions in progress) by
listening out then call “NELSON TOWER” and:
a. Tell the “Tower” WHO you are.
b. Tell the “Tower” WHERE you are.
c. Tell the “Tower” WHERE you want to go and any significant detail then:
d. AWAIT CLEARANCE - MOVE IMMEDIATELY when clearance granted.
e. When using vehicle radio, only approved call signs shall be used.
f. If instructions from Nelson Tower are not understood do not hesitate to ask for them to
be repeated, as any misunderstanding of instructions could cause an accident.
g. Make all calls to the Tower as brief as possible and if the Tower does not answer
immediately, be patient - the Controller has two aircraft radio channels to work and could
be tied up with these.

20.4.3 LIGHT SIGNALS
If there is a radio failure, Nelson Tower will resort to light signals to control vehicles.
Light signals employed by Nelson Tower to control ground movement shall have the
following meaning:
a. Steady Red - Stop immediately.
b. Flashing Red - Move off runway, grass landing area or taxiway. Watch for aircraft.
c. Steady Green - Permission to cross or move on to the manoeuvring area, runway, grass
landing area or taxiway.
d. Flashing Green - Increase speed in the same direction.
e. Flashing White - Report to Tower, move via perimeter.

PROTECTION OF NAVIGATION AIDS (139.121)
21.1
Electronic or visual navigation aids, or ATS facility shall be sited to ACNZ
specifications and in a location and manner approved by CE.
21.2
CE shall not permit the construction of facilities on the aerodrome that might adversely
affect navigation aid operation. Where any doubt exists ACNZ shall be consulted as
early as possible in the planning stage.
22
UNSAFE CONDITIONS (139.125)
22.1
GENERAL
Whenever the requirements of CAR Part 139 Subpart A, B C and D cannot be met, to the
extent that uncorrected unsafe conditions exist the normal report and notification
procedures (see Chapter 5 to this manual) shall specify the limitations imposed on
aircraft operations.
22.2
22.2.1
COMPLIANCE
CE shall:
a. Having regard to the cause and nature of the unsafe condition, limit aircraft operations
to those portions of the aerodrome not rendered unsafe by the condition. Markers and
hazard lights may be used.
b. Advise aircraft operators immediately of the limitation and initiate NOTAM action.
c. Take all necessary steps to restore the aerodrome, or part thereof, to design
requirements as soon as possible and cancel the operational limitation and any NOTAM
issued.
d. Record all incidents of unsafe conditions, the limitations imposed and the rectification
carried out. Inspection of rectification work shall be completed prior to restoration of
normal operations.
23
CHANGES TO NAL ORGANISATION (139.127)
23.1
GENERAL
The NAL Aerodrome Certification Exposition (ACE) must at all times remain a current
description of the aerodrome and its associated plans, programmes, services, systems,
procedures and facilities.

23.2
COMPLIANCE
23.2.1
CE shall review ACE Manuals each year during the month of July, or more often where
an urgent change is required for aerodrome safety purposes. The review shall test all
contents for continuing relevance to legislation requirements, including amendments to
CAR Part 139 and advisory circulars.
23.2.2
CE shall co-ordinate all amendments with specialist personnel and issue amendments in
accordance with the procedures set out in the Internal Quality Assurance manual.
23.2.3
CE in consultation with the NAL Board shall:
a. Give prior notification to the Director of any proposed changes to the management
structure and await acceptance before promulgation.
b. Process amendments to the ACE required by the Director in the interests of safety.
c. Forward the Certificate to the Director where ACE changes require an amendment to
the aerodrome operating certificate.
24
SECURITY ARRANGEMENTS (139.205)
24.1
GENERAL
24.1.1
24.2
Nelson Airport is not a security designated aerodrome. A number of security measures
exist to safeguard routine aerodrome operations and can be alerted to a higher degree in
contingent circumstances. Contingency planning also assists in meeting sudden threats to
security. While airport identity cards are not legally required, they are issued to
permanent staff when AVSEC services are available.
COMPLIANCE
24.2.1
CE shall, as part of the continuous surveillance safety inspection programme (139.117)
include security awareness and reporting and ensure that each person required to carry
out security tasks is briefed for those tasks. A record is to be kept to certify that staff
have read or received information relevant to their duties. A copy of a letter to all airport
personnel to promote security awareness is at Appendix 8 below.
24.2.2
CE shall ensure that persons employed by NAL have received the appropriate level of
approved security awareness training and testing relevant to their duties by an authorised
person. Every person requiring training shall undertake recurrent training at intervals not
exceeding 3 years.
24.2.3
CE shall provide and maintain lighting, and emergency lighting in the event of failure of
the normal lighting system, on any parking areas at the aerodrome used at night by
aeroplanes having a certified seating capacity of 30 or more passengers that are engaged

in air transport operations for the carriage of passengers. CE shall also ensure that
portable lighting is available within a reasonable timeframe to isolated aircraft parking
areas intended to be used at night.
24.2.4
CE shall have a contingency plan which:
a. Permits screening of passengers and baggage prior to emplaning.
b. Separates arriving passengers from those departing.
c. Provides a sterile area where passengers subject to screening are denied access to
unauthorised articles or contact with unscreened persons.
(These contingency plans are outlined in Section 9 of the Aerodrome Emergency Plan).
24.2.5
A number of important actions relating to airport operations, while not essential ACE
requirements are included at Appendix 7 below. Topics covered include:
a. Aircraft accidents
b. Removal of disabled aircraft
c. Off-airport incidents
d. Safety at air displays
24.3
24.3.1
SECURITY AWARENESS GROUP
CE shall facilitate a security awareness group to ensure sufficient information is given to
other organisations/individuals at the aerodrome to motivate security awareness. CE shall
convene, chair and minute meetings of the group at intervals not exceeding 12 months.
